The Learner based evaluation results returned in the data indicate that there are key areas of quality that need to be addressed in relation to the determined benchmark. These areas include those found in; Evaluation Section 1 2 3 5 6 8 10 13 14 15 Area of Learner Focus Quality/Satisfaction Quality/Needs Quality/Satisfaction R.O.I/Needs R.O.I/Satisfaction R.O.I/Needs Quality/Needs Quality/Needs Quality/Satisfaction Quality/Satisfaction/Needs/R.O.I Targeted Areas Session/Information Delivery/Flow Identification/Target Learning Needs Learner Perceived Value Transportability of Resources Transportability of Learning Duration of Training Learner Support (Instruction) Training Environment Scheduling/Time Table Business Referral/Recommendation Benchmark Variance 0.55 0.35 0.05 0.15 0.15 0.15 0.35 0.45 1.05 0.25

The information gathered through Question 16, where the Learner was provided with the opportunity to respond in the form of Specific Comments, further adds weight to the data in the context of the findings. Some of the comments left included; The training was pretty good for the time we had. I felt a bit rushed as we only had four hours. If we had some more time I believe that I would feel more confident in my understanding I liked the content, but the time for the training was not convenient for me This was very difficult to get to. My workplace is very busy and I believe Ill fall behind due to the time in training Some parts of the training felt rushed to me. Ill need more support to make this work in my job The Trainer was very good. The time of the day was not good for me

Taking these comments into consideration when reviewing the findings from the statistical data, if adjustments were made to the day/time of the training and an allowance for either smaller groups or a reasonable extension of time were made, these strategies might support improvements.

The data collected through the formative quiz sheets provided information to identify the specific areas of the training that the participants were able and unable to demonstrate a working knowledge of. This data is represented in the graphs below. As an observation of the data and how it has been presented, it appears that in some areas Participant 4 may have copied participant 1s answers (or vice versa). Quiz 1 Results;

Participants

Participants A and B provided responses in the first activity that supported their diagnostic and self assessment in relation to their understanding of the key aspects surrounding basic familiarisation and understanding of the terminologies applied in the various areas of dangerous goods. Participants C, D and E indicated that prior to the training that they lacked in a number of areas in relation to understanding of the processes and principles of dangerous goods. The results here reflect that their self assessments were probably underrated when compared to their level of understanding. Most who have little or no knowledge return much lower results than those returned by Participants C, D and E. Quiz 2 Results;

Quiz 3 consists of more complex workings than the previous two quizzes. This appears to have returned results that are closer to the data collected in the diagnostic and self assessment. Although there are consistencies with the results achieved with Participants C and E, their workings and the errors made were not common, which indicates that the workings are their own. Quiz 4 as the final formative quiz is designed to put the entire working knowledge obtained in the methods of compatibility and segregation to work. As a multi-layerd activity this requires a good working knowledge to be obtained through the training and exercises beofre attempting the quiz. The results gathered here indicate that the working knowledge of the group appears to be consistent with the standards required to achieve the benchmark in the activity. Participant C shows a fairly solid result for their self assessed ablitity considering the complexity of the activity.

Benchmark

Through the analysis of the Formative Assessments conducted, the successful completion achieved by of 80% of the participants using the quiz sheets to meet the benchmark is a positive indicator that the training has provided a more substantial basis for supporting the Participants understanding of the content through measuring their ability to put the knowledge in to practice. Participant Ds final percentage was greatly impacted upon by their performance in quiz 3. This is one of the most abstract and complicated processes in the training, and as supported by their comments in the reaction feedback sheets (see Appendix 3) where their comments were; Some parts of the training felt rushed to me. Ill need more support to make this work in my job supports the need for the training to be more inclusive in areas, and for the timeframe for some aspects in the delivery to be expanded to support the learning process.

Assessment Records (Diagnostic Assessment)

In this section of the evaluation, the collection of Assessment Records (Diagnostic Assessment) was completed to capture and gather data and information supporting the quantitative and qualitative analysis of the Employees development and learning arising from previous training and on the job experience in order to measure their extent of current knowledge within the area. The following are representations of the Assessment Records (Diagnostic Assessment) completed by Employees. Their names have been omitted and the data presented in a manner as to remove any characteristics with potential identifying markers, e.g. age, location of workplace, job role, position, etc. The data presented has been reproduced as printed information to remove any distinguishing traits able to be attained through recognition of handwriting (as per policy and agreements).

Event Report (Data Analysis)

In this section of the evaluation, the collection of information from the internal Event Reporting system was completed to capture and gather data and information for analysis supporting the business metrics surrounding compliance and efficiencies within the operational process. Prior to undertaking the training in Dangerous Goods I was able to gather statistics from the organisations Event Reporting system. Event Reporting is a process where issues are logged from various areas of the business with the responsibility for rectification placed in the hands of the process owner. This allows the logging of a wide number of compliance breaches, delays and other impacts to return a dollar value on the impact placed upon the business through the identified practice. Fines and Infringements (Data Analysis)

In this section of the evaluation, the collection of information relating to Fines and Infringements was completed to capture and gather data and information for analysis supporting the business metrics surrounding compliance and efficiencies within the operational process. Prior to undertaking the training, the organisation had experienced a number of incidents where fines were issued for breaches. The figures for the three months prior to the training included;

Fines - August to November 2011

Inccorect Placarding

$23,000

$1,100

Inccorect Documentation No Placarding

$6,500

$12,000

$650

Insufficint Load Restraint Load Above Gate Height

The data collected from the end of November to the end of December provided for a snap shot of the shorter period, which even when adjusted to reflect the same time frame, returned a more positive result.

Fines - November to December 2011

$495
Inccorect Documentation

$1,600

Load Above Gate Height

The results indicate that there has been an improvement in the results, however the overall elimination of such adverse impacts on the operation will require a more wide spread approach to include the greater body of Employees in the training to fill any remaining gaps.

Appendix 10.0

Prosecutions (Data Analysis)

In this section of the evaluation, the collection of information relating to Prosecutions was completed to capture and gather data and information for analysis supporting the business metrics surrounding compliance and efficiencies within the operational process. Prior to the training program there had been three prosecutions; one for failure to apply placarding to a load that required placarding, this resulted in a fine of $23,000. Another for incorrect placarding, this resulted in a $12,000 fine. And on for incorrect documentation which resulted in a $6,500 fine. For the period of end November to end December there were no pending or resulting prosecutions. Thus the data here shows a significant improvement in business outcomes.

The discussions in most parts supported what was provided in the reaction sheets earlier, although Participant 4 provided a less elaborate set of responses, when on the reaction sheets there were specific comments made to the effect that more time and support would be helpful in applying the content to their job role. The No Thanks response to the question requesting additional comments leads me to believe that there may be something of a negative aspect lingering with this participant and they just wanted to get this out of the road and move on. Id suggest revisiting parts of the training informally with Participant 4 on the job to rectify any negative perceptions and address any gaps.
