As a brief followup. Can you tell us when Newark Airport reopened after 9/11? We
recently learned that a Saudi Airlines flight took off on 9/14 from Newark, but we did not
know Newark was involved when we sent our first QFR. At this point, we only a few days
before our report is to be finalized, so any help you can provide would be greatly
appreciated. Thanks.

There were restrictions for GA flights that lasted until early October. I don't recall the
specific dates but I know that Republic airport almost went out of business. TEB was
closed due to a TFR. I am not sure about JFK but I would suspect that if FRG and TEB were
included, JFK was too. I have flight data for the entire NY area for 9/26/01 and there
were only 2 GA aircraft and both were military or police support. I recall somewhere
around the 4th of October the TFR restriction was reduced, but there were some
restrictions on flight schools, and air taxi's. I have two attachments
- 1 letter to Garvey that talks about the lifting of the restrictions dated 10/11/01 &
the other shows some traffic count data which seems to coincide with my poor relections.

National airspace was closed, relief came on Thursday Sept. 13th at approx. 1100 hrs and
commercial & private aviation operations were allowed to resume. Specifically for the
GA....many "advisory" type documents or literature was afforded the nation, some of this
even came form AAAE and other industry sources. The advisory information for the GA
Airports, Operators , and owners were mostly common sense, best management practices.

its handling of this process.

Dear Administrator Garvey:

As Congress and the Administration work to consider a number of proposals to enhance


aviation security, I want to urge you to promulgate rigorous and stringent rules
concerning passenger and baggage security at general aviation airports.

The Port Authority was pleased when the no fly zone for corporate aircraft around the
New York metropolitan area, that was put in place on September 11, was eased to allow
private flights into and out of Teterboro Airport. By reducing the radius from 25 to 18
miles, Federal Aviation officials properly weighed national security concerns against the
tremendous economic cost that closure of the airport to all but charter flights was
exacting on companies doing business there, ending a threat to thousands of jobs.

Upon reopening, the Port Authority, the owner of Teterboro Airport, implemented several
security measures. The most noticeable include the presence of security guards at airport
entrances, the closing of street side parking areas, and the installation of concrete
barricades that deny access to the fence line near the runways. State and local police are
maintaining a constant presence at the airport, patrolling in cars and on foot. Other
discrete measures have also been implemented, and we are now rethinking how we
exercise authority over tenant perimeter security and direct standards for passenger and
baggage screening.

Without uniform security standards for all general aviation airports, however, we can
only make certain the efficacy of the measures we take. We can not make sure that
threats won't enter our aviation system from other general aviation airports, which
currently are not subject to rigorous Federal Aviation Administration rules. Also, there is
no federal mandate to assure consistency in approach to security among small airports, or
among charter operators, fixed base operators, or private aircraft owners. For example,
fixed base operators have no screening requirement for their passengers. The pilot is
responsible for identifying their passengers, checking their baggage and checking the
aircraft used. Charter operators must screen passengers in a sterile area and check
passengers against FBI lists, yet employees are subject to less rigorous checks. Private
pilots and passengers are not checked at all. The partly commercial and partly private
nature of these facilities creates a situation of "unknown" passengers who purchase
transportation and "known" passengers who base private aircraft at the airport. Some
believe that these differences merit different security procedures. Regardless, I am sure
that you agree, more rigorous security procedures are necessary.

I am aware that all possibilities for increasing security at general aviation airports are
being considered by FAA. Clearly the use of air traffic control and airspace approaches
such as the use of transponder codes, corridors and prohibited airspace, has helped to
limit the threat imposed by unauthorized access to such aircraft or air piracy. However, I
also believe these facilities warrant installation of screening equipment used at public
airports like X-ray machines and metal detectors as well as explosive detection
technologies. We also need to take steps to deny access to secure areas of the airport by
undesirable persons. Passenger manifests need to be used to pre-screen passengers,
verify their identity and track their movements. Employee background checks should be
mandatory, and the legitimacy of such employees verified against a database of criminal
history, known terrorists, and persons illegally in the United States. Essentially, each
general aviation airport, airline and service company should be required to comply with
standards comparable to those contained in Federal Aviation Regulations Part 107 and
Part 108 pertaining to commercial aviation as well as best practices identified or
promulgated since the September 11 terrorist attacks.

The cost of such measures, no doubt, will be substantial but no cost is too great to assure
protection of human life. Together, airports, the administration, airport service
companies and members of congress can work together to identify federal sources of
funding, since airport security is decidedly a federal responsibility.

FAA has already acknowledged that terrorists are willing to use aircraft to inflict
significant damage to persons and property in the United States. As we work to button-
down commercial airport security we also need to work to fortify general aviation
security as well. As Administrator you have the authority to promulgate new security
procedures and address new threats. I urge you to do so without delay. The role of
business and general aviation in facilitating transportation needs of businesses and
individuals safely across the country is critical to our economy.

which was my understanding of the additional info that you indicated that you'd like. As
