At the top of the stretch, Ibarra pulled away by as much as seven lengths, winning by five over Hieroglyphics. Go Army came in third and Shining Fame last. Ibarras owner, Mandaluyong Mayor Benhur Abalos, was pleased at his horses performance, saying Im glad Ibarra ran a good race. Our stable is proud that our hard work has paid off, and we are very happy that he did not disappoint his fans and gave them good entertainment. From the United States came a message from thoroughbred agent John Turner, who said, CongratulationsAm delighted that Ibarra is back on track and winning your big races. Ibarra is an island-born horse who was bred in the US by sire Yonaguska out of broodmare Fire Down Under, and born on Abalos ranch in Batangas.

RACK icon Ibarra proved he was in peak condition when he won the 15th Philippine Charity Sweepstakes Office First Gentleman Silver Cup on 18 April 2010 at San Lazaro Leisure Park. Ibarras rider, jockey Jesse Guce, deftly executed a canny strategy to place his magnificent mount in the best position to win the 2,050-meter race despite a challenge from comebacking Go Army, who was sidelined for several months after his aggressive 2YO season. At the jumpout, Go Army took the lead while Ibarra paced behind a length off, followed by Hieroglyphics and Shining Fame. A couple of hundred meters later, Ibarra took the lead by half-a-length, and at the backstretch put more ground between him and his three other opponents, who were hard pressed to chase the speedy frontrunner.

3YO island-born colt demolished the field to win the 27 February 2011 PCSO Freedom Cup at the Manila Jockey Clubs San Lazaro Leisure Park. Outstanding favorite Magna Carta, owned by Michael Dragon T. Javier, negotiated the 1,500meter race with ease, running wire-to-wire and winning by ten lengths.

Steered by Philippine Sportswriters Association 2010 jockey of the year Jesse Guce, Magna Carta clocked a brisk 1:34 and stamped himself as the one to watch in this years forthcoming 3YO stakes races. Emmanuel Kings Hi Money came in second, followed by Ralph Javiers Arvindugo in third and RMR Equine, Inc.s Yellow Citizen in fourth.

PCSO directors and officers present to witness the race and to award the trophies to the winners were chairperson Margarita Juico along with her husband Dr. Philip Ella Juico, general manager Atty. Jose Ferdinand M. Rojas II, assistant general managers Betsy Paruginog, Julieta Aseo, and Benigno Aguas, department managers Atty. Jose Malang (also chairman of the PCSO Committee on Races), and Josefina Sarsonas, as well as assistant department manager Orlando Malaca and division chiefs Reynaldo Empremiado and Desoto Tupaz (vice-chairmen of the Committee on races). Magna Carta is trained by Ray Henson and is from the Royal Maverick Ranch of Javier, Leyte mayor Leonardo SandyJavier Jr., who accepted the award as winning breeder. He is the father of Magna Cartas owner and is a long-time horseowner and breeder, well-respected in the industry with many contributions to the sport. Magna Carta has an impressive lineage Woodman out of Pledge the Fifth by Danzig which tends towards the speedy side resulting in a sprinter of this caliber. Time will show if Magna Carta will pick up the flexibility that will allow him to perform as a stayer when he gets older, since races for older horses are usually held over longer distances.

Thats what transpired during the 27 March 2011 Philippine Charity SweepstakesOfficesponsored Special Maiden Race at San Lazaro Leisure Park. It is a PCSO racing rule that a trial race for all the declared entries be held before the actual race. Punters take note of who wins the trial, the placers, and their running forms. Their analysis serves to guide them in picking the winner when betting on the actual race. But since all the entries have to do is pass the trial its usually a matter of compliance

the horses connections prefer to not push their horses in an effort to minimize risks to their safety and preserve their condition as much as possible, so that they are not burned out or injured before the race. Thats why when a precocious filly named Ooh La Las Gold, owned by Eduardo Dimacuha, won the March 15 trial, bettors sent her off as the second favorite on raceday. Another filly, Mayor Benhur Abalos Tiger Run, was the favorite. But it was third choice Smart Guru, a chestnut colt owned by

Honorato Neri, that scored an upset in the PCSO race for 3YO beginning their career. Piloted by ace veteran Antonio Alcasid Jr., Smart Guru carried 54.5 kgs, 1.5 kgs more than the two fillies. Sired by American stallion Conquistarose out of Australian mare Crazy Bout You, Philippinebred Smart Guru clocked 1:23 for the 1,300-meter journey to win the P300,000 purse. Jeci Aquino Lapuss Wanna Change, the favorite, against a tough field of 3YO. With jockey Jonathan Hernandez on top, the tandem hung back just behind frontrunner Gold Field, the second pick, which was also second-placer to Wanna Change in the trial held a couple of weeks earlier. Hernandez put Wanna Change into higher gear at the far turn,

leaving Rosenda Ann Ocampos Gold Field five lengths behind to eat his dust, as he stopped the clock at 1:17.5. Andre Angelo Santos Sunshine came in third. CSO and East Avenue Medical Center (EAMC) in Quezon City inaugurated TahanTahanan on 14 January 2011. Tahan-Tahanan is devoted to the care of children suffering from cancer. Occupying the hospital basement, the facility is manned by a multi-disciplinary team of pediatric oncologists, nurses, psychologists as well as parents and volunteers. It is a joint project of PCSO

and EAMC. PCSO will provide EAMC with P3 million to cover the cost of conversion of the EAMC After-Care Unit into a halfway home for young cancer patients, especially those coming from the provinces. Tahan-Tahanan was formerly known as the Center for Life Improvement and Health Development, or Child House for short. PCSO earmarks P1.2 million every year for its upkeep. Chairperson Margarita P. and EAMC Director Roland Cortez signed the agreement during the inauguration. Ms. Juico cut the ribbon to inaugurate the facility. She then led the inspection of the rooms for child cancer patients and admired the exhibit artworks at the lobby. be applied to charity initiatives. His idea is that the basic concept of PPP can also be applied to other activities that are nonprofit oriented and not related to infrastructure and large-scale projects. Here is an excerpt from his speech at the convention:

HE International College of Surgeons-Philippine Section once more invited PCSO general manager Atty. Jose Ferdinand M. Rojas II to speak at its Mid-Year Convention last 5 May 2011 in Baguio City. It was the second time GM Rojas had been invited to speak before the ICS. The first time was

last year at the organizations 37th World Congress, where surgeon-members from all over the world converged in Manila.

In his address, GM Rojas discussed how President Benigno S. Aquino IIIs policy of PPP or public-private partnerships could

The theme for this event is quite interesting Health, Beauty, and Longevity in Harmony with Nature. As I reected upon it, I considered that it could signify a return to roots, a hearkening back to more natural times planted in the timeless cycles of growth. In the busyness of modern times, often marred by cynicism and materialism, we forget that what is simple is often what is best. And for PCSO it is very simple. Charity is what we are all about.
Stripping modern society of its trappings and embellishments, we return to the core of things people. And nature, from which we have sprung. And this is one of the emergent ideas from this conventions theme, that a return to nature and natural things could lead us to health, beauty, and longevity. How may we go about this, with regard to the issue of health? President Benigno S. Aquino IIIs policy ofpublicprivate partnershipsor PPP could stand in good stead here.

Charity initiatives that might, at first consideration, seem to be prohibitive in cost, could in fact be afforded if taken the PPP route. PPP in its proper sense is related to infrastructure and other similar large-scale projects that cannot be effectively undertaken by government on its own due to lack of resources. A private company may link with government to provide the required goods and services, but there is the understanding that profit will enter into what is basically a business transaction. However, we can also think of PPP in other ways. In the case of charity work, a public agency such as the PCSO, that is mandated to give medical assistance to the needy, can link with private entities to bring about positive health outcomes that may not otherwise be possible. The motive for a charity PPP is not revenue generation, but to help make the lives we touch a little better, to ease some of the suffering we see around us, to be the ones to tip the balance from death - to life. One example that comes to mind is through organ transplantations. Last year, the case of baby Erica Buenaventura came to the attention of PCSO. A three-yearold suffering frombiliary atresia, her only hope for life was through aliver transplant. Formerly at PCSO, similar cases were sent to hospitals abroad, primarily inTaiwan. The cost was high, but exacting a much higher cost, a mental and emotional cost, was the anguish

suffered by the patient and family, who were separated from their support systems of family and friends at home. We needed a better way to do this in order to be able to help more patients and save more lives. It was a blessing when we discovered that there are Filipino surgeons here who have trained abroad and brought back to our country the required expertise. Last January, baby Ericas liver transplant was performed at The Medical City by an all-Filipino team of surgeons led by Dr. Vanessa de Villa. It was financially supported in part by PCSO. It was the first successfulpediatric liver transplantin the country. Baby Erica recently celebrated her birthday, she is now walking on her own, and is on her way to having the life she might not have had otherwise. Her case proved that through the cooperation of the public PCSO and theprivate hospitals,health care experts, and private donors a charity PPP can lay the groundwork for miracles to happen, for health to return, for beauty to flourish, for longevity to be possible. GM Rojas believes that through such initiatives, and through thinking on how to innovatively apply existing concepts, the spirit of the PPP idea and of President Aquinos other government policies may be made of more practical use to the general public that government is bound to serve, in more areas and activities than were originally conceived.

Bernardo, CESO I, deputy executive secretary for internal audit from the Office of the President, upon the invitation of PCSO chairperson Margarita P . Juico. According to the NGICS document, the NGICS is an initiative taken by the national government to affirm its commitment to the citizenry towards accountability, effective operations, prudence in finances,

and quality service. It unifies in one document existing Philippine laws, rules and regulations on internal controls to serve as a benchmark towards designing, installing, implementing and monitoring internal controls in the public service. A strong and responsive internal control system (ICS) is an essential component of an organizations internal and external processes. It can significantly enhance the integrity of operations and improve organizational outcomes and results to achieve sectoral goalsIn essence, the NGICS aims

to update and further broaden public sector understanding of internal control processes to sharpen agency capacity in their development, implementation, monitoring and evaluation. Participants, especially those from the PDOs, said the seminar was informative and looked forward to more such gatherings in the future, where PCSO officers based all over the country could enhance their work knowledge and skills, and touch base with each other in order to develop good relationships that will contribute to the smoother flow of agency service.
