We are on the brink of massive changes in access and delivery of health care. It isn t too late, but there isn t a lot of time to waste in making significant changes in the way we deliver care. The public might be confused about what health care reform means but that will not dampen their e!pectations for change. We can also be sure the government will do everything possible to meet public e!pectations without increasing government e!penditures. That means hospitals will need to find ways to do more with less. In every institution, financial management department was e!pected to allocate budget and should be involved and responsible for generating a funds needed to a propose activity or pro#ect for quality improvement and assurance for the member of institution and other matter. I suggest that all $ilipino citizens should be %hil&ealth member to avail all the adequate services and goods during hospitalization. 'o %hil&ealth membership should be e!panded. &ospitals should provide financial counseling to patients about their hospital bills and should make the availability of such counseling widely known. &ospitals should respond promptly to patients questions about their bills and torequests for financial assistance. &ospitals should use a billing process that is clear, concise, correct and patient friendly. &ospitals should make available for review by the public specific information in ameaningful format about what they charge for services. & o s p i t a l s s h o u l d m a k e a v a i l a b l e t o t h e p u b l i c i n f o r m a t i o n o n h o s p i t a l - b a s e d charity care policies and other known programs of financial assistance. &ospitals should have understandable, written policies to help patients determine if they qualify for public assistance programs or hospital-basedassistance programs. &ospitals should ensure that all written policies for assistinglow-income patients are applied consistently. In my institution, I want to modify the financial management because we are having the hard time to deliver quality patient care due to financial restrictions and incapability of many of our co-$ilipino citizens who lived in rural and urban areas. When the doctor ordered for laboratory e!ams, diagnostic procedures and medications. We addressed them in our hospital as critically poor or WWW stands for Walang Walang Wala, they really have the hard time complying to doctors and nurses for them to have quality management care. We referred them to domestic social worker and 'I(") group but then it s not enough to the continuation of quality care. 'ince it is a government hospital supporting citizens who can t afford health assistace, the politicians should e!tend their help by widening the the other benefits specifically the %hilhealth that should be e!panded.
