1. 1.1

DEFINITIONS Amusement Devices


Any arrangement of equipment through or on which a guest moves, where the desired effect is primarily achieved by virtue of the guests self-powered motion or any other system that is not covered by amusement rides, e.g. (tents, climbing walls, trampoline, soft play area,) Simple Amusement Devices Any devices used, or intended to be used, that has been permitted for use by persons under 0.9m in height unaccompanied by adults (i.e. inflatable, trampolines, mobile climbing walls, slidesetc.).

1.2

Amusement Rides
An arrangement of structural or mechanical elements (or both), which has as its prime function the provision of movement of patrons in some controlled manner such that the patrons are not necessarily required to move themselves to obtain the desired effect.

1.3

Inspection Body
Any independent organization capable of carrying out a third party review, approval, examination, tests of amusement rides/devices and providing documented reports

1.4

Initial Approval
Design and calculation review, verification, examinations and tests executed by the independent inspecting bodys before a ride is first made available for public use, either for permanent installations or any relocated installation regardless of time period.

1.5

Independent Thorough Examination (Periodic inspection)


Procedures and investigations necessary for the independent inspection body (IB) to decide whether the amusement ride/device is in such a condition that it can continue to be operated safely, or whether it requires defects to be remedied immediately or within a specified time

Exceptional Examination
Examination after modification, repair, incident or accident conducted independent inspecting body. by the

Daily Inspection
An inspection performed daily by qualified and competent staff under the responsibility of the Controller (ride controller) before the amusement ride/device is acceptable for operating.

Book or file containing all the necessary information about the use and history of any amusement ride/device, including its design, initial approval, annual inspections / any incident records

Modification
Any alteration to the hardware or software of an amusement ride/device, including the introduction of a new safety critical component or the substitution of a safety critical component, which results in a deviation from the design specification.

Repair
Repair of abnormal condition parts to an acceptable condition that does not result in a deviation from the original design specification.

1.11

Safety Critical Component


Any type of component of an amusement ride/device on which the safety of the passengers and staff are dependent.

1.12

Passenger Unit
Part or parts of an amusement ride/device for where the passenger is intended to ride.

1.13

Platform
Horizontal or slightly inclined surface raised above the level of an adjacent area.

1.14

Operator
Person appointed by the controller to be in control of the operation of an amusement ride/device at all times when it is intended to be available for the passengers.

1.15

Controller (Ride Controller)


Person or organization having overall control of an amusement ride/device. This may be either an individual or corporate body owning an amusement ride/device or the concessionaire or lessee who has been granted control of the device, by the owner, for a specific period.

Inspection Certificate
Certificates issued by IBs Shall indicate compliance of amusement ride/device with safety requirements and its fitness for use.

Inspection Report
Inspection reports issued by IBs with sufficient detailed record of the inspection and its results along with checklist and recommendations.

Conformity Decal
The sticker Shall include the following information: Inspection Bodies Logo, Name of Inspection Body, Contact Number, Name of Inspector, Date of Inspection and Expiry date

Passenger
A paying person, a non paying person, that takes position in the Passenger Unit for the duration of the ride cycle time.

1.20

Client
The originator of the request and responsible for payment of service rendered.

1.21

Work Order
A Work Order is given by the IB's to their Inspector, this document will provide information with the identifiable code that is unique to the Work Order, type and name of amusement ride/device, site location and access details, an onsite client contact details and general instructions (but not limited to this list).

Non Destructive Testing (NDT)


Nondestructive testing or Non-destructive testing (NDT) is a wide group of analysis techniques used in science and industry to evaluate the properties of a material, component or system without causing damage

Abnormal (abnormality/abnormalities)
Not a normal situation or outcome, a deviation from the original recognized state.

Shall
The word Shall is used when stating a mandatory requirement.

Should
The word Should is used when the statement is advisory.

Competence
Competence can be defined as having the correct combination of training, skills, experience and knowledge that a person has and their ability to apply them to perform a task safely (HSE) To be competent an organization or individual must have: Sufficient knowledge of the tasks to be undertaken and the risks involved The experience and ability to carry out their duties in relation to the project, to recognize their limitations and take appropriate action to prevent harm to those carrying out work, or those affected by the work.

2. 2.1

SCOPE Inspection Services:


This document is applicable to inspection bodies that are inspecting the Fairground and Amusement Park Devices/Rides (mobile, temporary and permanently installed machinery, structuresetc.). This document is used as accreditation criteria along with ISO 17020 Standard & other relevant inspection standards (such as referred in Annex A). Excluded from this document requirements are fixed grandstands, construction site installations, scaffolding, removable agricultural machinery and coin-operated kiddie ride that is intended for the use by the small kids and does not require operator supervision.

2.2

Amusement Rides/Devices:
This document specifies the minimum requirements necessary to ensure the appropriate design, calculation, manufacture, installation, maintenance, operation, examination, and testing of an amusement ride/device, specified in passenger and non passenger carrying devices.

Subcontracting
Subcontracting can only be done at the same level of accreditation or the subsequent level; that is, accredited IBs for Level 1 & 2 can subcontract part, or all, of its inspection activities to accredited Ibs of the same level, or the subsequent level, depending on the tended scope of activity. Where the inspection body subcontract certain specialized activities for part, or all, of its inspection activities, there must be identifiable knowledgeable member(s) of the main IBs management personnel knowledgeable to be able to: a) b) c) Define the problem adequately to enable the subcontractor to offer appropriate services, personnel and equipment; Choose an appropriate subcontractor and to assess its technical competence (e.g. methods, personnel and facilities); Interpret the results supplied by the subcontractor and relate these results properly to the service originally requested or problem originally defined.

If the inspection body subcontracts any part of its DAC accredited activities covered in the scope of this document, the subcontractor must be accredited by DAC.

GENERAL REQUIREMENTS
The IB applying for accreditation as per this program Shall have a management system, which includes the following as minimum: Proper Documentation of its policies, procedures and operations in accordance with the documentation requirements of ISO/IEC 17020 Conformity assessment requirements for the operation of various types of bodies performing inspection, the relevant standard of inspection and test methods according to which it is to be accredited as well as any additional requirements set by DAC here within this document and other related documents. Facilities properly equipped with the equipment and instruments appropriate for the type and range of inspections under accreditation as minimum. Suitable and qualified technical and administrative staff in the inspection body (see 4.1 also). Legal Identification for commercial private inspection bodies Shall be clearly identified (see the Regulation no.2: 2010 regarding the organizing the work of the Accreditation Bodies operating in the Emirates of Dubai). The Inspection Methods within accreditation program must be included in the official list of tests submitted by the inspection body operating in the Emirate of Dubai (see Regulation no.2: 2010). The Inspection Body Shall prepare work program/plan for its activities with a frequency suitable to its nature of work. The Inspection Body Shall have clear rules for the fees charged for the Inspection Services and for the issuance of the Certificate; and the terms of payments for each. Fees charged by the Inspection Body Shall be for the Inspection Services and not for the sake of issuing a Certificate; the fee Shall be chargeable even if a certificate is withheld. The Inspection Bodies Shall provide a conformity Decal to be fixed on amusement ride/devices. The sticker Shall include the following information: Inspection Bodies Logo Name of Inspection Body Contact Number Name of Inspector Serial number of the inspection certificate Date of Inspection and Expiry date

The inspection body Shall ensure the availability of unique identification of the device under inspection (In case of un availability the number Shall be provided by the IB and to be affixed to the device). It is the responsibility of the inspector to check the operator training records, operation of the rides to be inspected (during the inspection) and the daily and periodical check is carried out as per the manufacturer recommendations whichever is shorter. The IB Shall verify the presence of a Non Objection Certificate (NOC) from local municipality Building Department for rides/devices with underground footing foundation, and for Devices attached to the structure member of a building. Risk Assessment Due to the variety of the installations for the same type amusement rides/device (such as the frequent changing of location for temporary rides/devices), a risk assessment issued by the controller Shall be verified and evaluated by IBs. Along with the Initial Approval for any new installation, a risk assessment report Shall take place at the new location of the amusement rides/device to ensure such an amusement rides/device can be supported by the foundation area, along with validating foundations supporting documentation. Potential hazards such as the environmental impact, emergency procedures, working with water, and the association of receiving large quantity of people into the location.

4.1.1

SPECIFIC CRITERIA OF COMPETENCE Requirements for Technical Competence of Staff


The IB's Shall assess the competence of all categories of staff involved in the inspection process. Any inspection staff under training Shall not be allowed to perform inspection activities independently under any circumstances. The IB's Shall maintain training records, experience information records for all inspection staff. All inspection staff must be correctly skilled for the type of work engaged. Whereby the staff of the IB's carry out in-house calibration of measuring and test equipment, training records of these staff, qualifications certificates and experience information Shall be stored together with details of who is authorized to perform specific calibrations. Amusement Rides vs. Amusement Devices (Levels of IBs/accreditation) Only IBs accredited for level 1 and 2 are allowed to provide inspection services for both Amusement Rides and Amusement Devices, while IBs of level 3 and 4 are only allowed to provide inspection services for the Amusement Devices, as detailed in Annex B.

Training and Development


The IB Shall ensure that all inspectors (for all Levels and disciplines) Shall have the following training, as minimum: a) Safe conduct of the inspectors duties, in particular safe practices applicable to amusement ride/devices. b) Risk assessment c) Knowledge of applicable statutory requirements d) Codes of practice and standards. e) Instruction on any risk involved. 4.1.6

Level of Supervision and Requirements for Technical Support


Following are the classified levels of supervision that must be exerted by the inspection bodies and circumstances under which they Shall be exerted: Occasional (on Senior Inspectors) If the senior inspector is the highest level of competence in the IB, then he/she is responsible for holding sufficient records that review of the work has been done as per this requirement either by him/her or by any of his/her peers. Direct contact to review work with Supervisor at least annually Should be necessary. Technical support from persons qualified to peer senior inspector to be readily available. Frequent (on inspectors) Direct contact with Supervisor at least weekly. Technical support from persons qualified to senior inspector. Constant (on inspectors under-training) Direct daily contact with Supervisor. Technical support from persons qualified to senior inspector or inspector to be readily available.

4.1.7

Assessment of inspectors for the purpose of accreditation:


Inspectors will be assessed by witnessing their performance in the field. Not all inspectors may be assessed during the first visit but all inspectors will be assessed within the 3-year validity period of the accreditation

4.2
4.2.1

Requirements for Site Work


Preparation for Site work: a) Prior to going to site, the Inspection Body must ensure the following: All needed Personnel Protective Equipment that ensure safety of personnel on site are taken to site; Critical test equipment must be checked prior to leaving secure storage before inspection; Calibration of test equipment has been completed if required; A Work Order is issued to each Inspector and any other staff member attending site; and, Suitable and sufficient risk assessment covering the Inspection bodies activities. b) The Inspection Body Shall allocate inspection activities based from the work program for each inspector in the form of Work Orders. Work Orders to be used by inspectors on site Shall contain the following information as minimum: Identifiable number traceable to the client request/ contract; Type of the equipment and related information about Safety Critical Component to be inspected; Site Location (site map is recommended to be provided); Instructions for inspections; and, Contact person on behalf of the IBs client. c) Upon arriving at any inspection site, there Shall also be an obligation from the IB for the inspector to enquire the following information: Information about previous inspections, where no previous records exists the Inspection body Shall proceed with a design review, inspection of manufacturing process and initial examination.

4.2.2

Equipment availability The inspection body Should has ready access to the following testing facilities: Non-destructive testing facilities (ultrasonic, surface crack, X-ray inspection); Acceleration and velocity measuring equipment (travelling accelerations); Velocity and time measuring equipment; Air pressure measuring devices; Electrical Installation Testing/Measuring Equipment. Some of these instruments may be provided by the controller or by the maker. The IB has always to check the suitability of them in relation to the test to do, the calibration and always to indicate in the report (owner, maker, type and expire calibration date of the equipment).The personnel using these instruments Shall give evidence of training and of the necessary qualification.

4.3 4.3.1

Inspection Methods and Procedures Initial Approval


The IB Shall, as an Initial Approval, review (not limited to) design elements of the amusement ride/device installation for the General Design, Traceability, Consistency, Capacity, Maintainability, Compliance, Modeling and Design Reviews. The IB Should review the manufacturing process, and if required be actually involved during the design and manufacture. The IB Shall be required to provide a document that details their approval of design, manufacture, installation and as acceptable for passengers. For verification of initial approval, the documents submitted Shall, at a minimum, give evidence of the particulars mentioned herein after: 1. Design review 2. Inspection of manufacturing process 3. Initial examination

4.3.1.1 Design Review


The design documents Shall be reviewed, checked and accepted for: Completeness; Correctness of all details of calculation;

Correctness of all the assumptions with respect to the input values for the static analysis; Consistency with the present and any other applicable standards, guidelines specifications; and, The approved state of the art. The design documents Shall cover: Hydraulic/pneumatic equipment; Electric/electronic equipment including software; Mechanical/structural equipment Shall be reviewed and accepted; and, Design risk assessment. For design review verification, for the initial approval, the documents submitted shall, at a minimum, give evidence of the particulars mentioned herein after: Description of installation and operation procedures The Description of installation Shall describe the following: The stages of installation, The type of amusement ride/device, Possibility of installation variations, The dimensions and clearances required, Perimeter fencing requirement, Location of entry and exit, Location of boarding and un-boarding, The motion, Control systems, Visibility with limited light source, Velocity and g-force, Review of electrical diagrams, and Electrical requirements

The Description of operation shall describe the following: The position and actions for any required staffing, The expected passenger route, The system of emergency stop, The evacuation instruction of the device, Potential risk, Key control, Manufacturer recommendation for periodic inspection, Staff training plans and training records, Instruction and warning signs, Fire protection equipment, and First aid equipment. Drawings The IB's review of construction drawings Shall depict all structural components and subassemblies whose breakage or failure could endanger the load bearing capacity, as defined in the design risk assessment, the stability and safe operation of the equipment. The drawings Shall contain (not limited to): Dimensions, Cross-sections, Indication of materials specification, Structural parts and connecting means, and Speeds and accelerations. The drawings Shall be of the general drawing in horizontal projection, vertical plain, sectional, clearly showing clearance distances of moving parts and the drawings will be detailed for structural components that cannot be clearly seen from general drawings. Passenger Unit and associated passenger restraint systems Shall be reviewed in detail by the IB.

Analysis The IB's analysis Shall be available for (not limited to): Structural and mechanical parts, Hydraulic and pneumatic parts, Drive units, Bearings, The brake and safety devices, Electrical installation, and PLC control system.

4.3.1.2 Inspection of Manufacturing Process


The IB Shall review the process either at the manufacture facility or in the installation site. The compliance of the parts, assemblies, components as well as their assembly and combined effects within the entire installation with design documents Shall be confirmed. This review Shall be covered by a report, which in a responsible manner confirms correctness and suitability of the employed materials and correctness of assembly. Inspection requirements Inspection shall, as minimum, verify: conformity of the main dimensions, clearance distances and dimensions, free (easy) running of moving parts, the existence of all constructional components indicated in the construction documents, compliance with the major dimensions of the load-carrying constructional components and their connections, compliance with the weight on which the calculations are based for such parts whose excess weight would cause the exceeding of the permissible stress on connections or constructional components, or whose shortage in weight might affect the safety of the equipment as far as lifting-off, sliding or tilting-over are concerned,

conformity of the required certificates concerning material specification and quality (i.e. strength, durability, fire resistance), conformity of the electrical, electronic, hydraulic/pneumatic equipment with wiring and circuit diagrams, including software and observance of the relevant Central European Committee for Electro technical Standardization (CENELEC) standards, and the applicable regulations and standards, the inspection of bearings, motors, enclosed drive units, switch and control units and similar components (required for such cases where their failure could be dangerous for passengers and staff).

4.3.1.3 Initial Examination


The initial examination and test shall consist of a number of separate examinations and tests which together should be formulated to demonstrate that, at the time and place of the test and examination, the amusement rides/devices is capable of performing to approved design documents. Functional tests concerning the movements unloaded or under full load are required. IBs shall refer to the requirements of the relevant internationally approved standard (set by the local government/authority, where the inspection is taking place).

4.3.2

Independent Thorough Examination


All amusement rides/devices required for usage, together with all ancillary parts (lighting, audio, video, platforms, fencing etc.), Shall have an Independent Thorough Examination, at intervals specified below, by accredited IBs, taking into accounts the followings: Examination of amusement rides/devices available in the Emirates of Dubai as per local order No. 11 for the year of 2003 Public Health and Safety in the Emirate, where the intervals between two successive Independent Thorough Examinations for all type of rides/devices Shall not exceed 12 months. Amusement Rides/Device Shall require an annual Independent Thorough Examination unless specified otherwise by the local regulations at the place of inspection. In the case of changing of location, an Independent Thorough Examination is required for the Amusement Rides/Devices, excluding the Simple Devices, provided that all the Initial Approval records are available with the ride/device. Should the amusement rides/devices have been standing in the usual location and not used for a period of 60 continuous days, from the closure, an Independent Thorough Examination Shall be conducted.

In any case, the examination intervals Shall be shortened in time when necessary due to modification, repair, safety concerns or the soundness of the amusement rides/devices, the relevant department Shall be notified.

4.3.3

Visual Examination
In most inspection categories a full visual inspection which will include exposing the chosen critical components and carrying out a visual examination, with disassembly where required by the log book or operating manual; where irregularities are suspected disassembly may be required. Any visual examination may need to be supplemented by non-destructive testing at the discretion of the independent inspection body, refer to the relevant standard for more information on visual inspection requirements.

4.3.4

Exceptional Examination

4.3.4.1 Examination after Major Repair and Modification


Any amusement rides/devices that undergoes a major repair or modification, or occurrence of major incident Shall be classed as NEW, and requiring an Initial Approval and an Independent Thorough Examination.

4.3.4.2 Examination after Regular Repair and Modification


The amusement ride/device and associated parts Shall be subjected to Independent Thorough Examination, In the case of repair or modification, during the valid period, by an accredited IB in the following circumstances: a) before being taken back into use following any repair, modification or alteration likely to have affected the integrity of the devise; b) after a breakdown of un-established origin; and, c) on grounds of safety within a shorter period of time as specified by the body, which last examined the device.

Annex A
List of Standards
