FOREWORD
The model of regional cooperation which has been developed and brought into life in the region Pillerseetal is highly respected all over Europe. This is the merit of the LEADER organisation which is now ten years old. After the shock of massive staff cuts in an important mining company in Hochfilzen in the year 1991 the economic situation of this region was not very promising. The new EU membership of Austria in 1995 provided the opportunity to participate in regional development programmes of the EU. Thanks to a group of foresighted people the chances for this region were identified and taken. From its first minute the construction of the LEADER region was based on the conviction that this is not only a way to receive financial support but also a possibility to develop regional cooperation and power to act. I can remember vividly the initial stadium when the proponents of this idea must have seen themselves as voices in the wilderness, who had to overcome internal and external resistance. They, however, have succeeded with determination, professionality, persistence and persuasiveness. Today, after ten years, it is my honest wish to respectfully congratulate on your success and the unbroken dynamism which still can be felt. Your success is the credit of many people who have excellently worked together. Some of them can be seen as motors for this model project of independent and integrated regional development and they have played and still play a very special role. This is the moment to express my thankfullness and appreciation to chairman Gnter Kofler and managing director Daniel Wibmer . The region Pillerseetal has succeeded in developing a strategic profile and translating it into action. Apart from numerous successful projects the natural culture of extensive cooperation is highly admirable. Moreover the potential of the European LEADER network has been recognised and made use of in various international contacts. Corresponding to the idea of a network, the region Pillerseetal has sent impulses to many other European regions and the advice of the LEADER management has been welcomed in various activities of the European Commission. I think that the whole region can be proud of what has been reached. Now is the time for a new generation of EU development policy for the time period of 2007 2013. LEADER will find a good continuation in the framework of Austrian Programmes for rural development. It is reassuring to know that intensive preparation is being done also in the region Pillerseetal. There is no doubt that a watertight application will be handed in and LEADER Pillerseetal/Leogang will find its prolongation. Let me once more congratulate on what has been reached so far and let me wish you success for what is going to come.

FOREWORD
The LEADER- organization is celebrating its tenth birthday this year. This is the moment to look back on the last decade. The basic requirement was to be qualified as objective 5b area, which basically stands for structurally poor rural areas. The four communities Fieberbrunn, St. Jakob, St. Ulrich and Hochfilzen in the region Pillerseetal could fulfil these requirements after Austrias new membership in the EU. Preliminary instructional work by the government of the Tyrol from 1995 onwards, the cooperation of the four communities in various local organisations, the ongoing work on rural restructuring, which supported the idea of regional cooperation, and finally the prospects of getting financial support from the EU for long cherished wishes have led to the founding of the organisation. In the year 1999 the organisation initiated to take in the community of Waidring, although Waidring was not part of the objective 5b area. Two years later, at the beginning of the period LEADER+, the community of Leogang in the Pinzgau joined the cooperation: The LEADER-organisation Pillerseetal became the LEADER partnergroup Pillerseetal Leogang by crossing two Austrian provinces. The merged touristic organisation Pillerseetal became another very important partner of the LEADER-organisation. Shortly after the founding of the organisation we started a discussion about lastingness and sustainment, knowing that regional development cannot be seen in short terms. Therefore our first important step after a short period of discussion was to establish the company of regional development, better known as Regio-Tech, in the year 1998. Our region has been highly appreciated on an international basis through working together with many other regions all over Europe in several transnational cooperations. The combination LEADER / Regio-Tech as a model has become an export. The creation of a standard corporate design (CD) for the region was an effective step to be seen on the outside and an efficient one to strenghten our regional awareness on the inside. The stroke and the logo were created in a common workshop. In the course of the years about 50 projects have been realized, the financial volume has been around 9 mill. Euro, about 5.5 mill. could be received as subsidies. From the year 2007 LEADER in its traditional form wont be carried on, but still remains one of the most important pillars of rural development. The perspectives for rural development can be seen as positive. The achievements in our region have been assessed as exemplary by other LEADER-regions. The look back to the last ten years of LEADER is a very positive one, the look into the future is the same. I want to thank everyone who has accompanied and supported LEADER in the past and will do this also in future. We will keep on working as we did in the last ten years.

FOREWORD
Much has changed in the region but not only those things which automatically change in the course of ten years. The region, however, has managed to make more out of it. LEADER has been an important impulse for all this an impulse which has fallen on fertile ground. The protagonists of rural restructuring, their visions, ideas and projects were the solid basis of the success of LEADER in this region. Even when we discussed visions not to be realized in the beginning, this was an important period of searching and finding, of rejecting and accepting. The LEADER management is an important supportive instrument for regional projects. But without visions, ideas and activities coming from the region it would be useless. Therefore it is my honest wish to thank all the protagonists and to encourage them to continue their work for rural development. My thanks naturally also go to the members of the LEADER organisation, the communities and the touristic cooperation Pillerseetal for their far-sightedness that regional development cannot be realized in short terms but can only be efficient in the long run and that this initiative costs money. After ten years of LEADER work in the region this brochure should give an overview of the most important activities and projects. At the same time I apologize that not all activities could be mentioned as there are too many. This brochure should at the same time mark the beginning of a new period of development programmes and motivate to newly participate and be active again. Those who look for figures of the projects will be disappointed. It is not the job of LEADER to boast about the amount of money it could bring into the region, but it is the job of LEADER to talk about the effects in the region and about the philosophy of cooperation. The amount of subsidies doesnt tell a lot as apart from the effect of subsidy there is also the effect that the investments in the region will increase. This altogether positively affects regional economy. We are proud of the figures and more so of the new quality of regional cooperation. I am looking forward to the challenge of the new subsidy period 2007-2013 and invite everybody to actively participate.

LEADER
What is LEADER?
Rural regions with poor economic structure get special attention in development programmes of the European Union: LEADER has existed since 1991 and is a substantial common initiative of the EU. Its central focus is the support of innovative strategies for the development of certain rural areas. LEADER = Liaison entre Action de lEconomie Rural, which literally means: connection between measures to develop rural economy implies the following approaches: Territorial approach: Each region has its own identity. It is defined by its social unity, its common history and tradition. When developing certain strategies one has to take into account the regions characteristic features, its strengths and weaknesses. Bottom-up-approach: The local people, local protagonists, social and economic represetatives as well as public and private institutions are all included in the decision process. Partner approach: The local active team is both motor and platform of the regional development: partners from public and private areas create and realize strategies and innovative measures together. Innovational value: Innovation in this context stands for new ideas to be realized and a trigger for permanent changes. Networking plays an essential role in this process. Multisectoral approach: The center of our work are not individual activities, but a coordinated common concept which integrates activities. It is our aim, therefore, to provide possibilties for local and regional development. Networking and crossborder cooperation: One of the basic principles of LEADER methods are the creation of partnerships and networks between protagonists of different rural areas. LEADER future: With the period of programme planning between 2007 2013 the LEADER approach will be integrated in the Austrian programme for development of rural areas and gets even more attention. The focus of strategies will be on three main targets of which the target of economic diversification and living quality in rural areas will have priority.

Roundtrack Buchensteinwand
The roundtrack Buchensteinwand was one of the basic initiatives which triggered the foundation of the LEADER-organisation Pillerseetal. After the successful cooperation of all communities in the region in municipal organisations and in village renewal projects this roundtrack was the next logical step towards regional cooperation. Fieberbrunn, St. Jakob i. H., St. Ulrich a. P. and Hochfilzen could realize a long cherished wish. The projects main aim was the construction of a multifunctional roundtrack which can be used for hikers and bikers, for riders and cross-country skiers and for Nordic walkers and runners. Another central function of the track is its agricultural use. By fusing it with transregional biketracks and connecting it with other regions, the Pillerseetal could be integrated in a larger network. As an additional function the roundtrack provides background information on natural history and culture and thus encourages identification with the local region. A second part of the project, therefore, included the planning, designing and production of signs and panoramic information boards. To enforce sustainability of the project multifunctional roundtrack Buchensteinwand, a run on the track is organised every year on October 26th. The run is organised as a semimarathon and a relay. The club ARB Pillerseebiker serves as the organizer. Until the year 2005 the LEADER-organisation financially supported this important event in the region.
Apart from enjoying the beautiful scenery people get more information about the regions natural and cultural history.

TeleWork Tyrol
The project TeleWork Tyrol was a real LEADER classic. On the one hand because of its history and on the other because of its enormous sustainability. In the beginning there was a LEADER seminar in Scotland. The seminar primarily informed about how telework could help create and keep jobs in rural areas. The encouraging results in Scotland inspired the two LEADER-organisations tztal and Pillerseetal to make a survey on the possibilities of telework in the Tyrol, which was supported by the office of the Federal Chancellor. The survey showed both its potential and its dangers. The basis to keep and create jobs in rural areas is a proficient and highly qualified education in the areas of IT and foreign languages. This was the starting point for our educational offensive which is still very successful today. LEADER sometimes is confronted with the reproach to be too far away from economy. The example of TeleWork Tyrol, however, proves that LEADER has invested a lot in our regional economy. Moreover this project has contributed to the fact that highly innovational technologies have found their way into our rural area: in 1998 Regio-Tech was one of the first places which offered glass fibre broad band access for high quality telephone and internet connections a very important basis for attracting technology-oriented companies.

Educational offensive
The educational offensive of the LEADER-organisation is a story of success. After first steps in 1998 it was soon to be seen that there was a high local demand for education. Based on the specific needs of the people in the Pillerseetal a highly proficient course programme is designed every year. It offers language courses (English, Italian, Spanish, Slovakian), IT courses (EXCEL, Word, Internet, eBay, Photoshop, etc.) and special courses such as rhethorical courses for logistics and telecommunication courses. Special attention is paid to women who will be reemployed after their maternity leave, as it is mainly women who efficiently attend our comprehensive courses. Another focus is put on educational offers especially designed for local firms. The success of the educational offensive can be clearly seen in some figures: Many courses have been held over several semesters, until the year 2008 their continuation is guaranteed. The most remarkable fact is that since the start of the educational offensive in the Pillerseetal around 6000 course registrations have been made.

Telecenter
The telecenter in the regional development agency is the turntable for regional education and is especially adapted to the needs of rural areas. This regional integrational project was started together with the LEADER-region Pendling. There is a tight connection with the project Educational offensive. The EU attaches importance to measures which provide modern means of telecommunication and its corresponding knowledge of handling. In the initiative TeleWork Tyrol the growing interest in this area has been taken into account.

Familyland Pillerseetal
The familyland Pillerseetal has established itself as a transregional leisure time facility in the last few years. Apart from the direct net product the visitors and holiday guests contribute to an indirect net product for the region. Thanks to family Berger and their employees familyland has become an institution in the development of tourism and leisure time industry. The cooperation with regional firms was the basis for LEADER subsidies in the first years of its existence. The growing number of visitors and the permanent expansion have had a multiplier effect on the region, which positivley influences other branches. The LEADER organisation is proud of having contributed to the success of this family business by supporting this private project initiative.

Regio-bus
The first steps towards the establishment of a public means of transport for the region were made by LEADER. It was the aim of the project to improve the public transport system in the Pillerseetal and to develop useful measures and concepts in order to make public transport more attractive. In order to evaluate the need and acceptance among the local people and the guests the Regiobus was installed on a trial basis, which was all financed by LEADER. The final installation of the Regio-bus was made by the company Ddlinger Touristik under the task of the Tyrolean Traffic cooperation group, the communities, the touristic cooperation and the regional cablecar enterprises.

Fleckenried
Through revitalising the biotope Fleckenried named after the hamlet Flecken in the village of St. Ulrich a. P. its fauna and flaura were brought back into balance. The biotope Fleckenried was suffering under vast detritus, brought down by a little river called Grieselbach from around 28 km2 mountain screes. Its agricultural use was only partly possible as there was no clear division between meadows and biotope. The focus of the project was the recultivation of the meadows by realigning the agricultural boundaries. In the course of the project the little lake Fleckensee which had silted up 50 years ago was restored. Apart from the realignment several measures of hydraulic engineering could be taken. Ecological projects such as the planting of reed, the construction of frogpaths along the streets and the protection of natural vegetation contributed to the revitalisation of the Fleckenried. The idea of sustainment in this project was supported in many ways: Apart from increasing its agricultural value and restoring its ecological balance a theme island Fleckenried for better illustration and a fountain with drinking water were created. In cooperation with the local kindergarden a childrens book was edited which tells the story of Quax, the frog in the Fleckenried, and thereby makes also children aware of this topic. The creation of a multifunctional path through the biotope which can be used by the farmers, hikers, bikers and cross-country skiers makes its users aware of this important ecosystem. Information boards along this path give an insight into the complex system of a biotope. Through its revitalisation we could successfully illustrate the value and uniqueness of such a biotope for the local people. Several school classes have already been informed about this unique project and spend part of their biology lessons in the Fleckenried.

TRIAS -
The mountain plateau Steinplatte is the most well preserved coral reef of middle Europe. In this project we want to show the fascination of the fossile world and the triassic times to all visitors. In the research camp visitors can find impressive fossiles and reproductions of the fauna and flora in triassic times. From Triassic Beach, the highest beach in the Alps, you can walk on a theme path to the edge of the reef, the rock face of the Steinplatte.

Webmarketing
A next essential step was the installation of webmarketing.
The most important source of information for tourists the internet - was used. In cooperation with the Federal Ministry of Economy LEADER was responsible for the set-up of the homepages of the touristic organisations of the region, so that they reflect the state of art and are user-friendly.

Biatron
In the course of the Biathlon World Championship 2005, which has drawn worldwide media attention, the Biatron represented a facility which is still attractive in its uniqueness. The motto snowball was presented in a new design in the project Biatron and at the same time it was an embassador as well as a synonym for activity and freshness in winter and in summer. In its futuristic design and European uniqueness the Biatron is a creative expression which moves the masses. Its most prominent element is the dome the biggest snowball in the world. Surrounded by massive, 3-metre-high snowwalls the Biatron became a winter wonderland, which attracted our local people, our tourists, sportsmen and mainly children. Snow became more than just pure fun it became a mental sport which encourages to find new interpretations over and over again. The Biatron helped to transport the brandmark Pillerseetal to the world and to attract high media attention. The lastingness of the Biatron has always been a main focus of the project. The big dome is used as an event centre in summer and its traces the smaller domes can be found in all the communities of the Pillerseetal. The Biathlon World Championship has proved that the communities can cooperate very well and are able to transport the image of the region to the outside. RegioTech organised the shuttle bus service during the world championship and received much positive feedback for its service.

Nordic centre
Due to the highly professional organisation of the Biathlon World Championship, several biathlon world cup races and international cross-country ski competitions the region Pillerseetal has gained a high reputation as a venue of national and international cross-country ski and biathlon competitions. Apart from the annual Biathlon World Cup race also crosscountry ski races of the Continental Cup (the highest level in Austria 05/06) took place in the Pillerseetal in 2006, which further contributed to the regions degree of fame. A new course was accepted by the FIS and got a very positive evaluation. The numerous national and international youth competitions additionally helped to establish the region Pillerseetal as a nordic centre. The new sport trends Nordic Walking and Nordic Fitness evidently show that this sport section is not only determined by the winter season. This is the reason why we encourage and foster a lasting and all-year-round concept. The ski runs are highly frequented and the offered nordic walking routes are expanded. Moreover several athletes from our region have found their way into our strong national sport squads. In order to guarantee the quality and security on the courses and nordic walking routes and to face the growing interest, we have constantly modernised them. A marketing campaign, which is planned for two years and supported by LEADER, presents the region as a nordic centre.

Regional marketing
The project regional marketing has sent many positive impulses for a positive development in the Pillerseetal in the last few years. Regional marketing is the basis for a functioning regional development in many ways. On the one hand it strengthens regional awareness, on the other the region can present itself on a national and international level. The success of the project is presented in the fact that many subprojects have developed from the initial project regional marketing. The beginning was marked by the creation of an individual logo for the whole region. The logo has meanwhile established itself everywhere and has been positively accepted by the economy, tourism and the people in the region. The colour of the typeface symbolizes the unfathomable depth of mountain lakes, its form should express the charm of the scenery and the friendliness of its people. The logo is framed by the precipitous mountain ranges of the Loferer and Leoganger Steinberge in the evening sun and the gentle Kitzbhel Alps in the foreground, which complete the picture.

Regional entries
The pylons at the entries of the villages in the region enhance the status of the region. The road signs, which are constantly visible even by night, mainly enhance regional identification and also increase the value of recognition of the region Pillerseetal enormously.

Market days
Another highlight in the Pillerseetal was added to the traditional summer events. The market days move to a different village every Friday. The wide range of products, which are mainly produced in the region, attracts many guests and local people. The variety of the region can be seen as follows: food, jewelry, candles, liquors and souvenirs can be bought. To offer traditional handicraft as well as local farm products is one of the main aims. The LEADER-organization supports the traders, the whole idea was developed in the LEADER-marketing group.

LEADER-start
In February 1997 the LEADER-organisation Pillerseetal in those days still without Leogang and Waidring started its activities with an official opening. LEADER was new to everybody and therefore ideas like holistic regional development and bottom-up approach created a notion of uneasiness. But in the three years before the new period of programme planning 20002006 the LEADER-organization managed to translate these ideas into action. First steps towards regional identity were made. The organisations professional way of working and the perfect cooperation with the corresponding offices of the government were already visible in the opening session.

The project should give impulses and motivate to pay more attention to this topic. A special focus was set on the interrelatedness of environment and health. The fact that about 400 people from different countries in the Alps participated in this big event in the Pillerseetal makes us feel proud and shows its success. It accounts for more than 1000 additional overnight stays in the region. The participants from Austria, Switzerland, South Tyrol, Slovenia and Germany received useful information from numerous experts and got to know the region by hiking on our alpine pastures.

On September 29th 2006 the Tyrolean government invited the chairmen of the planning committees, the chief officers of the local government, the representatives of the regions, of regional development organisations and other keypersons to the Pillerseetal. In the public hall in Fieberbrunn the regional representatives received first-hand information about development programmes for rural areas in the period 2007 -2013. Additionally a small exhibition was installed to give the representatives of the different regions in the Tyrol an overview of the successful work of LEADER in the Piller-

Family tourism
A transnational cooperation with the regions Northernmost Lappland (FI) and Vrmland (SE)
The European LEADER-seminar on family tourism was the impulse for a transnational cooperation, which was mainly seen as a transfer of knowledge and experience. The two partner regions and the Pillerseetal are especially suitable for family tourism but in different ways. The place, where Nils Holgersson is from, could be a description of the province Vrmland in Sweden. It is not only the home of the author and Nobel Prize winner Selma Lagerlf, it is also home of the Nils Holgersson adventure park. Apart from many other most suitable examples of family holidays this park was the highlight of the project. Not only the design of the park with many creative stops for the whole family is remarkable, but also its marketing. As a contrast the focus in Lappland is on winter tourism for families with special offers designed around Santa Claus. Both regions have in common that the touristic offers fit in well with the local population. General messages in advertisments such as beautiful scenery and friendly people are a taboo.

Through its experience in regional and project management over years Regio-Tech could integrate itself in transnational projects.
MAREMA
MAREMA is the abbreviation of MAnaging REgional MAnagements and is an INTERREG IIIC project with 13 partners all across Europe. The primary aim was the installation of lasting structures for regional development and the implementation of various regional development projects. Through its transregional working approach and the exchange of knowhow the own region was strengthened and received new impulses of other regions. It was the task of the regional development agency in the Pillerseetal to work on the Tyrolean project management together with Christian Stampfer from the government of the province. The part
of the Tyrolean project concentrated on the crossborder management structures between the Tyrol and the Italian provinces of South Tyrol and Belluno.

ALPINETWORK
The regional success of the project TeleWork Tyrol was the impulse to continue our work with the help of the Tyrolean government on an international basis. Alpinetwork (ANT) is an INTERREG III B project, in which the seven Alpine regions Carinthia, Slovenia, Styria, South Tyrol the Tyrol and central Switzerland participated. ANT creates conditions for e-work jobs in KMU through a better use of informational and communicational technologies (IKT) in the Alpine region. In the first phase of the project Regio-Tech saw its role as a regional coordinator for the Tyrol and in a second phase it was responsible for transnational project management together with the foundation Tiroler Zukunftsstiftung (Lead Partner).

NENA
In the project NENA Network Enterprises Alps nine partners from all countries in the Alps concentrate on the following topics: renewable resources with the focus on the net product of wood, energy from renewable resources, saving energy in passive houses and technology in form of innovational management, education, optimization of process, certification and intersectional management. Also here Regio-Tech provides the project management for the Tyrol together with the foundation Tiroler Zukunftsstiftung. Its task is to find so-called core sectors of the economy in the nine partner regions and to analyse the economic sectors relevant for the project.

standing, the implementation of individual regional development (according to our understanding) still lies in the distant future. In the course of this project Regio-Tech was asked to organize a one-week study trip for a group of federal inspectors, who are high ranking officials in the administration of the Federal President in the republiques of the Russian Federation. During this visit we could present illustrative examples of Austrian regional development, especially with the background of poor structure and problems of workplace.
On behalf of the European Council in Strasburg the region could participate in a project discussing the possible development of regional structures, the awareness and motivation for this topic. Intensive talks and discussions with representatives of several ministries in Moscow, regional representatives of the Duma, the federal inspectors, regional chambers of economy, companies, mayors and representatives of universities in the Volga-region lead to a better mutual under-

LEADER in Bulgaria
The new EU member Bulgaria is currently working on the development of structures which are necessary for LEADER. The tradition of centralist structures can hardly meet the new demands. The LEADER expert Daniel Wibmer was sent to Bulgaria in order to present the philosophy of LEADER, several possibilities of realization, its chances and risks to different offices of the government together with the Ministry of Agriculture. This project, in contrast to the project in the Russian Federation, focused on concrete topics and ways of working. On a visit in the Tyrol a highranking delegation from Bulgaria could receive useful tips and hints from LEADER-representatives, mayors, LAG managers, active members and project holders.

A visit to Brussels
On the 10th anniversary of the LEADER-organisation a group of representatives of municipal, agricultural, regional and touristic management visited the city of Brussels. They could get a close look at the work and organisation of the representatives there. The four-day stay in Brussels was full of highly interesting presentations and official visits to the respective official buildings. Peter Kaltenegger, the commissions official for the LEADER-programmes in Austria, Germany and Slovenia, led through the head office of agriculture together with Jean-Michel Courades and Pedro Brosei. The Austrian representative Richard Seeber led through the parliament and we talked about the House of Europe. Finally the group from the Pillerseetal was invited to the office Tirol Bro and received information on the direct axis to Brussels.
Apart from the official programme the visitors had time to do some sightseeing in Brussels. The most famous are the Atomium and Mnneken Pis as well as the many beautiful churches and cathedrals. Also Brussels kitchen is famous for its delicacies, such as Belgium chocolate, Belgium beer and fresh seafood, which was all tested by the visitors from the Pillerseetal.

Regional cooperation: a side topic ten years ago, today a central issue. The whole region has rapidly moved away from local thinking towards common projects in cooperation with others. The LEADER-association and the company of regional development apart from the regional touristic organisation have mainly contributed to this success story. The engagement in this regional group also guarantees promising projects in future years.
I think I can say that all LEADER projects in the last ten years have been very successful in our crossborder region and that they have been realized under the intelligent guidance of the LAG-management in the very spirit of LEADER, far beyond a mere organization of subsidies. Together with the multisectoral approach of LEADER this has led to a strengthening of regional thinking not only among the active participants, but also among a big group of interested local people. And this is a basis we can build on in many ways. Therefore we look forward to a new chapter of regional development supported by the EU in our region!
