March 20,2001 - The Associate Administrator for Civil Aviation Security provided
a classified briefing to the Chairman of the House Aviation Subcommittee,
Representative John Mica, on a variety of aviation security issues, including
current threat assessment against US air carriers.
Distribution of Information Circulars, Security Directives and
Emergency Amendments based on current threat information.
TSIS works with the agencies that produced classified or law enforcement
sensitive information, to obtain an unclassified version. This allows
distribution of the information to employees of airlines and airports who need
to know the information but cannot receive it at a classified level.
IC's, SB's and EA's are sent by the most expeditious means available to the
airlines, airports or other regulated parties that must act on them and to others
in the industry for information. For example a SD with new requirements for
U.S. air carriers would be posted on a secure web board for all carriers hi
addition to being distributed directly to them by the Principal Security
Inspector for that air carrier. It would also be sent via email to all TSA/FAA
elements inspecting or otherwise concerned with U.S. air carriers and delivered
or transmitted to U.S. airports with an interest in the matter.
SD's, EA's and IC's contain Sensitive Security Information (SSI) protected by
49CFR1520.

A clarification, I just got the list of attendees, Major John Kelly and Capt. Martha Catalone of Mass
state Police attended the May 15 brief. Torn Kinton and Delcine Gibbs, of Logan were invited but did
not attend. This means that Lawless was theonlv guy from Logan that we have documented as
getting a brief, other than the State Police.r~r

We gave many there in BOS (on May 15) a temporary clearance to receive the brief.

Briefings Provided by the FAA to Logan
In March 2001, the FAA began a series of intelligence briefings for all category X
airports.
As part of that effort, Pat McDonnell, Director of FAA's Office of Civil Aviation
Security Intelligence, and one analyst, traveled to Boston on May 15,2001, where they
gave a classified briefing at Boston Logan Airport. Major John Kelly and Captain
Martha Catalone of the Massachusetts State Police attended. Massport Aviation Director,
Tom Kinton, and Alternate Airport Security Coordinator, Delcine Gibbs, were invited but
did not attend. A few weeks earlier, McDonnell and staff presented the same briefing to
Airport Security Coordinator, Joe Lawless, during his visit to the FAA in Washington.
As mentioned earlier, Logan Airport was provided FAA Security Information Circulars
and Security Directives when they were issued. These documents were faxed to the
Airport Security Coordinator for Logan.
Threat Overview Briefings for Category X Airports, Spring 2001
Classified threat overview briefings were presented to cleared officials at Category X airports
between March and May 2001. The information presented in the briefings was current as of
March 2001 and updated as developments warranted.
The following table lists the airport officials briefed, along with the dates and locations where the
presentations took place.

*O'Hare officials were invited, but did not attend the briefing on May 4. Briefings for Honolulu
and San Juan officials could not be set prior to September 11, due to clearance, budget, and
scheduling difficulties.
