Chief Engineers Standing Instructions - Guidelines


The following instructions are presented to ensure safe and efficient engine room operations. They are
complementary to Companys Ship Board Procedure Manuals. There is no alternative to individual
initiative and common sense when faced with a critical situation on board. Any doubts or suggestions
regarding these orders may be discussed with the Chief Engineer at any time.
A) HOT WORK
1. No hot work is to be carried out outside the designated area, anywhere on the vessel, without
permission from C/E or 2/E & with out having proper documented risk assessment from C/E.
2. Hot Work Permit to be completed prior commencement of hot work.
3. Duty Engineer / 2nd Engineer will be responsible for ensuring that the work site is safe for hot
work.
4. Continuous supervision and checks are to be maintained throughout the period of hot work.
5. A portable fire extinguisher and a charged hose or bucket of water to be kept standby till
completion of work.
6. Where required a check for flammable vapors and sufficient O 2 also to be carried out.
7. Upon completion of the job, the person supervising the job has to close the PERMIT issued and
including returning of the materials and equipment. The completed permit has to be returned to
the Master for filing.
B) ENTERING CONFINED SPACES
1. Duty Engineer / 2nd Engineer will be responsible for inspection, gas freeing and ventilation of
the space.
2. Enclosed space entry permit is to be completed and filed & with out having proper documented
risk assessment from C/E.
3. One responsible person is to remain at the entrance to the confined space, in constant touch
with the party entering. Entry Permit is to be displayed at entrance. SCBA set is to be kept
standby at entrance.
4. Master / Chief Engineer is to be informed prior entry & after completion of work.
C) PERSONNEL PROTECTIVE GEAR
1. All E/Room personnel are to be in proper working clothes including full sleeved boiler suits,
safety shoes, ear protectors, helmet and working gloves whilst at work.
2. Proper protective gear should be used while handling chemicals, welding, checking batteries,
grinding, chipping, etc.
D) ENGINEERS CALL
In case any urgent assistance is required due to malfunction of any equipment or in a
emergency. All Engineers should be called immediately using the Engineers Call Alarm.
E) SAFETY EQUIPMENT
1. All E/Room personnel should be familiar with the location and operation of all safety equipment
on board.
2. Tests and checks are to be carried out on all equipment as per PMS and recorded.
3. Any defects observed in the safety equipment should be attended to on a priority basis.
4. Should there be any doubt about above operation of any equipment, clarification should be
sought.
F) PERSONNEL SAFETY
1. Ensure adequate illumination at work place.
2. Lash and secure all loose gear especially prior heavy weather.
3. All passages and exits are to be always kept clear.

4. Warning notices are to be put up and guards to be installed when floor plates are removed for
any work.
5. While working on elevated places, all safety precautions are to be observed. Inspect ladders /
lifting gear, use safety belt, have assistance and complete working aloft checklist.
6. Clean up any oil spill immediately.
7. Always isolate and check circuits prior carrying out any work on switchgear and motors.
8. All E/Room personnel should have knowledge of all escape routes from the E/Room and should
be able to distinguish the various alarms with special reference to CO 2 / Halon alarm.
9. Never try to lift very heavy objects on your own. Use lifting equipment or get assistance.
10. Use correct sized spanners to avoid injury to user & damage to fastenings.
11. Duct Keel entrances and steering compartment entrance are to be kept closed and securely
dogged down when not in use.
G) HANDLING CHEMICALS
1. Read Safety Data Sheets and be aware of hazards involved.
2. Use proper protective gear, face shield, vinyl gloves & apron.
3. Use proper equipment to transfer chemicals. Avoid spillage on to deck or self. Never attempt to
transfer chemicals using a tube and siphoning by mouth.
5. Do not attempt to transfer chemicals in heavy weather. Ask for assistance if unavoidable.
6. When mixing acid / alkali with water always add acid / alkali to water.
7. Clean and put back all safety gear and drums after use.
H) LIFTING EQUIPMENT
1. Prior using any lifting equipment always check the weight of object to be lifted and confirm that
the equipment is designed to handle that load.
2. Check all wire slings, eyebolts, shackles etc. to ensure that these are in good condition and
suitable for load to be lifted.
3. Never stand under a suspended load while it is being lifted / moved.
4. Lash object properly taking into account the Centre of Gravity and v/ls list and trim prior to lifting.
5. Do not suspend lifting tackles from pipelines or weak supports as these may give way causing
severe damage to personnel and machinery.

ARRIVAL / DEPARTURE PORT


Inform Chief Engineer when 1 hour is notice given.
Carry out all checks and tests as per the concerned checklist, log and file.
Notify Chief Engineer immediately in case of any equipment defect or malfunction.
Positively ensure that steering gear, Aux engines; maneuvering equipment and air compressors
are in good order.
5. Record all movements and observations in movement book.
J) LOG BOOK
1. All entries are to be legible and accurate. Duty Engineers are to sign all entries. Do not white out
any entries All corrections are to be canceled and initialed (keeping the canceled entry legible).
2. All important operations and checks should be logged down immediately.
3. Please bear in mind that the Log Book & Movement books are legal documents.
4. Please ensure no pages are torn from log book/movement books.

UMS OPERATION
UMS checklists are to be filled and signed by the duty engineer and also logged in logbook.
Alarms during the UMS period are to be promptly attended to and recorded in the alarm register.
Investigate and confirm any bilge alarm and do not blindly transfer bilges.
Thorough round of the engine room is to be taken when engine room is manned again after
UMS operation.
5. Duty Engineer will be assisted by a Motorman during the night round for safety reasons. All
alarms are to be accepted & not left unacknowledged or with audio alarms off.
6. No one is to enter the engine room during UMS operations without the knowledge of the duty
engineer / bridge.
7. When entering the engine room alone duty engineer should put on the dead man alarm.

8. During UMS operations the Duty Engineer should remain within the range of alarm panels. If
required he should delegate another engineer for the period he is going to be unavailable.
9. Duty Engineers are not to consume any alcohol refer Drug & Alcohol Policy.
10. Bridge is to be informed when putting E/R on UMS mode / on leaving E/R after attending an
alarm condition.
11. Ensure standby Aux. Eng. is on ready to start mode at all times.
12. Confirm with bridge that all fire alarm zones are in normal operation and none isolated.
13. Ensure all stand-by machinery are in a state of readiness.

INVENTORY
Promptly update receipt & consumption of spares / stores to maintain an accurate inventory.
Store all spares safely and take precautions to avoid corrosion and damage.
Periodically inspect spares to check for any signs of deterioration and damage and where
necessary take corrective action for enhance preservation.
4. Inform Chief Engineer of low levels and anticipated consumption to plan requisitions.
5. Ensure critical components e.g. liners, etc. are supplied with class certificates.
6. All spares and stores that are condemned should be identified and kept separately to avoid any
misuse.
M) MAINTENANCE
1. Always inform Chief Engineer / 2nd Engineer prior isolating any equipment for maintenance.
2. Carry out all checks necessary prior restarting any machinery after maintenance. Avoid
shortcuts.
3. PMS routines for all equipment must be followed.
N) WATCH KEEPING
1. All Engineers should be familiar with handing over / taking over watch procedures and follow all
instructions sincerely.
2. The Engineer of the watch should not hand over the watch to the relieving engineer if he has
reasons to believe that the latter is not capable of carrying out his duties effectively.
3. The relieving Engineer should satisfy himself that the members of his watch are apparently fully
capable of carrying out their duties efficiently.
4. The relieving Engineer should not take over the watch until he has examined the E/room
logbook
and checked for conformity with his own observations.
O) POLLUTION PREVENTION
1. All Engineers must be familiar with the oil transfer procedures and spill contingency plan.
2. All transfer operations are to be carried out by the D/Engineer and not delegated to Motorman or
Junior Engineer.
3. Engineer carrying out transfer should not be involved in any other job for the duration of transfer.
4. No oil transfer is to be carried out in port without the Chief Engineers permission.
5. Checklist and procedures are to be followed for all internal oil transfers.
6. Bunker Procedures / Checklists are to be strictly followed for F.O & L.O bunkering, sludge
transfer to shore facilities & Fuel transfer to external facilities. Bunker plan is to be completed
and signed off prior operation.
7. All fuel overflow tanks are to be kept empty at all times.
8. Chief Engineer and Bridge is to be informed prior use of the Oily Water Separator.
9. Plastics & oily rags must be segregated from other waste.
10. All plastics and packaging material to be landed ashore for disposal & oily rags to be burnt in
incinerator/landed ashore.
11. Oily Water Separator / Bilge lines to be flushed through with sea water prior shutting down the
system and all overboard v/vs on bilge line to be secured.
12. Where overboard discharge of Sewage, due design or regulations, is not permitted, the
overboard valve is to be kept lashed in shut position. The holding tank is to be emptied before
entering such zones.

1. All engineers should be familiar with the operation of all machinery in engine room in normal as
well as emergency mode.
2. All Engineers should read, understand and sign Company Manuals.
3. All E/Room personnel should be familiar with checklists / procedures and comply with them.
4. Boiler water and cooling water tests should be carried out and recorded regularly. Enter results
in Log
Book.
5. Do not always rely on high level alarms when filling tanks, check level physically.
6. Always ensure all drain trays and save alls on deck are unplugged to prevent accidental water
ingress especially during heavy weather.
7. All shore assisted maintenance will be supervised by Chief Engineer / 2nd Engineer or their
designated engineers. Never rely completely on The Experts.
8. Registers are to be maintained for following:
a) M/E maintenance record.
b) A/E maintenance record.
c) Purifiers & air compressors maintenance record.
d) Safety routines log.
e) Lubes & chemicals consumption & ROB.
f) Bunker tank soundings.
g) E/Room tank soundings.
h) Spares & stores consumption.
i) Chief Engineers instructions.
j) Monthly work done.
k) I.G. Log (for oil tankers).
l) Any other as deemed fit.
9. All personnel to inform Chief / 2nd Engineer before proceeding ashore.
10. All over board valves are to be opened/closed only after concurrence with the Chief Engineer /
2nd Engineer.
11. Never hesitate to call the Chief Engineer at any time if in any doubt whatsoever.
12. Engine Room is to be maintained clean and free of oil.
13. Machineries are to be kept clean and tools are to be returned to their respective place after
use.
14. Leakages are to be identified and rectified at the earliest.
NOTE:1. The UMS operation of Engine room will be between 1800 hrs and 0700 hrs or at duty change
timings as per Chief Engineer.
2. 2nd, 3rd and 4th Engineers will be Duty Engineers for the day, from 0700 hrs to 0700 hrs, in
rotation. (Or from 1200 to 1200 hrs).
