Subject: Questions for Langley

Kevin and Miles: Here's a list of questions I wrote down for the Langley
pilots. You've probably got this all covered but • • • here it is- Good luck
tomorrow-

1) What was the pilots understanding as to why they remained on battle stations
from ^DT a - m - to T:S4 a - m - ?

E) What was their general situational awareness of the developing atttacks on


the country as they sat battle stations and up to the 1:3D a - m - launch time?

3) (ilhen the Langley fighters launchedn what was their exact situational
awareness regarding i) the fact that AA 11 (or some unidentified commercial
aircraft) had struck the WTCi ii) the fact that UAL 175 (or some yet to be
identified coommercial jet) had struck the WTCi and iii) the fact that AA 77
was lost by the FAA or had been hijacked.

M ) What was their evolving situational awareness after 1:3D when they were
airborne regarding AA 77? and regarding UAL 13? Were they ever given an exact
or general location of either plane? Uere they ever told about the threat of a
bomb on board UAL "13?
S) Linen they were launched-! what did they understand their exact mission to be?
Uere did they think they were headed? Uhy were they headed in that direction
and what were they to do when they arrived? Who guided them? FAA? NEADS?

b) Explore pilots' understanding of gaps in radio communications with NEADS and


gaps in radar coverage by NEADS.
7) Uhy did they remain headed in a direction different from the scramble order
from 1:30 a - m . to 1:37 a - m - ?
fi) blhat was their understanding of the written agreement between FAA and the
military (NORAD) whereby the FAA can initially send the fighters in a direction
other than the scramble order to avoid FAA commercial traffic? Is this
unlimited or limited authority that the FAA possesses? Does this authority
govern when there is an active air defense scramble versus a training mission?

•=)) What entities controlled the Langley fighters from start to finish? FAA?
Giantkiller? NEADS?

ID) Was NEADS in constant communications with the pilots? If not-, why not?

11) Could NEADS' radar track the entire flight path of the pilots that day?
If not-, could they do so today?
IE) Why did they remain off course from the diraction ordered by NEADS from

1:30 to 1:37 a - m - ? Who first recognized they had to get back on course?
NEADS? FAA? The Pilots?

13) Explore all aspects of the AFIO- lilhy did they think they were given AFIO
clearance WHEN it was given? What was their mission when AFIO was declared?
Had they ever gone AFIO before? During a drug interdiction mission or other
active air defnse scramble? What was the significance to them of AFIO order?

m) How-i when and from whom did they learn of ROE changes? From peacetime to
transition to wartime?

15) Uhen-i how and from whom did pilots learn of the SHOOT DOWN order?

Uhen-i how and from whom did they learn about the declaration of a "weapons
free zone over D - C - ? What did "weapons free zone" mean to them? Any protocoli
written or otherwise-. to guide them in taking action if they encountered an
unidentified aircraft in the weapons free zone?

17) If ordered to intercept UAL 13i would they have been in position to shoot
it down? (Did they have ROE change communicated to them in time? bias the shoot
down order given in time?)

Ifl) How soon prior to 1:3D a - m - would they have to have been airborne to be in
position to intercept and identify AA 77? What action could they and would
they have taken at "1:37 a - m - had they located AA 77?

11) Did they communicate with the Andrews fighters? If son how and through what
agencies? Whon if anyone (e.g.n NEADSi CONRi NORADi NflCd etc. 1)1 coordinated
the integration of the command and control of Langley pilots with the Andrews
pilots when both were airborne? How was the integrated command and control
achived if at all? Who in the military or FAA decided what targets the Langley
pilots would intercept and identify in the D - C - area after the CAP was
established?
