Implementing Organization Madrasah is an Arabic word meaning school, or place of learning. It is a tradition that has started very early on in Islam because of the special emphasis in its doctrines placed on acquiring knowledge. The current Madrasah or more relatively what has evolved in the present times is guided by the principle of investing in the foundational religious education of Muslim children. By equipping the Madrasah student with the core knowledge and analytical tools of Islamic education, it is understood that they will be able to develop a firm sense of identity with his or her beliefs and values to better meet the social challenges of our times. Likewise, the Madrasah system of education seeks to provide the necessary intellectual framework and judgment to enable each Muslim student to make the considered and informed choice consistent to Islamic spiritual and moral norms. That while the Islamic education of the Muslim child should and, in most relative cases, do begin at home, it is formally and systematically conducted through the Madrasah. Historically speaking the first Madrasah was the Mosque of the Prophet (SAW) where they

(Companions of the Bench) devoted themselves to study Islam directly from the Prophet Muhammad (SAW). It was then that they propagated this unique understanding of Uloom-iDeen (sciences of Islam). Many of them established and settled in mosques in distant lands where they started to teach the Quran and Hadith to students seeking knowledge of Islam. Thus, they perpetuated the Madrasah by carrying on the Isnad (chain of transmission) from the Prophet Muhammad (SAW) NASIMCO, Toronto, Canada, 1981.
As the principles of Islam continue to prosper around the world, the Philippine setting however is a totally different narrative. This is because prevalent to the regional way of life of the Filipino; it would only be customary that prevailing and dominant sub-cultures, characters and values of the different Muslim tribes would exist.

Unfortunately, and regardless of the fact that the Madrasah System of Education has been introduced into the Philippine Educational System, there exists no standardization of policies being implemented. There is no uniformity in the subjects offered and curricula being utilized. Foremost among all problems faced by the system is an apparent disunity among Madrasah teachers and administrators. On the 17th day February 2004, President Gloria Macapagal-Arroyo issued Executive Order No. 283 which an order CREATING A MADRASAH DEVELOPMENT COMMITTEE. This presidential order recognizes the reality that the Madrasah development is hampered by resource constraints, impeding the systems realization of its potential as a viable and complementary educational system for Muslim Filipinos, as well as recognizing each local Madrasah system as a mechanism that can provide educational opportunities that will contribute to the governments efforts to enhance lasting peace and equitable development in Mindanao. Relative to this development, The City Government of Davao, guided by the mandates set by EO 283, has pushed to create its own local Madrasah Development Coordinating Council which sought to formulate plans and programs for the growth of Madrasah Education and to properly supervise the re-implementation of the Madrasah Program for Davao City which will now hereto be named as the Davao City Madrasah Comprehensive Development and

Promotion Program.
The City Government of Davao in its effort to foster peace and to build a culture of peace among different Muslim communities has given its full support and financial assistance to the existing Madrasah Centers here in Davao City. At present, there are sufficient numbers of Madrasah Centers to cater the educational needs of the Muslim constituents through a Madrasah System of Education. These and the fact that the City Government of Davao has provided the appropriate funds for the compensation of Madrasah teachers (Mudarresin) and its operation. Indeed, the implementing situation of the Madrasah System of education in Davao City is a manifestation that there is a need for the unification and coordination of all programs, activities and a standard for the operation of Madrasah Education. There is also a need for the Madrasah Teachers and Administrators of the different Muslim communities to unite for common intents and purposes. 4. Programme Summary RATIONALE The establishment of a Madrasah Development and Coordinating Council is necessary and of vital importance for the centralization and unification of the standards in the implementation of the Madrasah Comprehensive Development and Promotion Program.

Since education is the bedrock of the future and the heart and soul of Islam, the standardization of Madrasah System of Education uplifts not only Islamic knowledge but also the quality of lives of Muslims in Davao City. Thus, through suitable financial allotment, the proper management of the implementation of the comprehensive Madrasah Education Development and Promotion Program will be attained. VISION In developing a comprehensive vision for education for the Filipino Muslim youth of Davao City, there must be conceived a dream that shall embody the need to nurture Assiduous, Committed Muslims. The Madrasah, through the joint efforts of the parents and the community at large, must play a critical and important role in this process, which is primarily to invest in the social, moral, intellectual, and religious education of the Muslim youth of Davao. An effective, efficient and quality Madrasah Education can therefore serve as an instrument for the propagation of: a. A peaceful and well-developed society, populated and inhabited by Godfearing constituents, being submissive and obedient to ALLAHS will; and b. Societies and people that co-exist in accordance with the doctrines as provided by ALLAH. MISSION The City Government of Davao seeks to unify, synchronize, and direct the Madrasah Program and Activities and to centralize and consolidate proper standards in the implementation of Madrasah System of Education. The Davao City Madrasah Comprehensive Development and Promotion Program hereto seek to define the characteristics of a student who graduates from the Madrasah Program as the objective prcis of a Madrasah Graduate of Davao City. By equipping the graduate with the core knowledge and analytical tools, the intended outcomes are: 1. To develop a sense of identity with his/her beliefs and values to better meet the present social challenges 2. To provide the intellectual framework and controlled judgment to enable him/her to make the considered and informed choice consistent with the spiritual and moral norms of Islam. 5. 1. To coordinate, facilitate and consolidate programs, activities, efforts and initiative for the development, promotion and strengthening of Madrasah Education; 2. To formulate, design, execute and implement plans and programs for the promotion, growth and development of Madrasah Education; 3. To coordinate and cooperate with some agencies concerned for the implementation of program for Madaris Development; 4. To assist and facilitate Madrasah Administrators in the proper administration and management of Madrasah operation in respective Madrasah Centers; 5. To properly coordinate and supervise the implementation of the Davao City Madrasah Comprehensive Development and Promotion Program; and 6. Programme Results ACCOMPLISHMENTS YEARLY ENHANCEMENT SEMINAR AND EVALUATION EXAM Conducted a yearly enhancement seminar during summer held at Jamjom Mosque, Ecoland, Davao City. It aims to enhance and upgrade Mudarresin in the Method of Teachings, Preparation of Lesson Plan, Promotional Reports and continuous enhancement of their knowledge in Arabic language. After the program, Mudarresin are given evaluation exam for assessment with regards to the development subsequent to the seminar conducted to them, from which their appointment as Madrasah Teachers (Mudarresin) is based conforming to a comprehensive implementation of the program.

ARAW NG DABAW AND KADAYAWAN

CELEBRATIONS

Continuously participated the yearly parade on Araw ng Dabaw as well as the Kadayawan Celebrations. Spearheaded by the Executive committee (Ulama) followed by the Administrative Office Staff, and Mudarresin. Successfully commenced the Madrasah program to the public by participating for the first time in the City Government Exhibit for Programs and Services dubbed as EXPO 05 at SM Center Point Plaza last March 11 to 20, 2005. Also participated in the yearly Sport Festival sponsored by DaCHEA during the Celebration of Araw ng Dabaw. ARABIC TEACHERS ORGANIZATION Davao City Arabic Teachers Association or DCATA composed of employed Mudarresin under the Madrasah Program served as a platform for Mudarresin that channel a consolidated voice and carry out a program that adheres their objectives. Dr. Abdurahman Abdullah Al Zaid, Deputy Secretary General on Mosque Affairs and Madrasah Curriculum together with the OMA Undersecretary visited selected Madrasah Centers in Davao City on October 20, 2005, and oriented the Mudarresin regarding their Madrasah Curriculum.

WORLD ISLAMIC COUNCIL SOCIETY

The World Islamic Council Society or WICS visited the Davao City on June 14, 2005. And as part of their stay, they were oriented by the Ulama regarding the Madrasah Program of Davao City along with a Power Point presentation, after that they conducted a brief discussion with Mudarresin at Madrasah Office, they have also visited selected Madrasah School in Davao City and distributed educational materials. A. 1st DAVAO CITY MADRASAH MUSABAKAH DISTRICT MEET The 1st DAVAO CITY MADRASAH MUSABAKAH (Academic and Sports Competition) DISTRICT MEET was successfully held for the first time last May 21 23, 2005 at Sirawan Toril, Davao City. It involves academic competition among Madrasah students and a healthy sports competition with the aim of camaraderie and coordination to establish good relationship within the community in order to encourage them to assertively participate and attend Madrasah School. B. NEW BUISAN MADRASAH CENTER BUILDING A new Madrasah Center equipped with complete facilities was inaugurated by no less than Mayor Rodrigo R. Duterte last June 2005. The center was built through the initiative of Task Force Davao and assisted by the UMCPD (United Muslim Council for Peace and Development) and the collective efforts of different Muslim Organizations and Individuals who funded the new Madrasah center. C. DISTRIBUTION OF CHAIRS Chairs were successfully distributed to selected Madrasah centers all over Davao City last June 2005. It was initiated by the LGU who untiringly helps the Muslim Community in Davao City in association with International Organizations. The DCMCDPP as part of Mayors program facilitated the Muslim Communities that received chairs and educational materials. D. MADRASAH ORIENTATION & PTCA OFFICERS INDUCTION

In line with promotion and introducing the Madrasah Educational System through the MCDPP the program endeavored in orientations in Muslim areas and facilitated the creation and induction of the PTCA officers in different Madrasah Centers to be able to direct the Madrasah Program to Muslim Communities all-over Davao City. E. COUNCIL OF IMAM IN DAVAO CITY The formulation of Council of Imam in Davao City is brought by the commitment of the Madrasah Program to solidify the group of Imams in Davao City which is vital and serve as chief volunteer of religious functions of the Program to ensure the proper implementation of Madrasah in Muslim Communities. The holy month of Ramadan was observed and celebrated every year. It is during this month that the Madrasah Program pandered on various activities in strengthening the Islamic faith of all Muslims in Davao City. Islamic Seminar Panel of speakers compose of Madrasah Ulama and Mudarresin with distributed Mawdo (Topic) as designated to all Madrasah Centers/Muslim areas in Three (3) Congressional Districts of Davao City to speak of and preach the teachings of Islam. The Seminar was facilitated by the Center Mudaressin and staff with immediate supervision from their District Supervisor thru Cluster Head Teachers in coordination with the community leaders to ensure a worthwhile lecture every Saturday and Sunday nights after Tarawi (Ramahan Nightly Prayer). Radio Program A radio program anchored by the Ulama aired over DXUM everyday from 4:00 5:00 P.M. The program which was heard throughout the region has tackled and embarked upon the verses of Quran and strengthening of Islamic Values during the Holy month of Ramadan. G. OTHER RELATED ACCOMPLISHMENTS a) b) Attended conferences and other events related to Madrasah Programs within and outside the city. Provided resource speakers and lecturers in various engagements like Islamic seminars, youth forums, group discussions and religious conventions. Assisted and facilitated the issuance of Birth Certificate, Marriage Contract, Conversions and Death Certificates from the Local Civil Registrars Office for Muslim clients.

On 2005, conducted Saturday classes for the PNP Muslim Personnel regarding Islamic values and prayers requested by then DCPO director Col. Laza thru Ret. Col. Celis Nani, City Mayors Internal Security. Caters Islamic orientation and short courses to the Rehab Patients at the Davao City Rehab, Mintal, Davao City every Tuesday and Thursday on 2005. A Radio Program in promotion of Madrasah Education hosted or anchored by Ulama aired once a week from 4:00 5:00 PM over radio station DXUM. Facilitated Seminar for Imam and Datu on May 11, 2005 at Talomo Muslim Village, Bangkal, Davao City. Mudarresin and some Madrasah staff participated in Mathematics, Science and Computer Upgrading Training sponsored by DepEd last June 13 to July 2, 2005 at Ateneo de Davao University, Matina Davao City. Over May 16 to June 6, 2005 at USEP, Obrero Campus, Davao City a successful Beginning English for Asatidz (BEA) Training Program subsidized by DepEd. Rendered orientation briefing regarding the Davao City Madrasah during a Symposium hailed Madrasah School Development held on March 11 to 15, 2005 at Cotabato City. Selected Mudarresin actively participated during the forum of Integration of Madrasah Educational System last February 20, 2005 at University of Mindanao. Facilitated a Youth Forum on Contemporary Islamic Values held on September 20, 2005 at Jamjom Mosque Ecoland, Davao City. Last October 20, 2005 the Royal Embassy of Kingdom of Saudi Arabia distributed thirty (30) sacks of rice to Badjao Muslim Community at Isla Verde and Sasa area assisted by Madrasah Executive Director and Staff. Assisted the TFD and UMCPD together with the five Muslim Tribe Deputies in the construction of Badjao Mosque Center at Isla Verde, Davao City and attended the inauguration of same last October 2005. Successfully participated at the stay-in Seminar for Professional and Proficiency Enhancement Training Program for Asatidz held on September 14 17, 2005 at Marco Polo Hotel sponsored by DepEd National Office. Prepared and submitted the List of all Mosques & Imams in three congressional districts of Davao City to the office of the City Mayor.

Participated in every evaluation of the Literacy Program of the City Government of Davao; Assisted the distribution of PABUKA NI MAYOR DUTERTE spearheaded by Atty. Cesar Dataya to different Muslim communities in the city, these in observance of fasting on the month of Ramadan. Validated the total number of Mosques, Imams & Muslim Families in Davao City. Facilitated the conduction of Interview of the Applicants on yearly Pilgrimage to Mecca sponsored by the City Mayor. Continuous integration of Madrasah teachers to the ALIVE program of DepEd of which 6 were already hired. Attended the yearly Convention on Halal Processing Forum held on various locations such as in Malaysia and Thailand. Facilitated the Drug Prevention Seminar spearheaded by PDEA in various Muslim Communities. Its objective is to educate & enhance the knowledge of Muslim constituents regarding the hazardous effect of illegal drugs to their family and children. Through the implementation of Madrasah program the Executive Director has been awarded by PNP during its celebration of 14th Police Community Relation held at Camp Crame on July 6, 2009. Became a resource speaker during the Inter-Faith Dialogue held at Multi-purpose Center, Camp Crame on July 21, 2009.

8. Monitoring and Evaluation 1. PRE-OPENING OF CLASSES 1. Conducted meetings and consultations. 2. Conducted ocular inspection and visitations on Madrasah Centers. 3. Prepared necessary materials and other preparation for the conduct of classes. 4. Teaching strategy and skills development trainings. 5. Mudarresin briefing and orientation to Madrasah students. 2. DURING CLASSES 6. Teacher (Mudarresin) conducted classes regularly during Saturdays and Sundays. 7. Madrasah Principals / Cluster Head Teachers conducted necessary supervision on the performance of Madrasah Teachers in their respective centers.

8. Madrasah District Supervisors conducted necessary supervision on Madrasah Principals and Teachers in their respective area of responsibilities. 9. Executive Program Director and Assistant Executive Program Director conducted regular meetings with Madrasah Supervisors, Principals and Teachers. 10. Coordinated with Madrasah officials (PTCA) in different Madrasah Centers in the City. 11. Conducted periodical examinations and organize Musabakah (academic, sports and other recreational activities). 12. Submission of promotional and monitoring report for evaluation. 3. MADRASAH CENTERS VISITATIONS/OCULAR INSPECTION Visitations were conducted in different Madrasah Centers in different Muslim Communities in the three (3) Districts of Davao City. Madrasah District Supervisors assisted by the staff from DCMCDPP conducted the visitations and ocular inspection in their respective areas/districts of jurisdictions every weekend. The visitations and ocular inspections were conducted as part of the program objectives of strengthening the development of Madrasah System of education in the cities. 4. WEEKLY BRIEFINGS A regular weekly briefing is being conducted, scheduled every Monday after the flag raising ceremony. Briefings were attended by Madrasah Teachers, Principals and Supervisors. Weekly operations of the program were discussed on the briefings, followed by some lectures on topics, necessary for the strengthening of Islamic moral values. 5. REGULAR MEETINGS

Office staff conducted meetings regularly every week to properly evaluate the office administrative management and the systematic operation of the coordinating office. The group of Ulama with the Executive Committee also conducted meetings regularly every week to discuss matters of vital importance in furtherance of the development of Madrasah Programs and Activities.

6. MONITORING Regular weekly monitoring is being conducted by Monitoring Team in every District, composed of District Supervisors and Principals or Cluster Head Teachers in their respective area of jurisdiction. 7. PERIODICAL EXAMINATION One of the components of the Madrasah Curriculum for Students Promotion is derived from periodical exams conducted four times every School Year. The examination serves as academic evaluation for the promotional report of the Mudarresin to be submitted at the Madrasah Office. 8. CLOSING AND GRADUATION CEREMONY Conducted a yearly closing of all accredited Madrasah centers, these signifies the end of school year. Graduation ceremony were held in various auditoriums and gymnasium of which most of it were attended by the former City Mayor Rodrigo R. Duterte & this year it was also commemorated by our beloved newly elected Mayor Inday Sara Z. Duterte. 9. Sustainability N/A 10. Innovative features N/A 11. Challenges and Constraints The main challenges and constraints were the following: 1. Lack of funds for the office maintenance 2. Lack of transportation for monitoring purposes 3. Lack of teaching and reading materials or textbooks
