Billet base requires careful balancing
FAO skills (e.g. security assistance, Attach) are universal, but Regional / Cultural Expertise and Language skills (LREC) are not Billet scrubs have improved on initial (2007) list Ongoing review and adjustments to balance rank distribution and AOR diversity

All FAO accessions are (Mid-Career) lateral transfers


FAO work is rank-sensitive, begins in the control grades (e.g. SDO/DATT, NATT, ODC) Limits: Quotas out, accessions in, high standards Voluntary career change = high retention rates

Phased billet growth and iterative career path development have challenged promotion and accession planning
