1 "ERIE" O# 199$ ENTITLED %ANTI&AY'AL(IN IN METROPOLITAN MANILA AND PROVIDIN PENALTIE" THERE#OR) 'HEREA"* the Metro Manila Council enacted in August 3, 1995 MMDA Ordinance No. 1, Series of 1995 known as the Anti-Jaywalking Ordinance to help ease the traffic flow in Metropolitan Manila; 'HEREA"* the Metro Manila Council proposed and agreed, in session duly assembled, to impose stiffer penalties therefor to include imprisonment of violators for not more than three 3! days" NO' THERE#ORE , pursuant to #ection $ of %A &9'(, this Amendatory %egulation is hereby promulgated and adopted by the Metro Manila Council, that) #*C+,-. 1/ #ection 1 is hereby amended by adding item d! thereof which provides as follows) 0d! 1alking at the center island of a street, thoroughfare or highway so as to obstruct, hinder or prevent free passage of vehicles/2 #*C+,-. (/ #ection ( is hereby amended to read as follows) 0#*C+,-. (/ Penalt+. 3 4iolation of this %egulation shall be penali5ed by any of the following fine and6or penalties/

(/1 -ne 7undred 8ifty 9esos 915:/::! which may be paid outright by
the apprehended violator at the place of apprehension and upon issuance of +raffic 4iolation %eceipt +4%!/ 8or this purpose, the apprehended ;aywalking violator who fails to pay outright the fine for such violation shall be given seven &! days from date of apprehension to settle the same at the -rense %edemption Center, otherwise appropriate legal action shall be filed in the proper court" or,

(/' Community #ervice for not more than one 1! day/ 8or this purpose,
the apprehended ;aywalking violator who opts to serve community service, shall also report to the +raffic *ducation and ,nformation <ivision, +-C3MM<A for #eminar6+raining on values and on the importance of the Anti3=aywalking -rdinance/

(/3 ,mprisonment of not more than three 3! days at the discretion of the Court/ 3 #hould the apprehended violator fail to comply with the penalties imposed under items (/1 and (/' of this #ection, a legal action shall be instituted against him or her in the proper court where imprisonment of not more than three 3! days may be imposed at the discretion of the court/2 #*C+,-. 5/ #ec/ 5 is hereby amended to read as follows) 0#ec/ 5/ De/ignation o0 Data Pe1/onnel an2 !olle3tion O00i3e1/. 3 +he <ata and +4% Management <ivision, +raffic -perations Center and the +reasury -perations #ervice, -ffice of the Assistant >eneral Manager for 8inance, MM<A, shall designate or assign as many <ata 9ersonnel and Collection -fficers as may be necessary to handle outright payments of apprehended violators/2 #*C+,-. $/ A new section to be numbered as #ection $ is hereby added to read as follows) 0#ec/ $/ !1eation o0 Anti-&a+4al5ing Unit un2e1 t6e T1a00i3 O7e1ation/ !ente1. 3 8or purposes of this %egulation, there is hereby established an Ad3hoc Anti3=aywalking *nforcement ?nit under the +raffic -perations Center 3 MM<A, the organi5ation and staffing of which shall be established and provided by the +-C/2 #*C+,-. &/ A new section to be numbered as #ection & is hereby added to read as follows) 0#ec/ &/ Contest or protest relative to the issuance of +4% to ;aywalking violators and complaints involving alleged irregularities, discourtesy and other similar acts committed by Anti3=aywalking +raffic *nforcers shall be initially handled6investigated by the ,nspectorate >roup@s complaints and ,nvestigation ?nit, #pecial -peration <ivision, +raffic -perations Center and thereafter submits its findings to the Aegal #ervice for appropriate action/2 #*C+,-.
