Introduction
The Performance Management System envisages evaluation of Technical/Functional competencies of the executive annually. This document is to be used as a reference directory to identify competencies required for the effective discharge of various roles and functions within a plant/project. At the beginning of the assessment year during the Performance Planning phase, the executive and the reporting officer should refer to this document to identify functional/technical most relevant to the executives position .

M6 & above (PSR/SPM) 1. Technical overview of power system components and power system configurations 2. Knowledge on Indian Electricity Grid Code , Electricity Act and modern trends in power system design 3. Knowledge about system planning and contingency analysis 4. Technical Knowledge about project implementation for substations and transmission lines 5. Knowledge of DVC's tariff policy and regulatory aspects(state & central commissions) for necessary coordination with Commercial dept on consumer / power exchange issues including ABT 6. Knowledge of manufacturer & vendor base for system euipment & materials 7. Knowledge of safety requirements and environmental aspects in power system 8. Knowledge about statutory requirements related to electrical installations 9. Knowledge of DVC's works/procurement manual and tendering processes 10.Knowledge on trends of obsoletion and evolving technologies 11.Knowledge about preparation of DPR and latest trends in financial aspects of power system projects 12.Knowledge on handling of Contracts 13.Knowledge of ATS and power evacuation system/network 14.Knowledge of role and function of CEA, MPI, Planning Commission, CERC, RLDC, etc 15.Knowledge on latest trends in grid management and automation

M5 (PSR/SPM) 1. Technical overview of power system components and power system configurations 2. Broad knowledge of project formulation related to transmission system 3. Knowledge on design, specifications and industry standards of electrical equipment and materials 4. Knowledge on Indian Electricity Grid Code, CERC Rules and modern trends in power system design 5. Knowledge on protection, metering and SAS 6. Knowledge of DVC's tariff policy and regulatory aspects(state & central commissions) for necessary coordination with Commercial dept on consumer / power exchange issues including ABT 7. Knowledge of manufacturer & vendor base for system euipment & materials 8. Knowledge of safety requirements and environmental aspects to be considered in new projects 9. Knowledge about various steps involved in execution (engineering, quality & overall co-ordination including OSM) of new & R&A projects 10.Knowledge about procedures for maintaining various statutory requirements and obtaining statutory clearances related to electrical installations 11.Knowledge of DVC's works/procurement manual, tendering processes and preparation of budgets & estimates 12.Knowledge about various systems/equipment in DVCs existing substations and power house switchyards 13.Knowledge on trends of obsoletion and evolving technologies 14.Competency to write technical proposals 15.Knowledge of ATS and power evacuation system/network

M1-M4 (PSR/SPM) 1. Technical overview of power system components and power system configurations 2. Understanding role of each equipment including transformer & switchgear and their selection to suit DVC system 3. Understanding design aspects of system equipment and components like conductor, insulators, cables, various panels, hardware, connectors, etc. and relevant standards (national and/or international) for preparation of technical specifications 4. Understanding quality assurance plan for various equipment and materials 5. Knowledge of IE Rules, CBIP guidelines and modern trends on substation design 6. Knowledge on transmission line design parameters, sag tension calculation and CBIP guidelines on transmission line 7. Understanding of protection, control, metering & annunciation schemes 8. Knowledge on protective relays/ IED's, substation automation & IEC 61850 9. Knowledge on various communication protocols in protection and metering 10.Knowledge on tariff metering schemes and tariff meters 11.Capability of project planning(new & R&A projects) and preparation of BOQ, Estimate &tender specification as per DVC policy manuals / guidelines 12.Knowledge of safety requirements and environmental aspects while formulating new projects 13. Knowledge on load flow studies and system stability 14.Knowledge of engineering related IT applications (autocad, power system study s/w, and others related to design of electrical systems & projects) 15. Knowledge on trends of obsolete and evolving technologies
