TheRoyalCollegeofDentalSurgeonsofOntario(College)regulatesthedentistryprofessionintheprovinceof Ontario,whichpassedthefirstDentalActintheworldintolawonMarch4,1868.TheCollegeisresponsiblefor: settingtheeducationandotherqualificationsnecessarytoentertheprofession settingstandardsofprofessionalpracticeforthedentalprofession settingethicalstandards investigatingcomplaintsforpeoplewhofeelthatthestandardshavenotbeenmet takingappropriatedisciplinaryactionasnecessary protectingthepublicsrighttoqualitydentalservices,and providingleadershiptotheprofessioninselfregulation.

TherulesconcerningthelicensingofdentistsinOntarioaresetoutinprovinciallegislationtheRegulated HealthProfessionsActandtheDentistryAct,1991andtheregulationsmadeundertheseacts. Bylaw,nooneisallowedtopractiseasadentistinOntariowithoutalicenceissuedbytheCollegeknownasa CertificateofRegistration.Therearedifferentclassesofcertificatedependingonyoursituation,forexample, whetheryouareastudent,avisitinginternoraprofessor.MostapplicantsseekaGeneralCertificatewhich grantsthefull,unrestrictedrighttodeliverdentalservicestothepublicofOntario. RegistrationRequirements
Canada,theUnitedStatesandAustraliaoperateaccordingtoamutuallyrecognizedsystemofaccreditationof dentaltraining.IfyourdentaltrainingwasoutsideeitherCanada,theUnitedStatesorAustralia(Australian candidatesmusthavegraduatedonorafterMarch31,2010),youareconsideredtobeinternationallytrained. TopractiseasadentistinOntario,youmustsuccessfullycompleteafulltime,twoyearqualifying programortheNDEBEquivalencyProcess.Thesetwopathsaretheonlymeansbywhichyoucanbecome eligibletotaketheCanadiannationalexaminationadministeredbytheNationalDentalExaminingBoardof Canada(NDEB). Thequalifyingprogramsareknownbyseveralnames,including: degreecompletionoradvancedstandingprograms, InternationallyTrainedDentistsProgram,or InternationalDentistAdvancedPlacementprogram.

ManyuniversitiesinCanadaandtheUnitedStatesoffertheseprograms.Youwillhavetoapplyforuniversity admissionandpasstheappropriateadmissionstests.Thesetestsassessyouracademicanddentalknowledgeas wellaslanguageproficiencyinEnglishorFrench. AsmentionedaboveunderRegistrationRequirements,internationallytrainedcandidatesmustcompletea qualifyingprogramortheNDEBEquivalencyProcess.Westronglyadviseyoutakeadvantageoftheinformation andmaterialavailableontheNDEBwebsitewww.ndeb.catotryandassessyourabilitytomeetthe requirement.Thesiteincludesaselfassessmenttool,linkstoreviewcoursesthatmaybeavailable,insightand preparationintotheEquivalencyProcess,referencetexts,informationonexamcontentsandsamplequestions, andmuchmore. When You Arrive in Ontario

Step 1 Complete the application form

Youmustsubmitacompleted,signedandnotarizedCollegeApplicationFormwhichwillthenbevalidforthree months.Ifyouhavenotcompletedtheregistrationprocesswithinthattime,thenyouwillberequiredto completeanewapplicationform.TheformisavailableontheCollegewebsite.

Step 2 Provide certified documents

TheCollegerequiresacombinationoforiginalandcertifieddocumentationdependingonthenatureofthe document.Bylegaldefinition,acertifiedcopyisacopyofadocumentissuedbyacourt,agovernmentora lawyerornotarypublic. Thesearethestepstoobtainingacertifieddocument: i) Youtaketheoriginaldocumenttothelegalauthority. ii) Thelegalauthoritywill takeaphotocopy. eitherprovideacoveringaffidavitorwriteonthedocumentdirectlythatthecopyisatrue,exactand unalteredcopyoftheoriginaldocument. sign,stampanddatethephotocopy.

Step 4 Complete Required College Courses

YoumustalsosuccessfullycompletetheCollegeswebbasedcourseinJurisprudenceandEthics.Thiscourseis availableontheCollegewebsitewww.rcdso.orgwithoutcharge.Note:youmustsubmitanapplicationform totheCollegetobeabletoaccessthecourse.Thisformisalsoavailableonourwebsite.

Step 5Demonstrate Language Proficiency Assessment

YoushouldbereasonablyfluentineitherEnglishorFrench.Manydentalprogramsthroughouttheworldare taughtinEnglishsoyoumayormaynotberequiredtosubmitevidenceoffluency. Whenitisnecessary,theCollegecurrentlyacceptsTOEFLtotalscoreof600PBT+5onTWEortotalscoreof 250CBT+5onessay,ORIELTStotalbandof6.5.

LabourMarketInformation
ItmustbestressedthatasaRegulatorweprocessapplicationsbasedonwhethertheapplicanthasmetthe legislatedrequirementsforregistrationandnotonwhetherOntarioneedsdentistsornot.Unlikeinsome countries,dentistryisnotfundedbythegovernmentbutisanindependent,privatelyrunbusiness.Theaverage incomeforadentistaccordingtoayear2000pollwasapproximately$132,000(Canadian). Therearecurrentlyover8,700dentistsinOntario.Employmentforthisoccupationisexpectedtogrowmore rapidlythantheaverageforalloccupationsintheimmediatefuture.Morejobopeningswillbecreatedeachyear fromtheneedtoreplacedentistswhoretire.Severalfactorsinfluencethedemandfordentalservices: populationgrowth,improvementsinoralhygienethatallowelderlypeopletokeeptheirteethlonger,andpublic awarenessoftheimportanceofdentalhealth.Inaddition,asthebabyboomages,alargenumberof thepopulationwillneedmaintenanceoncomplicateddentalwork.Thenatureofdentistryisalsochangingwith agreateremphasisoncosmeticprocedures. A2004surveyestimatedthat58%oftheprofessioninOntariopractisedintheCityofToronto.Toronto, therefore,isahighlycompetitivemarketandapplicantsshouldconsiderpractisinginareasoutsideofthis concentratedarea.MembershipintheRoyalCollegeofDentalSurgeonsofOntarioisnotaguaranteeof employment.TheCollegedoesnotprovideemploymentservicesandthereisnocentraljobplacement servicefordentistsinOntario.
