Measuresforemploymentstimulation:

Unemploymentbenefit 50%ofminimumgrosssalaryoneconomyforaperiodof6 months:


Graduatesofeducationinstitutionsatleast16yearsold Graduatesofthespecialschoolsforyoungpeoplewithhandicapatleast16years old.

Bonus equivalentwith1minimumgrosssalaryoneconomy iftheyoungperson takeupajobwithregularworkingscheduleforatleast12months Abenefitinanamountequaltotheunemploymentbenefittowhichthegraduates wouldbeentitleduptilltheexpiryperiodofunemployment

Stimulatingthelabourmobility:

Employmentbonus(2minimumgrosswagesontheeconomy)forthe personwhotakeupemploymentinalocalityatmorethan50Kmawayfrom thelocalitywheretheyhavetheirstabledomicile Establishmentbonus(7 minimumgrosswagesontheeconomy)forthe personwhotakeupemploymentinanotherlocalityand,inconsequence, changetheirdomicile.

Stimulationofemployers:
Theemployerswhohiregraduatesareexempted,foraperiodof12 (18) months,fromthepaymentofsocialcontributiontounemployment budgetasacomplementtheyareentitletoa monthlysubsidizeof:
1minimumgrosssalaryoneconomyforthegraduatesofthelowercycleofthehigh schooloroftheartandtradeschools 1,2minimumgrosssalaryoneconomyforthegraduatesofthehighersecondary educationorofthepostsecondaryeducation 1,5minimumgrosssalaryoneconomyforthegraduatesoftheuniversitary education.

Financialsupportfornomorethan2 yearsequaltosocialcontributions grantedforeachpersonsthatremainemployed.

Specialmeasuresforemploymentofdisabled persons

Disabledpersonsmaybeemployedaccordingtotheirprofessionalbackground andlaborcapacity,attestedbythehandicapdegreecertificate,issuedbythe evaluationcommissionsatacountyleveloroftheBucharestmunicipality sectors Theemploymentofthedisabledpersonismadeinthefollowingforms: a)onthefreelabormarket b)atthedomicile c)inprotectedforms:


protectedworkplace authorizedprotectedunit.

Thepublicinstitutionsandauthorities,thelegal,publicorprivatepersons havingatleast50employeeshavetoemploydisabledpersonsrepresentingat least4%ofthetotalnumberofemployees

The authorizedprotectedunits shallbenefitfromthefollowingrights: exemptionfromthepaymentoftaxesforauthorizationuponestablishmentand forreauthorization exemptionfromthepaymentofthetaxonprofit,if atleast75%ofthe fund obtainedbyexemptionisreinvestedforrestructuringorforthepurchaseof technologicalequipment,machines,tools,workinstallationsand/or arrangementoftheprotectedworkplaces otherrightsgrantedbythelocalpublicadministrationfinancedfromitsown budget

Withaviewtostimulating theemployerstohiredisabledpersons,thereare grantedcertainrights,suchas:


thedeductionuponthecalculationofthetaxableprofitoftheamountsrelatedtotheadjustment oftheprotectedworkplacesandtothepurchaseofthetoolsandequipmentusedinthe productionprocessbythedisabledperson thedeductionuponthecalculationofthetaxableprofitoftheexpensesrelatedtothetransport ofdisabledpersonsfromthedomiciletotheworkplace,aswellasoftheexpensesrelatedtothe transportoftherawmaterialsandfinishedproductsfromandtothedomicileofthedisabled personshiredforhomework thereimbursementfromtheunemploymentinsurancebudgetoftheexpensesrelatedtothe professionaldevelopment,trainingandcounsellingandtotheemploymentofthedisabled persons governmentsubsidy,undertheconditionssetforthbythelawregardingtheunemployment insurancesystemandpromotingofmanpoweremployment.

Other rightsofdisabledpersonslookingforajoboremployed:

vocationaltraining reasonableadaptationtotheworkplace counselingduringthepreemploymentperiod,duringtheemployment,and duringthetrialperiod,byacounselorspecializedinlabormediation apaidtrialperioduponemployment,ofatleast45workingdays paidpriornotice,ofminimum30workingdays,granteduponthetermination oftheindividuallaborcontractfromtheinitiativeoftheemployerforreasons notimputabletohim/her thepossibilitytoworklessthan8hoursperday,asprovidedbylaw,incase he/shebenefitsfromtherecommendationoftheevaluationcommissioninthis regard theexemptionfromthepaymentofthetaxonsalary.

On2008December31,thenumberofpeople peoplewith withdisabilities disabilitiesemployed employedwas25.705(versus 21.906 at 31.12.2007) of which 2.607 are with severe degree, 19.357 pronounced degree, followedby those withmedium and light degree.
