Amusement Rides
An arrangement of structural or mechanical elements (or both), which has as its prime function the provision of movement of patrons in some controlled manner such that the patrons are not necessarily required to move themselves to obtain the desired effect.

Inspection Body
Any independent organization capable of carrying out a third party review, approval, examination, tests of amusement rides/devices and providing documented reports

Initial Approval
Design and calculation review, verification, examinations and tests executed by the independent inspecting bodys before a ride is first made available for public use, either for permanent installations or any relocated installation regardless of time period.

Examination after modification, repair, incident or accident conducted independent inspecting body. by the

Daily Inspection
An inspection performed daily by qualified and competent staff under the responsibility of the Controller (ride controller) before the amusement ride/device is acceptable for operating.

Book or file containing all the necessary information about the use and history of any amusement ride/device, including its design, initial approval, annual inspections / any incident records

Modification
Any alteration to the hardware or software of an amusement ride/device, including the introduction of a new safety critical component or the substitution of a safety critical component, which results in a deviation from the design specification.

Repair
Repair of abnormal condition parts to an acceptable condition that does not result in a deviation from the original design specification.

Passenger Unit
Part or parts of an amusement ride/device for where the passenger is intended to ride.

Platform
Horizontal or slightly inclined surface raised above the level of an adjacent area.

Operator
Person appointed by the controller to be in control of the operation of an amusement ride/device at all times when it is intended to be available for the passengers.

A paying person, a non paying person, that takes position in the Passenger Unit for the duration of the ride cycle time.

A Work Order is given by the IB's to their Inspector, this document will provide information with the identifiable code that is unique to the Work Order, type and name of amusement ride/device, site location and access details, an onsite client contact details and general instructions (but not limited to this list).

Amusement Rides/Devices:
This document specifies the minimum requirements necessary to ensure the appropriate design, calculation, manufacture, installation, maintenance, operation, examination, and testing of an amusement ride/device, specified in passenger and non passenger carrying devices.

Subcontracting
Subcontracting can only be done at the same level of accreditation or the subsequent level; that is, accredited IBs for Level 1 & 2 can subcontract part, or all, of its inspection activities to accredited Ibs of the same level, or the subsequent level, depending on the tended scope of activity. Where the inspection body subcontract certain specialized activities for part, or all, of its inspection activities, there must be identifiable knowledgeable member(s) of the main IBs management personnel knowledgeable to be able to: a) b) c) Define the problem adequately to enable the subcontractor to offer appropriate services, personnel and equipment; Choose an appropriate subcontractor and to assess its technical competence (e.g. methods, personnel and facilities); Interpret the results supplied by the subcontractor and relate these results properly to the service originally requested or problem originally defined.

If the inspection body subcontracts any part of its DAC accredited activities covered in the scope of this document, the subcontractor must be accredited by DAC.

GENERAL REQUIREMENTS
The IB applying for accreditation as per this program Shall have a management system, which includes the following as minimum: Proper Documentation of its policies, procedures and operations in accordance with the documentation requirements of ISO/IEC 17020 Conformity assessment requirements for the operation of various types of bodies performing inspection, the relevant standard of inspection and test methods according to which it is to be accredited as well as any additional requirements set by DAC here within this document and other related documents. Facilities properly equipped with the equipment and instruments appropriate for the type and range of inspections under accreditation as minimum. Suitable and qualified technical and administrative staff in the inspection body (see 4.1 also). Legal Identification for commercial private inspection bodies Shall be clearly identified (see the Regulation no.2: 2010 regarding the organizing the work of the Accreditation Bodies operating in the Emirates of Dubai). The Inspection Methods within accreditation program must be included in the official list of tests submitted by the inspection body operating in the Emirate of Dubai (see Regulation no.2: 2010). The Inspection Body Shall prepare work program/plan for its activities with a frequency suitable to its nature of work. The Inspection Body Shall have clear rules for the fees charged for the Inspection Services and for the issuance of the Certificate; and the terms of payments for each. Fees charged by the Inspection Body Shall be for the Inspection Services and not for the sake of issuing a Certificate; the fee Shall be chargeable even if a certificate is withheld. The Inspection Bodies Shall provide a conformity Decal to be fixed on amusement ride/devices. The sticker Shall include the following information: Inspection Bodies Logo Name of Inspection Body Contact Number Name of Inspector Serial number of the inspection certificate Date of Inspection and Expiry date

The inspection body Shall ensure the availability of unique identification of the device under inspection (In case of un availability the number Shall be provided by the IB and to be affixed to the device). It is the responsibility of the inspector to check the operator training records, operation of the rides to be inspected (during the inspection) and the daily and periodical check is carried out as per the manufacturer recommendations whichever is shorter. The IB Shall verify the presence of a Non Objection Certificate (NOC) from local municipality Building Department for rides/devices with underground footing foundation, and for Devices attached to the structure member of a building. Risk Assessment Due to the variety of the installations for the same type amusement rides/device (such as the frequent changing of location for temporary rides/devices), a risk assessment issued by the controller Shall be verified and evaluated by IBs. Along with the Initial Approval for any new installation, a risk assessment report Shall take place at the new location of the amusement rides/device to ensure such an amusement rides/device can be supported by the foundation area, along with validating foundations supporting documentation. Potential hazards such as the environmental impact, emergency procedures, working with water, and the association of receiving large quantity of people into the location.

Equipment availability The inspection body Should has ready access to the following testing facilities: Non-destructive testing facilities (ultrasonic, surface crack, X-ray inspection); Acceleration and velocity measuring equipment (travelling accelerations); Velocity and time measuring equipment; Air pressure measuring devices; Electrical Installation Testing/Measuring Equipment. Some of these instruments may be provided by the controller or by the maker. The IB has always to check the suitability of them in relation to the test to do, the calibration and always to indicate in the report (owner, maker, type and expire calibration date of the equipment).The personnel using these instruments Shall give evidence of training and of the necessary qualification.

Correctness of all the assumptions with respect to the input values for the static analysis; Consistency with the present and any other applicable standards, guidelines specifications; and, The approved state of the art. The design documents Shall cover: Hydraulic/pneumatic equipment; Electric/electronic equipment including software; Mechanical/structural equipment Shall be reviewed and accepted; and, Design risk assessment. For design review verification, for the initial approval, the documents submitted shall, at a minimum, give evidence of the particulars mentioned herein after: Description of installation and operation procedures The Description of installation Shall describe the following: The stages of installation, The type of amusement ride/device, Possibility of installation variations, The dimensions and clearances required, Perimeter fencing requirement, Location of entry and exit, Location of boarding and un-boarding, The motion, Control systems, Visibility with limited light source, Velocity and g-force, Review of electrical diagrams, and Electrical requirements

The Description of operation shall describe the following: The position and actions for any required staffing, The expected passenger route, The system of emergency stop, The evacuation instruction of the device, Potential risk, Key control, Manufacturer recommendation for periodic inspection, Staff training plans and training records, Instruction and warning signs, Fire protection equipment, and First aid equipment. Drawings The IB's review of construction drawings Shall depict all structural components and subassemblies whose breakage or failure could endanger the load bearing capacity, as defined in the design risk assessment, the stability and safe operation of the equipment. The drawings Shall contain (not limited to): Dimensions, Cross-sections, Indication of materials specification, Structural parts and connecting means, and Speeds and accelerations. The drawings Shall be of the general drawing in horizontal projection, vertical plain, sectional, clearly showing clearance distances of moving parts and the drawings will be detailed for structural components that cannot be clearly seen from general drawings. Passenger Unit and associated passenger restraint systems Shall be reviewed in detail by the IB.

Analysis The IB's analysis Shall be available for (not limited to): Structural and mechanical parts, Hydraulic and pneumatic parts, Drive units, Bearings, The brake and safety devices, Electrical installation, and PLC control system.
conformity of the required certificates concerning material specification and quality (i.e. strength, durability, fire resistance), conformity of the electrical, electronic, hydraulic/pneumatic equipment with wiring and circuit diagrams, including software and observance of the relevant Central European Committee for Electro technical Standardization (CENELEC) standards, and the applicable regulations and standards, the inspection of bearings, motors, enclosed drive units, switch and control units and similar components (required for such cases where their failure could be dangerous for passengers and staff).

In any case, the examination intervals Shall be shortened in time when necessary due to modification, repair, safety concerns or the soundness of the amusement rides/devices, the relevant department Shall be notified.
4.3.3
Visual Examination
In most inspection categories a full visual inspection which will include exposing the chosen critical components and carrying out a visual examination, with disassembly where required by the log book or operating manual; where irregularities are suspected disassembly may be required. Any visual examination may need to be supplemented by non-destructive testing at the discretion of the independent inspection body, refer to the relevant standard for more information on visual inspection requirements.
