MINUTES BOARD OF DIRECTORS OF THE NATIONAL ASSOCIATION OF COUNTY PLANNERS Teleconference Call on September 12, 2013

1. Call to Order Chair Tim Brown convened the regular meeting at 2:52 pm (Eastern Time). 2. Roll Call Members present were Tim Brown, Dennis Sandquist, Mike Harper, Jacqueline Kamp and Joe Scorcio. Adriana Trujillo-Villa, Keith Cubic, Tracy Hegler, Robert Hill, Charlie Compton, Royce Maniko, Judy Francis, Megan Nelms, and Mike Kayes were excused. There was not a quorum. 3. Minutes of the July 11, 2013 Teleconference Some typos were noted and will be corrected before the adoption at the next meeting. 4. Finance Report Treasurer Harper provided the financial report, with a balance of $1978.98. 5. FY 13/14 Budget There was no discussion needed as the budget was previously approved. 6. Update on IRS 501(c)(4) or (c)(6) Organizations Treasurer Harper presented drafts of the two forms. He requested feedback on the details as presented. He will be making adjustments and will need to converse with Cubic to get some of the historic information. The issue remains as to whether the $400 application fee is worthwhile. He will verify whether this is a one-time or an annual fee. This will be an action item at the next meeting. 7. 2013 Renewal Notices Update Harper indicated that he sent out renewal notices. He has not heard from Hegler as to contacting lapsed members. The financial report reflects 17 renewals so far. We are currently at 41 members, and need to reach 50 members. 8. Update on NACo Annual Conference Sandquist and Hill attended the Annual Conference next week in Fort Worth. The new presidents focus is on community and economic resilience. There was lots of discussion at the conference on retaining the tax-exempt status of municipal bonds. Jen Horton is our new NACo liaison. Tom Goodman will be the NACo staff assigned to the new Affiliate Council. Sandquist was appointed to the Green Government Task Force, and will continue his role on the EELU Committee. 9. Chair of Solid Waste and Land Use Subcommittee within the EELU Sandquist is now the chair of this subcommittee. Congrats! In this role, he will be setting agendas, and will chair at least one EELU meeting. This is a rotating assignment amongst the subcommittees.

10. Other Business Harper wondered if others had noted the emails regarding APAs discussion of certifying Master/Comprehensive Plans nationally. Seems like a revenue-based proposal. There was no other business. Brown reminded all that the 2014 awards information is, or will be on our website soon. 11. Next Executive Committee Meeting Date and Time The next conference call will be Thursday November 14, 2013 immediately following the 2:00 pm (Eastern Time) CPD Executive Committee meeting. 12. Adjournment The NACP meeting was adjourned at 3:22 pm (Eastern Time).
