Save the date and mark your calendars for a CAM (Certified Apartment Manager) Series. Classes are scheduled for
March 11, 18, 20, 25, and 27th at the West Des Moines Police Public Safety Building.
This class will only be offered every other year from this point forward. There are many students that need to finish this
series so you’ll want to get on board and get this finished. New students need to remember it may be two years before this course
is repeated in Des Moines again so plan for your completion of this course accordingly. This course is available to CIAA mem-
bers only.
The entire CAM series will be $550.00 or $75.00 for each individual class if trying to complete your designation. Reg-
istration for this class will begin in January and the forms are located on Page 6.
Certified Apartment Supplier Classes
If you are vendor and interested in earning the NAA designation of Certified Apartment Supplier, you will be able to attend some
of the classes being offered for the CAM designation in March to qualify for this designation. Cost for the CAS classes is
$350.00 for each individual attending. Registration for this class will begin in January and the forms will be available soon.
Look for our voter registration drive coming in 2008! We need to educate renters on issues that affect them and help them have a voice in
the very important political process. More importantly, a message needs to be sent to our legislators that homeowners aren’t their sole
constituency. One of our goals is to change the perception of rental property owners and replace the stereotypical image of “landlords”
with a more positive image of Property Management professionals.

Letter from the President
Happy New Year! 2008 is going to be an exciting year for the CIAA. But we wouldn’t be where we are today
without the hard work of our founding members. It took tenacious spirit to overcome some pretty big obstacles
in forming our association, but the effort paid off in a big way for all of us. CIAA is the only affiliate of the National Apartment Associa-
tion in Iowa. Affiliation with the NAA brings countless benefits to our members. Did you know that your membership in the CIAA auto-
matically includes membership in the NAA? Their website is just a click away and contains vast resources for apartment professionals!
I want to extend my personal thanks to Melissa Johnson for setting the tone for a very successful beginning and for setting the pace for the
continued growth of the CIAA. Melissa’s dedication to the association is tremendous and I look forward to working with her and the rest of
the Board of Directors throughout the year.
Our new board members are: Rick Koontz (Signature Place), President; Melissa Johnson (Peterson Companies), Past President; Deb Lan-
pher (R&R Realty), Vice President; Lori Young (Wakonda Village), Treasurer; Jennifer Konior (TAB Properties), Secretary; and Tom
Newton (Gorman Roofing) and Mary Spain (Apartment Finder), Vendor Council Co-Chairs. Remember, there are many ways to get in-
volved with your industry peers. We’re always in need of volunteers to serve on committees. It’s a great way to make new friends and to
make a difference in the apartment industry!
The Board of Directors approved the Hultman Company as CIAA’s lobbyist. They have already started working on some very important
issues for us. We look forward to continued success with our legislative priorities, and with the help of this very experienced firm and its
principles, I have confidence that we will be able to make some positive changes in legislation that will benefit us all.
2008 will also mark the beginning of the end of the incredibly soft market we have all experienced for too many years. Won’t it be exhila-
rating when we won’t have to fight so hard for new residents and have a fairer playing field in retaining our current residents? This is an
exciting and rewarding industry, and I hope you all enjoy it as much as I do. I’m looking forward to working with you all in continuing to
bring excellence to the rental housing industry in Iowa!

Cost is as follows:
Testing is done at the end of the series via private computer. It is a timed test. A score of 70%
must be obtained for passing all courses.
The dates for the Series are March 11, 18, 20, 25 and 27 with an elective CRAM for Test Date of
April 7th.
Classes will be held at the West Des Moines Police Station on Mills Civic Parkway in West Des
Moines.

This Order does not impose mandatory access on apartment
properties. Rather, it only prohibits apartment owners from
negotiating agreements that grant covered video service
providers exclusive access to the property. Mandatory access
laws, which are in effect in 18 states and Washington, D.C.,
require an apartment owner to grant a right of entry to a ser-
vice provider that wants to offer their product to residents.
The Order only prohibits the enforcement of exclusive access
clauses, not entire contracts covering items beyond exclusive
access rights. In other words, the Order does not prohibit con-
tract clauses that grant exclusive marketing rights or the
granting of an exclusive right to use inside wiring owned by
the property. Lastly, the Order applies only to video service
providers; it does not prohibit exclusive access agreements
between property owners and service providers offering voice or
Internet access. The issue of whether or not to ban these types
of contract provisions is slated to be the subject matter of a
separate FCC rulemaking procedure.
