BACKGROUND
NFJPIA-R3 Council aims to promote academic excellence by adopting measures to foster educational advancement inthe field of Accountancy as stated in the Section 2, Article IV of the 2012 Constitution and By-Laws of the National Federation of Junior Philippine Institute of Accountants Region 3. The Academic Events in the 17th Regional Mid Year Convention (RMYC), which exist to complement the academic curriculum, is open to all Local Chapters across the region and are designed to motivate students as they acquire higher levels of knowledge. Moreover, this event will help the organization in its search for outstanding academic performers, who will represent the Region on National Conventions in which NFJPIA-R3 is an active participant.
OBJECTIVES
ACADEMIC QUIZ BEES: To promote academic excellence to all members by expanding their knowledge and understanding of the accountancy profession through academic competitions. To help the participants discover their strengths and be aware their weaknesses in different board-related subjects through academic competition with the ultimate aim of maximizing the former and overcoming the latter. To allow the participants to learn new techniques in answering questions in the shortest possible time as well as handling time pressure which will serve as preparation for the actual CPA board examination. To allow the participants to assess their current academic standing as compared with the other JPIAns across the region. NFJPIA-R3 1st MAS CASE STUDY COMPETITION To promote awareness to all members how an actual presentation of management advisory reports would look like in an actual set-up. To allow the participants apply and develop what they have learned in their MAS subject/sas well as gain knowledge and expertise in proper presentation of management advisory reports. To boost the self-confidence of the participants as they defend their assumption/s, analysis and recommendation/s to the panel of judges regarding a particular MAS Topic.
GENERAL GUIDELINES

To realize higher Participation Rate (PR) with respect to total number of delegates, events marked with asterisk are mutually exclusive events. QUALIFICATIONS
1. The Academic Events in the 17th RMYC is open to all bona fide members of the NFJPIA-R3 FY 20132014 and registered delegate of the 17th RMYC. 2. Each contestant can only participate in at most three Academic Events. (Including Meet the Standards). 3. Each Local Chapter is only allowed to send a maximum of three contestants in each Academic Quiz Bee that will compete individually except for the CPAR Meet the Standards (Elimination Round), wherein each registered delegate of the 17th RMYC could join the competition. For NFJPIA-R3 1st MAS Case Study Competition, each Local Chapter is allowed to send three contestants that will compete as a group. 4. The DEFENDING CHAMPION of a particular Academic Event can no longer participate in the same event.
REQUIREMENTS
1. Each Local Chapter must submit the following requirements (in softcopy only): Duly accomplished Academic Application Form (AAF) for each contestant per Academic Event with 2X2 Picture in Corporate Attire and White Background(in prescribed MS Excel format) (Please see Application Form - Academics (RMYC).xlsx) (File name of each AAF must be the name of the contestant starting with his/her surname, followed by his/her given name and middle name) Master list of all Academic Event contestants (in prescribed MS Excel format) (Please see Masterlist Academic Competitions (RMYC).xlsx). A scanned copy of the Endorsement Letter of all contestants of the Academic Events. (signed by the JPIA President, JPIA Adviser, Dean/Program Chairperson) A scanned copy of certification that all contestants of the Academic Events are Accountancy students and are bona-fide MEMBERS of the Local Chapter. (signed by the JPIA President, JPIA Adviser, Department Head/Dean or School Registrar)

2. All the requirements listed above must be sent via email to: nfjpiar3.vpacademics1314@gmail.com on or before ________________. The following guidelines must be observed in sending the requirements: Each Academic event must have a respective file folder containing duly accomplished AAF of each contestant. All requirements must be properly zipped (e.g. .rar or .zip) The subject of the email must follow this format: (Local Chapter)_RMYC_Academics In case of late submission of requirements, there will be a corresponding 5-point deduction on the event it is related. 3. Change of contestants for any of the Academic Events shall be allowed provided that it shall be communicated to the Regional Vice President for Academics at least ONE WEEK before the said event and must comply with the following requirements: Duly Accomplished Substitution Form (in prescribed MS Excel format) Fully Accomplished AAF in accordance with Requirement 1. Failure to do such would invalidate the substitution of contestants. 4. Each Local Chapter must select and appoint a representative (e.g. VP Academics) who shall act as Liaison Officer. The Liaison Officer shall perform the following functions: Shall act as the main contact of the Regional Vice President for Academics in the Local Chapter. The bonafide person allowed to raise concerns, clarifications, complaints and questions to the Academic Committee. The Liaison Officer may not be substituted by any Local Chapter Officer or member.
ACADEMIC QUIZ BEES

CONTEST RULES AND MECHANICS
GENERAL
1. A judge or board of judges shall be a Certified Public Accountant for the purpose of giving an intelligent and independent decision. 2. The judge or the board of judges shall have the sole and exclusive authority to clear or answer any protest/clarification raised by the contestants. The decision of the judge or board of judges is final and irrevocable. 3. Any contestant who will be caught cheating shall be automatically disqualified in the competition. 4. After reading the contest rules and mechanics, contestants are given the chance to raise questions/clarifications. 5. Before proceeding to the next question, the contestants shall be given an allotted time of five seconds to raise a protest/clarification, to request for new marker, ink pen or scratch paper, to change their calculator if it encounters a technical problem, or to raise any other concerns. After the allotted time has elapsed, the quizmaster shall read the next question, thus, protest, clarification, or any concerns shall no longer be entertained. 6. Only the protests/clarifications of the contestants shall be entertained. 7. Questions/Clarifications with respect to the IRR shall be addressed before the commencement of the event. Otherwise, it shall no longer be entertained. 8. The Regional Council shall have the exclusive power to interpret the provisions of the IRR and shall be vested with the power to give sanctions to any contestant who shall violate any provisions in this IRR. 9. In case there are any concerns or protests which are not covered in this IRR, the Regional Council shall have the absolute power and sole authority to decide and interpret the implementing rules and regulations of the RMYC Regional Academic League, upon consultation with the Regional Adviser, on matters which he deems necessary to preserve and protect the integrity of the event. Should there be any ambiguity encountered by any party, such should be addressed on a timely basis. The decision of the Regional Council shall be final and irrevocable.
QUALIFYING ROUND (ONLY FOR MEET THE STANDARDS)

1. In the QUALIFYING ROUND, contestants shall be given written examination to determine the top 30 contestants who will qualify for the ELIMINATION ROUND. 2. The written examination shall consist of fifty (50) questions and shall be answered by the contestants within ONE hour.

3. Contestants shall be provided with answer sheets but he/she must bring his/her own pencil (preferably Mongol #2). 4. Contestants must shade the letter which corresponds to their answers. 5. Contestant shall begin answering the questions when the quizmaster gives the go-signal. 6. Contestants should submit their answer sheets upon the sound of the bell signifying the end of time allotted. 7. In case of a tie in the ranking of the top 30 contestants, clincher questions shall no longer be given. Simply stated, qualifiers for the elimination round could exceed 30 contestants.
ELIMINATION ROUND (FOR ALL ACADEMIC QUIZ BEES INCLUDING MEET THE STANDARDS)
1. Contestants are advised to be at the designated place at least 30 minutes before the time schedule. 2. Contestants must be properly registered and sign the attendance sheet before proceeding to the competition proper. Certificates of participation will also be distributed upon registration. 3. Contestants must strictly wear business attire (no maong pants, no rubber shoes). Contestants who do not comply with the required attire shall not be allowed to join the competition. 4. Late contestants are still allowed to join the competition. However, he/she shall no longer be allowed to answer the questions he/she have missed. 5. The ELIMINATION ROUND shall be comprised of three rounds namely: Easy, average and difficult rounds. In case of tie after the difficult round, clincher questions shall be given to the contestants until the deadlock is broken. 6. The quizmaster shall read each question ONCE. The Regional Vice President for Academics may extend time prescribed depending on the complexity of the question. 7. Contestants are provided with a copy of the question for every item. The contestants must not flip the copy of the question until the quizmaster gives the signal to do so. After the quizmaster announces the question number, the contestant may start reading and answering the question provided. Any contestant who violates the said provision shall be given a warning for the 1st offense. On the 2nd offense, the contestant shall be given sanction of accumulating only 50% of his/her total score garnered in all rounds. Violation of this provision for the 3rd time shall mean disqualification of the contestant from the competition. 8. Contestants are only allowed to manipulate their calculators after the quiz master says GO. Warning shall be given for the 1st offense. 2nd offense shall mean disqualification from the particular question while, 3rd offense entails disqualification from the competition. 9. The contestants should answer each question within the time allotted. When the bell rings signaling the lapse of time allotted, all contestants should stop answering and must immediately raise the board which corresponds to their answer. Contestants who violate this provision will not be given any point even if he/she got the correct answer. 10. Protests or questions regarding a particular problem must be addressed to the judge or board of judges before the quizmaster starts reading the next question. Once the next question has been distributed, the decision of the panel of judges shall be final and irrevocable, thus subsequent appeal shall no longer be entertained. 11. In case there are questions voided by the judge or board of judges, the Regional Vice President for Academics shall replace the voided questions from the clincher questions. 12. The top five contestants with the highest accumulated scores shall advance to the FINAL ROUND. 13. In case of tie, clincher questions shall be given until the deadlock is broken. The 1st contestant who answered the question correctly shall advance to the FINAL ROUND.
FINAL ROUND NFJPIA-R3 PYRAMID (FOR ALL ACADEMIC QUIZ BEES INCLUDING MEET THE STANDARDS)

1. The FINAL ROUND is a buzzer-type round. 2. The top five contestants from the elimination round shall advance in the final round. All points of the contestants from the elimination round shall revert to zero. This round shall test the speed and strategy of the contestant to answer the questions using a buzzer. 3. Contestants can flip their copy of the question and manipulate their calculators after the quizmaster announces the question number. 4. Contestants may answer the question at any moment even if the quizmaster is still on the course of reading the question, provided that before pressing the buzzer, the answer must be already be reduced to writing and the right term or digits are legibly written on the board. Otherwise, the answer shall be deemed as null and void. Using abbreviations are strictly prohibited. 5. The 1st contestant who pressed the buzzer shall get the chance to answer the question. If the 1st contestant answered the question incorrectly, only one contestant has the chance to steal. The other contestant who shall steal can only start pressing the buzzer after the quizmaster declared the answer of the 1st contestant as incorrect. But if the contestant who got a chance to steal still answered the question incorrectly, the quizmaster shall proceed to the next question. 6. There are 30 questions in the final round, which consist of 12 easy, 10 average and 8 difficult questions respectively. Questions may be thrown in a multiple choice or identification type. 7. 8. The apt title of the game is NFJPIA-R3 PYRAMID. The pyramid has four stages, which consist of neophyte (base), explorer (easy), pathfinder (average) and navigator (difficult). The goal of each contestant is to reach the top of the pyramid by answering at least one question per level consecutively. However, once the contestant gave an incorrect answer, he/she will be demoted a level lower and must wait for his turn to pick a question or steal from his co-finalists and answered that question correctly provided that they were on the same level. 9. Contestants will start at the neophyte stage and must pick easy questions (explorer stage) first. Then, after correctly answering an easy question, he/she may advance to the next stage until he/she reaches at the top of the pyramid. However, he/she must not pick a question of a specific stage without passing its prerequisite. Therefore, explorer stage is a prerequisite of pathfinder stage while pathfinder stage is a prerequisite of navigator stage. 10. For each surpassed stage, a contestant will be given a badge signifying that he/she achieved a particular stage. 11. Each contestant will be given a chance to pick a question but in a specified order. The contestant who garnered the highest point in the Elimination Round would be the first one to choose among the easy questions followed by the second highest pointer and so on and so forth. However, in case of a tie, alphabetical order of Local Chapters would be the basis who would pick a question first. After picking a question, whether it was answered correctly or incorrectly, or whoever answered the question, the next contestant will now have the chance to pick a question. 12. The contestants need not wait for his/her turn in to pick a question to attempt answering a particular question. Therefore, even if other contestants pick the question, he/she could answer it provided that they were on the same level. 13. There shall be a corresponding points added to the score of each contestant per correct answer and will move up to the next level. 14. There shall be given point deductions for every incorrect answer and will move down a level lower. Even if a contestant has no points at the time a particular question was incorrectly answered, point deductions shall still be given, thus, negative points shall be given. 15. Contestants are advised to be careful in giving answers since questions in a specific level were limited, and once exhausted, contestant/s who was/were not able to surpass the level, will lose his/her succeeding turns and chance to answer succeeding questions.

16. In the final round, ACE CARDS shall be randomly assigned to five questions. The contestant who picked a question with an ACE CARD shall exclusively grant the contestant the power to disable of the other contestants from stealing the question from him/her. Simply stated, a contestant who picked a question containing ACE CARDshall have the exclusive right to give an answer. Contestants are not allowed to defer the power of the card. 17. As an added twist, JOKER CARDS shall also be randomly assigned to five questions. Each JOKER shall serve as a mileage weapon during the course of the competition. The contestant who picked a question with a JOKER shall exclusively grant the contestant who picked the question with mileage weapon if the question is answered correctly and he/she answered the question correctly. The contestant can use the mileage weapon against other contestant. The other contestant chosen by the contestant with the JOKER (mileage weapon) shall be prohibited from attempting to answer the chosen question. In the event that the contestant did not immediately use the JOKER, the mileage weapon shall be forfeited.
DETERMINATION OF TOP THREE FINALISTS

1. The first finalist to surpass the difficult level would be declared as the CHAMPION. The next to surpass would be the SECOND PLACE and the third to surpass would be declared as the THIRD PLACE. 2. The FINAL ROUND shall end when three finalists have reached the top of the pyramid or after exhausting the 30 questions whichever comes earlier. 3. In case only one or two finalists were able to reach the top of the pyramid at the end of the game, the 2nd place and/or 3rd place shall be the determined based on the accumulated points garnered by each contestant. However, to be declared as a winner, a finalist must have at leastANSWERED THREE (3) QUESTIONS CORRECTLY. Thus, finalists who meet this requirement shall be given the priority over those who did not. 4. In case no finalist were able to reach the top of the pyramid at the end of the game, winners shall be the determined based on the accumulated points garnered by each finalist and the top three highest pointers shall be declared as winners if all of them were able to meet the MINIMUM REQUIRED NUMBER OF CORRECT ANSWERS. 5. In case only one or two finalist/swas/were able to meet the MINIMUM REQUIRED NUMBER OF CORRECT ANSWERS, the 2nd place and/or 3rd place shall be determined based solely on the accumulated points garnered by each finalist. 6. In case no finalist were able to meet the MINIMUM REQUIRED NUMBER OF CORRECT ANSWERS, winners shall be determined based solely on the accumulated points garnered by each finalist. 7. The TOP OF THE PYRAMID contains top 3 circles which will be occupied by the top three finalists. The red circle is for the CHAMPION, blue circle for the SECOND PLACE and yellow circle for the THIRD PLACE. 8. In case of tie, clincher questions shall be given until the deadlock is broken. The 1st contestant who answered the question correctly shall be declared as the winner.
NFJPIA-R3 1st MAS CASE STUDY COMPETITION

The NFJPIA-R3 1st MAS Case Study Competition is a regional academic competition to be conducted during the 17 th RMYC. It is open 4th and 5th year accountancy students. This competition aims to develop and strengthen the Management Advisory Concepts and Analytical Skills of JPIANs across the region. It consists of an understanding the problem or query that an entity is undergoing, gathering, analyzing and interpreting relevant information and formulating recommendation/s to respond to the problem/s identified
CONTEST RULES AND MECHANICS

GENERAL
1. Panel of Judges shall compose of three (3) Certified Public Accountants who have at least three (3) meaningful years of experience in MANANAGEMENT CONSULTING for the purpose of giving an intelligent and independent opinion. Additional Title like CMA is preferable since it indicates expertise in the consultancy services. 2. Contestants must confirm their registration during the 17th RMYC. MAS Cases will be distributed to the contestants as soon as they completed the registration process. 3. Contestants must not to put anything that would indicate the Institution in which they were affiliated. (i.e. refrain from including any identifying information in headers and footers or in the powerpoint presentation) 4. During the conduct of the event, spectators must refrain from clapping or making unnecessary noises so as not to disrupt the contestants.

PRELIMINARY ROUND
1. During this round, the participants will submit their written reports regarding a MAS case, which will be given after registration to 17th RMYC. The written report must be submitted on or before 12 noon of the next day in soft copy (save the document in this file name: LocalChapter_Surname1_Surname2_Surname3). Only the top five (5) teams among all the participating teams will proceed to the oral defense. The written report shall contain the following major parts: Title Page Background of the Case (Abstract) Statement of the Problem/s (Main and Sub Problem/s) Assumptions Analysis (with supporting computation/s if any) Recommendation/s (Contestants could add additional part/s to the written report in order to add substance to the case study provided, that the major parts are present) The format of the written report is as follows: All reports must be written in Cambria, 11pt. font and with 1.5 spacing. Margins must be 1-inch all over the document. The report shall not be longer than six (6) pages and must not have an appendix. All supporting computation/s must be part of the written report. 2. The following criteria shall be used in evaluating each written case report: CRITERIA Proper identification of the entitys main problem/s or sub problem/s Adequacy and appropriateness of assumptions and analysis Reasonableness, relevance and feasibility of the recommendations Technicalities TOTAL PERCENTAGE 20% 30% 40% 10% 100%
Proper identification of the entitys main problem/s or sub problem/s is the extent in which the team: Effectively uses all available information to come up with the entitys problem/s Provides clear identification of problem/s that the entity is encountering Successfully classified the problem/s if it is a main problem or sub problem Adequacy and appropriateness of assumptions and analysis is the extent in which the team: Successfully identified adequate and appropriate assumptions that would eventually be the basis in forming analysis and recommendation/s Effectively uses assumptions in formulating adequate and appropriate analysis. Logical Presentation of supporting computations Reasonableness, relevance and feasibility of the recommendation/s is/are the extent to which the team: Demonstrates logic in formulating recommendations Considers the feasibility of their recommendations when taken separately and when taken together Effectively corresponds to the problems that was identified Technicalities are the extent to which the team: Follows the recommended guidelines for written reports Effectively writes an easily comprehensible report (including abstract) Followed proper sentence construction and grammar

ORAL DEFENSE
1. The top five (5) participants from the Preliminary Round will be notified after the selection process has been completed and they will be called together for the Oral Defense where they will be given time to prepare a powerpoint presentation and rehearse their oral presentation. 2. All teams will be given two (2) hours to prepare a powerpoint presentation and rehearse their oral presentation. 3. They will present their report in front of the panel of judges for 15 minutes and another 20 minutes will be allotted for the question and answer portion. 4. The medium for presentation must be English. 5. Participants are required to be in corporate attire while participating in the said competition. Participants are discouraged from placing any identifying marks of their local chapter in their presentation. They must not also wear any clothing material, accessory or color coding that would identify them as contestants from a particular local chapter. 6. The following criteria shall be used to evaluate the oral presentation: Criteria Written Report Delivery Responsiveness to the Questions Technicalities TOTAL Percentage 40% 25% 25% 10% 100%
The score of the written report shall comprise the 40% of the Average for the Oral Defense. Delivery is the extent to which the team: Demonstrates organization of information in presenting their report Effectively uses the English language as a medium for presentation Effectively speaks as one team (Coherent ideas) Speaks clearly and distinctly Technicalities are the extent to which the team: Effectively uses PowerPoint as a visual aid Does not deviate from submitted written report Effectively maximizes the allotted time for presentation
POINTING SYSTEM OF ACADEMIC EVENTS TO DETERMINE THE OVERALL RANKING

The following pointing system shall be used to determine the overall ranking in Academic Events of the 16th RMYC. RANK 1st Place 2nd Place 3rd Place 4th and 5th Place Participation * (Elimination Round) POINTS 15 10 7 3 1
* Participation in the Qualifying Round of PFRS Quiz and CPAR Meet the Standards shall have no credit.
REVOLVING CUP
There are two revolving cup in this competition for: CAT Cup Level-Up SGV & Co. Cup
REGION III COUNCIL
CAT REVOLVING CUP

This revolving cup will be given to the Local Chapter who garnered the highest points in the Academic Quiz Bee CAT Cup Level Up. The revolving cup will be at the tenure of the defending champion (the local chapter) for one (1) year. It must be returned next RMYC to hand it over to the next champion. However, in case the holder of the CAT Revolving Cup defended its title for three consecutive years, it will permanently be in its possession.
SGV & Co. REVOLVING CUP

This revolving cup will be given to the Local Chapter who garnered the highest points in the Academic Quiz Bee SGV & Co. Cup. The revolving cup will be at the tenure of the defending champion (the local chapter) for one (1) year. It must be returned next RMYC to hand it over to the next champion. However, in case the holder of the Revolving Cup defended its title for three consecutive years, it will permanently be in its possession.
ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

A. It shall be the primary duty of the Regional Vice President for Academics to effectively enforce the provisions of this Implementing Rules and Regulations. The Council also has the sole right to interpret the contents of this Implementing Rules & Regulations and their decision will be binding and irrevocable. B. The Regional Adviser or his duly designated representative shall act as legal adviser to the Regional Vice President for Academics and the Council and shall render legal assistance as may be necessary in carrying out the provisions of this Implementing Rules and Regulations.
AMENDMENTS OR REVISIONS
A. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules and Regulations. B. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any member of any local chapter upon a written request of such member, stating the reasons thereto. C. Any request for amendments and revisions as well as proposed amendments must initially be reviewed by the Regional Vice President for Academics then to be forwarded to the Regional Executive Officers for discussion, editing and final approval and to be noted by the Regional Adviser. D. The Regional Executive Officers shall have the right to debunk any proposed revisions and amendments, submitted to them by the Regional Vice President for Academics, which are deemed unnecessary. The final decision on any inclusions and exclusions to this Implementing Rules and Regulations must be determined by a majority vote of all Regional Executive Officers in which the Regional Vice President for Academics is included. E. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed provided that such amendments will be communicated to stakeholders at least two weeks before it could take effect.
SEPARABILITY CLAUSE
If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part hereof, but shall be merely confined to the clause, provision, paragraph or part directly involved in the controversy in which such judgment has been rendered.
REPEALING CLAUSE
Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this Implementing Rules and Regulations are hereby repealed or modified accordingly.
EFFECTIVITY
REGION III COUNCIL
This Implementing Rules and Regulations shall take effect immediately after its presentation and approval from the Assembly. Promulgated in the City of Pampanga this 9th day of June, 2013.
