ONE OF BALLANS most active and long-serving community group members has nally laid down his toolbox. Cam Banks was laid to rest at Ballan Cemetery last Friday after 93 years spent fascinated with tractors, engines, windmills and anything mechanical. He died at Ballan Hospital on November 21, surrounded by family. More than 300 people attended a service led by retired Uniting Church minister John Furness who also taught Mr Banks daughters Rhonda and Kayleen at school in Fiskville. continued pages 6 and 7

WOOLWORTHS IS coming to Moorabool and its bringing cheap fuel. Council ofcers granted a planning permit for the $6.9 million West Maddingley shopping centre by delegation on November 19. It was advertised on September 10 but never went through a Council meeting. The neighbourhood activity centre will be built on the corner of McCormacks Rd and what will become the Halletts Way extension. It will include a Woolies supermarket, associated petrol station and liquor outlet, small shops and 265-space carpark. The application stated the supermarket would cover 3800 sq m with a mall-style entry. The Woolies would also have an attached 200 sq m packaged liquor outlet which would open seven days a week (Mon-Sat 9am11pm and Sun 10am-11pm). The complex would also contain public toilets, a truck unloading bay and trolley bays. Developers have also set aside 1145 sq m for at least one cafe and 12 small retailers facing the forecourt or the carpark. In comparison, Bacchus Marsh Village Shopping Centre has 15,000 sq m undercover including a Coles and more than 40 small shops. Its carpark has 585 spaces. The West Maddingley applicant is listed as Northcote-based Polaris Property Group Director Fabio Mandarano. Other directors of Polaris include Lloyd Williams one of Australias wealthiest men. The land owner is listed as Bricland Nominees / Rancho Developments P/L. Its address at 632 Sturt St Ballarat is the same as Gull and Company Real Estate, whose principal is former South Melbourne footballer Stewart Gull. He was also the developer for Bellbrook Gardens Country Club Villages in Bacchus Marshs Underbank Estate. Public written submissions on the proposal closed September 18.

Choral group sings from the soul


A MOORABOOL CHRISTMAS tradition is back. After 10 years of making beautiful music, the Bacchus Marsh Choral group will get up and sing their hearts out again on Sunday December 8. From 3pm 35 singers aged from 40 to 90 will ll St Andrews Uniting Church in Gisborne Rd with everything from Away in a Manger to rare gems like Jesus Little Garden. The non-denominational event will also feature poetry readings and proceeds will go towards the Christmas Bowl appeal. Entry is by gold coin donation. We usually do two concerts in July and December. This event is suitable for all ages and the venue is wheelchair and pram-friendly, singer Marjorie Goodchild said. Weve been practicing for this every week since early September. Were a friendly group and new singers are always welcome. I think singing always makes you feel better. Its good for the soul.

Handbook update
THE NAPTHINE GOVERNMENT has released an updated edition of the Emergency Relief Handbook a guide for Councils and relief agencies offering support during a major emergency. The State Government has worked with the Red Cross on the book, which covers issues such as personal registration, food, water, non-food essential items, shelter, health and wellbeing. The handbook is available at www.dhs.vic.gov.au

Costly sabotage
By Kate Taylor Damage from a late-night vandalism spree is set to cost Moorabool Shire Council more than $20,000 in repairs. The crimes occurred on Saturday 23 and Sunday 24 November, with vandals targeting the heritage listed bandstand in Maddingley Park along with lighting a re in the Darley park toilets and attacking councils ofces at Darley and the adjoining primary school. Metal lace panels on the band stand were pulled out and destroyed in places; the damage is still being investigated and if repairable will cost about $1500, but if not repairable, the panels will have to be specically cast from scratch - the cost of which at this stage is unknown. Estimated costs for damage to the Darley Council ofces is about $15,000 after vandals broke 55 windows, damaged plumbing and damaged vehicles in the council compound. Nine windows were smashed at the primary school, and the gymnasium at the council ofces was also broken into. The arson attack on the Darley Park toilets is estimated to cost about $5000 to x. A spokesperson for the Bacchus Marsh Criminal Investigation Unit said detectives are awaiting the results of forensic examination of the school and council ofces, and video footage from the area is also being examined. We are investigating all possible leads and our enquiries are currently ongoing. If any members of the public have any information, they can contact Crime Stoppers if they wish to be anonymous on 1800 333 000 or Bacchus Marsh Police on 5366 4500. Moorabool Mayor Paul Tatchell said he is disappointed and angry at the actions of the vandals and said ratepayers have a right to feel the same way. There are better things the Shire could be spending this money on than having to pay for the mess left by these vandals, and I call on the community to assist council and the police if they have any information about these incidents, he said. Under Victorian law, there are hefty penalties in place for vandalism and grafti, including maximum nes of more than $29,000 and up to two years imprisonment.

Ready for an emergency


To better prepare council staff and emergency and social services staff from various agencies for the upcoming re season, a large-scale exercise was set up in the Ballan Council Chambers last Tuesday 26 November. The Chamber was transformed into a Municipal Emergency Coordination Centre (MECC), a relief centre was set up and Post Impact Assessment Responders were sent out. A realistic emergency scenario was staged, with everyone who would be involved in a real emergency assuming their roles for the exercise. As well as council staff, there were representatives from Vic Police, Red Cross, DHS and CFA.

Waterway fee scheme baffling


By Ebonnie Kombani WOODLANDS Ward Cr. Pat Toohey has criticised the State Governments announcement to waiver water licence fees if farmers move their stock off waterways. The comments follow Water Minister Peter Walshs announcement to reduce the fees by up to $2,100 for farmers who fence off Crown Land along rivers in partnership with their local Catchment Management Authority (CMA). Councillor Toohey, also a farmer, is not only concerned the move will create a nightmare in maintenance work but has questioned who is paying for the initiative. A lot of farmers have already tried this and it creates wild undergrowth. I have tried this on my farm, fencing off a section of the Moorabool River - it ended up creating two metre high weeds which attracted vermin, Cr Toohey said. It also could cause a serious re corridor if the area is not maintained. He said it appears that rural farmers are cross-subsidising the scheme. The money for this should be coming from the urban water users such as Ballarat and Geelong who benet from our reservoirs- and have done for more than 100 years- not out of the farmers pocket. He said 70 per cent of our catchment ends up outside Moorabool. It is ridiculous that urban water authorities are not contributing, Cr Toohey said. It is a simplistic approach that creates an enormous amount of work for farmers, there needs to be not only a waiver and reduction of fees but an ongoing payment to the landowner for maintaining access to water. He said if the Water Minister was serious about improving the health of our waterways, particularly the Moorabool River, recognised as the most stressed river in the state, he would facilitate environmental ows and do something about the polluted run off from the freeway. In response, Water Minister Peter Walsh said the fee waiver initiative had wide support originating from discussions Catchment Management Authorities were having in their work with local landowners. Cr Toohey is entitled to his opinion but he is off the mark because this very positive initiative is being funded through the Victorian Governments Securing Priority Waterways program, Minister Walsh said. In addition, water authorities do already fund river health improvements. Central Highlands Water conducts a range of activities, including upstream of the Moorabool Reservoir, and Barwon Water provides annual funding to the Corangamite CMA for works upstream of their storages. Organisations including the Victorian Farmers Federation and Environment Victoria have also given this initiative strong endorsement. Minister Walsh said the Victorian Government and CMAs had worked in voluntary partnerships with landholders to undertake riparian management activities for the past 15 years. This was a cooperative arrangement done in a way that supports the needs of the waterway and the landholder. He said the whole idea was to encourage more farmers with Crown frontages to sign up to works like fencing, revegetation and off-stream stock watering. This not only saves farmers money, but also improves river health, livestock will also have access to better-quality water by using a trough rather than drinking straight from the river, Minister Walsh said. These changes took effect from 1 November and apply to eligible landholders applying for a new licence. Farmers are advised to speak to their local CMA for more information. Corangamite Catchment Management Authority did not reply in time for publication.

from page 1 Like you, I am also someone who has lost a friend, he said. For me, Cam was a man of honesty and who focused on the task at hand. He enjoyed a laugh and was a man of great loyalty. Robert John Cameron Banks was born at Ballark on 7 December 1920, the second of four children to Robert and Jessie. He lived his entire life in the Ballan area. Mourners were told Mr Banks rode a horse to school in Bungeeltap as a boy and was fond of catching rabbits on his way home. He later studied at SMB and became a farmhand and boundary rider. Mr Banks was also part of teams working to create Bungal Dam (Lal Lal Reservoir) and the diversion of the Lerderderg River. He joined the Citizens Military Force in 1941 and later enlisted in the Australian Imperial Forces on 31 July 1942. By the time he had completed his 721 days of active service, he had become a sergeant in the 26th Australian Motor Regiment. He met future wife Betty in 1944 and they were married in her hometown of Ararat in October 1945. She passed away a year ago. Grandaughter Megan said the couples rst home was an army hut transported from Darley to the family farm - and over time they created many happy memories on the property. Grandad said he never liked to sit down for long, she said. Mr Banks clocked up an impressive 30 years with the Mt Wallace Cricket Club and was a life member of the Ballan Vintage Machinery Club and the Mt Wallace CFA where he was First Lieutenant for 17 years. Grandson Ian Smith said after moving into town Mr Banks took up lawn bowls and in 1974 he also joined Ballan Lions Club where he also gained life membership. He was a very zealous volunteer, Mr Smith said. Ill never forget the story about one day when he helped at the Lions caravan. A lady asked for a burger with the lot and she had to come back later and return the egg ring! He also described Mr Banks love of competitive ploughing while fellow members of the World Ploughing Organisation

peppered the crowd with their dark green uniforms. Cam loved this and made many friends through it here and overseas, Mr Smith said. An old plough donated by the Banks family is also located outside the shire ofces in Ballan. Daughter Rhonda Smith said his interest in the sport began when the 1974 Australian Ploughing Championships were held in Ballan. I think each of us will remember Cam in our own special way. He is with our loving mum to start another journey now. Daughter Kayleen Wheeler said her dad was a man of many talents. Any vehicle with an engine was of interest to Dad, she said. His mechanical creativity led to some unusual machines. Ms Wheeler said her father could talk the legs off a bed - and we knew never to give him a microphone or we would never get home that night. Dad, I can only admire you. You had a very interesting and fullled life. There is no doubt I will miss you forever.

Wood collection illegal


The Spring 2013 Firewood Collection Season has closed across Victoria. Department of Environment and Primary Industries (DEPI) Statewide Land and Fire Coordinator Rob Price said they want to remind people that, from 1 December 2013, all designated rewood collection areas are closed over the Summer period. It will now be illegal for people to collect rewood on public land until the start of the Autumn Firewood Collection Season. The public will be able to start collecting rewood again from designated rewood collection areas from the 1st of March 2014, pending suitable conditions enabling safe access to forests

A BLACKWOOD ICON is about to celebrate 150 years. All Saints Anglican Church was opened at the height of the local gold rush, when the town had 3000 residents. Now with about 400 people in town, the church has been in recess but opens for special occasions organised by the Woodend and Bacchus Marsh parishes. Locals are invited to the 60 Byers Rd church at 2pm on Sunday December 8 before an afternoon tea in the hall. The church hit the headlines in June 1908 when soon-to-be-ordained lay preacher Harold Robinson was shot dead while reading a book on the vicarage verandah. Police later dramatically shot and captured gun enthusiast, miner and mentally-ill neighbour William Pincombe. Current Bacchus Marsh Priest Darryl Couch said the bullet-riddled book was discovered at a Mornington Peninsula market years later and has since been returned to All Saints.

BALLANS LITTLE GRUBS PLAYGROUP will open its doors on Tuesday December 10 with a fun morning of animals, jumping castles, kids crafts, toys, stalls and more. New president Tanya James said the revitalised playgroup was open to all children aged 0-5 and their carers including mums, dads, grandparents and more. Its open to everyone and its a great way for the kids to socialise, she said. We moved to Ballan 12 months ago and the rst thing I did was tap into the playgroup. The friends I have made have become my support network. We are hoping to offer something for all new parents and for people new to the area. Everyone will get a warm welcome. Ms James said the playgroup had a mix of children at the moment from babies not yet crawling to children about to enter school. The group also takes part in incursions and excursions including a recent trip to Donegans Farm. I am also really impressed with the way everyone pitches in and helps set up and clean up together. The load is shared evenly. The Open Day will include a lucky door prize, morning tea plus stalls with Christmas goodies for the wider community to check out. Members of the neighbouring Community Friendship Garden will also be on hand to talk about their project as well as plants grown by the children. The Open Day will be at the Ballan Uniting Church hall on the corner of Inglis and Windle streets (behind Ballan PS). When I ask how long she replies Ill get it there as soon as I can, probably 20 minutes. After 30-35 minutes, I ring back to be told, It will be there in 10-15 minutes, she gets a polite thank you from me. A further 20-25 minutes later, I ring again to be told, it should be there in 5-10 minutes. Even if it is a medical appointment I need to keep, it doesnt seem to make any difference. I understand that some taxi drivers do not like short trips. It seems the operator waits until there is at least two or three short fares in the same area, then gives them to the same driver. I do hope that this lady doesnt need a cab in a hurry, because she may not be as polite as I am. Juniors The C4 and C5 had their opponents forfeit whilst B2 travelled to Napoleons. Conner and Joel lost their doubles match 4/6, Juulke and Owen won their match 6/4. In the rst singles match, Joel did his very best against a very good opponent, who proved a bit too strong, 3/6. Juulke got her second win for the day with a convincing 6/2 win and this proved to be just the beginning. Conner played with patience and control, leaving his opponent to make the mistakes. It was his best match for the year and he was the deserved winner 6/4. Owen did have to warm up, but with smart play he won 6/0. Final score - Ballan 4/31 def Napoleons 2/24. The Ballan C3 played Ross Creek at home. Ben and Adam played the rst set and with some great rallys they won their set 6/3. Mackinnon and Ethan went even one better winning 6/2. The third also ended in a win for Ben and Mackinnon. Both teams saved the best for last. Adam and Ethan had to work hard for their points and Ross Creek did their very best to score a set win. It ended in a tie-break with the Ballan team scoring the last point. Final score - Ballan 4/24 def Ross Creek 0/13. Ballan Black played at home against Buninyong and like a lot of their previous matches it was another close match. Final score - Ballan 2/22 def Buninyong 2/17. Ballan Blue played away against Meredith Maroon with Mitchell and Lachlan getting off to a great start winning 6/3. Oscar and Ben showed their tennis skills, winning 6/3. In the third and fourth set the boys really got warmed up and their opponents were only able to score one game in the two sets. Final score - Ballan 4/24 def Meredith 0/7.

Approaching the halfway mark of the 2013/14 bowls season, three of Avenue Bowling Clubs teams are still well in the hunt for a nals position. Premier Division hosted bottom side Ballarat . Avenue led by Samantha Shannahans rink and Darren Fletchers rink which both recorded 17 shot wins, and Glenn Sargents rink which recorded a 14 shot win proved too strong for their opposition and ran out comfortable winners by 35 shots. Final result - Avenue 107 def Ballarat East 72 Division 3 travelled to Victoria, performing well to run out winners byseven shots. Bill Hawkens rink and Paul OFarrells rink both had good days, winning by 14 shots and seven shots respectively, with Dino Borattos rink just falling short by four shots. Final result -Avenue 89 def Victoria 82 Division 5 took on second placed Webbcona. Glenys Kays rink led the way (16 shots up) closely followed by Lyn Robinsons rink (9 shots up) Avenue were able to outlast their opposition winning overall by 11 shots. Final result - Avenue 96 def Webbcona 85 Division 9 again had a walkover, making it ve walkovers in nine matches. Four Division 9 players made the effort to play a scratch pairs match to demonstrate their enthusiasm for the game, despite it being merely a practice session. In the midweek competition, Division 1 defeated Daylesford with Marie Russells rink (16 shots up) and Doreen Connells rink (13 shots up) getting Avenue over the line. Division 3 - despite good wins from Brenda Robinsons rink (14 shots) and Di Hardiments rink (9 shots up), Avenue were unable to beat Invermay, ultimately going down by 6 shots. Unfortunately for Avenue, Hazel Treloars rink had a bad day at the ofce against a quality opposition. Nonetheless the side is still third on the ladder,but face the top team this week. The Centre conducted a twilight meet last Friday night due to the Western Metro Region Relays being held on the Saturday. Although the conditions were very cool and a majority of the intermediate and senior athletes were involved in relays, it was pleasing to see so many athletes in attendance. A modied program was conducted with all athletes competing in 4 events for the evening. On Saturday 42 BMLAC teams were represented at the Western Metro Region Relay Championships at Newport Athletics Track, Williamstown. BMLAC have seven teams who have now automatically qualied for the State Relay Championships to be held on Saturday 14 December at Lakeside Stadium, Albert Park. After taking longer than usual to adjust to the fast paced grass green, the Marshs class came to the fore after tea, drawing away from Trentham quite easily. To their credit though, Trentham took two rinks, with Dylan Filuk losing 19-26 and Justin Webster with Sam Boslem starring on debut defeated 21-24. Amy Gloury had another strong win, 30-18 while Alan Maher broke his losing streak in emphatic fashion, helped along by 2 sevens, winning 36-13. The result, 106-81, and the Marsh sit fourth on the ladder, three points behind Kyneton Golf and 13 ahead of Kyneton. Division 2 are in danger of losing touch with the four after only snatching two points from Mt. Cottrell to sit 17 points out of nals action. Craig McAulliffe, Helen Steenholdt and Sue Banks all lost 12-38, 1531 and 19-20 respectively while Ken Warrick won by eight shots, 27-19.
