What is PEFC Project Certification?

Project Chain of Custody certification enables a claim to be made about the PEFC certified material used within a defined Project.

What is a Project?
Building or a construction project A defined part of a building Roof, windows, doors, floors Boats Playground Book Etc.

PEFC Standards Requirements

PEFC ST 2002:2013: Chain of custody of forest based products Requirements PEFC ST 1003:2010 Sustainable forest management requirements PEFC ST 1002:2010 Group forest management certification requirements PEFC ST 1001:2010 Standard setting requirements PEFC ST 2001:2008 (issue 2): PEFC Logo usage rules requirements http://www.pefc.org/resources/technical-documentation/pefc-internationalstandards-2010

Basic Chain of Custody Model

Basic CoC model is based on supplier the organisation the customer

The supplier

The organisation

The customer

An entity from which the organisation receives the claims made through the delivery documentation

An entity making the PEFC claim and which can identify the supplier and the customer

An entity receiving the claim made by the organisation

For each delivery, there is only one supplier and one customer

What Does Project Certification Involve?

Appoint a Project Manager Define the project Establish a documented management system Hold an opening meeting with Certification Body Develop a list of project members and suppliers and communicate requirements to them Record all wood-based materials delivered to site and check for evidence of certified status
8

Carry out an internal audit

What Does Project Certification Involve contd?

Certification Body conducts initial assessment Undertake due diligence as required Calculate percentage claim Complete the project Certification Body conducts final assessment and issues certificate Maintain final records
9

Early Stages Getting Started

Certification Body must be involved from the start to assess Chain of Custody Management System proposals before they are implemented.

10

Early Stages - Training

Rigorous training schedule (implemented before start of Project). To include input from Timber Suppliers and Certification Body (Workshops) Standardised training material Well maintained training records (signed and dated)

11

Material Accounting Record (MDR)

Reconciliation required between actual deliveries (as per Supplier Delivery note) and Monthly Delivery Report. Important to have robust system of recording all material that arrives on site and good control at site boundary.

12

Information Needed on Timber Delivery Tickets for Kingsgate House

1 Supplier identification (name and address of the certified supplier providing the timber or timber products) 2 Willmott Dixon site delivery address 3 Product identification (SW Linings, OSB sheets, skirting etc.) 4 Volume (m3) or dimensional quantity of each product supplied 5 Date of delivery to site 6 Formal claim for each certified product 7 Proof of certification (the Chain of Custody number of the supplier i.e. BMT-PEFC-1234)

Why is Project Certification Important to PEFC UK?

PEFC-certified materials have been used before in high profile projects such as Bridport House: Bridport House - the tallest residential timber building in Europe Used engineered cross-laminated timber (CLT) Made from PEFC-certified spruce CLT panels manufactured in Austria by Stora Enso

Cross-Laminated Timber (CLT)

CLT, like Glulam, is commonly made from Spruce or Larch, generally from PEFC-certified forests Created by gluing together thin laminates of timber to produce strong, solid beams and panels The CLT panels and beams are pre-fabricated within a precision, factory-controlled environment Acts as a natural and renewable alternative to steel and concrete

39

Why is now a Good Time for PEFC to Promote Project Certification?

CLT and Glulam is becoming an increasingly popular choice of construction material the majority of it is available as PEFC-certified

40

Why is now a Good Time for PEFC to Promote Project Certification?

FSC have committed to increasing their project certification fees in 2014. The AAF related to project certification shall be calculated as 0.01% (one-hundredth of 1%) of the overall cost of the project. A 100 million project would cost 10,000 PEFC UK have a standard notification fee of 500

41

Benefits of PEFC Project Certification

All participating sub-contractors dont have to be individually PEFC Chain of Custody certified Access to markets Inspiring confidence Compliance with legislation and corporate CSR policies Availability and choice Competitive advantage
42

Encouraging Project Certification

Engage with the contractor early in process Talk to suppliers about potential projects Make contractors and clients (e.g. Property developers) aware of Project Certification and the benefits it provides Make it the norm for certain clients Supermarkets etc.
43

PEFC Records and Questions

Where do PEFC NGBs record sites with Project certification? PDS? New Information Register? What should the fees be for Project certification? e.g. In the UK fee is 500 + certification body audit costs Is dual certification acceptable?
