Talipan, Pagbilao, Quezon

CHAPTER I INTRODUCTION In the past decade, modern roundabouts have become an increasingly popular form of intersection control in the United States. Roundabouts are considered by many to be the safest type of intersection when built at appropriate sites using modern roundabout design guidelines. Traffic is one of the biggest problems of nowadays travelers. Traffic on roads may consist of pedestrians, vehicles, streetcars and other conveyances, either singly or together, while using the public way for purposes of travel. Transportation is the movement of people, animals and goods from one location to another. It allows people and things to go places. There are many forms of transportation, like walking, bicycles, cars, trains, aircraft, boats, and in fact anything that allows a person or item to move. Without transportation we would be confined to living our lives in one spot. Background of the Study The municipality of Pagbilao is located eight (8) kilometers from Lucena City, the Provincial Capital of Quezon. It is bounded on the northeast by the municipality of Tayabas, northwest by Atimonan, and southeast by Padre Burgos and southwest by the city of Lucena. Pagbilao has a total land area of 17,760 hectares as per Bureau of Land Records, composed of twenty seven (27) barangays; twenty one (21) of which are

barangays and six (6) are urban barangays. The poblacion has an area of 161.60145 hectares. With an urban population (projected) of 13,530 and a total projected population of 57,066 as of 1999, the urban density is 149.83 persons per hectare and a gross density of 3 persons per hectare. Pagbilao, Quezon is connected to Lucena City which is considered as one of the growth centers in Southern Tagalog. It is the gateway to Southern Tagalog, Metro Manila and other parts of mainland Luzon from the Bicol region and the island provinces of Marinduque, Masbate, Palawan and Romblon. The city is linked to its neighboring towns, cities and provinces through various transports. The most used transport networks are the city roads with a total length of about 18.38 kms of well paved roads. The City of Lucena is the capital city of the province of Quezon, Philippines. According to the 2010 census, it has a population of 246,392 people. Because of continuous enlargement of the population of vehicles, urbanization and population growth almost every travelers are affected every day. Its also the reason why some accidents happen in the road. Safety has become an issue due to the increasing vehicular, bicycle and pedestrian volumes on City. Pagbilao, Quezon contains diversion road located in Brgy. Talipan which is leading to northeast is Manila, south is Bicol, and northwest is the city proper of Lucena. Nowadays the Lucenas diversion road, connected to Pagbilao diversion road, is experiencing moderate traffic which is not much of a problem but looking years from now we might experience as well a heavy traffic like of those in Manila.

Traffic congestion is one of the major problems being addressed by the present administration. In a modern roundabout, entering traffic must always yield to traffic already in the circle, and roundabouts have additional restrictions on the junction layout to give high safety. Elimination of the opportunity for the most deadly crashes at intersections is the greatest asset of the intersection design. Pedestrians are routed away from the intersection into which automobiles enter to separate crosswalks located at least one full car length outside of the intersection, where they have a refuge between lanes of traffic. This enables pedestrians to only have to cope with traffic coming from one direction at a time, which is travelling slowly enough for visual engagement with drivers and encourages deference toward the pedestrians. Roundabouts were standardized in the U.K. Also, modern roundabouts have become an increasingly popular form of intersection control in the United States over the past decade. While roundabouts have been popular and successful in Europe for decades, jurisdictions within the United States have been reluctant to build them due to the inefficiencies of the old nonconforming traffic circles built in the United States prior to the 1960s. However, hundreds of these nonconforming traffic circles that do not meet the definition of a modern roundabout still exist in the United States. Objectives 1. The main objective of this study is to design a modern roundabout in the diversion road of Brgy. Talipan, Pagbilao, Quezon that will help provides light and continuous flow of traffic to the travelers crossing Pagbilao, Quezon. 2. To estimate the costs of this project.

Significance of the Study This study will provide greater safety by allowing the entering driver, after checking for pedestrians, to look only to the left in order to find gap in which to enter the traffic stream. In addition to that, there will be elimination of left turn movements and they are allowed U-turns within the normal flow of traffic, which often are not possible at other forms of junction. The increased safety stems from the higher degree of responsibility caused by the slower vehicular motion and the need to concentrate and yield at roundabouts, as compared to driver behavior at signalized intersections. Unlike intersections with traffic signals, drivers dont have to wait for a green light at a roundabout to get through the intersection. Traffic is not required to stop only yield so the intersection can handle more traffic in the same amount of time. It also reduces points of conflict between pedestrians and motor vehicles and is therefore considered to be safer for them than the existing three-way intersection. It substantially reduces congestion and delays as vehicles are not required to perform a complete stop. The mound of land inside a roundabout may be used for a monument, civic art, or landscaping, thus contributing to the urban environment while at the same time solving a traffic problem. Moreover, the cost difference between building a roundabout and a traffic signal is comparable. Where long-term costs are considered, roundabouts eliminate hardware, maintenance and electrical costs associated with traffic signals. Roundabouts are also more effective during power outages. Unlike the existing signalized intersection, which must be treated as a three-way stop or require police to direct traffic, roundabouts continue to work like normal.

This study will prevent the travelers experience heavy traffic that they may be experienced years from now. In addition to that, this study will give the DPWH Quezon IV District Engineering Office and the municipality of Pagbilao an idea on how to design and layout roundabout which they may use in the near future as well as its cost. Scope and Limitation The main focused of this study was on the design of the modern roundabout in Diversion Road in Brgy. Talipan, Pagbilao, Quezon. The costs are also included as well as the cost of restoration. Definition of Terms Central Island is the raised area in the center of a roundabout around which traffic circulates. Inscribed Circle is the circle forming the outer edge of the circulatory roadway used to define the size of a roundabout, measured between the outer edges of the circulating roadway. It is the diameter of the largest circle that can be inscribed within the outline of the intersection. Intersection is a road junction where two or more roads either meet or cross at grade (they are at the same level). Road junction is a location where vehicular traffic going in different directions can proceed in a controlled manner designed to minimize accidents

Roundabout is a type of circular intersection or junction in which road traffic is slowed and flows almost continuously in one direction around a central island to several exits onto the various intersecting roads. Traffic Analysis is the process of intercepting and examining messages in order to deduce information from patterns in communication. Traffic circle or rotary is a type of intersection that has a generally circular central island. Traffic congestion is a condition on road networks that occurs as use increases, and is characterized by slower speeds, longer trip times, and increased vehicular queuing. Traffic flow is the study of interactions between vehicles, drivers, and infrastructure (including highways, signage, and traffic control devices), with the aim of understanding and developing an optimal road network with efficient movement of traffic and minimal traffic congestion problems.
