NEW DELHI, NOV 04: The Election Commission on Monday granted four days more time to Congress vicepresident Rahul Gandhi to reply to its notice for model code violation over his remark that Pakistan's ISI was in touch with Muzaffarnagar riot victims. The EC has now asked Mr. Gandhi to reply to it by 11.30 am on November 8, as to why action should not be initiated against him for violating the model code by making such remarks in his speeches in Churu, Rajasthan on October 23 and in Indore on October 24 while campaigning. NEW DELHI, NOV 04: With a view to finalising the charge sheet in VVIP helicopter purchase scam, CBI will send a judicial request to Italy seeking statements of the accused who have been facing trial in that country. The CBI sources said a detailed questionnaire on various aspects of financial transactions, meetings of alleged middlemen and their interests in Indian and Tunisian companies, among others, would be part of the judicial request. They said the agency wanted to first get the statements through the judicial request - also known as Letters Rogatory -- after which it might seek extradition of the suspects, if needed. Days earlier, in order to set the political stage for his grand entry into the Jammu Secretariat, he laid out his vision about the political future of Kashmir. He evinced interest in the North Ireland formula or Scotland pattern relationship for Kashmir with India. When questioned about this statement, he resorted to his usual parroting; Kashmir is an integral part of India and shall always remain so. This was one scene, set for the people by Omars National Conference. While he was receiving the Maharaja style Guard of Honour, PDP, his main political opponent in his home turf took out a large rally to oppose Omars war mongering on Kashmir. Darbar move is an administrative exercise and not an ideal stage for a political fight. Omars statements, PDPs protest and BJPs loud demonstration are not needed on such occasion. Instead all the political parties should have released their policy principles in order to make administration corruption free and responsive to the aspirations of the people. In a spirit of coordination it was one moment when there should have been some unanimity on making governance effective. As Darbar move and opening of Secretariat in Jammu means after six months it is now time for this region to taste the fruits of good and effective governance. That spirit is miles away and not in sight at all given the opportunism and political slug-fest, all parties are indulging into. In the bargain Jammu will continue to suffer on many counts.

He was one among the minority who did not speak English, a factor that prompted some of the other students to leave the course and made Sunil consider the same. I was on the brink of quitting but I remembered the sacrifices my parents had made to educate me and I could not give up on them. When I approached a professor with my problem, he suggested I get a dictionary. I found it to be a strange word and did not know what to do about it, Sunil says. Sunil did eventually learn its meaning and procured a dictionary, spending hours making notes and learning new words. By the time his course ended, Sunil was surprised to learn that he was among the few who had passed. The achievement led him to think that his friends who had left the course would have stood a better chance had they also had access to a dictionary. The dictionary was my friend, and that friendship had helped me see that day. So I started making photocopies of my dictionary, with all my notes and observations, but the reach was limited. I then considered printing it as a booklet but that raised a lot of new costs I could not bear. This was in 1997, and computers were becoming popular, so I decided a digital dictionary was the way to go, he reminisces. After overcoming his lack of software know how (by sitting in a room with a borrowed computer and books for the better part of six months), Sunil finally released an online English-Marathi-English dictionary, the first of its kind.

Technical workers architects in redesigning profile of the State: Bhalla


JAMMU, NOVEMBER 04- Minister for Housing, Horticulture and Culture Mr. Raman Bhalla has said that technical workers are the main architects in redesigning the profile of the State through their planning, adding that in this regard they are helping the Government in completing various ongoing projects within the stipulated time frame. This was stated by the Minister while addressing a huge gathering of technical workers on Baba Vishwkarma Day function held at Marble Market in Trikuta Nagar, here on Monday. Mr. Bhalla said that Government was committed to develop every corner of the State on modern lines, adding that peace is a vital for taking development to the door steps of people. He said Government has ensured good governance for the effective implementation of various welfare probeen witnessed across the State during last five year tenure of the present Government adding that many new projects were in pipeline to upgrade the living standard of the people. The Minister said that instructions have been issued to the concerned department to complete all the new projects being executed in their jurisdictions and make optimum use of funds. He urged the people to personally monitor the development works being executed in their respective areas. Mr. Bhalla assured the inhabitants that their remaining genuine developmental demands would also be fulfilled on priority basis. While throwing light on the life of Baba Vishwakarma Day, the Minister said Vishwakarma is the divine architect of the universe, one of the fourteen precious things born of the Samundra Manthan and he also constructed the holy city of Dwarka where Lord Krishna ruled. He said this day is not only celebrated by the engineers and architectural community but also by all professionals. Listing new projects sanctioned for his home constituency, Mr. Bhalla said that Health Ministry has approved Rs. 71 crore for construction of 6-storey Maternity hospital within Gandhi Nagar hospital premises. He said that the hospital would be constructed with all facilities at par with SMGS hospital. The Minister said to ease rush in the city and Gandhi Nagar hospitals the Government has also approved Rs. 4.77 crore for construction of Primary Health Centres at Bhore Camp and Lower Gaddigarh besides NS Urban Health Centre at Trikuta Nagar. JAMMU, NOVEMBER 04: Director General of Police (DGP), Mr. Ashok Prasad inspected Police Headquarters and other moving police establishments which resumed functioning in the winter capital Jammu here this morning, following annual darbar move. Mr. Prasad was received at PHQ lawns by senior police officers and was presented guard of honour by a contingent of armed police. Accompanied by Additional Directors General of Police, Mr. P. L. Gupta, Mr. S. P. Vaid and Mr. S. M. Sahai, the DGP visited various sections of PHQ and enquired from the officials about the working of their branches. SRINAGAR, NOV 04: Cold wave continues to tighten its grip on the Kashmir Valley as the mercury fell considerably, recording the season's lowest temperature so far in Leh. Leh area of Ladakh division was the coldest place in the state with a minimum temperature of minus 8 degrees Celsius, recorded as the season's lowest so far, a MeT department official said today. The mercury plunged nearly four degrees in Kargil town last night to settle at minus 6 degrees Celsius, the official said. Pahalgam also witnessed a drop of 0.5 degrees as the south Kashmir tourist resort recorded a low of minus 3 degrees Celsius, he said. State's summer capital,

Trade Union activists demand restoration of labour laws


SRINAGAR, NOV 04: Coming down heavily on Jammu and Kashmir government for using "undemocratic methods" and force against striking workers at Chenani-Nashri tunnel project, large number of Trade Union activists on Monday demanded immediate release of workers and demanded the restoration of labour laws. Scores of Trade Union Activists belonging to different employees and workers organizations staged a protest against Australian based 'Leighton Company' alleging that it is putting pressure on Administration and police to muzzle the voice of the workers who demand increase in wages and implementation of Labour Laws. President, Jammu and Kashmir Coordination Committee of Trade Unions, Muhammad Maqbool told CNS that police is using undemocratic methods and force against striking labourers at Chenani-Nashri tunnel project. "We demand that arrested workers should be released immediately and their demands should be accepted," he said. Pertinently, Tunnel project workers' union had gone on strike on October 27 demanding reinstatement of ten employees, wages in lieu of overtime, weekly off, risk allowance while Leighton Company, which runs the tunnel works, did not concede to their demands resulting in the face off. "Government is making hollow claims and their actions make it clear that it is not interested in decreasing the level of unemployment. Workers are not only being thrown out of jobs, but also punished with force," the protestors said adding that government in Jammu and Kashmir has snatched the right to protest peacefully.

KOLKATA: Preparing for his last outing at the iconic Eden Gardens, legendary batsman Sachin Tendulkar was a picture of focus and concentration as the Indian team hit the nets on Monday ahead of the all important Test match against the West Indies beginning November 6. Tendulkar started off with some warm-up exercises and subsequently rolled his arm over at the nets. Bowling in tandem with spinners Ravichandran Ashwin and Pragyan Ojha, Tendulkar dished out leg breaks and Murli Vijay had some difficulty negotiating the spin at the nets. "But we decided against making any commitments because of the legal complications in the cricket set up right now," the official stated. The short series was planned during a two-week window in November after the two sides wrap up their current bilateral series in the UAE on November 15. The South African board had offered the PCB $1.5 million to host them but Sethi said he could not discuss the matter as he was suspended. "CSA had offered us to play a short series in South Africa. But due to the ongoing legal crisis in the PCB, we cannot extend discussions with them," Najam Sethi said on a television show. "The day I had started working on the proposal by CSA, the court suspended me and the IMC, so the idea could not materialize," he confirmed. A divisional bench of the Islamabad High Court is due to hear an appeal filed by the PCB against a full judgment of the IHC today under which the court has suspended the Chairman of the board, Najam Sethi from working and also put aside a government order to appoint a interim management committee for three month to run cricket affairs. Even the roads and paths leading to these museums and monuments are spotted with heaps of garbage with no maintenance in the vicinity. Regular thefts of antiquities are something that is a norm in these museums. The above-mentioned CAG report documents that ASI did not even maintain a database of the total number of antiquities in its possession... 131 antiquities have been found to be stolen from various museums /sites/monuments...with the ASI completely ineffective in recovering them. Compare this to the museums that are maintained across the globe like The Louvre, which was established in 1793 and experiences more than five million footfalls every year. Likewise, in the UK, major museums and galleries invest more than 1.5 million pounds annually and their turnover is nothing less than 900 million pounds. A case in point is the Canadian Museum of Nature, which generates a total revenue of $6,129,000, backed by the Canadian Government, which has pitched in $26,666,000 for the museums support. Compared to this, websites of Indian museums are shameful. For example, the website of the Indian Museum, Kolkata, is worse than websites that are nowadays created by school children as projects in schools. And the National museum website is like a celebrity it gives a special appearance once in a blue moon. How many Indian museums feature in the global top 100 list? None. Museums of countries like France, the US, the UK, Taiwan, South Korea, Russia, Spain, Brazil, China, Australia, Japan, Germany, Canada, Mexico, Israel and others find themselves permanently in the list of the most-visited museums in the world with a visitor count of 9,720,000 for the museum that tops the list and 6,45,000 for the one that ranks 100th on the list. What can be more depressing for a nation like ours, which claims cultural heritage forms a part of its fundamental identity, than to have crumbling museums and vanishing monuments? Monuments like the ancient copper-plated temple and ancient cave temples of Basohli are today reduced to ruins. The much-touted Tanjore Royal Palace is now a broken down ghost building with gutter water, stench, shrubbery and vandals populating the whole palace. The famed Mahatma Gandhi Museum in Madurai (containing the original blood-stained cloth of Mahatma Gandhi when he was assassinated) has his original letters and microfilms eaten away by rats. The moot point here is just not about the theft and sorry state of our monuments but also about the approach. Rationally, for a country having more than 5,000 museums and monuments and a body like the ASI (that is completely handicapped and unprofessional), it is important to replicate the system that is practiced all across the world. National heritages like Eiffel Tower, The Yellowstone Ecosystem, Victoria Falls, The Tower of London, Blenheim Palace and all others are professionally maintained by private companies or through the public-private-partnership model. India has experimented rarely with such models, but has not sustained the same. Taking the entire essence to the next level, these global museums and monuments also get involved in public education. These famous museums regularly conduct educational seminars and workshops for students and citizens and make them conversant with the national culture & heritage, and also with the latest scientific developments. Such events are rarely, if ever organised by the Indian authorities. The Government should immediately take the help of professionals and private companies to rebuild our museums and monuments. These sites not only vividly speak volumes about our culture and heritage but can form a strong economic backbone. Well-maintained and marketed museums and monuments are able to generate heavy tourist footfall, which in consequence generates an economic upswing for those regions. All in all, an Incredible India campaign would not reap results till our authorities do not check the ground reality. India needs to position itself beyond the Taj Mahal and tigers.

They are not servants
Following horrific reports of teenage maids being tortured and brutalised by their employers, the spotlight is once again on India's vast but almost invisible workforce of domestic helps. Cleaners, cooks, nannies and drivers may be integral parts of the average Indian household, yet they function almost entirely outside of the purview of the law. This not only makes them susceptible to harassment and exploitation at the workplace but also allows them only limited recourse to justice. Moreover, their impoverished background means that domestic helps are either unaware of their rights or so short on money (often, they are both) they believe they have no other option but to quietly accept abuse. Put together, these factors have bred a culture of impunity that makes it okay for employers to treat their domestic helps, not as professionals offering services for a fee, but as individuals in a state of servitude. The first response to this problem has to come from the state machinery, in the form of comprehensive laws designed for domestic workers. Yes, some existing laws can also be used but they are hardly adequate. Domestic workers, for instance, are included in the Unorganised Workers' Social Security Act, 2008 but only nominally so. Instead, the Domestic Workers Welfare and Social Security Act, 2010, which has been in cold storage, offers a better template. Drafted by the National Commission for Women, it lays the framework for a decent work environment starting with a registered employment contract, pre-defined working hours, paid holidays and protection against harassment. State Governments must also set minimum wages for domestic workers presently, this is done in only a handful of places. Additionally, Parliament should ratify India's support for the Domestic Workers Convention, adopted by the International Labour Organisation in 2011 and notify the National Policy on Domestic Workers formulated by the Labour Ministry. But while each of these measures should help put in place a legal framework for the protection of the rights of domestic workers, it will have little effect if not enforced by the Government. The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, that includes domestic workers, for instance, has made almost no impact; much like the 2006 ban on employment of children under 14 in households, roadside eateries and hotels is observed in the breach. Similarly, the Government's efforts to bring domestic workers under the Rashtriya Swasthya Bima Yojana have also fallen flat. Ultimately, it is the employers educated professionals themselves who have to change their mindset. And one does not need laws to be humane.

If you found that rollickingly laughable, the dents get more visible when one browses through the recent Comptroller and Auditor-Generals report that states that when asked to give details of past excavations, the ASI could not give any details about any of the 458 excavations that had been approved in the past five years. If you wanted to search for evidence of mismanagement and fraudulent investments, one neednt go far. The CAG also found out that out of the sample of 1,655 ASI protected monuments it investigated, 92 were absolutely untraceable. Yes, you read it right. Untraceable! And the ASI was supposed to be the agency at the forefront of protecting and maintaining ancient monuments. Such is the pathetic condition of the existing monuments that a tourist rarely would like to spend time and money visiting any but a handful. Only 116 monuments out of 3,500 monuments have ticket counters; and these have generated only a measly Rs95.64 crore in the last five years, averaging around Rs20 crore per year. Out of this amount, two crore rupees is contributed by Taj Mahal alone, followed by Agra Fort that contributes one crore rupees annually. If monuments were distressing, the less said about Indian museums the better. In Western nations, museums are the places parents take their children to on weekends. Schools have museum visits as an essential part of the overall learning experience. Not so in India; and the reason is not far to find. Most national museums in India have now reached a pathetic state of maintenance, and most even lack basic amenities and facilities. The United Nations Educational, Scientific and Cultural Organisation has found around eight national museums in India that are in a state of distress and at no point are close to global standards. Most of our museums are closed since ages or are under renovation since decades. Many museums lack any notable artefacts; and for those artefacts that are there, most descriptions are absent. From weak denials to contradictory statements and vague responses, the United States has tied itself up in knots in trying to deal with its still-unravelling Snoopgate. It is more than five months since whistleblower Edward Snowden left the American shores for Hong Kong, the first port of call in his agonising quest for political asylum and three months since the Russians did grant him a temporary asylum for a year. But there is still no stopping the copious flow of sensational disclosures on Americas far-reaching surveillance operations, all based on top-secret documents leaked by the onetime CIA staffer and National Security

The Supreme Court's directives that civil servants must not take oral orders from the executive and that the Government should assure a fixed tenure for them, will go a long way in unshackling the bureaucracy from excessive political influence. While the impact of the rulings will not be limited to the Government in power and will have a bearing on successive regimes, the fact is that the court's intervention has come in the backdrop of a series of actions the Congress-led UPA and a few State Governments have taken to clip the wings of honest bureaucrats who dared to do the right thing. IAS officers Ashok Khemka and Durga Shakti Nagpal are just two of the most highlighted cases that instantly come to mind. While Mr Khemka has faced more than 40 transfers in his career spanning two decades with the latest round of hounding triggered by his move to bring Congress president's son-in-law Robert Vadra's dubious land deals under the scanner in Haryana Ms Nagpal was summarily transferred after she cracked down on the sand mafia in Uttar Pradesh. There will be many more unknown cases of upright bureaucrats across the country who routinely face political ire for discharging their duties in a fair and competent manner, and these civil servants have reason to cheer now. For far too long they have been made scapegoats and held accountable for decisions that their political bosses made, because those decisions were never put to paper and could, therefore, not be traced to the executive. Those who refused to follow the oral orders were shunted out. But, while it is heartening that the apex court has come to the rescue of honest bureaucrats, it is not as if there has existed no mechanism to shield the committed civil servant. It's just that the political class has merrily flouted many existing guidelines, and pliant sections of the bureaucracy have colluded in the act. Service rules of many States do provide for fixed tenures for senior bureaucrats, and the executive is supposed to record its instructions to civil servants in writing. In a sense, therefore, the apex court's Thursday order reinforces the existing guidelines that did not, for instance, prevent the Congress regime in Haryana from transferring Mr Khemka for political reasons or the Samajwadi Party's Government in Uttar Pradesh from suspending Ms Nagpal on fictitious grounds. Given the reality, the Supreme Court will have to do more than just pass orders; it will have to punish regimes that flout the rules. Where the apex court has broken new ground is in its directive that the Government must establish a Civil Services Board which will advise the executive on transfers and postings of bureaucrats. Although a clutch of petitioners (retired senior civil servants) in the apex court, who have been crusading for a free bureaucracy, had demanded a CSB comprising independent' members, the court turned down the plea and settled for the proposed body to be manned by serving officers. Still, it's an improvement over the present system where the executive is free to transfer and post officers on its whims and fancies. The CSB, coupled with fixed tenures for bureaucrats a directive from which the executive can deviate only under exceptional and clearly identified and legitimate circumstances together have the potential to dramatically overhaul the functioning of the bureaucracy. One hopes that the Union Government will embrace the court's initiative and not seek to challenge it on frivolous grounds.

The new disclosures have been acutely embarrassing as never before, relating as they do to some of Americas close European allies: France, Germany, Spain and Italy. A Guardian report that the NSA has been monitoring the telephone conversations of as many as 35 world leaders has been followed by the stunning dispatch in German weekly Der Spiegel that Chancellor Angela Merkels mobile phone has been tapped by NSA right since 2002. An outraged Ms Merkel wasted little time in picking up the phone and confronting Mr Obama, who sought to assure her that the US was not eavesdropping on her. The German chancellor is apparently far from convinced. For the better part of the past week, a team of German officials and a delegation from European Parliament have pitched themselves in Washington, complaining of breach of trust and demanding that the Obama administration make amends forthwith. Their hurried trip followed another set of damning disclosures: That the NSA tracked more than 70 million phone calls in France, some 60 million in Spain and 46 million in Italy. It led to the incredulous spectacle of these allies summoning the respective US Ambassador and giving an earful over what Washington has been up to. France and Germany have demanded a no-spying pact, like the one the US has with Britain, Canada, Australia and New Zealand. So horrified have German diplomats been that they teamed up with their counterparts from Brazil in an effort to draft a resolution for consideration and adoption by the UN General Assembly. Brazils President Dilma Rousseff, after all, is one of the first reported victims of American snooping, so much so that she cancelled a scheduled State visit to Washington in September. The proposed UN resolution may well be aimed at America, but the draft being deliberated upon by some 20-odd countries, including India, does not name the United States as such. Instead, it simply calls upon all States to uphold the right to privacy and review their extra-territorial surveillance of private communications and interception of personal data of citizens in foreign jurisdictions. With one report or another popping up every passing day, the Obama administration is still to get its act together on how to deal with what willy-nilly has become a credibility crisis for it among its own allies and other friendly nations. As in the case involving Chancellor Merkel, the question being asked is whether President Obama was really unaware of what has been going on for years. US officials insist Mr Obama had no knowledge of the reported tapping of Ms Merkels phone till she raised the matter with him, but the German newspaper, Bild am Sonntag, quoted US intelligence sources as saying that NSA chief Gen. Keith Alexander had briefed Obama on this specific matter back in 2010. Yet, Mr Obama did not halt the operation but rather let it continue, the paper said. NSA spokeswoman Vanee Vines, however, refuted the assertion. Dear Editor, In a democratic country, like ours where we still have no provision to Right to Life, owing to the increased accidents on our roads. In J&K, in the hilly districts, the deaths on roads are on rise. Accidents are a routine yet the government has not learnt a lesson from these accidents. Apart from daily routine basis, there seems to be no vigil check on the errant drivers. Generally the people thriving below the poverty line become the prey to these accidents. Bhalessa is no exception to this rule. There is not even a single traffic check post to take care of the traffic chaos in Bhalessa. The area has witnessed a number of accidents, which claimed the lives of many innocent persons. On June 6, 2000, at least 11 people died and 15 others injured as a bus rolled down a road and fell into a gorge at Manoi Bhatyas. On 17 January 2009 again, 11 people died and 15 others injured as a bus rolled down a road and fell into a gorge on the same road. On February 10, 2012, nineteen persons were killed and one was injured when a passenger carrier fell into a 200 feet deep gorge at Manoi Gandoh. On June 4, 2011, in a tragic accident in the mountainous Doda district, six persons including a minor girl were killed when a Tata Sumo carrying them plunged into a nallah at Bathri. In August 2009, two children were killed and 30 others got injured when a matador plunged into 350 feet deep gorge on the same road. On October 9, 2011, one person was killed, 13 injured in an accident on the same road. On September 1, 2013, a minor boy was killed, while 10 others were injured, when the Tata Sumo they were travelling in skidded off the road and plunged into a gorge near Gandoh. Recently, a Tempo Traveller plunged into a gorge in which two persons lost their lives while several others were injured. Although several precious lives have been lost but nothing tangible has been done by the government to contain these deaths. Regrettably, no one has tried to look into the root cause of accidents and come out with a plan to decrease the frequency of accidents. Through your esteemed daily, we, the inhabitants of Doda-Bhalessa, request to the concerned authorities to set up four Traffic check Posts (TCPs) at Donadi, Kahara, Bhatyas, Gandoh and Gowari in order to avert these tragedies in Doda district and Bhalessa. Need for stronger foreign policy


Dear Editor, In the international arena of developing countries, every country is judged by its foreign policy towards its relations with all the countries of this world, especially fast developing countries and above all its neighbouring countries. If foreign policy of a country is strong the nation will be automatically respected and big countries will prefer to have relations on priority with that nation and will like to invest in business, development economy, and nuclear energy defence trade etc. Regarding Indias foreign policy, for the last some years it is becoming weaker and weaker especially with neighbouring countries like China, Pakistan, Sri Lanka, Bangladesh and even smaller countries like Bhutan and Maldives. India is not treated so well in the international forum presently in comparison to some years back. G Parthasarthy has very rightly pointed out in a media discussion on foreign policy of our country that after Indira Gandhi regime, the foreign policy of India has become very weak. Due to our weak policy we are lagging far behind as compared to fast developing countries of the world in respect of defence, trade, economy, monitory position etc. Sometime back, the veto powered countries were thinking of bringing India in their group and we were eagerly waiting for the moment. It was almost final that India will be a veto powered country but that file remains pending and now nobody talks about it. What happened to that issue? Weak foreign policy of India has taken India far behind. Value of rupee is decreasing as compared to American dollar, fluctuating day by day. With the result prices of all commodities are rising day by day, forcing common people to cut short their necessities of daily life, theres a pall of groom in the minds of common man of the country. India being a nuclear country is lagging far behind in latest weaponry of defence as compared to China, France, Germany and many other developing countries. All these assertions notwithstanding, noted American scholars are skeptical if the allied nations would put an end to their spying on one another, given that it has been going on for centuries. As ex-CIA veteran Peter Earnest, citing a famous quote by 19th century British statesman Henry Temple, told CNN: We have no eternal allies and we have no perpetual enemies. Our interests are eternal and perpetual, and those interests it is our duty to follow. One of the strong defenders of the far-reaching American surveillance is former Vice President Dick Cheney. The fact is, we do collect a lot of intelligence, he says, noting: That intelligence capability is enormously important to the United States, to our conduct of foreign policy, to defence matters, to economic matters. For President Obama, however, the worldwide American surveillance and the backlash from its allies and friends have only added to his other recent woes, notably the poor handling of events leading to the Government shutdown that lasted 16 days, and the ongoing problems with the rollout of his signature healthcare initiative. All these have combined to bring down Mr Obamas approval rating to an all-time low of 42 per cent in a new NBC News/Wall Street Journal poll released this week. The only consolation for him is the even lower rating of 22 per cent for Republicans in the US Congress, who have made the going tough for him on about every major policy decision.

H Y D E R A B A D , NOVEMBER 4: High energy laser weapons, light weight shoulder-launch missiles and scalable warheads through dial-a-yield technology are among the hi-tech futuristic products for military applications being developed by the MBDA group, a consortium of European missile manufacturers. During a recent visit to the missile production and integration facilities of MBDA Germany at Schrobenhausen, 90 km from Munich, and MBDA U.K. at Lostock, near Manchester, a group of Indian journalists were briefed on the wide range of advanced missiles and warheads being produced by the two entities. Vice-president Operations of MBDA Germany Walter Stammler said a very light weight missile with a 2-km range that could be fired by an infantry soldier from his shoulder was tested in demonstration firings. The low cost, high-precision weapon with all the elements of a missile weighed just 6-7 kg. The future generation-flexible response warheads using scalable technology would provide armed forces with a unique option of pre-selecting the detonation of only a part of the explosive and thereby reducing the degree of lethality. These warheads would provide high operational flexibility and could be used effectively in avoiding collateral damage during Military Operations in Urban Terrain. TDW, a subsidiary of MBDA, has a license agreement with Bharat Dynamics Limited (BDL) for producing warheads for anti-tank guided Milan missiles. Under the agreement signed in 2007, it had transferred the knowhow to BDL to produce warheads for Milan. Meanwhile, with MBDA awaiting Indias response for its offer of air-to-ground PARS 3 LR missile, Dr. Stammler claimed that during field evaluation trials of the weapon in Sweden in 2012 for the Indian Army and HAL officials, all requirements were fulfilled. The missile is planned to be mounted on ALH Dhruv combat helicopters. Dr. Stammler said that to meet Indian requirements for the PARS 3 LR missile, a twin-engine launcher was designed and developed in collaboration with an Indian company. Four launchers, each carrying two missiles, would be mounted on the helicopter. The prototype of the twin launcher was seen by HAL officials soon after the field trials. The project manager of PARS 3LR Munition, Walter Mackrodt, said PARS 3 LR was a high-precision fireand-forget weapon that could be fired in salvo mode from the helicopter, and four missiles could be launched in 10 seconds to engage as many targets. Spurt in injecting drug users forces Centre to open more therapy centres
NEW DELHI, NOVEMBER 4: Alarmed over the rising number of injecting drug users, the government has decided to increase the number of Opioid Substitution Therapy (OST) centres in the country from the present 52 to 300 by the end of this year. Of the existing OST centres spread across 14 States, Manipur and Nagaland alone have 29 where around 3,000 injecting drug users are availing themselves of the services. OST involves replacing a drug users primary drug of use (opioid), for example heroin or spasmoproxivon, with a medically safe drug in a safer mode of administration under medical supervision.Injecting drug use is no longer confined to the Northeast States of Manipur and Nagaland. We have hotspots of drug use in Punjab, Orissa, Andhra Pradesh and Bihar, said Lov Verma, Secretary, Department of AIDS Control, speaking at the two-day national dissemination workshop here. The two-day workshop is being organised by Emmanuel Hospital Association to share harm reduction initiatives and experiences among People Who Inject Drugs (PWID) implemented by Project ORCHID in Manipur and Nagaland since October 2004. HIV among injecting drug users remains a great challenge in the Northeast, with Manipur still having the highest HIV prevalence among PWID. There are similar challenges emerging in other States which need to be emphasised, added Mr. Verma. Pointing out the difficulty in scaling up OST he urged community-based groups and networks in Manipur and Nagaland to put pressure on the State governments so that the scale-up process is hastened. Zodingpui, a female injecting drug user from Churachandpur district in Manipur who took part in the workshop, has benefited from the OST initiative in Manipur. A Peer Educator in Shalom, one of the NGOs implementing OST in Manipur, Zodingpui started doing drugs in 1983 during a college sports event. Still under OST, she had experienced a cycle of treatment and relapse in the past. Relapse is more common among female drug users. Once the line is crossed [for women using drugs], they are not accepted in the society even when she is not doing drugs any more. Reintegration is easier in case of male drug user. Due to this factor, there is very low motivation among them to give up drugs, Puii, Director Shalom, Manipur. Around 180 Female Injecting Drug Users are currently accessing harm reduction services from Shalom. Representing the Indian Drug Users Forum, Abou Mere urged the government and other stakeholders to look into the issue of drug overdose and Hepatitis-C, causes of unnecessary deaths every year.

One seriously injured has been operated upon and another four injured are undergoing treatment, Hospital Superintendent R Talukdar said on Monday. Three other wounded were admitted to Goalpara Civil Hospital and one in a private hospital, officials said. Armed with automatic weapons, suspected Garo National Liberation Army insurgents from across Meghalaya had on Sunday night indiscriminately opened fire upon a group of people gambling on the occasion of Diwali at remote Gendamari, under Aagia Police Station. Six persons were gunned down on the spot, while 10 others were seriously injured with one of them succumbing to his wounds on way to hospital, they said. Those killed on the spot were identified as Bholanath Rabha, Amarendra Rabha, Jayanta Rabha, Puran Rabha, Kalpanath Rabha and Lulu Rabha. The boys took her to an isolated place before offering her a spiked soft drink. While she lost consciousness, four of the six boys all of them in their 20s took turns to rape her. Shocked, the girl kept quiet till Sunday and later narrated the ordeal to her grandmother. Subsequently, the girl along with her grandmother went to Dindoshi Police Station where an FIR was registered on Sunday. Sensing that the girl would approach police, all six accused escaped the area, police said, adding that several teams have been formed to nab the six. On Sunday, the girl, who is an eighth class dropout, was sent to Bhagwati Hospital where she underwent medical examination and the report will be ready soon, police said. Such a single infrastructure can vastly improve the time taken to complete critical defence projects and also spur indigenous industrial production, according to K. Peoples Liberation Army (PLA) General Peng Yong was no longer serving on the Communist Party of Chinas (CPC) Standing Committee in Xinjiang the top ruling party agency for the region reported the Xinjiang Daily, which is the official mouthpiece of the Xinjiang Party committee, in a brief front page statement. The newspaper did not mention the reason for the removal of General Peng, who was in November appointed to the CPCs 370-member Central Committee, following the leadership change. Brotherhood members attacked a sit-in by the protesters, sparking clashes that left 10 people dead. If convicted, Mr Morsy and the 14 other defendants could face the death penalty. DHAKA, NOVEMBER 4: At least two persons were killed and nearly 40 injured in clashes Monday as violence returned to Bangladeshi streets during a 60-hour nationwide strike called by opposition parties demanding a neutral caretaker government to oversee the next general elections. Supporters of the main opposition Bangladesh Nationalist Party (BNP) and its rightwing ally Jamaat-e-Islami hurled bricks at vehicles and exploded crude bombs in the capital city Dhaka as the strike got under way early this morning. Incidents of clashes and arson were reported from other parts of the country, including Natore, Rajshahi, Comilla and Bogra. Authorities deployed thousands of additional police and paramilitary officers countrywide to prevent any untoward incident during the second 60hour strike called by the BNP with a week. Three children and a woman were among the dead in the early morning bombing at a school in Sabtiyeh, near the city of Homs, official news agency SANA said, adding that some 40 people were also wounded. NEW DELHI, NOVEMBER 4: After the success of pilot programmes in five metro cities, Petroleum Minister M. Veerappa Moily on Monday allowed the sale of 5-kg cooking gas (LPG) cylinders at petrol pumps across the country. The scheme, launched on October 5, allowed petrol pumps owned and operated by oil companies in Delhi, Mumbai, Kolkata, Chennai and Bangalore to sell the 5-kg cylinders. Company owned and operated outlets make up for 3 per cent of the 47,000 petrol pumps in the country. Now, Mr. Moily has permitted the sale of these smaller cylinders at all petrol pumps across the country, official sources said. The smaller cylinders will be sold at market rates, which are more than double the subsidised price of Rs. 410 per 14.2-kg cylinder in Delhi. However, the scheme will be deferred in Delhi, Rajasthan, Madhya Pradesh and Chhattisgarh, where Assembly Elections are being held in November and December. The Petroleum Ministry on Monday issued orders extending the scheme to other parts of the country. Retail outlets not owned and operated by the oil companies may be included in the scheme, subject to statutory clearances, it said. Such petrol pumps have to fulfil the safety norms and conditions provided in the scheme. Indian Oil, Bharat Petroleum and Hindustan Petroleum own and operate a combined 1,440 outlets across the country. For the launch of the scheme, a few dozen pumps in the five cities were initially chosen. The scheme will be a boon for the migratory population such as students, IT professionals and BPO employees, as well as people with odd work hours. It offers them the flexibility to the country, subject to the Election Code of Conduct. This decision is expected to benefit the common man as sale of 5-kg LPG cylinders at market price with minimal documentation would facilitate easier availability of LPG at more selling points, it said. Traditionally, OMCs have sold LPG cylinders through their LPG distributor networks. Customers are enrolled by collecting proof of identity and address and a deposit for the cylinder and regulator. There is an emerging segment of new consumers like IT professionals, BPO employees who want LPG but in absence of proper proof of address cannot access the same, the statement said. Further, because of their irregular work timings, they may not be able to visit the distributor or be at home to receive cylinders during normal working hours. For some consumers, the need is in small parcels or arises at odd times of the day when distributors may be closed. NEW DELHI, NOVEMBER 4: Indian minority shareholders in Vodafone India, including Analjit Singh, will have to pay 20 per cent capital gains tax after selling their stake to the UK-based parent company, a Finance Ministry official said. There is a capital gain for the minority shareholders and it will be taxed, the official said when asked about the tax implications of Vodafone Plcs plan to buy out the minority shareholders in its Indian telecom venture. The tax on gains made from financial transactions is levied at 20 per cent. Vodafone Plc last week applied to the Foreign Investment Promotion Board for approval to increase its stake in Vodafone India to 100 per cent from the current combined direct and indirect holding of 84.5 per cent. NEW DELHI, NOVEMBER 4: State-owned Coal India (CIL) has produced 35.03 million tonnes (MT) of coal in October, missing its target for the month. The companys output target for the month was 40.82 MT, according to the PSUs filing on BSE. The company also missed its offtake target of 41.55 MT during the month. CILs actual offtake in October was 35.51 MT, it said. However, no reasons were given by the company for missing both the output and offtake targets. Against the output target of 247.45 MT in the first seven months of the current fiscal, CIL produced 235.51 MT of coal, the company said. The companys offtake from April-October was 259.87 MT, while the target was 268.78 MT, the company added. Last month, a Coal India official had said that the PSU has suffered a production loss in October due to Cyclone Phailin, which has affected the key coal producing states of Odisha, Jharkhand and West Bengal. The loss came amid the firm drawing flak from all quarters for missing its production target. Also, Coal Minister Sriprakash Jaiswal had earlier said that though production at CIL has been hit in October due to Cyclone Phailin, We are hopeful that (Coal India) will achieve its production target for the current fiscal. CIL, which accounts for over 80 per cent of the domestic production, contributed 452.5 MT of coal in the previous financial year compared with the target of 464 MT. The Coal Ministry has set a production target of 482 MT and offtake of 492 MT for CIL for 2013-14. NEW DELHI, NOVEMBER 4: The Finance Ministry has asked all profit-making oil PSUs to pay a minimum 30 per cent dividend in the current financial year. Presently, all profit-making central public sector undertakings (CPSU) are required to declare a minimum dividend on equity of 20 per cent or a minimum dividend payout of 20 per cent of post-tax profit, whichever is higher, subject to availability of disposable profits. However, for the 14 PSUs in the oil sector, including Oil & Natural Gas Corp, Indian Oil and GAIL India, the ministry has sought a 30 per cent dividend, official sources said. The Finance Ministry believes dividend from CPSUs is a return on investment made by the government and it should be commensurate with profits. At its last meeting on October 21, several states had opposed the inclusion of petroleum products and liquor in the proposed indirect taxes regime as the move would severely affect their revenues. Some states had also expressed reservations to the inclusion of entry tax in the GST fold. While the Centre wants that liquor and petroleum products should come under the GST, states are keen to retain their power to tax these items as they are major sources of revenue.The Empowered Committee Chairman and Jammu & Kashmir Finance Minister A R Rather had told reporters after the last meeting that only 10-12 state Finance Ministers could present their views due to paucity of time and the remaining states would get chance in the next meeting scheduled in Meghalaya.In the revised draft of the Bill circulated to the states on September 18, the Centre had proposed inclusion of petroleum and liquor under GST.The revised Constitutional Amendment draft incorporates the views of the Parliamentary Standing Committee which had suggested minimum exclusion to ensure an integrated, comprehensive and seamless GST regime. The issues of petroleum products and liquor have already been deliberated upon by a sub-committee of officials which was set up to study the recommendations of Parliamentary Standing Committee and the revised draft of the Constitutional Amendment Bill, and suggest ways for reconciling different positions. The roll-out of GST, which will empower the Centre and states to simultaneously tax supply of goods and services, has missed several deadlines due to differences between them over the contentious issues of the CST compensation as well as the design of the GST structure.

NEW DELHI: Telecom Commission, the highest decision making body of the Department of Telecommunications (DoT), is likely to discuss key issues, including spectrum price for the third round of auction and M&A guidelines, in a meeting on November 6.The TC will be discussing the merger and acquisition (M&A) guidelines and spectrum price issue on November 6, a source in DoT said.The inter-ministerial panel was expected to discuss M&A guidelines and spectrum price issues on October 29 but the meeting was cancelled. In its clarifications to DoT, the Telecom Regulatory Authority of India (TRAI) had reiterated its recommendations for a huge cut in the spectrum price for the upcoming auction. The regulator had recommended up to 62 per cent reduction in reserve price for 900MHz spectrum in Mumbai, Delhi and Kolkata circles, and a 37 per cent cut in reserve price of 1800MHz spectrum band. Trai also stood by its recommendation of not auctioning of 800 MHz band, used by CDMA operators.

Lone reviews functioning of GGM Science College


JAMMU, NOV 04- Minister for Higher Education Mohammad Akbar Lone on Monday paid a visit to the Government Gandhi Memorial Science College to review the functioning of the institution. He also inspected the ongoing development works in the college and directed the concerned executing agencies to ensure timely completion of the works. He directed R&B authorities to take up the black topping of roads in the college and asked JMC to ensure proper hygiene in the premises. He exhorted teachers to accomplish their duties with dedication to provide quality education and moral values to the students. Minister said that all efforts are being made to develop infrastructure in educational institutions and provide conducive atmosphere for the overall development of the students. MUMBAI, NOV 04: Pune University has grown larger than its much older counterpart in Mumbai. This year, Pune went on to add many more colleges under its ambit, thus emerging as the second largest university of the country. According to the latest data from the University Grants Commission, Hyderabad's Osmania University is the biggest with 901 colleges. Pune University with 811 affiliated colleges comes second, Rashtrasant Tukadoji Maharaj Nagpur University a close third with 800 colleges, and Rajasthan University fourth with 735 colleges. The fifth largest Indian public university is Mumbai University with 711 colleges. Affiliated colleges are the mainstay of the country's higher education system. They enrol 89.3% of undergraduate students and about 72.2% of postgraduate pupils. Pune University was estab-

lished 65 years ago to reach out to studentsspread across 12 districts of western Maharashtra, but its jurisdiction was redrawn later when universities came up in Kolhapur and Sholapur. Yet, its biggest expansion happened recently when many colleges came up in Pune, said experts. Planning Commission member and former Pune University vice-chancellor Narendra Jadhav said, "The growth has come about in the last 10 years. This growth is not by accident; it is balanced. Of all the foreign students travelling to India for education, about 45% come to Pune. Mumbai and Pune universities are not comparable." Just five years ago, the University of Mumbai had 531 affiliated colleges, with a student population of about 6.5 lakh, Pune University had 474 affiliated colleges with 5.5 lakh students, and Nagpur University had 375 colleges.

SRINAGAR, NOV 04: Awami National Conference (ANC) president Begum Khalida Shah released a book, "Life and Services of Late G.M.Shah at a function held at SKICC on Monday. The book contains the life history and important events pertaining to Shah and it describes his personality in a better manner. The function was attended by galaxy of political leaders including Senior vice president ANC, Muzafar Ahmed Shah, Addl General Secretary National Conference, Dr Shiekh Mustafa Kamal, Chairman National Panthers Party Prof Bhim Singh, Member Parliament Ghulam Nabi Ratanpuri, MLA Langete Er Rashid, Dr Syed Nazir Geelani and senior Congress leader Gulchain Singh Chadak. They said that G.M. Shah was an able and strict administrator. He was known for his integrity and sincerity. But he was not allowed to function. Shakuntala Devi found a slot in the Guinness Book of World Record for her outstanding ability and wrote numerous books like 'Fun with Numbers', 'Astrology for You', 'Puzzles to Puzzle You', and 'Mathablit'. She had the ability to tell the day of the week of any given date in the last century in a jiffy. Coming from a humble family, Shakuntala Devi's father was a circus performer who did trapeze, tightrope and cannonball shows. It was while she was playing cards with her father at the tender age of three that he found his daughter's calculation abilities. It turned out that she beat him not by sleight of hand, but by memorising the cards. At the age of six, she demonstrated her calculation skills in her first major public performance at the University of Mysore and two years later, she again proved herself successful as a child prodigy at Annamalai University. However, despite apprehensions in some quarters, Devi did not lose her calculating ability when she turned adult like other prodigies such as Truman Henry Safford. In 1977, Devi extracted the 23rd root of a 201-digit number mentally. On June 18, 1980 she demonstrated the multiplication of two 13-digit numbers 7,686,369,774,870 x 2,465,099,745,779 picked at random by the Computer Department of Imperial College, London. She answered the question in 28 seconds. Shakuntala Devi died on April 21, 2013 in Bangalore.

Australian University to impart social media training to Indian Information Service officials
CHENNAI, NOV 05: Officers in the Indian Information Service will get training from an Australian university on how to use modern technology and social media to share information of government policies with stakeholders. Mid-level and senior officers will be trained to understand and adapt to the changing media landscape, under a memorandum of understanding signed between the Technology (QUT), Brisbane, Australia, on Monday. The institutions signed an international cooperation agreement to collaborate on academic programmes and research in media and communication. The agreement envisages bringing information and communications technology in academic programmes. The institutes will enter into joint ventures and develop a collaborative doctoral programme. The agreement will also lead to joint academic and scientific activities, including courses, conferences, seminars, symposia, lectures, student and faculty exchange programmes, and exchange of materials and publications of common interest. The agreement signed for five years will be reviewed six months before expiry and may be renewed for a further term by mutual agreement.s

Indian university to tieup with Israeli institutes


JERUSALEM: With the Israeli government opening its doors to attract Asian talent for its research institutes, an Indian university has opened a centre here to facilitate cooperation in wide ranging areas for sustained exchange of expertise. Kerala-based minority institution, Karunya University, has signed multiple Memorandum of Understandings with several leading Israeli academic institutions. The UGC-recognised institution has signed MoUs with the BenGurion University (BGU), Technion of Haifa and Institute of Archaeology of Hebrew University of Jerusalem. Prof Yoram Oren of the Zuckerberg Institute of Water Research of BGU is already a 'Visiting Faculty' at Karunya University and has established a laboratory to study electrochemical methods for water treatment. Last year, Israel announced over 100 post-doctoral fellowships for Indian and Chinese scholars, to attract Asian talent to Israeli research institutions. Indian researchers managed to avail a r o un d twowill diligently work towards benefiting from this association. We will also actively pursue exchange of faculty and students to strengthen these ties", James said. Karunya University is also in the process of formulating joint projects with Technion on food processing and aerospace engineering. Besides joint scientific projects, the Coimbatorebased university is also mulling the establishment of a 'Centre of Excellence in History and Archaeology of the Land of Bible' with the support of Institute of Archaeology of Hebrew University. Karunya University has also established a Museum in its Outreach Office in Jerusalem depicting 'Jewish Heritage in India', which has a photo gallery and several models and also the replica of the Copper Plate Charter given to the Jewish leader in 1000 AD by the king of Kerala. The models on display include that of the Pardesi Synagogue of Mattanchery of Jews of Cochin in Kerala.

Private schools gain students at expense of govt ones


MUMBAI: Around 4.1 lakh students were added to the enrollment figures at private unaided schools in the state in 2012-13. In the same period, schools run by government/local bodies and even private-aided ones saw a dip in enrollment by 2.6 lakh and 1.7 lakh respectively. The reducing head count in government and aided schools shows the unwillingness of parents to compromise on their children's education and also their ability to afford higher fees.
