IAB ANNUAL REPORT 2013


INTRODUCTION After the independence of the country in 1971, Institute of Architects Bangladesh (IAB) was established on February 25th, 1972 by some of the dedicated young architects under the leadership of late Ar. Muzharul Islam. Under the recently amended constitution of IAB, this is for the first time an Annual General Meeting is being held. From few members in 1972, as of November 2013, IAB has grown into a professional body of more then 2525 Architects. Under the amended constitution of IAB the new Membership categories are Fellow, Member, Associate Member, Student Member and Honorary Fellow & Honorary Member. IAB ELECTION AND BI-AGM 2013 IAB Election and the Bi-AGM were also held on the basis of the amended constitution of IAB on July 5, 2013. IAB AWARDS CEREMONY 2010 & 2012 AND EXHIBITION On August 30, 2013 the much awaited IAB Awards 2010 & 2012 ceremony were held at the BUET Auditorium. The chief guest & the special guest of the program respectively were Honorable Minister for Information Engr. Hasanul Haq Inu & the Chief Architect of Department of Architecture, Ministry of Housing & Public Works Ar. Ahsanul Haque Khan. In 2010 total four projects received awards. The Awarded projects of 2010 cycle are: 1. Mosque at Chandgaon, Chittagong Ar. Kashef Mahboob Chowdhury, URBANA 2. Aziz Khans Residence, Dhaka Ar. Nahas Ahmed Khalil 3. Weekend House, Savar (Honorable Mention) Ar. Sheikh Ahsan Ullah Mojumder 4. Nishorgo, Nature Interpretation Center, Teknaf Ar. Md. Ehsan Khan, Lead Architect Ar. Md. Ishtiaque Zahir, Team Member Ar. Md. Iqbal Habib, Team Member VITTI Sthapati Brindo Ltd. In 2012, following two projects received awards; 1. Karims Residence, Basundhara Ar. Salauddin Ahmed 2. BRAC Aarong Centre, Uttara, Dhaka Ar. Honorable Minister, Engr. Hasanul Haq Inu presented the crests & the certificates to the award-winning architects. An exhibition of the award winning projects was also held in the same venue. HONORING THE PAST PRESIDENTS OF IAB After the awards ceremony, all the past presidents of IAB were honored with an uttoriyo, flower bouquet & a certificate of appreciation for their outstanding contribution towards the development of the profession in the country & the Institute. INSTALLATION CEREMONY OF THE 20TH EC Installation ceremony of the 20th EC was held on the same day. The chief guest & the special guests of the program respectively were Honorable State minister for Science & Technology Ar. Yeafesh Osman & the Secretary, Ministry of Housing & Public Works Dr. Khondaker Showkat Hossain. The oath of the 20th Council of IAB was conducted by Honorable State Minister Ar. Yeafesh Osman. After the oath taking ceremony, Members of the 19th EC were presented with crests for their service to the Institute & the profession by the Special Guest Dr. Khondaker Showkat Hossain. The installation ceremony was followed by a cultural performance by the Members of IAB and a grand dinner. The above three programs were sponsored by Tilottoma, Roxy Paints, Mirpur Ceramics, LG Butterfly & BSRM. DESIGN COMPETITIONS The Secretary Profession has already undertaken two designs competitions. The competitions are: Anjuman-E-Mofidul Islam competition for the practicing architects & Circle Of Hope" IAB-Gaanshala Student Design Competition 2013. Secretary, Environment & Urbanization is assisting Secretary Profession as Competition Coordinator of the Circle of Hope student competitionand Ar. Enamul Karim Nirjhar in the initiator of the competition.

Two more competitions are in the pipeline. They are: Architectural Competition for the design of Peace Monument at Peace Park in Nagasaki, Japan, with Ministry of Foreign Affairs, GoB. Chittagong Hill Tract Complex at Dhaka with Ministry of Chittagong Tracts & Dept. of Architecture, GoB

IAB LECTURE PROGRAM Secretary, Seminar & Convention has so far organized 3 lecture programs. More lectures have also been chalked out for the next couple of months on this year UIA World Architecture Day theme Culture Architecture. There has been huge participation in these programs. 2nd and 4th Thursday of each month are the regular IAB Lecture Day. Event 01 Literature and Architecture Speakers: Eminent Poet Syed Shamsul Haq Architect and Poet Rabiul Husain Event 02 Visual Art and Architecture Speakers: Art critic Moinuddin Khaled Artist Wakilur Rahman Architect Mustapha Khalid Palash Event 03 Music and Architecture Speakers: Singer Rezwana Choudhury Bannya Singer Azizur Rahman Tuhin Architect Md. Ali Naqi Singer Tanzir Tuhin

Forthcoming lectures on the same theme are: Film and Architecture Philosophy and Architecture Photography and Architecture Heritage and Architecture Special IAB Lectures being arranged based on the availability of the architects from home and abroad. Ar. Samsook Booniyabancha and her team from Thailand made a presentation on Community Architecture. A committee comprising of the following is organizing the lecture programs: CPD PROGRAM Two CPD programs have recently been conducted by IAB. The programs were, 1. Building on Water in collaboration with Dutch Embassy, Dhaka & 2. The Phases in Drawings conducted by Ar. Abdullah Motaleb from Germany. Two more CPD programs are scheduled: Imarot Nirmaan Bidhimala (Building Construction Rule) Code of Ethics & Professional Conduct

ACREDITATION OF ACADEMIC PROGRAMS To maintain the minimum standards required for IAB Membership, IAB has been accrediting the architectural academic programs of the country. In total nine programs are officially included in the process. Among these, five programs process is already complete, two programs visits are complete, and visiting team will visit the rest two programs. IAB MEMBERSHIP EXAMINATION & INDUCTION OF NEW MEMBERS During the tenure of the 20th EC total 38 Members & 73 Associate Members have been inducted with IAB. The Membership & Professional Examination Committee is responsible to conduct Membership Examinations and Interviews. ThisCommittee comprises of: Ar. Kazi Golam Nasir, Chairman Ar. Shahnawaz Masud, Member Secretary Ar. Mamnoon Murshed Chowdhury, Member Ar. Dewan S Arif, Member Ar. Nowajish Mahbub, Member Ar. Selim Altaf Biplob, Member Ar. Taher Azad, Member Ar. Tofayal Md. Sarowar, Member IAB STUDENT ACTIVITIES 1. Bangladeshi student Imran Hasan won the 2nd prize in ARCASIA 2013 student design competition. There were 19 submissions from 10 member countries of ARCASIA. Initially, a Jury Board selected two entries from all the entries of Bangladesh. The jury members were Ar. Marina Tabassum and Ar. Imran Hossain. Selected two entries from Bangladesh were sent by IAB and IAB send the winning entrys designer to Kathmandu with the help from its members. IAB encourages participation to this type of student design competition and will keep the B.Arch. programs informed about this type of competition. IAB facilitated the attendance of both winning student and the student of the other selected entry in ARCASIA 2013 by arranging sponsorships for travel and registration. The sponsoring organizations were Volume Zero, SEL, DWM4. 2.IAB is happy to observe that few students from Bangladesh are going abroad for internship. IAB thinks that this is a good practice, as the interns are able to gather experience, which is not possible in the home country. However, due to lack of concrete framework, the numbers of intern going abroad is limited. IAB is working along with other member countries of ARCASIA to formulate a system, which will ease the process and increase the numbers of intern going abroad.

BERGER AWARDS FOR EXCELLENCE IN ARCHITECTURE The Berger Awards is held every two years. The jury was held in September13. The Awards Ceremony & the Exhibition was scheduled to be held on 5th& 7th December respectively at BICC & the Dhaka Art Centre. From this cycle, award categories have been increased to 5. In the current cycle total 43 projects were submitted. But due to unavoidable circumstances the program has been postponed. New dates will be announced soon. This cycles Award Coordinator was Ar. Nurul Karim Dilu and the Members of the Jury were: Ar. Plnr Sayeda Zarina Uddin, Chairperson Ar. Rukshan Widyalankara, President CAA from Sri Lanka, Member Ar. Nahas Ahmed Khalil, Member Ar. Mohammad Foyez Ullah, Member Ar. Md Zakiul Islam, Member PARTICIPATION IN INTERNATIONAL EVENTS AND ACTIVITES IAB is members of the following International Architectural Bodies: UIA: Union of International Architects CAA: Commonwealth Association of Architects ARCASIA: Architects Regional Council for ASIA SAARCH: South Asian Association for Regional Cooperation of Architects 34th Council Meeting 17th Forum Of Arcasia A large contingent of IAB Members participated in the ARCASIA program held during 59 October13 at Kathmandu, Nepal. IAB President & Vice President, International Relations represented IAB in the Council Meeting. Also 4 official delegates from IAB represented Bangladesh in the four Committees of ARCASIA and made their presentation. Delegates representing IAB in the ARCASIA Committees are: ACAE: Ar. Zakiul Islam, Secretary, Education of IAB ACPP: Ar. Ehsan Khan, Secretary, Profession of IAB ACGSA: Ar. Qazi M Arif ACSR: Ar. Farhana Sharmin Emu, Secretary, Seminars & convention of IAB Following three Architects presented papers on various topics at ARCASIA in Nepal: 1. Ar. Sultana Zakia Rahman 2. Ar. CAA 71st Council Meeting at Colombo, Sri Lanka IAB IPP Ar. Mubasshar Hussain & IAB GS Ar. Jalal Ahmed attended the 71st council meeting of CAA held at the SLIA HQ at Colombo, Sri Lanka during 13-14 November13. Among the important agendas in the meeting were:

IAB Sends Award Winning Projects for Exhibiting in CHOGM at Colombo As part of the CHOGM Summit at Colombo, Sri Lanka held in November, CAA invited outstanding projects from its Member Countries for Exhibiting. On Behalf of IAB, Secretary Profession sent 6 exhibition panels of IAB Award winning projects of last two cycles. Representation in International Forums IAB IPP Ar. Mubasshar Hussain & IAB GS Ar. Jalal Ahmed are currently in the CAA Council respectively as the IPP and the Vice President, Alternate for Asia. It is to be mentioned here that Ar. Ishtiaque Zahir Titas is also the current Chairman of ARCASIA Committee on Professional Practice (ACPP). Another achievement for Bangladesh was Ar. Qazi M Arif getting elected as the Chairman of ARCASIA Committee on Green & Sustainable Architecture (ACGSA) for 2015-16 terms. IAB STATE OF THE PROFESSION SURVEY 2014 The 20th Executive Committee has decided to carry out a survey titled State of the Profession Survey among its members. The objective of the survey is to create a database on pertinent issues related to practice. The database will act as a guideline for IAB in formulating its policies and setting priorities. Barring unavoidable circumstances, the Committee intends to launch the survey by last week of December 2013. FORMATION OF IAB COMMITTEES & SUB-COMMITTEES As you all know that day by day the activities of IAB is expanding and therefore, it has become necessary to actively involve more members in the different programs of IAB for the over all development of the profession and for bringing dynamism and transparency in IAB activities.

In response to IABs invitation, many architects expressed their interest to work in these committees. Some of the committees & sub-committees have already started functioning and some are under formation. Building Codes & Govt. Liaison Committee The Building Codes & Govt. Liaison Committee, Under the Chairmanship of Ar. Ahsanul Haque Khan and Member Secretary Ar. Iqbal Habib, is regularly having meeting the concerned government officials like, Secretary, Housing & Public Works, Chairman & other

officials of RajUK, HBRI, Dept. of Environment etc. on different professional & public interest issues. The other members of the committee are: Ar. Abu Sayeed M Ahmed Ar. Mubasshar Hussain Ar. Kazi Golam Nasir Ar. Jalal Ahmed Ar. Ehsan Khan Ar. Mamnoon Murshed Chowdhury Building Rules Drafting Committee IAB has been actively working on the Proposed Imarot Nirman Bidhimala 2013 for the last two and half years. The proposed Bidhimala has been able to address the shortcoming of the previous version, which among other things when implemented will help to safeguard the interest of the practicing architects. The proposed Bidhimala is currently at the Law Ministry for final vetting. It is expected to be gazetted by December, 2013. The Building Rules Drafting Committee comprises of: Ar. Young Members Issues Committee Under the 20th EC initiative to form various committees, the Young Members Issues Committee has been formed to address issues specifically relevant to young professionals both in employment and self-employed. The Committee has already started functioning and it has primarily fixed four agendas to work on a. To create platforms for increased interaction between young professionals and senior architects. b. To prepare a handbook containing all legal information related to setting up an architectural practice. c. To prepare a handbook outlining issues related to employment in architectural offices. d. To provide counseling services to young professionals.

The YMI Committee will also have a Counselors Panel comprising of five senior architects. Large & Special Projects Review Sub-Committee IAB officially nominates a representative in the Large & Special Projects Approval Committees of RajUK & CDA. Heritage Issues Committee Secretary Heritage & Culture is a new post in the EC and as a first step, he has initiated to form a Heritage Issues Committee and it is already functioning. He will announce the committee soon. PLANS FOR THE NEXT ONE-YEAR

Construction of IAB Centre IAB is giving highest priority to complete the construction of the IAB Centre within the shortest possible time. The following phases are intended to be completed during the tenure of 20th EC. 1. The steel structure (to be completed by December13). 2. Office Block 3. Landscape of the Site 4. External wall of Auditorium
A vigorous fund raising drive has also been undertaken by the 20th Council to complete the total construction. The IAB Centre Construction & Fund Raising Committee members are: Ar. Abu Sayeed M Ahmed, Chairperson Ar. Abu Hena Zia Uddin, Member Secretary Ar. Mubasshar Hussain, Member Ar. Jalal Ahmed, Member Ar. Farida Nilufar, Member Ar. Tapos Kumar Roy, Member Ar. Ishtiaque Zahir Titas of Vitti Sthapati Brindo, Consultant Ar. Ehsan Khan, Consultant Sponsorship for Different IAB Activities To make IAB activities more self sustaining and to reduce financial pressure on the Members, President of the 20th EC has initiated to arrange sponsors for different IAB programs and activities. I am pleased to announce that an MoU has just been signed between IAB & Asian Paints Bangladesh for sponsoring the IAB Lecture Programs & the CPD Programs. They will also sponsor specials event like inviting eminent architects from abroad & CDP lecture programs for the IAB Members practicing in other cities of Bangladesh.

Standardization of Contracts & Scale of Fees During the tenure of the 19th EC, IAB General Secretary drafted a large number of standard documents related to professional practice issues. There is an existing Committee on Standard Contracts & Scale of Fees, which already started reviewing the drafts. When finalized, these documents will help safeguard the interest of the practicing members. This committee comprises of: Ar. Jalal Ahmed, Chairperson Ar. Ishtiaque Zahir, Member Secretary Ar. Nahas Ahmed Khalil, Member Ar. Mamnoon Murshed Chowdhury, Member Drafting a Uniform Building Rules for the Local Govt. Authorities The Local Govt. agencies does not follow any uniform building rules for approval of building plans under their jurisdiction. As a result unplanned development is taking place all over the country, which is affecting the environment and also increasing the risk of poor quality construction in the absence of involvement of the building professionals. To address this issue, the 19th EC already initiated to draft a uniform building rules for the entire country and the 20th EC is actively considering completing the draft soon. IAB By Laws After the amendment of the Constitution, on behalf of the 20thEC, IAB General Secretary has prepared a draft IAB Bye Laws for review by the Draft IAB Bye Laws Review Sub-Committee. Green Building Rating IAB has an existing committee on Green & Sustainable Architecture. In association with Bangladesh Green Building Council (BGBC) which is an associate member of IGBC. IAB & BGBC has plans to develop a Green Building Rating System for Bangladesh. Publications The IAB directory has already been compiled by the General Secretary and is currently available in the IAB website. A printed version is under editing, which is be published by February14. The next News Letter will come out by this month. It is to be mentioned that, Berger Paints is the sponsor of the IAB News Letter. Heritage Tours & Exhibitions Currently, Secretary Heritage & Culture is planning visits & tours to important heritage & contemporary architectural works. Among the proposed tours are:

Day long visit to works of late Ar. Muzharul Islam in Dhaka on 25 December13 to observe his birthday Three other tours in North Bengal, South West Bengal & South East Bengal to see the heritage & contemporary architectural sites.

Recently, Secretary Heritage & Culture has sent an invitation to the Members for joining IAB cricket team for the Architects Cricket World Cup hosted by IIA to be held in Kochin, Kerala in February14. Provided there is a good response, the cricket team will be formed and this event will be break from usual professional activities of the participating Members. IAB Office Administration and HR Issues The 20th Executive Council has given responsibility to Ar. Jalal Ahmed, General Secretary and Ar. Mamnoon Murshed Chowdhury, Asst. General Secretary to review issues related to Administration and HR and propose ways to improve efficiency and better member services. They are working on the agenda and will report to the EC by 01 January 2014. IAB believes in the betterment of the society and the profession by addressing the key issues of the time like better environment, sustainability, protection of heritage sites etc. by generating awareness among the public. It is also closely and actively perusing public interest issues and also engaged in mobilization of public opinion on different civic issues. IAB has formal representation in the Nagar Unnayan Committees of RajUK & CDA. IAB is also regularly invited to send delegates and present papers in seminars and workshops of different public and autonomous agencies related to Architecture, Planning and Environment.
