Card Activation

Durbin Amendment
Created By Andrea Pickerell Updated: December 4, 2013 On 12/17/2013 a card WILL NOT Activate until the cardholder has set a PIN and loaded funds on to the card.

How does it affect Rushcard members? When you use your debit, credit or prepaid card at a store, the merchant has to pay an interchange, or swipe, fee. The fees vary in proportion to perceived security risk. Debit transactions tend to have the lowest fees while credit transactions are typically higher. We are requiring our members to set up a PIN on their account to help them avoid fees that may be charged by a merchant. For instance here are 2 provisions that merchants will now be allowed: 1. 2. Merchants can impose a $10 minimum on credit card transactions (this number can be adjusted by the Fed as they see fit). Previously, Visa and MasterCard banned this practice in their merchant agreements. Merchants are allowed to give discounts at the register to those who pay with cash or debit cards. Durbin Amendment The Durbin Amendment is an addition to the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.

What is the Durbin Amendment

Automatic Activation Loading funds on the card will no longer activate the card. The member will be required to set up a PIN and load enough funds to cover the one time card fee in order to activate the card. Active Members with no PIN set up An email will be sent on 12/6/13 to all active members that do not have a PIN set up on the account the end of this week. Be aware that members may be concerned that the email is spam and call with questions. (See email content below) 7 days after first email If no PIN has been set up the member will receive a second email. Additional emails If no PIN has been set up the member will continue to receive email reminders.

Activation Changes

Talking Point If the member asks why we are requiring them to set up a PIN you can use the following talking point. Setting up a PIN on your account will allow you to use your Rushcard for both Credit and Debit transactions. This will help to avoid fees that may be charged by some merchants for credit transactions.

Card Activation

Trouble Shooting On or after 12/17/13 a cardholder may call in because they are unable to use the card. If this occurs you must check on two things: 1. 2. Make sure that enough funds were added to cover the one time card fee. Validate that a PIN was set on the account by checking the events TAB in TSYS to confirm a PIN was set.

Note: If a PIN has not been set up, the card decline reason will be - PIN not established.

Manual Activation Although you have the ability to manually activate a card you MUST NOT do this. It is very important that you instruct the member to use the PIN LINE at 1-866-787-4150 to set up a PIN. To ensure that our member has the best experience possible, verify that the zip code we have on file is accurate and instruct the member to have their 16 digit card number and zip code ready. PIN set up is often failed due to an invalid zip code. The ability for an agent to set up a PIN will be removed from the system in early in 2014.

DISPO Tool We are going to add a feature to the Dispo tool next year that will display whether the PIN is set up or not. For now, you must use the events tab in TSYS for the information. New Members The sticker on the new card will instruct the member to set up a PIN number. IVR New card members that have not set up a PIN on the account will be automatically sent to the PIN section of the IVR when calling in.
