An Assessment on the Effectiveness of Community Based Disaster Risk Management of the Provincial Government of Batangas

Introduction The ineffectiveness of past policy interventions and local governments response to reducing the adverse effects of natural and man-made disasters in the country is evident in the human sufferings the country faced during the past years. Typoon Milenyo and Ondoy to name a few struck the country with fatal blows that left millions of Filipino people homeless and billions of pesos in infrastructure and agricultural damages. In the Province of Batangas, Typhoon Ofel and recent monsoon rains rampaged three towns that killed five people and Php 231.13 million worth of damages that affected 3, 234 families. A community based disaster risk management approach is envisaged by the Provincial Government of Batangas to speed up the process of recovery efforts and in reducing the impact of disasters.

Research Problem It is commonplace that traditional approaches to community development and disaster management focus on practices of government and non-governmental organizations providing direct goods, services, infrastructure to the poor and target communities. While that type of support is necessary, it is not enough to build the success, effectiveness and sustainability of development work, not to mention empowerment of targeted populations.This paper intends to study the effectiveness of community-based disaster risk management approach being implemented as the

provincial governments response to measure and provide appropriate action for recovery and rehabilitation of affected people and areas.

Research Objectives

The primary objective of this research is to determine the effectiveness of community based disaster risk management strategies being implemented in the Province of Batangas. Specifically, it seeks to determine the following objectives: 1. To gauge the awareness of the respondents on the various components of Community Based Disaster Risk Management being implemented in the Province of Batangas,

To determine the effectiveness of the Community Based Disaster Risk Management in the recovery and rehabilitation of the vulnerable community affected by disasters

To recommend plan of action in o order to improve the effectiveness of the Community-Based Disaster Risk Management, In order to accomplish the above objectives, the following research questions will

be addressed in the course of the study: 1. How high is the level of awareness of the respondents on the communitybased disaster risk management being implemented in the Province of Batangas? 2. How effective is the Community-Based Disaster Risk Management in terms of: 2.1 Recovery 2.2 Rehabilitation 3. What plan of action may be recommended in order to improve the effectiveness of the Community-Based Disaster Risk Management?
