Referring to controversy over his recent statement on Kashmir's accession with India, Omar emphatically said "Jammu and Kashmir acceded to India, Jammu and Kashmir is a part of India and no two ways about there. There may be differences in the way the state acceded as contrary (opposed) to other states but that does not call into the question of accession", "Jammu and Kashmir acceded to India, if you accede to India. Are you not part of India, of course you are", chief minister clarified. Replying to another question about its coalition partner's (Congress) aversion to opinion polls, Omar said that he has no opinion about his allies felt about the subject. "As far as NC is concerned, the opinion polls rarely are conducted in Jammu and Kashmir and therefore this is more a theoretical question rather than a practical one". "The day, I feel that meaningful opinion polls are conducted in the state and they have a bearing on the elections, I will form an opinion till we are regional party for us to form an opinion that matters in rest of the country not here'. To a question about Ireland type solution in resolving Kashmir imbroglio, he said that as a chief minister "it would be gross impropriety, if I was to promote one solution as opposed to others. As a leader of the National Conference, my party has promoted a roadmap they believe in is an ideal one. It is the only roadmap that has the stamp of state legislature". "It is good that Omar Abdullah has accepted that Modi is a factor in these elections. This is something that the Congress is not yet ready to accept," BJP spokespersonPrakash Javadekar said, adding that the ruling party should come around to accepting the fact. Asked about Omar's view that though Modi will be an influence in the polls, there is no "Modi wave", he said, "He has the freedom to say so." BJP has claimed that the mammoth crowds at Modi's rallies show there is a euphoria in the country about its prime ministerial candidate. The opinion polls have also
JAMMU, NOV 04 Jammu and Kashmir chief minister, Omar Abdullah, Monday pooh poohed the Modi wave in the country and said it was a bit of exaggeration. "As far as, Modi wave is concerned. I think the Modi wave would be a bit of exaggeration", he told media per-
sons during an interaction in Jammu, the winter capital. "However, it would be be wrong on our part to deny the influence of Modi in elections.. There is an effect of Modi and that effect may not be on the average voter but it is visible amongst the cadre of BJP to the extent that it has
favoured Modi over Congress Vice President Rahul Gandhi as the likely prime minister of the country. Omar had noted that there is a Modi effect in the elections but ruled out a wave in his favour as an exaggeration. "It would be wrong on our part to deny any influence of Modi in the elections--I cannot say there is Modi wave -there is effect of Modi," Omar told reporters in
Jammu earlier in the day. In response to a query about "Modi wave" going on in the country ahead of Lok Sabhaelections, Omar said, "I think Modi wave would be a bit of an exaggeration". "There is an effect of Modi-That effect may not be on the average voter but it is visible on cadres of BJP. What impact it will have on elections let us wait and watch," the chief minister said.

He said that the CM has concern and time for making repeated utterances on K-issue but least concern and time for masses. Ashok Khajuria said that constitutionally and legally J&K is the integral part of India but unfortunately some elements rake up the issue of accession or merger to divert the attention of the masses from real issues. CBI has alleged that the MP purchased seven return e-tickets in connivance with the tour operator and the Air India employee. Mr. Orsi was heading AgustaWestland when the deal was signed in 2010 and is now the Chief Executive Officer of parent company Finmeccanica. The statements of both these top executives are important for CBI for finalising its charges which would be levelled in the charge sheet, the agency sources said. India has become a civil party in the ongoing trial in Italy which helped it in getting court documents submitted by Italian prosecutors in connection with the case. The CBI needs statements and answers to its queries focusing on its probe so far in the case. The agency will have to corroborate allegations levelled in its FIR, besides piecing together the entire sequence of events in its charge sheet. It has named both the firms in its FIR in which 11 others including Mr. Tyagi and three alleged European middlemen have also been named for "tilting" the deal in AgustaWestland's favour in lieu of 51 million euro bribes. The agency has alleged that the bribes were transferred through a web of Indian and Tunisian softwares firms in the garb of technical contracts. It has alleged that during his tenure as the IAF chief, Mr. Tyagi and "with his approval" the Air Force, "conceded to reduce the service ceiling for VVIP helicopters from 6,000 m to 4,500 m as mandatory to which it was opposing vehemently on the grounds of security constraints and other related reasons". According to the FIR, "Haschke Guido and Gerosa Carlo (middlemen) managed to send 5.6 million through Mohali-based IDS Infotech and Chandigarhbased Aeromatrix Info Solutions Private Ltd to India and kept the remaining amount out of about 24.30 million received from AgustaWestland with themselves in the account of IDS Tunisia." gesturing to Dhawan about ways to play the rising ball. At the fag end of the practice, when the Indian players were busy in fielding drills, Dhawan spent some time discussing matters with Tendulkar. Before moving out with his teammates, Tendulkar had a brief fielding session where he concentrated on some catching practice. Earlier, on his arrival at the venue. Tendulkar was greeted by his wax replica placed at the entrance of the dressing room by the local staging body, Cricket Association of Bengal (CAB), which is leaving no stone unturned to make the master's swansong Eden outing for India memorable for him, the city, as also his countless admirers. One hundred youngsters stood on both sides of the stretch from the main gate of the stadium upto the dressing room and formed a human chain when the Team India bus arrived and Tendulkar alighted from the vehicle. Saluting 24 golden years of Tendulkar's international playing career, 24 confetti cannons burst spraying red paper on the cricketing genius.
Indian women crush Malaysia 5-1 to Sachin Tendulkar prepares hard for his final outing at Eden Gardens enter Asian Champions Trophy final
NEW DELHI: Indian women continued their impressive show at the Asian Champions Trophy (ACT) hockey tournament as they spanked Malaysia 5-1 to secure their place in the summit clash of the event at Kakamigahara, Japan on Monday. After being locked 1-1 at half time, India scored four field goals after the changeover to register their second consecutive win in the four-team women's competition. India, who stunned higherranked China 4-2 in their tournament opener, will take on hosts Japan on Thursday in their last round-robin match, which will also be a were slow to get off the blocks. It was Malaysia who took lead in the 15th minute through a penalty corner conversion by skipper Nadia Abdul Rahman. But India hit back nine minutes later when Poonam Rani (24th) converted a penalty corner to level the scores. In the second half, it was India all the way as Neil Hawgood's girls displayed incredible attacking hockey to run away with the match. Namita Toppo (44th minute), Ritu Rani (52nd), Amandeep Kaur (54th) and Deep Grace Ekka (65th) scored for India to take the game out of Malaysia's reach.
KOLKATA: Preparing for his last outing at the iconic Eden Gardens, legendary batsman Sachin Tendulkar was a picture of focus and concentration as the Indian team hit the nets on Monday ahead of the all important Test match against the West Indies beginning November 6. Tendulkar started off with some warm-up exercises and subsequently rolled his arm over at the nets. Bowling in tandem with spinners Ravichandran Ashwin and Pragyan Ojha, Tendulkar dished out leg breaks and Murli Vijay had some difficulty negotiating the spin at the nets. He was beaten on a couple of occasions by Tendulkar's sharp turning deliveries. After bowling for a few minutes, the little master padded up and chatted with coach Duncan Fletcher as he waited for his turn at the nets. He first faced the pacers, displaying his watertight defence. While other batsmen at the adjacent nets missed or edged a few, Tendulkar looked at ease hitting his trademark drives. He tackled the pacers for around 15 minutes before
dress rehearsal ahead of Saturday's final. With two wins from as many games, Japan also sealed their place in the final of the
women's event. Japan on Monday defeated China 5-1 in another match. Against Malaysia on Monday, the Indian girls

moving to the adjacent net where the spinners were on the job. He also asked Ojha, who was bowling more at the stumps, to alter his line which the left arm obliged. Tendulkar, who seems to have lost none of the zeal for batting despite spending a marathon 24 years in top flight cricket, was in his element against the spinners as he executed elegant drives and cuts much to the delight of a motley crowd of aspiring cricketers. The batting legend knocked at the nets for another 20
minutes and then made way for the others, as he watched the youngsters practice at the nets. After a brief rest and chat with teammates, Tendulkar moved to the far away net where local club bowlers were in action. He knocked a few balls and later gave a few tips to the youngsters. Meanwhile, Fletcher was seen engaged in an animated chat with opener Shikhar Dhawan whose stint at the nets was uncomfortable as he continuously missed or edged. The coach was seen

MUMBAI: The two matches that India lost in the ODI series against Australia were the only times when the Indian batting order was tested to the fullest. In the three games that India won, the top three ensured that Suresh Raina, Yuvraj Singh and the others simply didn't have to pad up. While that should certainly put a great deal of pressure on these middle-order contenders, those in the queue for an opportunity top of the order, have already realised that now is not a time when selectors are going to come calling at the door. Among them is Gautam Gambhir, who has decided that he'll be concentrating on the Ranji Trophy this season in an effort to help Delhi retain the coveted title. Mind you, here's a batsman who was reckoned to be the world's best between 2008 and 2011, a World Cup-winning Team India cricketer, and also someone who led the Indian Premier League franchise Kolkata Knight Riders to a famous title win last year. "I prefer not playing cricket just to make comebacks. I don't believe in that thought. Whether it's the Indian team or KKR or Delhi, India 'A' or any other team, I prefer to play to win... Even if it's for my club or my company," says the left-handed batsman. In an exclusive conversation with TOI, Gambhir said that the decision to head to England and play for Essex was also based on the philosophy that he simply wanted to get a taste of county cricket, not because scoring there would've meant selectors looking at him from a different point of view. "As a kid, I always wanted to experience the English county scene. It's unfortunate that I had to return midway because of a personal loss. I had just scored a century and was beginning to enjoy the stint," he says. SOFIA: Romanian Simona Halep battled back from a set down to beat former U.S. Open champion Samantha Stosur 2-6 6-2 6-2 in a thrilling Tournament of Champions final on Sunday to capture her sixth title of the year. Winning the season-ending WTA event at the Armeets Arena in Sofia earned the 22year-old Romanian a cheque for $270,000 and helped her rise three places in the world rankings to a career-high 11th. Stosur began her 19th WTA final confidently and took the opening set with ease, surrendering just five points in the first four games with Halep struggling with a very low first-serve percentage. But Halep, an aggressive baseliner, stepped up her game and broke three times in a row to win the second set with hard-hitting Stosur, the oldest player in the tournament, losing her rhythm. Stosur, who had looked in blistering form in the semifinals where she humbled Russia's Anastasia Pavlyuchenkova, continued to rely on powerful kick serves in the third set but Halep broke decisively in the 21st game and got the upper hand, winning the next three games.

trymen. The Indo-Czech combine will open their campaign against the AustrianBrazilian pairing of Alexander Peya and Bruno Soares in a Group 'B' engagement on Tuesday. The all-Spanish affair that pits Marcel Granollers and Marc Lopez against Fernando Verdasco and David Marrero completes the group. In the opening doubles clash of the championships on Monday, Pakistan's Aisam Ul-Haq Qureshi and Dutchman JeanJulien Rojer will play Pols Marcin Matkowski and Mariusz Fyrstenberg, the last team through the doors, in a Group 'A' match-up.
PARIS: Novak Djokovic beat defending champion David Ferrer of Spain 7-5 75 to win the Paris Masters on Sunday and keep alive his hopes of reclaiming the world number one spot by the end of the year. The Serb recovered from a break down in both sets to snatch his third consecutive title, following victories in Beijing and at the Shanghai Masters last month, and the 40th of his career. "It has been a very difficult match for me," Djokovic said in a courtside interview. "It has been very hard against one of the best competitors on tour, someone who never gives up. I have been patient, I played aggressive. I am
very happy with this win." It is the first time Djokovic, the 2009 Paris Masters champion, has won back-toback Masters Series events since his successive triumphs in Rome, Madrid and Montreal in 2011. He could still overthrow world number one Rafa Nadal if he wins next week's ATP World Tour Finals in London and the Davis Cup final with Serbia, who host Czech Republic in Belgrade later this month. Ferrer, who collected his first Masters Series crown last year in Paris, became the fifth defending champion to reach the final at the indoor event and fail to retain their title.

literally) are today more like dump yards with dirt and filth decorating the antiques. Even the roads and paths leading to these museums and monuments are spotted with heaps of garbage with no maintenance in the vicinity. Regular thefts of antiquities are something that is a norm in these museums. The above-mentioned CAG report documents that ASI did not even maintain a database of the total number of antiquities in its possession... 131 antiquities have been found to be stolen from various museums /sites/monuments...with the ASI completely ineffective in recovering them. Compare this to the museums that are maintained across the globe like The Louvre, which was established in 1793 and experiences more than five million footfalls every year. Likewise, in the UK, major museums and galleries invest more than 1.5 million pounds annually and their turnover is nothing less than 900 million pounds. A case in point is the Canadian Museum of Nature, which generates a total revenue of $6,129,000, backed by the Canadian Government, which has pitched in $26,666,000 for the museums support. Compared to this, websites of Indian museums are shameful. For example, the website of the Indian Museum, Kolkata, is worse than websites that are nowadays created by school children as projects in schools. And the National museum website is like a celebrity it gives a special appearance once in a blue moon. How many Indian museums feature in the global top 100 list? None. Museums of countries like France, the US, the UK, Taiwan, South Korea, Russia, Spain, Brazil, China, Australia, Japan, Germany, Canada, Mexico, Israel and others find themselves permanently in the list of the most-visited museums in the world with a visitor count of 9,720,000 for the museum that tops the list and 6,45,000 for the one that ranks 100th on the list. What can be more depressing for a nation like ours, which claims cultural heritage forms a part of its fundamental identity, than to have crumbling museums and vanishing monuments? Monuments like the ancient copper-plated temple and ancient cave temples of Basohli are today reduced to ruins. The much-touted Tanjore Royal Palace is now a broken down ghost building with gutter water, stench, shrubbery and vandals populating the whole palace. The famed Mahatma Gandhi Museum in Madurai (containing the original blood-stained cloth of Mahatma Gandhi when he was assassinated) has his original letters and microfilms eaten away by rats. The moot point here is just not about the theft and sorry state of our monuments but also about the approach. Rationally, for a country having more than 5,000 museums and monuments and a body like the ASI (that is completely handicapped and unprofessional), it is important to replicate the system that is practiced all across the world. National heritages like Eiffel Tower, The Yellowstone Ecosystem, Victoria Falls, The Tower of London, Blenheim Palace and all others are professionally maintained by private companies or through the public-private-partnership model. India has experimented rarely with such models, but has not sustained the same. Taking the entire essence to the next level, these global museums and monuments also get involved in public education. These famous museums regularly conduct educational seminars and workshops for students and citizens and make them conversant with the national culture & heritage, and also with the latest scientific developments. Such events are rarely, if ever organised by the Indian authorities. The Government should immediately take the help of professionals and private companies to rebuild our museums and monuments. These sites not only vividly speak volumes about our culture and heritage but can form a strong economic backbone. Well-maintained and marketed museums and monuments are able to generate heavy tourist footfall, which in consequence generates an economic upswing for those regions. All in all, an Incredible India campaign would not reap results till our authorities do not check the ground reality. India needs to position itself beyond the Taj Mahal and tigers.

A report by the Comptroller and Auditor-General has exposed the Archaeological Survey of India as an unprofessional body that is utterly incapable of protecting the countrys museums and monuments
Sample this! October 2013: The Archaeological Survey of India, one of the most coveted agencies in India, started excavating at the fort of the former king, Raja Rao Ram Baux Singh in Daudia Khera village at Unnao in Uttar Pradesh in search of gold supposedly worth Rs30,000 crore, and all based on a dream of a sadhu. Where other nations invest money in excavations only after research and geographical surveys, the premier national excavation agency, which operates under the Union
Ministry of Culture, relies on the dreams of seers. If you found that rollickingly laughable, the dents get more visible when one browses through the recent Comptroller and Auditor-Generals report that states that when asked to give details of past excavations, the ASI could not give any details about any of the 458 excavations that had been approved in the past five years. If you wanted to search for evidence of mismanagement and fraudulent investments, one neednt go far. The CAG also found out that out of the sample of 1,655 ASI protected monuments it investigated, 92 were absolutely untraceable. Yes, you read it right. Untraceable! And the ASI was supposed to be the agency at the forefront of protecting and maintaining ancient monuments. Such is the pathetic condition of the existing monuments that a tourist rarely would like to spend time and money visiting any but a handful. Only 116 monuments out of 3,500 monuments have ticket counters; and these have generated only a measly Rs95.64 crore in the last five years, averaging around Rs20 crore per year. Out of this amount, two crore rupees is contributed by Taj Mahal alone, followed by Agra Fort that contributes one crore rupees annually. If monuments were distressing, the less said about Indian museums the better. In Western nations, museums are the places parents take their children to on weekends. Schools have museum visits as an essential part of the overall learning experience. Not so in India; and the reason is not far to find. Most national museums in India have now reached a pathetic state of maintenance, and most even lack basic amenities and facilities. The United Nations Educational, Scientific and Cultural Organisation has found around eight national museums in India that are in a state of distress and at no point are close to global standards. Most of our museums are closed since ages or are under renovation since decades. Many museums lack any notable artefacts; and for those artefacts that are there, most descriptions are absent. More than 50 per cent of our museums (a very conservative estimate,
The Supreme Court's directives that civil servants must not take oral orders from the executive and that the Government should assure a fixed tenure for them, will go a long way in unshackling the bureaucracy from excessive political influence. While the impact of the rulings will not be limited to the Government in power and will have a bearing on successive regimes, the fact is that the court's intervention has come in the backdrop of a series of actions the Congress-led UPA and a few State Governments have taken to clip the wings of honest bureaucrats who dared to do the right thing. IAS officers Ashok Khemka and Durga Shakti Nagpal are just two of the most highlighted cases that instantly come to mind. While Mr Khemka has faced more than 40 transfers in his career spanning two decades with the latest round of hounding triggered by his move to bring Congress president's son-in-law Robert Vadra's dubious land deals under the scanner in Haryana Ms Nagpal was summarily transferred after she cracked down on the sand mafia in Uttar Pradesh. There will be many more unknown cases of upright bureaucrats across the country who routinely face political ire for discharging their duties in a fair and competent manner, and these civil servants have reason to cheer now. For far too long they have been made scapegoats and held accountable for decisions that their political bosses made, because those decisions were never put to paper and could, therefore, not be traced to the executive. Those who refused to follow the oral orders were shunted out. But, while it is heartening that the apex court has come to the rescue of honest bureaucrats, it is not as if there has existed no mechanism to shield the committed civil servant. It's just that the political class has merrily flouted many existing guidelines, and pliant sections of the bureaucracy have colluded in the act. Service rules of many States do provide for fixed tenures for senior bureaucrats, and the executive is supposed to record its instructions to civil servants in writing. In a sense, therefore, the apex court's Thursday order reinforces the existing guidelines that did not, for instance, prevent the Congress regime in Haryana from transferring Mr Khemka for political reasons or the Samajwadi Party's Government in Uttar Pradesh from suspending Ms Nagpal on fictitious grounds. Given the reality, the Supreme Court will have to do more than just pass orders; it will have to punish regimes that flout the rules. Where the apex court has broken new ground is in its directive that the Government must establish a Civil Services Board which will advise the executive on transfers and postings of bureaucrats. Although a clutch of petitioners (retired senior civil servants) in the apex court, who have been crusading for a free bureaucracy, had demanded a CSB comprising independent' members, the court turned down the plea and settled for the proposed body to be manned by serving officers. Still, it's an improvement over the present system where the executive is free to transfer and post officers on its whims and fancies. The CSB, coupled with fixed tenures for bureaucrats a directive from which the executive can deviate only under exceptional and clearly identified and legitimate circumstances together have the potential to dramatically overhaul the functioning of the bureaucracy. One hopes that the Union Government will embrace the court's initiative and not seek to challenge it on frivolous grounds.
Although the United Nations draft proposed by 20-odd countries, including India, doesnt name the United States as its target, it is an open secret who it is aimed at
Agency contractor to select media outlets. For President Barack Obama, the last two weeks have been a particularly testing time. The new disclosures have been acutely embarrassing as never before, relating as they do to some of Americas close European allies: France, Germany, Spain and Italy. A Guardian report that the NSA has been monitoring the telephone conversations of as many as 35 world leaders has been followed by the stunning dispatch in German weekly Der Spiegel that Chancellor Angela Merkels mobile phone has been tapped by NSA right since 2002. An outraged Ms Merkel wasted little time in picking up the phone and confronting Mr Obama, who sought to assure her that the US was not eavesdropping on her. The German chancellor is apparently far from convinced. For the better part of the past week, a team of German officials and a delegation from European Parliament have pitched themselves in Washington, complaining of breach of trust and demanding that the Obama administration make amends forthwith. Their hurried trip followed another set of damning disclosures: That the NSA tracked more than 70 million phone calls in France, some 60 million in Spain and 46 million in Italy. It led to the incredulous spectacle of these allies summoning the respective US Ambassador and giving an earful over what Washington has been up to. France and Germany have demanded a no-spying pact, like the one the US has with Britain, Canada, Australia and New Zealand. So horrified have German diplomats been that they teamed up with their counterparts from Brazil in an effort to draft a resolution for consideration and adoption by the UN General Assembly. Brazils President Dilma Rousseff, after all, is one of the first reported victims of American snooping, so much so that she cancelled a scheduled State visit to Washington in September. The proposed UN resolution may well be aimed at America, but the draft being deliberated upon by some 20-odd countries, including India, does not name the United States as such. Instead, it simply calls upon all States to uphold the right to privacy and review their extra-territorial surveillance of private communications and interception of personal data of citizens in foreign jurisdictions. With one report or another popping up every passing day, the Obama administration is still to get its act together on how to deal with what willy-nilly has become a credibility crisis for it among its own allies and other friendly nations. As in the case involving Chancellor Merkel, the question being asked is whether President Obama was really unaware of what has been going on for years. US officials insist Mr Obama had no knowledge of the reported tapping of Ms Merkels phone till she raised the matter with him, but the German newspaper, Bild am Sonntag, quoted US intelligence sources as saying that NSA chief Gen. Keith Alexander had briefed Obama on this specific matter back in 2010. Yet, Mr Obama did not halt the operation but rather let it continue, the paper said. NSA spokeswoman Vanee Vines, however, refuted the assertion. US intelligence chief James Clapper, however, came up with an altogether different take during a Congressional hearing, surprising everyone by stoutly defending Americas spying on world leaders, includ-
ing close allies. His rationale? The other nations, including allies, were doing much the same. For Mr Clapper, it is a basic tenet to collect, whether by spying on communications or through other sources, confidential information about foreign leaders to find out if what theyre saying gels with whats actually going on. The embattled Gen. Alexander was quick to concur with him at the same hearing, commenting that one of the first things he learned in intelligence school was that how valuable it would be to learn about the intentions of foreign leaders. But the Senate Intelligence Committees chairperson Dianne Feinstein appeared to disagree with the Obama administrations intelligence brass. With respect to NSA collection of intelligence on leaders of US allies including France, Spain, Mexico and Germany let me state unequivocally: I am totally opposed, said the senior California Democrat, who was particularly critical of NSAs monitoring of the calls of such friendly leaders as Chancellor Merkel. Senator Feinstein mooted a total review of all intelligence programmes. She spoke of indications from the White House that intelligence collection on USs allies would be done away with. But there has been no formal communication from the White House on this score. Spokesman Jay Carney, however, acknowledged: We recognise there needs to be additional constraints on how we gather and use intelligence. All these assertions notwithstanding, noted American scholars are skeptical if the allied nations would put an end to their spying on one another, given that it has been going on for centuries. As ex-CIA veteran Peter Earnest, citing a famous quote by 19th century British statesman Henry Temple, told CNN: We have no eternal allies and we have no perpetual enemies. Our interests are eternal and perpetual, and those interests it is our duty to follow. One of the strong defenders of the far-reaching American surveillance is former Vice President Dick Cheney. The fact is, we do collect a lot of intelligence, he says, noting: That intelligence capability is enormously important to the United States, to our conduct of foreign policy, to defence matters, to economic matters. For President Obama, however, the worldwide American surveillance and the backlash from its allies and friends have only added to his other recent woes, notably the poor handling of events leading to the Government shutdown that lasted 16 days, and the ongoing problems with the rollout of his signature healthcare initiative. All these have combined to bring down Mr Obamas approval rating to an all-time low of 42 per cent in a new NBC News/Wall Street Journal poll released this week. The only consolation for him is the even lower rating of 22 per cent for Republicans in the US Congress, who have made the going tough for him on about every major policy decision.

He fell unconscious after he hit a stone and fractured his leg in the darkness. Rajesh Yadav, his co-passenger, who hails from Bihar, came to his rescue and is attending on him at the hospital. Mr. Yadav said he could not come out of the packed general compartment of the express train and it saved him. The orthopaedic attending on him said he would be shifted to the K.G.H in Visakhapatnam after his family members arrived at the hospital because an operation was to be performed. TDP leaders P. Merely endorsing EC on opinLaser weapons among futuristic MBDA products ion polls, Congress clarifies
H Y D E R A B A D , NOVEMBER 4: High energy laser weapons, light weight shoulder-launch missiles and scalable warheads through dial-a-yield technology are among the hi-tech futuristic products for military applications being developed by the MBDA group, a consortium of European missile manufacturers. During a recent visit to the missile production and integration facilities of MBDA Germany at Schrobenhausen, 90 km from Munich, and MBDA U.K. at Lostock, near Manchester, a group of Indian journalists were briefed on the wide range of advanced missiles and warheads being produced by the two entities. Vice-president Operations of MBDA Germany Walter Stammler said a very light weight missile with a 2-km range that could be fired by an infantry soldier from his shoulder was tested in demonstration firings. The low cost, high-precision weapon with all the elements of a missile weighed just 6-7 kg. The future generation-flexible response warheads using scalable technology would provide armed forces with a unique option of pre-selecting the detonation of only a part of the explosive and thereby reducing the degree of lethality. These warheads would provide high operational flexibility and could be used effectively in avoiding collateral damage during Military Operations in Urban Terrain. TDW, a subsidiary of MBDA, has a license agreement with Bharat Dynamics Limited (BDL) for producing warheads for anti-tank guided Milan missiles. Under the agreement signed in 2007, it had transferred the knowhow to BDL to produce warheads for Milan. Meanwhile, with MBDA awaiting Indias response for its offer of air-to-ground PARS 3 LR missile, Dr. Stammler claimed that during field evaluation trials of the weapon in Sweden in 2012 for the Indian Army and HAL officials, all requirements were fulfilled. The missile is planned to be mounted on ALH Dhruv combat helicopters. Dr. Stammler said that to meet Indian requirements for the PARS 3 LR missile, a twin-engine launcher was designed and developed in collaboration with an Indian company. Four launchers, each carrying two missiles, would be mounted on the helicopter. The prototype of the twin launcher was seen by HAL officials soon after the field trials. The project manager of PARS 3LR Munition, Walter Mackrodt, said PARS 3 LR was a high-precision fireand-forget weapon that could be fired in salvo mode from the helicopter, and four missiles could be launched in 10 seconds to engage as many targets. NEW DELHI, NOVEMBER 4: Faced with a political controversy over its stand seeking a ban on opinion polls, Congress today struck a cautious note, saying it had merely endorsed the Election Commissions views even as various party leaders slammed these surveys as being a racket, farcical and manipulated. Reading from a bunch of letters from the Election Commission, party spokesperson Meem Afzal said, Since (today) morning, there is an attempt to show that Congress is opposing opinion polls. That is wrong. We did not say anything on our own. Of course, we have given our opinion... Our party fully endorses the EC view. So, we have given a view when an opinion was sought... We have not written a letter on our own. We have just replied, he added. It is wrong to accuse Congress of demanding it (ban) when EC, which con-
Spurt in injecting drug users forces Centre to open more therapy centres
NEW DELHI, NOVEMBER 4: Alarmed over the rising number of injecting drug users, the government has decided to increase the number of Opioid Substitution Therapy (OST) centres in the country from the present 52 to 300 by the end of this year. Of the existing OST centres spread across 14 States, Manipur and Nagaland alone have 29 where around 3,000 injecting drug users are availing themselves of the services. OST involves replacing a drug users primary drug of use (opioid), for example heroin or spasmoproxivon, with a medically safe drug in a safer mode of administration under medical supervision.Injecting drug use is no longer confined to the Northeast States of Manipur and Nagaland. We have hotspots of drug use in Punjab, Orissa, Andhra Pradesh and Bihar, said Lov Verma, Secretary, Department of AIDS Control, speaking at the two-day national dissemination workshop here. The two-day workshop is being organised by Emmanuel Hospital Association to share harm reduction initiatives and experiences among People Who Inject Drugs (PWID) implemented by Project ORCHID in Manipur and Nagaland since October 2004. HIV among injecting drug users remains a great challenge in the Northeast, with Manipur still having the highest HIV prevalence among PWID. There are similar challenges emerging in other States which need to be emphasised, added Mr. Verma. Pointing out the difficulty in scaling up OST he urged community-based groups and networks in Manipur and Nagaland to put pressure on the State governments so that the scale-up process is hastened. Zodingpui, a female injecting drug user from Churachandpur district in Manipur who took part in the workshop, has benefited from the OST initiative in Manipur. A Peer Educator in Shalom, one of the NGOs implementing OST in Manipur, Zodingpui started doing drugs in 1983 during a college sports event. Still under OST, she had experienced a cycle of treatment and relapse in the past. Relapse is more common among female drug users. Once the line is crossed [for women using drugs], they are not accepted in the society even when she is not doing drugs any more. Reintegration is easier in case of male drug user. Due to this factor, there is very low motivation among them to give up drugs, Puii, Director Shalom, Manipur. Around 180 Female Injecting Drug Users are currently accessing harm reduction services from Shalom. Representing the Indian Drug Users Forum, Abou Mere urged the government and other stakeholders to look into the issue of drug overdose and Hepatitis-C, causes of unnecessary deaths every year.
ducts elections, is saying all this. We have only endorsed ECs opinion, Mr. Afzal said. Party general secretary Digvijay Singh, however, minced no words in slamming opinion polls, saying These have become a farce. They should be banned altogether. The kind of complaints, information that I have got, show that anybody can pay and get a survey as desired. Wondering how a few thousand people could predict election trends for a country of 1.2 billion people, he said, It has become a racket. So many groups have sprung up. Union Minister Rajiv Shukla said that opinion polls were also at times manipulated and, thus, the party had done the right thing by having opposed it. To hammer home his point, Mr. Afzal also quoted from the EC letter to parties stating that there could be several manipulated opinion polls, which could impact the voting pattern.
Seven killed in militant attack in Assam Patel would not have endorsed Modi: Rajmohan Gandhi
GUWAHATI, NOVEMBER 4,: The death toll in the attack by suspected Garo National Liberation Army insurgents on a group of people gambling on the occasion of Diwali in Assams Goalpara district has risen to seven. Six persons were brought to the Gauhati Medical College Hospital and one of them was brought dead. One seriously injured has been operated upon and another four injured are undergoing treatment, Hospital Superintendent R Talukdar said on Monday. Three other wounded were admitted to Goalpara Civil Hospital and one in a private hospital, officials said. Armed with automatic weapons, suspected Garo National Liberation Army insurgents from across Meghalaya had on Sunday night indiscriminately opened fire upon a group of people gambling on the occasion of Diwali at remote Gendamari, under Aagia Police Station. Six persons were gunned down on the spot, while 10 others were seriously injured with one of them succumbing to his wounds on way to hospital, they said. Those killed on the spot were identified as Bholanath Rabha, Amarendra Rabha, Jayanta Rabha, Puran Rabha, Kalpanath Rabha and Lulu Rabha. Security measures have been intensified in the district following the incident, the NEW DELHI, NOVEMBER 4: Amid a slugfest between Bharatiya Janata Partys prime ministerial candidate Narendra Modi and Congress over Sardar Patel, a noted biographer of Patel has said the countrys first home minister would not have recognised Mr. Modi as his ideological heir and been very pained with his behaviour towards Muslims. Rajmohan Gandhi, the grandson of Mahatma Gandhi who has written a biography of the countrys first home minister, said Patel certainly would not have felt at the time of 2002 riots in Gujarat, that Mr. Modi fulfilled his rajdharma, a phrase used by the then Prime Minister Atal Bihari Vajpayee to chide Modi.I think it is quite obvious that he (Patel) would have been very disappointed, very pained and saddened not only as an Indian statesman but also as coming from Gujarat, that this should not have happened in Gujarat and the government of the time was not able to prevent it, he said.Talking to Karan Thapar in CNN-IBNs Devils Advocate, Mr. Gandhi said that claims by BJP supporters or Mr. Modi himself to project him as Patels heir misunderstands and misrepresents Patel. If Modi can grow into that kind of image that would be wonderful, but by two reasons he has fallen short. After all Patel grew as a disciple under the umbrella of Gandhi and the Indian National Congress. Modi had his career under the umbrella of RSS and that makes a difference. Also Patel as an individual was always a team builder; other people were prominent in his daily life. Whether Modi is like that... I would like him to be like that, he said. Congress and Patel Mr. Gandhi, however, accepted the criticism that Congress has forgotten Patel or relegated him to the background in the 63 years since his death. He noted that Nehru was succeeded by Indira Gandhi, Sanjay Gandhi, Rajiv Gandhi, Sonia Gandhi and now Rahul Gandhi while none of Patels children
sources added. Goalpara district has been witnessing violence since October 20 last with protests against the upcoming Rabha Hasong Autonomous Council elections between November 13 and 25 demanding exclusion of non Rabha areas from the Council. Sources ruled out that last nights inci-
dent was connected with the Council elections. Proscribed GNLA based in the Garo hills jungles of Meghalaya, adjacent to Goalpara district, has been fighting for a separate state since 2009 indulging in killings, attacks on security forces and civilians, blasts, kidnappings and extortions.
inherited or benefited from his power. Patel was proud to be a Congressman and accepted that Mahatma Gandhis decision to make Nehru Prime Minister was correct, Gandhi said, adding the Mahatma chose Nehru over Patel because he was older by 14 years and in poor health. Nehru was also better known internationally, he said. The Iron man, a popular term used for Patel, had appreciated the work of RSS during riots in 1947 but after Gandhis assassination, his
attitude changed and he was thereafter an implacable opponent if not an enemy of the Hindutva organisation, he said. Mr. Modi and Congress leaders have engaged in a war of words over Patel with the BJPs PM candidate claiming that the countrys destiny would have been different had he been the first PM instead of Nehru. Congress has hit back at him, saying he was trying to hijack Patels legacy as BJP lacked any icon.
Minor girl gang- UPA holding back funds for U.P.: SP One-stop testing facility CPI wants India to keep off CHOGM raped in Mumbai mooted for aircraft parts
MUMBAI, NOVEMBER 4: A 16-year-old girl was allegedly gang-raped in suburban Goregaon here by four of her friends, police said on Monday. According to police, six boys from Santosh Nagar area in Goregaon had on Friday asked the victim to join them for Diwali celebrations. As she knew the boys, she went with them. The boys took her to an isolated place before offering her a spiked soft drink. While she lost consciousness, four of the six boys all of them in their 20s took turns to rape her. Shocked, the girl kept quiet till Sunday and later narrated the ordeal to her grandmother. Subsequently, the girl along with her grandmother went to Dindoshi Police Station where an FIR was registered on Sunday. Sensing that the girl would approach police, all six accused escaped the area, police said, adding that several teams have been formed to nab the six. On Sunday, the girl, who is an eighth class dropout, was sent to Bhagwati Hospital where she underwent medical examination and the report will be ready soon, police said. LUCKNOW, NOVEMBER 4: The Samajwadi Party has accused the Congress-led United Progressive Alliance government at the centre of holding back Rs.30,000 crore meant as central funds for Uttar Pradesh. Criticising the Congress for its double talk party spokesman Rajendra Chowdhary on Monday said that despite a positive environment of development and cordial relationship created by Chief Minister Akhilesh Yadav, the Congress-led government had so far released only 20 percent of the central funds earmarked for Uttar Pradesh. Despite the best of efforts by the state government, the union governments attitude continues to be of non-cooperation, Mr. Chowdhary said. He pointed out how the state government had promptly given free of cost land to the All-India Institute of Medical Sciences (AIIMS) to be built at Rae Bareilly the parliamentary constituency of UPA chairperson and Congress president Sonia Gandhi. The party spokesman said that there was no response to the special package sought by Mr. Yadav. Mr. Chowdhary said the Congress is trying to sabotage the progress and development schemes initiated by the SP government and is trying to defame the government. Political observers see this as a growing divide between the two parties. While the Congress government has been dependent of SPs 22 MP support, the SP has also bailed it out on crucial situations in the Parliament. On many recent occasions, however, the state unit of Congress and its central leaders have attacked the Akhilesh Yadav government for failing to safeguard the security of minorities and have demanded his resignation. B A N G A L O R E , NOVEMBER 4: The Defence Research and D e v e l o p m e n t Organisations (DRDO) Centre for Military Airworthiness and Certification is pushing for a one-stop facility where it can allow domestic industries supplying components for military aircraft, among others, to test their wares for qualification. Such a single infrastructure can vastly improve the time taken to complete critical defence projects and also spur indigenous industrial production, according to K. Tamilmani, DRDOs Director-General for R&D in Aeronautics. He heads over a dozen of DRDOs aeronautical labs including CEMILAC, most of them based in Bangalore. The facility, estimated to cost over Rs. 300 crore in the first phase and possibly to be set up with partners, is being discussed with the Department of Defence Production. Aeronautical testing is scattered across the country in various public sector companies and labs. Currently the 300-plus small and mid-sized private industries that supply hundreds of items for military aviation cannot afford to create them on their premises and must wait several months for their turn to do repeated tests at the government centres. Setting up an Integrated Aeronautical Test Facility could save them the running around between different testing centres, the time and the cost needed to produce items to stringent military specifications, Dr. Tamilmani told The Hindu. Indian industrys potential to contribute to aeronautical development is yet to be fully tapped, We also place much premium on indigenous production for the armed forces. Such a platform will help to get more local industries into our military production programmes. The facility would help the many new and large military aircraft programmes that are due to come up, he said. NEW DELHI: The Communist Party of India has said India should keep off the Commonwealth Heads of Government Meeting (CHOGM) in Colombo and not even have ministerial-level representation at the multilateral summit later this month.CPI Rajya Sabha member D. Raja said this demand was not new as the party had supported the resolution passed by the Tamil Nadu Assembly calling for a total boycott of the meeting in Sri Lanka to express solidarity with Tamil sentiments on the Sri Lankan Tamil issue.Even the Congress had supported this resolution, Mr. Raja pointed out adding that Congress leaders were now speaking in different voices on the issue. While Union Minister G. K. Vasan wanted India to boycott the summit, Minister of State for Commerce E.M. Sudarshana Natchiappan was in favour of Indias participation.
7 Xinjiang military chief loses party post after Tiananmen attack As Indian trawlers charge ahead, these fishermen are all at sea
STUDENT AGE TUESDAY, NOVEMBER, 05, 2013
BEIJING/SHANGHAI, NOVEMBER 3: The military chief of Chinas western Xinjiang region has been removed from the top Party body overseeing the region, State media reported on Sunday, less than a week after a group from Xinjiang was alleged to have carried out a terror attack in Tiananmen Square that left five people killed and 40 injured. Peoples Liberation Army (PLA) General Peng Yong was no longer serving on the Communist Party of Chinas (CPC) Standing Committee in Xinjiang the top ruling party agency for the region reported the Xinjiang Daily, which is the official mouthpiece of the Xinjiang Party committee, in a brief front page statement. The newspaper did not mention the reason for the removal of General Peng, who was in November appointed to the CPCs 370-member Central Committee, following the leadership change. Top officials in Xinjiang have, in the past, been removed from their positions after high-profile incidents. In September 2009, the Urumqi Party
Secretary, Li Zhi, was sacked following the ethnic riots in July of that year, which left at least 197 people killed. His sacking was followed by the unexpected removal in 2010 of the powerful Party chief in Xinjiang, Wang Lequan, who was known for his
hard-line policies and directed the regions development for more than a decade. His successor, the current Party secretary Zhang Chunxian, has sought to portray a less tough approach by emphasising economic development over security issues,
although he has persisted with many of Mr. Wangs security policies. On Sunday, the CPC Party Chief in Beijing, Guo Jinlong, called on police and security forces to look for vulnerable links following the October 28 incident, as he conducted a twoday inspection tour in the capital. A jeep carrying three Uighurs the ethnic Turkic minority native to Xinjiang managed to evade the security barriers in place around the famous square as it drove into a crowd at the Tiananmen gate and burst into flames. Two tourists were killed and 40 others were injured. The cars three passengers the driver, Usmen Hasan, his wife and his mother also died. Five suspects all from Xinjiang were detained last week in connection with the incident, police authorities said, adding that their investigations found that the group had put together funds of 40,000 Yuan (Rs. 4 lakh) as well as 400 litres of petrol used to set the jeep on fire for what they described as a violent terrorist attack.
(NORTHERN SRI LANKA), NOVEMBER 3: It is 6.30 p.m., already pitch dark along the shore in Analativu, a tiny island off Sri Lankas northernmost tip. Except for the silhouettes of palm trees and of the fisherfolk gathered there, nothing much else is visible under the star-studded night sky. The village is quiet its silence only punctuated by the periodic splash of the waves against the shore and occasionally, by a lone pup barking shrilly. There is yet another unfamiliar, faint murmur. Can you hear the engine? asks Pushparayan Kayathampillai (63), head of fisheries cooperative in Analativu. He then points to a flickering light in the sea. Here they come the Indian trawlers, he says. This, apparently, is just the beginning. Wait for a few more hours and you will see many more, says Mr. Kayathampillai, sounding fairly certain. He is right. At 7.15 p.m., chilly and considerably
darker, a few more sparks are visible in the sea now more clearly. The murmur is louder. None of the fishermen of the village has set out fishing. Their small, wooden boats stand tied to the shore trawlers are banned in Sri Lanka as they watch the Indian trawlers, as they are popularly known here. Today being Monday, we dont go fishing. It is pointless, says Robert Jayakumar, who does not take any chance after a sharp-bottomed trawler recently tore his fishing net worth about LKR 30,000 (approximately INR 14,100) apart. I had taken a loan to buy the net. But now, I cannot go fishing, nor do I have money to repair it. I have borrowed more money. The trawlers come on Saturdays, Mondays and Wednesdays, say fishermen about the now well-
known ritual, which has left Analativus own fishermen out of business thrice a week. All of us have borrowed heavily to ensure that our families can have two meals a day, says Mr. Kayathampillai. Most fishermen in the village have taken loans amounting to LKR 2 lakh (About INR 1 lakh). Much like most of Sri Lankas Tamil-speaking north and other islands off Jaffna, fishing is a crucial means of livelihood in Analativu, with its 2,175-strong population depending almost entirely on fishing and agriculture for survival.
their clients in prison. The military says it removed Mr Morsy only after the public turned against him with protests by millions demanding his removal, accusing him and the Brotherhood of trying to subvert the law and impose their will on the country. Mr Morsys supporters accuse the military of crushing Egypts nascent democracy by overturning the results of multiple elections won by the Islamists since the ouster in 2011 of autocrat Hosni Mubarak in a popular uprising. Rights advocates have expressed concern about the fairness of the trial as it is taking place in the atmosphere of a widescale crackdown on the Brotherhood and its Islamist allies in which several thousand have been arrested and hundreds killed.
Gun battle leaves 13 dead in Mexico Suicide bombing in Syrian village kills 6
MEXICO CITY, NOVEMBER 4: At least 13 people were killed in three separate clashes between Mexican marines and gunmen in the border city of Matamoros, officials said. Matamoros is across the border from Brownsville, Texas, and is in an area that is being fought over by the rival Gulf and Zetas drug cartels. The government of Tamaulipas state says the three gunbattles occurred on Sunday when gunmen attacked troops in different parts of Matamoros. Its statement describes the attackers only as armed civilians and doesnt say if the gunmen are suspected of belonging to cartels. Officials said one woman was among the 13 dead civilians. No marine casualties have been reported. DAMASCUS, SYRIA, NOVEMBER 4: A suicide bomber detonated an explosivesladen truck in a central, Shia Syrian village on Monday, state media reported, killing six in the latest attack to underscore the growing sectarian nature of the countrys three-year-old conflict. Three children and a woman were among the dead in the early morning bombing at a school in Sabtiyeh, near the city of Homs, official news agency SANA said, adding that some 40 people were also wounded. Footage aired on state television showed panicked residents rushing to ambulances carrying wounded children. Facades of buildings were ripped away and cars lay smashed. What did these children do to be killed? a man angrily shouted. No group immediately claimed responsibility for the blast, but such bombings are the hallmark of al-Qaeda linked groups who have joined Syrian rebels battling to overthrow the Syrian government of President Bashar Assad. Syrias war began as mostly peaceful demonstrations against Mr Assads rule, but turned into an armed rebellion after government troops violently suppressed demonstrations. The country is formed of a mosaic of different sects, and the conflict has largely split the country along sectarian lines.
Commission Sale of 5-kg LPG cylinders allowed at petrol pumps Vodafone India stake sellers liable to pay capital gains tax Telecom to discuss spectrum
NEW DELHI, NOVEMBER 4: After the success of pilot programmes in five metro cities, Petroleum Minister M. Veerappa Moily on Monday allowed the sale of 5-kg cooking gas (LPG) cylinders at petrol pumps across the country. The scheme, launched on October 5, allowed petrol pumps owned and operated by oil companies in Delhi, Mumbai, Kolkata, Chennai and Bangalore to sell the 5-kg cylinders. Company owned and operated outlets make up for 3 per cent of the 47,000 petrol pumps in the country. Now, Mr. Moily has permitted the sale of these smaller cylinders at all petrol pumps across the country, official sources said. The smaller cylinders will be sold at market rates, which are more than double the subsidised price of Rs. 410 per 14.2-kg cylinder in Delhi. However, the scheme will be deferred in Delhi, Rajasthan, Madhya Pradesh and Chhattisgarh, where Assembly Elections are being held in November and December. The Petroleum Ministry on Monday issued orders extending the scheme to other parts of the country. Retail outlets not owned and operated by the oil companies may be included in the scheme, subject to statutory clearances, it said. Such petrol pumps have to fulfil the safety norms and conditions provided in the scheme. Indian Oil, Bharat Petroleum and Hindustan Petroleum own and operate a combined 1,440 outlets across the country. For the launch of the scheme, a few dozen pumps in the five cities were initially chosen. The scheme will be a boon for the migratory population such as students, IT professionals and BPO employees, as well as people with odd work hours. It offers them the flexibility to the country, subject to the Election Code of Conduct. This decision is expected to benefit the common man as sale of 5-kg LPG cylinders at market price with minimal documentation would facilitate easier availability of LPG at more selling points, it said. Traditionally, OMCs have sold LPG cylinders through their LPG distributor networks. Customers are enrolled by collecting proof of identity and address and a deposit for the cylinder and regulator. There is an emerging segment of new consumers like IT professionals, BPO employees who want LPG but in absence of proper proof of address cannot access the same, the statement said. Further, because of their irregular work timings, they may not be able to visit the distributor or be at home to receive cylinders during normal working hours. For some consumers, the need is in small parcels or arises at odd times of the day when distributors may be closed. NEW DELHI, NOVEMBER 4: Indian minority shareholders in Vodafone India, including Analjit Singh, will have to pay 20 per cent capital gains tax after selling their stake to the UK-based parent company, a Finance Ministry official said. There is a capital gain for the minority shareholders and it will be taxed, the official said when asked about the tax implications of Vodafone Plcs plan to buy out the minority shareholders in its Indian telecom venture. The tax on gains made from financial transactions is levied at 20 per cent. Vodafone Plc last week applied to the Foreign Investment Promotion Board for approval to increase its stake in Vodafone India to 100 per cent from the current combined direct and indirect holding of 84.5 per cent. It proposed to buy the remaining stake in the company for Rs 10,141 crore. Besides Mr. Singh, who is the

pick up cylinders and obtain refills at the time of their choice because petrol stations are open for longer hours than LPG dealers, sources said. The first-time purchase of a 5kg cylinder will cost Rs. 1,000 plus taxes, while a regulator will be available for Rs. 250 and taxes. The cost of the product and refills will be based on non-subsidised rates. An official statement said Mr. Moily has a proposal to extend the scope of the scheme for sale of non-subsidised 5-kg LPG cylinders from petrol stations (petrol pumps/retail outlets) of oil marketing companies (OMCs) in other parts of
non-executive chairman on the board of the Indian company, the minority shareholders of Vodafone India include Piramal Enterprises Ltd chairman Ajay Piramal holding an 11 per cent stake. Vodafone entered India in 2007 by buying Hutchison Whampoa in Hutchison-Essar Ltd in a $ 11 billion deal. The company faces a tax liability of over Rs 11,200 crore, along with interest, for the acquisition and is in discus-
sions with the government to resolve the issue. Vodafone had offered to settle the dispute through conciliation and the government has agreed, but there are differences over the rules under which it would take place. While Vodafone wants to resolve the dispute under the United Nations Commission on International Trade Law, the government insists on applying the Indian Arbitration and Conciliation Act.
Coal India misses production, Finance Ministry seeks 30 per cent dividend from oil PSUs GST: State FMs to meet in Shillong on Nov 18-19 Top eight companies add Rs offtake targets in October
NEW DELHI, NOVEMBER 4: State-owned Coal India (CIL) has produced 35.03 million tonnes (MT) of coal in October, missing its target for the month. The companys output target for the month was 40.82 MT, according to the PSUs filing on BSE. The company also missed its offtake target of 41.55 MT during the month. CILs actual offtake in October was 35.51 MT, it said. However, no reasons were given by the company for missing both the output and offtake targets. Against the output target of 247.45 MT in the first seven months of the current fiscal, CIL produced 235.51 MT of coal, the company said. The companys offtake from April-October was 259.87 MT, while the target was 268.78 MT, the company added. Last month, a Coal India official had said that the PSU has suffered a production loss in October due to Cyclone Phailin, which has affected the key coal producing states of Odisha, Jharkhand and West Bengal. The loss came amid the firm drawing flak from all quarters for missing its production target. Also, Coal Minister Sriprakash Jaiswal had earlier said that though production at CIL has been hit in October due to Cyclone Phailin, We are hopeful that (Coal India) will achieve its production target for the current fiscal. CIL, which accounts for over 80 per cent of the domestic production, contributed 452.5 MT of coal in the previous financial year compared with the target of 464 MT. The Coal Ministry has set a production target of 482 MT and offtake of 492 MT for CIL for 2013-14. NEW DELHI, NOVEMBER 4: The Finance Ministry has asked all profit-making oil PSUs to pay a minimum 30 per cent dividend in the current financial year. Presently, all profit-making central public sector undertakings (CPSU) are required to declare a minimum dividend on equity of 20 per cent or a minimum dividend payout of 20 per cent of post-tax profit, whichever is higher, subject to availability of disposable profits. However, for the 14 PSUs in the oil sector, including Oil & Natural Gas Corp, Indian Oil and GAIL India, the ministry has sought a 30 per cent dividend, official sources said. The Finance Ministry believes dividend from CPSUs is a return on investment made by the government and it should be commensurate with profits. A lower than reasonable level of dividend would be construed as an implicit subNEW DELHI, NOVEMBER 4: The Empowered Committee of State Finance Ministers on GST will meet in Shillong on November 18 and 19 and may firm up views on issues concerning the taxation of liquor and petroleum products in the proposed Goods and Services Tax regime. The EC will meet in Shillong on November 18-19 and issues concerning taxation of liquor and petroleum products are expected to figure in the meeting, said a senior Finance Ministry official. At its last meeting on October 21, several states had opposed the inclusion of petroleum products and liquor in the proposed indirect taxes regime as the move would severely affect their revenues. Some states had also expressed reservations to the inclusion of entry tax in the GST fold. While the Centre wants that liquor and petroleum products should come under the GST, states are keen to retain their power to tax these items as they are major sources of revenue. The Empowered Committee Chairman and Jammu & Kashmir Finance Minister A R Rather had told reporters after the last meeting that only 10-12 state Finance Ministers could present their views due to paucity of time and the remaining states would get chance in the next meeting scheduled in Meghalaya. In the revised draft of the Bill circulated to the states on September 18, the Centre had proposed inclusion of petroleum and liquor under GST.The revised Constitutional Amendment draft incorporates the views of the Parliamentary Standing Committee which had suggested minimum exclusion to ensure an integrated, comprehensive and seamless GST regime. The issues of petroleum products and liquor have already been deliberated upon by a sub-committee of officials which was set up to study the recommendations of Parliamentary Standing Committee and the revised draft of the Constitutional Amendment Bill, and suggest ways for reconciling different positions. The roll-out of GST, which will empower the Centre and states to simultaneously tax supply of goods and services, has missed several deadlines due to differences between them over the contentious issues of the CST compensation as well as the design of the GST structure.
NEW DELHI: Telecom Commission, the highest decision making body of the Department of Telecommunications (DoT), is likely to discuss key issues, including spectrum price for the third round of auction and M&A guidelines, in a meeting on November 6.The TC will be discussing the merger and acquisition (M&A) guidelines and spectrum price issue on November 6, a source in DoT said. The inter-ministerial panel was expected to discuss M&A guidelines and spectrum price issues on October 29 but the meeting was cancelled. In its clarifications to DoT, the Telecom Regulatory Authority of India (TRAI) had reiterated its recommendations for a huge cut in the spectrum price for the upcoming auction. The regulator had recommended up to 62 per cent reduction in reserve price for 900MHz spectrum in Mumbai, Delhi and Kolkata circles, and a 37 per cent cut in reserve price of 1800MHz spectrum band. Trai also stood by its recommendation of not auctioning of 800 MHz band, used by CDMA operators.
sidy, which the government can ill afford, given the level of its commitments, especially in the social sector, and its obligations to meet the fiscal targets, it wrote to the Oil Ministry last month. It asked the government nominees on the boards of profit-making CPSUs under the Oil Ministry to ensure that the state-owned firms
comply with the dividend guideline for 201314. The Finance Ministry said in the case of PSUs with large disposable profits or healthy cash reserves, a higher or special dividend may also be considered, they said. ONGC, GAIL India and Oil India have declared 30 per cent dividend for the past few years.

MUMBAI, NOV 04: Pune University has grown larger than its much older counterpart in Mumbai. This year, Pune went on to add many more colleges under its ambit, thus emerging as the second largest university of the country. Yet, its biggest expansion happened recently when many colleges came up in Pune, said experts. Planning Commission member and former Pune University vice-chancellor Narendra Jadhav said, "The growth has come about in the last 10 years. This growth is not by accident; it is balanced.
