Is UN the solution to Terrorism?

Good Morning Madam, Chairperson, distinguished time keeper, members of the proposition and members of the opposition, co-debaters, ladies and gentlemen. It is my humble honour to stand before you at this time to oppose the view that U is the solution to terrorism. I would like to begin my debate by giving a concise history of the U . !rior to the United ations, the "eague of ations was the international organi#ation responsible for ensuring peace and cooperation between world nations. It was founded in $%$% &to promote international cooperation and to achieve peace and security.& 't its height, the "eague of ations had () members and was considered successful. In the $%*+s its success waned as the ',is !owers -Germany, Italy, and .apan/ gained influence, eventually leading to the start of 0orld 0ar II in $%*%. Mind you my codebaters and my noble audience that this "eague of ations failed to maintain peace and cooperation before 0orld 0ar $$. 1he term &United ations& was then coined in $%23 by 0inston Churchill and 4ranklin 5. 6oosevelt -former 7ritish !rime Minister and 'merican !resident/ in the 5eclaration by United ations. 1his declaration was made to officially state the cooperation of the 'llies -Great 7ritain, the United 8tates, and the Union of 8oviet 8ocialist 6epublics ,U886 and other nations/ during 0orld 0ar II. 1he U as it is known today however was not officially founded until $%2( when the Charter -document of authori#ation/ of the United ations was drafted at the U Conference on International 9rgani#ation in 8an 4rancisco, California. 1he conference was attended by (+ nations and several non-governmental organi#ations - all of which signed the Charter. 1he U officially came into e,istence on 9ctober 32, $%2( after ratification -formally approved/ of the Charter. I must not deny the ma:or principle of the U ...to save future generations from war, reaffirm human rights, and establish e;ual rights for all persons. In addition, it also aims to promote :ustice, freedom, and social progress for the peoples of its member states. <owever, it might interest you my people to know that U does not accept any chaotic nation to its member states. I ;uote= As outlined in the UN Charter, to become a member of the UN a state must accept both peace and all obligations outlined in Charter and be willing to carry out any action to satisfy those obligations. 0ith this, I think the ma:or task of peace keeping, slaughtering terrorism lies in the hands of each nation. In short U has no internal military> it depends on the member states for everything. 0hat if igerian Military is corrupt? It therefore implies that U @s military is corrupt. I read in the charter of U that U does not maintain its own military, it does have peacekeeping forces which are supplied by its member states. 9n approval of the U 8ecurity Council, these peacekeepers are often sent to regions to wage wars. 0hat then has the U ? "ets look at the place of the U in the global terrorism. 1errorism according to the 9,ford 'dvanced 5ictionary, is the threat of violence, especially bombings, kidnapping, assassination carried out for political purposes. tells us that at the time when the first act of terrorism was perpetrated by a .ewish Aealot group, about 3+++ years ago, neither Christianity nor Islam had taken any firm root. 1hough !rophet Isaiah -.oshua/ who the Greeks called .esus had :ust come and gone by then, his divine mission had not reached the Gentiles who named it Christianity and spread it to other parts of what is now known as Burope. 'nd by that time, Muhammad -8'0/ the !rophet of Islam had not been born. International terrorism, tragic and condemnable as it is, only accentuates the bitter resistance of certain cultures to the domination of others especially as e,hibited by the relationship between the 0est and the Bast. In modern time, the origin of bomb detonation as an instrument of that resistance which came to be called terrorism today goes back to $%*%. 1oday the 0orld is e,periencing a high class terrorism from different countries. 1errorism often begins with ordinary militancy. 7ut when the threat of state power is intensified against rebels, violence becomes the necessary weapon with which to counter what they too consider to be state terrorism. 1hus, to those called terrorists, violent activities are only a counter terrorism. 1he 8outhC8outh of igeria is a good e,ample of this. My fellow debaters I believe that the main purpose of the United ations -U. ./ is to resolve issues between countries through diplomacy, before countries resort to military force and before conflicts escalate. Unfortunately, the U. . has consistently failed this goal and will continue being useless for these several reasons= $. igeria is a typical e,ample -MB 5 for 8ocial and infrastructural amenities, 7oko-<aram against western education/> every terrorist or terrorist@s group is fighting for a particular course, so every nation should trace what motivates terrorism within its borders and not the U as an international body. 3. ."adies and gentlemen let me reveal this truth to you, the United ations is primarily a forum for debate. Conse;uently, the U. . is an international organi#ation where countries send representatives to argue for or against issues. 1hese representatives are typically :ust spokesmen for their countryDs agendas and are relatively powerless in their own country. 1herefore, countries governed by non-peaceful dictators and regimes typically use these debates to delay and mystify, confuse issues in their favor. 9ver the fifty years that the United ations has e,isted, these debates alone have not resolved a single issue. 5irect military actions, back room negotiations, and threats, that were not sponsored by the United ations, have had the only real positive affects for change. I implore you to watch this disheartening picture. Ira; was under U. . backed economic trade sanctions for over a decade. 's a result, the Ira;i people suffered greatly while 8addam <ussein continued playing games with the United ations by only periodically allowing inspections for weapons of mass destruction, inconsistent disarmament of known weapons, and illegally finding ways around the oil for food agreements that the U. . imposed. 's a result, economic sanctions were an

abyssal failure. 9nly the United 8tates of 'merica had the courage of breaking this stalemate that had the Ira;i people caught in the middle. Eet again, the United ations is considering this same FsolutionG that has never worked to be used against orth Horea because of its nuclear weapons program and testing. 'nd Iran is keeping a close eye on what the world does to orth Horea, since Iran has similar nuclear ambitions for their non-peaceful agenda too. *. More so, as I stated above, the United ations is unable to take direct and independent actions without support from its members. In other words, the U. . is completely powerless and pacifistic. In a world filled with war-mongering dictators and suppressing regimes who know that the U. . lacks any real power> regimes are almost completely free to do whatever they want. 4or e,ample, orth Horea has tested nuclear weapons and threatens to do so again, with the United ations only considering sanctions. 1he only solution that I can imagine is for each country that is a member of the United ations to e;ually contribute a military force or e;uivalent money to the United ations. 'nd the United ations could use these resources without approval from any individual country. 's you can imagine, this is not likely going to ever happen. 2. 1his is a blatant contradiction committed by the U . 1he United ations prides itself as an international humanitarian group, yet allows non-humanitarian member, such as China, to continue having voting rights on humanitarian issues, even though this country greatly suppresses and ignores the humanitarian rights of its own people too. <ow then do you think that U can end the world@s terrorism? (. 'nother clear reason why I think that the U is ineffective in stopping terrorism is that the U. . does not formally recogni#e any country as a terrorist state. 4urthermore, terrorists are not interested in the politics of debating in a public forum, such as the United ations, to discuss and work out their issues. 1herefore, the U. . does not get involved in politics with terrorist groups. 's a result, the United ations is completely blind to terrorist groups, has no plans to address terrorism, and has no intentions of changing. It cannot boast of confronting any terrorist group with diplomacy, mutual respect and understanding. I. 4inally, my people, United ations was founded and promulgated in $%2(, over II years now but terrorism has been on the necks of every country, terrorism grows rapidly in our world. 1he member states of the U have been strangled by terrorist groups. 1he ;uestion then is, does it mean that U has failed in its duty to stop terrorism or even to curb it? Bach one of us sitting here today knows that no country is secured whereas we appraise the effort of the U . 0ith the above reasons, I have no doubt that you have seen eye to eye, that you now agree with me that U is not the solution to terrorism.
