MV (6.6 kV) SWITCHGEAR 1.0 GENERAL 1.1 SCOPE 1.1.1 This specification is intended to cover design, engineering, procurement,

manufacture, inspection and testing at manufacturers works, packing, loading, forwarding, transport and delivery to site, erection / installation, testing and commissioning at site of following MV Switchgears : 1) 6.6 kV main switchgear (105-MVSP-1001) 2) 6.6 kV emergency switchgear (105-MVSP-1002) 1.1.2 1250A, 25kA 1600A, 25kA SLD No. : G3IR-1050-65-DW-3002 SLD No. : G3IR-1050-65-DW-3002

This specification prescribes the minimum technical requirements for medium voltage switchgear required for operation on a 3-phase, 3-wire, 50 Hz, resistance earthed system. Switchgear shall be designed for operating voltages 6600 Volts and highest system voltage of 7200 Volts.

1.1.3

The equipment shall be a complete, manufactured assembly consisting of enclosure, bus bar systems, motor starters, circuit breakers, contactors, relays and other items as described in the single line diagrams, datasheets that form part of the material requisition.

1.1.4 1.1.5

Supplier shall furnish any special tools for installation and maintenance. It is not the intent to specify completely herein all details of design and construction of the equipment. However, all components shall conform in all respects to high standards of design engineering, materials of construction, workmanship and shall also be in line with the current practice for reliable and efficient functioning of the equipment and be capable of performing in continuous commercial operation in a manner acceptable to the Owner.

1.1.6

Supplier is required to carefully examine and understand the specifications and seek clarifications, if required, to ensure that he has understood the specifications as intended by the Owner. In the absence of any specific clarifications made by the Supplier during bidding stage, the interpretation of Owner shall be final. The

All such points are required to be clarified during bidding stage. 1.1.7 The Supplier may also make alternate offer provided such offers are superior in his opinion, in which case, adequate technical information and justifications, operating feed back data etc. shall be enclosed with the offer, to enable the Owner to assess the superiority and reliability of the alternative offered without the need to seek any further clarification or explanation. In case of each alternative offer, its implications on the performance and definite advantages shall all be clearly brought out along with commercial implications, if any, for the Owner to make an overall assessment. In any case, the base offer shall necessarily be in line with this specification. An alternative offer without the base offer as per the specification shall not be considered. 1.2 REFERENCES 1.2.1 The switchgear and the associated equipment shall conform to the latest editions of following standards issued by BIS (Bureau of Indian Standards) and IEC unless otherwise specified. Each publication shall be the latest revision and addendum in effect on the date this specification is issued for Purchase, unless noted otherwise. Except as modified by the requirements specified herein or the details of the drawings, as a minimum, work included in this specification shall conform to the applicable provisions of these publications. The Switchgear technical parameters shall also conform to the provisions of Indian Electricity Rules and other statutory regulations currently in force in the country.

1.2.3

In case of any contradiction between various referred standards/specification/data sheets and statutory regulations, it shall be brought to the notice of Client for resolution. SERVICE CONDITION 1.3.1 Switchgear shall, in all respects, be suitable for operation under the service conditions stated in the RFQ. 1.3.2 Derating for the specified design ambient temperature shall be in accordance with the Suppliers recommendations. The Supplier shall factor into his component and busbar derating calculations and the elevated internal heat build-up within the board from the operating electrical equipment. 1.3.3 Switchgear shall have a design life of at least 25 years and periodic maintenance interval of greater than 5 years.

Power : 240 V AC 2.0 TECHNICAL REQUIREMENTS 2.1 GENERAL 2.1.1 The switchgear shall have the short-time thermal rating as specified in the data sheet and shall be capable of carrying the through fault symmetrical current for the shorttime specified and also withstand the dynamic stresses of the peak asymmetrical through fault current without damage or danger. 2.1.2 Circuit breaker shall not produce any harmful over-voltage during switching off induction motors, unloaded lines and unloaded transformers. Surge protective device shall be provided as specified elsewhere in the specification to limit over-voltage. 2.1.3 All the control coil supply (110 V DC supply) & Aux. Supply (240 V AC) shall be separate for each bus. 2.1.4 2.1.5 Cable entry shall be from bottom and bus-duct entry shall be from top. If supplier anticipates problems in terminating the medium voltage cables due to space limitations or due to his design, Cable alley of suitable depth shall be provided at the base for easy cable termination, wherever required. 2.2 BASIC CONSTRUCTION 2.2.1 The switchgear shall be metal clad, free standing, floor mounting and arrange to form single structure with a common bus bar assembly. 2.2.2 2.2.3 Earthing switches shall be designed for the busbar and each outlet. Safety shutters complying with IEC 62271-200 shall be provided to cover up the fixed high voltage contacts on busbar and cable sides when the truck is moved to ISOLATED position. The shutters shall move automatically, through a linkage with

Preferably it shall however, be possible to open the shutters of busbar side and cable side individually against spring pressure for testing purpose after defeating the interlock with earth switch movement deliberately. In case, insulating shutters are provided, these shall meet the requirements of IEC 62271-200 and necessary tests as per IEC 62271-200 Clause 5.103.3.3 shall be carried out. A clearly visible warning label "Isolate elsewhere before earthing" shall be provided on the shutters of incoming and tie connections which could be energized from other end. 2.2.4 All switchgear panels shall be of same height (max 2.4 m). Panels shall be bolted together to form a continuous flush front switchboard suitable for front of board operation. All switches, operating handles, meters shall be between 300mm to 1800mm from the bottom of base frame of switchgear panel. For equipment heavier (e.g. withdraw able Circuit breakers, drawers) than 25 kg, a lifting device shall be provided. 2.2.5 The switchgear shall be designed for arc containment, such that a fault within the switchboard will not injure personnel standing in front of the equipment. 2.2.6 Pressure resistant separation shall be maintained from Cabinet to cabinet. Pressure relief shall be ducted to the top of the cabinet. An arc failure in the cable compartment shall not lead to a busbar failure after the panel has been switched off by circuit breaker. 2.2.7 Each assembly shall be suitable for future extension at each end. Removable endplates shall be provided for access to the horizontal bus bars and wireways. Each shipping section shall have facilities for lifting, and base construction for rolling or skidding. 2.2.8 Vertical sections shall have horizontal and vertical wireways, and each vertical wireway shall have its own full-height hinged door or access panel. Doors shall be equipped with gaskets to exclude dust. Holes or slots in wireways, and other metal members for routing of wires, shall be provided with bushings or grommets. Provisions shall be included for supporting the cables from the gland plate to the individual switchgear compartments. This may be tray or plastic trunking. 2.2.9 Equipment compartments, bus compartments, cable compartments, and wireways shall be completely isolated from each other by steel barriers or baffles. The insulated

MV (6.6 kV) SWITCHGEAR bus bar compartment shall be pressure resistant and shall be separated from circuit breaker and cable connecting compartments. 2.2.10 Safe access to each cable compartment shall be possible with adjacent circuits energised. Each incoming and outgoing switching device shall be housed in an individual compartment with internal separation. 2.2.11 The switchgear enclosure shall maintain a degree of protection of at least IP4X with cubicle doors closed, and IP20 with doors open and withdrawable units removed. The substation floor shall not be considered to be part of the enclosure. 2.2.12 The circuit breaker (CB) and PTs shall be mounted on separate individual trolley and shall be of draw-out type only. Cassette type breakers with common trolley for several circuit breakers are not acceptable. The Circuit breaker trolley shall be horizontal isolation and horizontal draw out type. 2.2.13 The circuit breaker trolley shall have three distinct positions - SERVICE, TEST and ISOLATED with positive indication for each position. All three positions must have latching facility and service and test position also must have mechanical locking facility 2.2.14 Cubicle doors shall be mechanically interlocked with isolating devices to prevent access to live equipment.. 2.2.15 All electrical or control function required for daily operation shall be located on the front of the panel door and operable without opening the doors. 2.2.16 Sheet steel used for fabrication shall be cold rolled, cold annealed. Minimum thickness of various members shall be as follows:Base Frame / Channel /Gland plate Load Bearing Members Internal Partitions : 2.5 mm : 2 mm : 1.6 mm

Construction shall be rigid and robust. All steel work shall be flawless and have a smooth finish. 2.2.17 The equipment shall be designed and manufactured to facilitate inspection, cleaning, repair and maintenance and to ensure absolute safety during operation, inspection and maintenance.

MV (6.6 kV) SWITCHGEAR 2.2.18 Withdrawable units which are mechanically identical but electrically have a different function or size shall be non-interchangeable, e.g., it shall not be possible to install a motor starter unit into a space for plain feeder unit of the same size. 2.2.19 Electrically identical components shall be mechanically interchangeable. 2.2.20 The breaker and the auxiliary compartments provided on the front side shall have strong hinged doors. Busbar and cabling compartments provided on the rear side shall have separate bolted covers with self retaining bolts for easy maintenance and safety. Breaker compartment doors shall have locking facility. Suitable interlock shall be provided which will ensure that breaker is OFF before opening the back doors. 2.2.21 Following operations shall be possible with the compartment door closed: Moving the withdrawable part from service position to test/ disconnected position and vice versa. Mechanical on/off operation of the main switching devices in

test/disconnected position only. Mechanical off operation in services position. Electrical on/off operation by switch mounted on switch gear or remote control switch located in control room. 2.3 On / Off operation of earthing switch.

CONTROL REQUIREMENT 2.3.1 The successful supplier shall develop and submit for owners approval of the detailed control schematics for controls, metering and protections with owners interface points clearly identified with switchgear terminal nos., following the stipulation of the specification and as required for efficient and trouble free operation of the system. The basic control scheme to be implemented in the switchgear shall be hardwired and should be developed as per approved schematics during detailed engineering. Alternatively Supplier may provide basic control scheme as a soft logic built in the protection relay. 2.3.2 The MV Switchgear shall be provided with one local-remote selector switch which shall energise auxiliary contactors for local or remote mode. Facilities in the form of suitable control switch in each panel shall be provided to close/open the circuit breaker in Isolated or Test position to facilitate commissioning /

Suitable interlocks shall be provided to prevent any close / open operation from local when the circuit breaker is in service position. 2.3.3 In remote mode, outgoing motor feeders shall switching ON and switching OFF facility controlled by DCS/ PLC or remote control station / panel (LCS) and shall be finalised during detail engineering. 2.3.4 Each panel shall have two separate limit switches, one for the Service position and the other for Isolated or Test position. Each of these limit switches shall have at least four (4) contacts which shall close in the respective positions. 2.3.5 Changeover requirement In 6.6 kV emergency switchgear (105-MVSP-1002) Suitable bus transfer facility shall be provided for smooth changeover of power supply from normal Supply to emergency supply of switchgear. Normally, normal power incomer (Bus-B) and bus coupler shall be closed. When normal power fails, DG start command shall be generated (logic shall be given later) to initiate DG start. After voltage build up,, emergency incomer (Bus-A) shall be closed and bus coupler remains open. Normal power restoration : It shall be done manually. The DG incomer shall be tripped after some time delay from normal incomer manual Closing and bus coupler Closing. Momentarily parallel shall be there while changeover is taking place. 2.4 PROTECTION REQUIREMENT 2.4.1 Relays shall be provided on a panel forming the upper portion of each circuit breaker and contactor cubicle, as detailed on the Single line diagram / data sheets. 2.4.2 For detail of protection, refer Drawing no. G3IR-1050-65-DW-3002 (6.6 KV Single line diagram) 2.4.3 Sockets shall be provided to facilitate routine maintenance checks of all relays by secondary injection while the circuits are in normal operation. 2.4.4 Thermal electric relays for motor protection shall comply with the requirements of IEC:60255-8. 2.4.5 2.4.6 Performance of relay contacts shall comply with the requirements of IEC 60255-23. All protection relays whose operation results as tripping, shall have targets or equivalent indicators that can only be reset manually and locally.

MV (6.6 kV) SWITCHGEAR 2.4.7 Protection relays shall have hand-reset facilities and clear operating indication, e.g. light emitting diodes. Non-tripping relays may be self-resetting if an indication of operation remains until hand reset. 2.4.8 Protection of DG shall be part of AMF panel. This incomer shall be interlocked with AMF. 2.4.9 PROTECTION RELAYS Relays shall be numerical type having dust proof covers. Relay bases shall be keyed to ensure correct contact alignment and shall include retaining clips for the relay. Where similar relays and timers are used for different coil operating voltages they shall be non interchangeable. Relays shall have a means of visually indicating they are energised. Timers shall have indication that they are energised and that the timing is in progress. The coil voltage shall be as specified with the minimum voltage to pull in and maintain no lower than 85% of the nominal control voltage. The relay shall not drop out at any voltage above 60% of the nominal control voltage. All numerical relay shall have key pad / keys to allow relay settings from relay front. All hand reset relays shall have reset button on the relay front. Relays with multiple trip and alarm functions shall have separate operating contacts for each function wired out to separate terminals. Test blocks for injection testing of relays and measuring devices shall be provided on each panel. Current injection test blocks shall be provided with short circuiting links. All the numerical relays shall have at least a rear port supporting IEC 103 protocol and a local front port for communication with a laptop. Relays shall have self diagnostic feature with self check for power failure, programmable routines, memory and main CPU failures. Design of the relay must be immune to any kind of electromagnetic interference. Vendor to submit all related type test reports for the offered model along with the offer.

2.5.3

Bus Coupler shall be provided with the following metering equipments: Double voltmeter and phase selector switch (Analog) Ammeter and phase selector switch (Analog) synchro-scope

2.5.4

All outgoing feeder circuit breakers shall be provided with multifunction meter, watt meter, watt-hour meters and an ammeter. In motor feeder, current signal for LCS shall be via Interposing CT (Ratio 1 / 1 A) of suitable burden.

2.5.5

Generally, following minimum nos. of indication lamp shall have to be provided on each feeder : LEDs Visual indication provided on the panel front to indicate the status

ANNUNCIATION 2.6.1 Annunciation shall be Static type along with alarm. Annunciations shall be repetitive type and shall be capable of registering the fleeting signal. Facia test facility shall also be provided. 2.6.2 2.6.3 It shall be flush mounted having 12 facia along with appropriate labels on each facia. A 'DC fail test' push button will be provided to test the lamp circuit of the scheme. 2.7 AUXILIARY SUPPLY 2.7.1 Supplier shall provide adequate rated switch / MCB to receive these supplies, and suitable switch and fuse or MCB in each sub-circuit as per requirement. 2.7.2 AC auxiliary supply for control, indication etc. shall be received via control transformer and it shall be sized for the entire board. 2.7.3 DC auxiliary supply for control, indication etc. shall be received directly through MCB in switchboard with monitoring facility (DC fail Relay and alarm/indication). 2.7.4 The space heater supply & Spring charging motor supply shall be tapped from AC auxiliary power supply received through control transformer and distributed throughout the switchboard in the similar manner.

3.0

COMPONENT SPECIFICATION 3.1 CIRCUIT BREAKERS 3.1.1 Circuit breakers shall comply with IS 13118 / IEC 62271 suitable for uninterrupted duty. 3.1.2 Circuit breakers shall be 3 pole, Vacuum break type (VCB) and of horizontal draw out construction. 3.1.3 Automatically operated shutters with padlocking facilities shall be provided to screen bus bars and cable connections when circuit breakers are withdrawn. 3.1.4 Circuit breakers shall have facilities for manual closing and tripping with mechanical indication. Mechanical safety interlock shall be provided for safe operating and movement of the breaker. 3.1.5 3.1.6 Operating mechanisms shall be trip free with anti-pumping devices. The closing mechanisms shall be stored energy spring type. Springs shall be charged manually, and also by electric motor.

MV (6.6 kV) SWITCHGEAR 3.1.7 The tripping mechanisms shall have a mechanical device and a dc shunt trip fitted with trip circuit supervision. 3.1.8 Provision shall be made for remote closing and tripping of the circuit breakers with electrically operated mechanism. A 'local / remote' selector switch shall also be provided.. 3.1.9 Mechanical indicators shall be provided on the breaker trucks to indicate OPEN / CLOSED conditions of the circuit breaker, and CHARGED / DISCHARGED conditions of the closing spring. An operation counter shall also be provided. These shall be visible without opening the breaker compartment door. 3.1.10 The breakers shall be provided with minimum 6 NO and 6 NC contacts, wired and available for use. 3.1.11 Service and test positions of the breaker shall have monitoring switch having 2NO+2NC contacts. 3.1.12 For Vacuum circuit breakers, contact wear indicator shall be provided, it shall be viewable while the unit is in service. 3.1.13 Closing coil and other associated auxiliary relays shall operate satisfactorily at all voltages between 85% and 110% of the rated control voltage. The tripping coil and other associated relays shall operate satisfactorily at all voltages between 70% and 110% of the rated control voltage. 3.1.14 The circuit breakers controlling capacitors shall be suitable for energizing and deenergizing the rated capacitor bank. 3.1.15 The circuit breakers controlling motors shall be suitable for DOL starting & stopping induction motor a number of times. VCB shall have provision to limit over voltage to the value safe for motor insulation. Unless otherwise specified this value shall be taken as 2.5 times the rated voltage. 3.1.16 Cable earthing facility shall be provided in the circuit breaker for discharging of power cable through the circuit breaker contact with circuit breaker in drawn-out position. An integral earthing arrangement shall be preferred. 3.1.17 Positive earthing of circuit breaker frame shall be maintained at every position of circuit breaker. The earthing contact shall be line/scrapping type and not of point type.

MV (6.6 kV) SWITCHGEAR 3.2 BUS BARS 3.2.1 Main horizontal bus bars shall be completely isolated with both front and rear barriers. 3.2.2 Phase designation and rotation shall be R-Y-B. Phase R shall be located at the top and/or right when viewed from rear of equipment. Busbar cross-section shall be uniform throughout the length of switchgear. 3.2.3 Bus bars shall be fully insulated, hard drawn, Aluminium, and mechanically braced for the asymmetrical short circuit current. Bus bars shall have a continuous current rating as shown on the datasheets / single line diagram. Bus bar clearances and creepage distances between phases and phase-to-earth shall be those applied to bare conductors. 3.2.4 The bus bars in the bus bar compartment shall be completely covered with insulation made from suitable material with durability to withstand the mechanical, electrical and thermal stresses to which it may be subjected in service. The insulation shall be color coded for phase designation and shall be so constructed that it can only be removed by destructive measures. The insulation of the bus bar joints and branching points shall be of equal quality to that of the main bus bars and shall be removable for inspection and easily replaceable. 3.2.5 The bus-bars shall be amply sized to carry the rated continuous current under the specified ambient temperature without exceeding the limits specified in IS: 8084. The thermal rating of the bus-bars shall be designed to withstand the system fault current for 1 seconds without exceeding the limiting temperature of 250C for bare conductor. Calculation for bus-bar sizing shall be furnished along with the offer. 3.2.6 All busbars shall be color coded, with Red, Yellow and Blue colour rings for easy phase identification at regular interval and at every power tap off point. 3.2.7 Busbar insulators shall be of arc and track resistant, high strength, non-hygroscopic, non-combustible type and shall be suitable to withstand stresses due to overvoltages, and short circuit current. Busbar shall be supported on the insulators such that the conductor expansion and contraction are allowed without straining the insulators.. Use of insulators and barriers of in-flammable material such as Hylam shall not be accepted.

All bolted joints shall have necessary plain and spring washers. All connection hardware shall have high corrosion resistance. 3.3 EARTHING AND EARTHING DEVICES 3.3.1 A G.I. earthing bus shall be located at the bottom and extend through out the length of each switch board and shall be easily accessible. Earth bus shall have sufficient cross section to carry the momentary short circuit current without exceeding the allowable temperature rise. 3.3.2 It shall be bolted/ welded to the framework of each panel and each breaker earthing contact bar. Provision shall be made to connect the earthing bus bar to the plant earthing grid at two ends. 3.3.3 Sufficient connection points with adequate terminating facilities shall be provided for termination of cable earth conductors. 3.3.4 All non-current carrying metal work of the switchboard shall be effectively bonded to the earth bus. Electrical continuity of the whole switchgear enclosure frame work and the truck shall be maintained even after painting. 3.3.5 Earthing switches shall be designed for the busbar and each outlet. The earth switch shall be designed for the rated short circuit current power of the switchgear and shall provide with safety feature in accordance with applicable codes and standards. 3.3.6 .All metallic cases of relays, instruments and other panel mounted equipment shall be connected to earth by independent stranded copper wires of size not less than 2.5 sq. mm. Insulation colour code of earthing wires shall be green. 3.3.7 Earthing wires shall be connected to terminals with suitable clamp connectors and soldering shall not be acceptable. 3.3.8 Looping of earth connections which would result in loss of earth connection to other devices, when a device is removed is not acceptable. However, looping of earth connections between equipment to provide alternative paths of earth bus is acceptable

Such earthing shall be made through links so that earthing of one secondary circuit may be removed without disturbing the earthing of other circuits. 3.3.10 The earthing device (switch) shall have the short circuit withstand capability equal to that of associated switchgear panel. 6 NO + 6 NC of auxiliary contacts of the earthing device shall be provided for interlocking purpose. 3.3.11 All hinged doors shall be earthed through flexible earthing braid. 3.4 CONTROL FUSES 3.4.1 All fuses shall be non-deteriorating high rupturing capacity, link type mounted in suitable fuse carriers or fuse bases, conforming to IS 13703. the fuse shall be HBC (high breaking capacity) type general purpose fuse links, utilization category gGin accordance with IS 13703-1. 3.4.2 3.5 One fuse puller shall be supplied along with each board.

SURGE ARRESTOR 3.5.1 The surge arrestors shall be provided for all motor feeders and shall be metal oxide, gapless type generally in accordance with IEC 60099-4 and suitable for indoor duty. 3.5.2 These shall be mounted within the switchgear cubicle between line and earth, preferably in the cable compartment. 3.5.3 Surge arrestor selected shall be suitable for non-effectively earthed system and rating shall be in such a way that the value of steep fronted switching over voltage generated at the switchgear terminals shall be limited to the requirements of switchgear. 3.5.4 Test certificates shall be submitted for surge suppression device so provided.

3.6

SWITCHGEAR WIRING 3.6.1 Terminals for different voltages shall be segregated and terminals for service above 50V shall be shrouded.

MV (6.6 kV) SWITCHGEAR 3.6.2 Engraved core identification plastic ferrules marked to correspond with panel wiring diagrams shall be fitted at both ends of each wire. Number 6 and 9 shall not be used for wire identification. 3.6.3 Ferrules shall fit tightly on wires and shall not fall off when wire is disconnected from terminal. All wires directly connected to trip the circuit breaker shall be distinguished by the addition of a red colored unlettered ferrule. 3.6.4 Auxiliary Contacts The contacts of all limit switches and all breaker / Contactor auxiliary contacts located on truck portion and fixed portion shall be silver plated, rated to make, carry and break 5A, 110V DC (Inductive) / 10A, 240V AC. Contacts of control plug and socket shall be capable of carrying the above current continuously. Auxiliary Contacts of breaker / Contactor may be mounted in the fixed portion or in the withdrawable truck as per the standard practice of the manufacturer, and shall be directly operated by the breaker operating mechanism. Auxiliary contacts mounted in the fixed portion shall not be operable by the operating mechanism, once the truck is withdrawn from the service position, but remain in the position corresponding to breaker open position. Auxiliary contacts mounted on the truck portion, and dedicated for Owner's use shall be wired out in series with a contact denoting breaker / Contactor service position. With truck withdrawn, the auxiliary contacts shall be operable by hand for testing. 3.6.5 Inter-Panel Wiring Internal wiring shall be stranded copper PVC insulated, minimum cross section of 2.5mm2, except where it is subject to movement, where flexible cable in flexible conduit shall be used. Wires shall have numbered ferrules to match associated

terminal numbers and either crimped lugs or connected pressure clamp type terminals. Internal wire terminals shall be made with solderless crimping type tinned copper lugs which shall firmly grip the conductor. Insulation sleeves shall be provided over the exposed parts of lugs. 3.6.6 Cable compartments shall be designed to allow safe access to a compartment with all other compartments energised.

MV (6.6 kV) SWITCHGEAR Interconnection to adjacent panels shall be brought out to a separate set of terminal blocks located near the slots or holes, meant for the interconnecting wires. Arrangement shall permit neat layout and easy interconnections to adjacent panels at site and wires for this purpose shall be provided by Supplier looped and bunched properly inside the panels. 3.6.7 3.6.8 3.7 Undrilled removable gland plates shall be installed suitable for Buyer's cable glands. Where single core cable is terminated, glands plates shall be non magnetic.

TERMINAL BLOCKS 3.7.1 Terminal blocks shall be 1100 Volts grade, 10 Amps rated, made up of unbreakable Nylon 66, complete with insulating barriers, clip on type terminals, washers, nuts and identification strips. Marking on terminal strips shall correspond to the terminal numbering in wiring diagrams. All metal parts shall be non ferrous. 3.7.2 Terminal blocks for CT and VT secondary leads shall be provided with links to facilitate testing, isolation star / delta formation and earthing. Terminal blocks for CT secondary shall have the short circuiting facility. The terminals for remote ammeter connection etc. shall also be disconnecting type only. 3.7.3 At least 10% spare terminals for external connections shall be provided on each panel and these spare terminals shall be uniformly distributed on all terminal blocks. Space for adding another 10% spare terminals shall also be available in each panel. 3.7.4 There shall be minimum clearances of 250 mm between the terminal blocks and the cable gland plate and 150 mm between two rows of terminal blocks. 3.7.5 All panel wiring for external connections shall terminate on separate terminal blocks which shall be suitable for connecting two (2) stranded copper conductors of 2.5 sq. mm on each side.

3.8

SPACE HEATERS 3.8.1 Adequately rated anti-condensation space heaters shall be provided in each breaker panel and in cable alleys of the switchgear to maintain switchgear inside temperature. 3.8.2 Space heater shall be strip type, rated for operation on 240 V, single phase, 50 Hz. A.C. supply unless otherwise specified.

MV (6.6 kV) SWITCHGEAR 3.8.3 Each heater shall be complete with a rotary type ON/OFF switch, HRC fuse in the phase, neutral link in neutral and a control thermostat. 3.8.4 Isolator and link type HRC fuses for control of space heater for motor controlled by the motor starter / circuit breakers wired through auxiliary contact of the circuit breaker shall be provided. 3.9 INDICATING LAMPS 3.9.1 Indicating lamps shall be low burden type with series resistor. Lamps shall be LED type except where neon lamps are specifically called for. Lamp covers shall be provided with interchangeable coloured lenses of perspex or equivalent unbreakable material. It should be noted that lenses should not get discoloured in course of time, due to the heat generated by the lamps. 3.9.2 When neon lamps are used on D.C. circuits, they shall be tested for operation at specified D.C. voltage without any ripple content. 3.9.3 The colour of indicating lamp shall normally be the following unless otherwise specified :Red Green Amber White Blue RYB 3.10 C.B. CONTROL AND SELECTOR SWITCHES 3.10.1 Control and selector switches shall be of rotary type, provided with nameplate engraved with switch operating positions /switch description. 3.10.2 Breaker control switch shall be of pistol grip type spring return, with position indicator sequence interlock and normal after closing (NAC) contact (when specifically called for). 3.10.3 Selector switches shall have stay put positions with oval handle. The number of contacts and their operation in each switch shall be as per the requirement specified during drawing approval.

MV (6.6 kV) SWITCHGEAR 3.10.4 The switches and push buttons shall conform to utilization category AC11/DC11 as per IS: 13947. 3.10.5 Emergency stop push buttons, if specified, shall be lockable in pushed position. 3.11 INSTRUMENT / METERS 3.11.1 Meters shall be flush mounting and fitted on the front of the Switchgear. 3.11.2 Ammeters shall be scaled such that full load corresponds to between 50 and 80% of the angular deflection. Ammeters for motors shall have a compressed overload scale and a red line shall indicate motor full load current. 3.11.3 Meters and relays shall be capable of withstanding without damage the secondary currents associated with the Switchgear rated fault current flowing in the primary of current transformers taking into account current limiting effects of protective devices. 3.11.4 Unless indicated otherwise, low voltage equipment voltmeters and voltage coils shall generally be direct connected. Ammeters and voltmeters shall be class index 1.5. Watt-hour meters and maximum demand meters shall be class index 2.5 for indication and class index 1 for measuring supplies to/from third parties. 3.11.5 In analogue meters, Zero adjusters shall be provided for operation from the front of the cases. Dials shall be parallax free with scale marked in black on white background and shall be suitable for direct reading. 3.12 INTERPOSING CT 3.12.1 Outgoing motor feeders shall be provided with interposing CT required for remote indication purposes. 3.12.2 The cubicle arrangement for interposing CT (1/1A) shall segregate the switchgear equipment metering circuit and outgoing metering signals terminals. . 3.13 CURRENT TRANSFORMER 3.13.1 Current transformers shall be epoxy cast resin type and conform to latest edition of relevant Indian Standards. The design and construction shall be sufficiently robust to withstand thermal and dynamic stresses due to maximum short circuit current, available at the point of installation of current transformer. 3.13.2 Accuracy class and burden etc. shall be as per the attached single line diagram enclosed.

A rating plate as per IS 2705 shall be provided on each current transformers. 3.13.6 Current transformers shall preferably be capable of being left open on the secondary side with the primary circuit carrying rated full load current without overheating or damage. 3.14 VOLTAGE TRANSFORMER 3.14.1 Voltage transformers shall be epoxy cast resin type and comply to IS 3156, rated to ensure satisfactory operation of the connected devices and shall be of Class 3. 3.14.2 Secondary circuits of voltage transformers shall be earthed. 3.14.3 Accuracy class and burden etc. shall be as per the attached single line diagram enclosed. 3.14.4 The primary winding shall be protected by HRC fuses and secondary winding shall be by MCB in each phase except in the grounded phase of the secondary side. Secondary terminals of the P.T. shall be brought out suitably to a terminal block which will be easily accessible for testing and external connections. 3.14.5 Terminals shall be marked in accordance with relevant IS. 3.14.6 The V.T. shall be mounted on a with-drawable carriage. Shutters with padlocking facility, provided on high voltage sides, shall be so arranged that the live orifices are automatically closed when the V.T. is withdrawn. 3.15 TIMERS 3.15.1 The timers shall be electronic, pneumatic or synchronous type with manual/ auto reset features as per the functional requirements. The timers shall be ON delay or OFF delay type as required. 3.15.2 The repeat accuracy shall be 0.5% or better.

Supplier shall submit the same for owners approval. 3.16.2 All locks and exchange box sockets shall have individual circuit number labels, visible with and without key in lock. 3.16.3 These systems shall include wall or switchgear mounted key exchange boxes where necessary. 3.17 CABLE TERMINATIONS 3.17.1 Cable entry to switchgear shall be from bottom of the switchgear. 3.17.2 Ample space shall be provided in the cable compartment to accommodate PVC insulated aluminium conductor cables as specified in the Data Sheets / single line diagram and suitable arrangement for termination of the cable as specified shall be provided. The termination arrangement of multiple cables shall permit connecting and disconnection of individual cables without disturbing the other cables. 3.17.3 Removable undrilled gland plate shall be provided for termination of cables of number and sizes as specified. 3.17.4 Access for cabling shall be from the rear/front. The cubicle width shall be adequate for a cable jointer to enter and work within the cubicle during cable joining. 3.18 CABLE GLANDS 3.18.1 Cable glands shall be of nickel plated brass unless otherwise specified. 3.18.2 Single compression type cable glands shall be used up to a cable size 35 mm2, above that cable size double compression type glands shall be used which shall have PVC shroud for additional weather protection in case of outdoor application. 3.18.3 Entry thread of cable gland shall be compatible to the entry thread provided in the equipment. If required, suitable reducers/adapters shall be used. 3.18.4 The cable glands shall be mounted on a removable gland plate, provided at a minimum height of 75 mm from the bottom of the switchboard. Two number spare knockouts of size 20 mm shall also be provided on the gland plate for future use.

Labels shall be engraved, laminated plastic secured by screws. Duty labels shall have black characters on a white background and warning labels shall have black characters on a yellow background. Labels shall be installed for the following: Suppliers name and type Switchgear title - top/centre. Circuit nameplate - front and rear (if accessible), on each unit. Rating plate - inside each unit, indicating nominal and maximum rating. Instrument nameplate - on incomers. Component nameplate - in compartments having duplicated items such as fuses. Busbar phasing Year of manufacture Order Item No.

Components shall be marked with their ratings and any other essential data. Where current transformer rating plates are not visible when installed, a duplicated plate shall be installed in a suitable position. 3.21 ACCESSORIES A complete set of any special tools required for operation, maintenance and testing of the Switchgear shall be provided by switchboard vendor.

MV (6.6 kV) SWITCHGEAR 4.0 SPARE PARTS Bidder shall submit list of spares recommended by him for satisfactory operation of the switchgear for first two (2) years and rate for each spare shall also be quoted. The purchaser will decide the actual quantity of spare parts to be ordered on the basis of the prices of the spare parts, quoted by the bidder.

5.0

INSPECTION, TESTING AND ACCEPTANCE a) During fabrication, switchgear shall be subject to inspection by the Owner / Owners Consultant or by an agency authorised by the owner. Manufacturer shall furnish all necessary information concerning the supply to Owners inspectors. MV (6.6 kV) SWITCHGEAR c) Copies of evidence of tests shall be submitted together with any other data relevant to the tests carried out. Equipment shall not be dispatched unless the test certificates have been approved by the Buyer. d) Acceptance Tests Acceptance tests shall be as follows: A general visual check shall be carried out. This shall cover measurement of overall dimension, location, number and type of devices, location and connection of terminals etc, Manual and electrical operation of Circuit Breakers. Relays shall be checked under the worst conditions of auxiliary supply voltage. Dry insulation test with power frequency voltage shall be conducted for the main and auxiliary circuits. Insulation resistance of the main and auxiliary circuits shall be checked before and after power frequency voltage withstand test. Operation check shall be carried out for every control function /interlocks as per the schematic diagrams by manually simulating fault conditions and operation of control switches/relays etc. For equipment bought from other sub-suppliers, certified test reports of tests carried out at the manufacturers works shall be submitted. Normally all routine tests as specified in the relevant standards shall be conducted by the sub-supplier at his works. Interchange ability of similar modules shall be checked on a random basis. This may be done on one module of each size.

6.0

SHIPPING AND HANDLING a) Switchboard shall be shipped in sections to suit ease of handling for transportation and installation.

MV (6.6 kV) SWITCHGEAR b) Each shipping section shall be provided with supports in the form of suitable steel sections, lifting eyes etc. to maintain alignment of parts during shipping, handling, hoisting and installation. c) Location of lifting points shall be clearly marked on shipping containers and on drawings. Each shipping section shall have its weight and centre of gravity clearly marked on the container. d) e) Withdraw able circuit breakers shall be shipped separated from their housings. Preparation for shipment shall protect the switchboard auxiliary devices, accessories, etc. against corrosion, dampness, and breakage or vibration injury during transportation and handling. f) Each shipping container shall be identified with the contents, purchase order number and item number. g) Instructions shall be provided for reassembly of sections in the field. Where bus wiring has to be reconnected after assembly, pre-terminated and ferruled wiring looms shall be provided.

7.0

DRAWINGS AND DOCUMENTS The Vendor shall furnish drawings in accordance with SDDC form, enclosed with the Bid.
