The frequency response can be switched ON/OFF by the operator and is limited by the plant load operating range.

Frequency response cannot be activated during start-up, shutdown, switchover or any GT protective actions (PLS/PLST). If frequency response is not selected, the GT does not react to grid frequency deviations. The load range, which can be added/shedded during frequency response, shall be strictly as referred in GT operating instructions. ST will not take part in frequency response.

5.3.

Control Modes
All system modules have open and closed loop controllers. The CCPP distinguishes between the following control modes:

5.3.1.

Plant Load Control The plant load control, also known as Automatic Generation Control (AGC), is a control mode, which controls the power output of the plant automatically. It co-ordinates the power output of the GT and ST in relation to the plant power output. The plant output is defined by the pre-set load value given by the load dispatcher / operator. According to this load set point, the plant output is controlled by means of GT load controlling.

GT Control The GT is controlled by one of the following control modes, depending on the operation requirements : Start-up control Speed control Load / temperature control - Frequency response control - Process control - Automatic grid control

Frequency response control, process control and automatic grid control are sub modes to the load/temperature control. At any moment, there is only one of the control modes active. The main control modes are selected automatically. A manual selection is only possible for frequency response and automatic grid control. The gas turbine load is operated at pre-set load. The GT controller adjusts the VIGV position and the fuel flows by controlling TIT, TAT and power output according to the operating concept and loading procedure. The power output remains constant at changing ambient conditions as long as no temperature or load limits are reached. For further information, please refer to the GT Operating Instructions. 5.3.3. ST Control The ST follows the GT and always generates the power that is available from the waste heat from the GT. The control functions of steam turbine are split in independent software modules. The ST control module consists of the base and the automatic controller. The former is intended mainly for manual operation (e.g. during commissioning), while the latter has a higher degree of automation. The steam turbine is controlled by one of the following control modes, depending on the operation requirements : Start-up control Run-up control Load control
