The Background to BIM

Richard Saxon CBE

UK Government BIM Ambassador for Growth

CIHT, November 15th 2012

Government Construction Strategy goals

Drive down capex by 15-20%, stimulating growth Increase the value and manageability of the estate, both buildings and infrastructure.

GCS features:
Published forward programme of works Frameworks of integrated teams Outcome-based briefs Benchmark-based costing Competition on value offered Handover data required in BIM format Feedback to improve future projects

BIM is a central plank; Hypothesis:

Government as a client can derive significant improvement in cost, value and carbon performance through the use of open, sharable asset information.

The triple goal of the construction industry

Become client centred Become sustainable

Use ICT and automation to achieve both.

So what is BIM?
BIM is the built environment industries working digitally and using artificial intelligence; The BIM Space is a wide one, with many associated methods and standards surrounding the idea of a virtual asset model.

Supporting innovations to BIM

Integrated Plan of Work. BS 1192 (2 and 3) Collaborative contract forms, plus protocol Project bank accounts Government Soft Landings (for buildings) COBie (for buildings) Integrated Project Insurance (for Level 3)

BIM adds the engine to the collaborative aircraft

Imperfect information = imperfect industry

All participants must protect themselves before collaborating However hard each tries, they will let each other down Unscrupulous bidders profit from errors Bad practice drives out good Insurance premiums are mainly spent on defence, not compensation of clients. Nobody makes a good profit.

Retailing relies on perfect information

Information modelling is the basis of car, ship and aircraft design methods

Single Source of Truth

BIM provides all team members with a single, trustworthy, share-able and computable database for the life-cycle of the asset.

Lean Client Skills

Government sees the need for better client skills to achieve desired outcomes. Departmental decision processes are being reviewed and related to project decision needs. Information exchange points (data drops) are in the new Plan of Work. Early Adopter projects are proving GCS methods in MoJ and Highways Agency.

The BIM-based construction industry

will fix price on full design and specification will provide no errors for claims-based profiteering will compete to serve clients and create value may offer guaranteed buildings, fit for purpose may provide serviced space will learn from operational feedback may recycle elements as they reach end of life good practice will drive out bad everyone will make a good living.

Government Construction Strategy

Form frameworks of integrated teams in each sector Select two teams from interested long list Run design competition based on desired outcomes and benchmark price Select winner to design, build and operate, on BIM Team operates facility for a period, providing COBie at handover. Feedback feeds new benchmarks and wins work.

Integrated Project Delivery (IPD)

Client selects consultants and CM Team adds specialist constructors as design requires BIM used as tool from the start At full project definition either CM becomes contractor for fixed price and time or client retains risk for flexibility Insurance product in development to facilitate collaboration

Terminal 5: 4Bn, on time and budget

Developer path
Client selects consultants to bring scheme to feasibility, permission and fundability Client selects contractor to develop and construct using BIM; contractors choice of consultants. Contractor builds to shell or Cat A, tenants use own consultants and contractors to fit out

The Cheesegrater: 75m below budget!

A new era for the Profession?

In 1834 we became a profession by separating from trade (contracting and supplying) Clients now favour integration over separation Role of the Integrator is open to architects BIM is the catalyst for deep change

The Impact of BIM on the Profession

Richard Saxon CBE Consultancy for the Built Environment Oxford, May 23, 2012

Building Information Modelling:

the creation and management of all information about a building in an intelligent, multi-dimensional computer model: a virtual version of the building.

BIM is much more than next-gen CAD

Its what manufacturing has been using for years It lifts the quality of the whole service It takes out much of the risk to everyone It rewards integration It changes the shape of the job It could change the 175 year role of the architect
