Packaging and supply cycle strategist DS Smith is bringing its packaging, paper, plastics and recycling businesses together under one new unified corporate identity and brand. The move comes 18 months after the UK-based manufacturer acquired SCA Packaging, which secured a 14 per cent share of the European packaging market for DS Smith. Group Chief Executive Miles Roberts said, DS Smith has gone through a major transformation in the last few years. We are now able to offer a much wider product and service portfolio and operate on a much larger scale as a strategic partner with cross-industry expertise, while at the same time continuing to offer our customers a local, personal service. Our recent acquisitions have enabled us to make significant progress in the highly competitive European packaging market and have helped with the integration of our European and UK businesses. Policy change needed for greater clarity on the UK policy for how such material can best serve national needs; The ability of the UK to address the gap in reprocessing and thermal treatment capacity is being constrained by a lack of investment. In view of this, greater confidence should be given to the investment community through a range of fiscal measures to mitigate risk and manage growth. The report follows a six-month inquiry chaired by former Environment Secretary Caroline Spelman MP and makes proposals based on three key areas export of recyclate, export of wastederived fuels, methods of ensuring quality and improving enforcement, innovation and collaboration. Proposals include: Export of recyclate: Calling for reform of the methodology underpinning the issuing of Notes within the PRN/PERN system, in order to address inconsistencies between the costliness of recycling in the UK versus export for recycling and proposing the investigation of a PRN Offset system to drive demand for recycled content in packaging manufacturing in the UK; Export of waste-derived fuels: Urging DCLG, BIS and DfT to work together to encourage Local Enterprise Partnerships (LEPs) to carry forward the work of Regional Development Agencies in relation to Energy from Waste and identify opportunities for colocation and heat use; Quality, enforcement, collaboration: Recommending the waste industry works more closely with the Environment Agency to provide enhanced training and expertise to staff involved in the inspection of waste sites and shipments. The report further calls on government to work across departments to deliver a resources strategy as a core component of wider industrial policy, with particular focus on identifying the best economic and environmental uses of primary and secondary resources across the supply chain, and in combination with preexisting industrial applications. Inquiry Chair, Caroline Spelman MP commented, The UK has made huge improvements in recent years in how it manages its waste and the sector is justifiably now seen as one of the UKs economic and environmental good news stories. Nevertheless, important reforms and improvements are still needed. This report makes recommendations to central government and industry on how to build the most economically and environmentally robust system for waste and materials treatment, whether it be in the UK or abroad. We hope that adoption of these recommendations will result in a more streamlined and robust management of our resources and provide further steps towards the development of a truly resource efficient economy. The inquiry and final report has been kindly supported by BMRA, Closed Loop Recycling, DS Smith Recycling and SITA UK. A J THOMPSON ACQUIRED
Ellgia Recycling has acquired Suffolk-based A J Thompson Paper Recycling for an undisclosed sum. The sale follows the death of A J Thompson founder, Anthony Thompson, in July. One of East Anglias largest recyclers of commercial waste, A J Thompson currently handles an estimated 700 tonnes of waste paper, plastic, cardboard and paper each week across Cambridgeshire, Suffolk, Essex and other parts of east England.

CPI RESPONSE
The CPI is hitting back at claims, from some quarters, that used corrugated is a waste material when in fact most of it is recycled and made into new packaging. It actually has a very low impact on the planet thanks to a recycling rate of over 80%. CPIs Director of Packaging Affairs, Andy Barnetson, said, To say that using alternative packaging may result in less corrugated misses the point. Corrugated is single trip but has such a high recycling rate that it doesnt substantially impact on the waste problem. Our industry has always invested in recovery and recycling processes. Corrugated is fully recyclable through a closed loop system, so landfilling of corrugated must be viewed as a last resort. Such a versatile, easily recycled product should be recovered wherever possible in order to make the most of the resources which went into its production. The corrugated packaging industry in the UK has been instrumental in driving down waste within the supply chain, even before the Courtauld Commitment was introduced. It is a pioneering force in sustainable, lightweight, recyclable papers that do not compromise the integrity of goods in transit and ensures that they arrive in top condition. In todays challenging economic climate, it is quite right that supply chains are being scrutinised in an effort to drive down costs and meet environmental objectives. But when developing packaging solutions, many factors must be taken into account including transport efficiency. With the advent of modern corrugated processes, such as new raw materials that offer up to 23% storage space saving, the industry is offering extremely space-efficient packaging which is leading to better use of pallets, resulting in fewer vehicles on the road. Boxes need to be designed to fill lorries from floor to roof. If every single lorry on the road was filled to complete capacity, the savings in fuel costs and CO2 emissions would be huge. Corrugated can adapt itself to product after

product. By contrast, alternative packaging options do not have this flexibility and as a result are not as space efficient. There will be more pressure to reduce the carbon footprint and the environmental impact of packaging. Packaging waste is viewed by people as a bigger or equal problem to food waste, but figures from WRAP do not confirm this. Its CO2 emissions are far lower than the food we buy just 10.8 million tonnes compared with 166 million tonnes, while items such as salads, sliced meats, bread and rolls stay fresher five times longer in packaging than when stored naked. Corrugated may not have all the answers, but it is the most widely used packaging material in the UK and has helped deliver goods to market safely for over a hundred years. It should not be considered as waste but as the safe and sustainable packaging solution that it has always been.
UK PRN REPORT
The Environment Exchange confirms that excellent volumes were traded in paper for the second month (October) running with prices remaining static. Small documents in the Spot market achieved a premium with buyers happy to secure at the selling levels outlined. After some concern was voiced earlier in October about a slowdown in domestic supply, the Q3 figures alleviated any concerns reporting strong growth on the previous quarter.

PLANNING GRANTED
Waste treatment and renewable energy specialist New Earth Solutions Group has been granted planning permission to develop its energy recovery capability at its Canford waste facility near Poole in Dorset. The company, which already operates a mechanical biological treatment (MBT) facility on the site, plans to build a 10MW Energy Recovery Facility (ERF) to be powered by refuse-derived fuel (RDF). Denmark is the first European country to see the installation of the new IPS TRHE high-pressure, two-ram baler a 750-50 model from the range of smaller balers designed particularly with start-up users in mind. The Danish contracting company, Torben Clausen A/S, was looking for a multi-material baler that represented value-for-money and was economical to run. The materials to be baled included plastic film, cardboard, 1-tonne bags, HDPE, PVC and 200-litre hard plastic barrels with lids, all of which can be dealt with efficiently by a shearing knife cutting system. The customer also liked the fact that, although the TRHE baler has a small footprint, it is still a two-ram with 80 ton force making good bale weights cardboard bales up to 640 kg and 200-litre drum bales of 520 kg. A low cost operation is made possible by the 37.5 kW motor, which means very efficient running costs. Further, the TRHE 750-50 is fitted with the patented IPS hinged sidewalls that virtually eliminate shearing and reduces running costs by 40%. The so-called Rapid Traverse Technology was developed especially for the V-Press vertical baling press range and was presented for the first time. Energy consumption and the driving power are significantly reduced while, at the same time, increasing the throughput capacity. This technology reduces cycle time by approximately 25-30%. The HSM HL 3521 T is another new product. This horizontal baling press has a specially reinforced press chamber and is therefore particularly effective for compressing car tyres. HSM also presented themselves as a competent partner for PET recycling. Full PET bottles, six packs and Tetra Packs can be emptied quickly and reliably using the HSM FluidEx 600 which has a throughput capacity of approximately 10,000 bottles per hour and can be integrated easily within existing processes.

Participants were impressed with the presentation of one of their largest presses, the HSM VK 12018 R FU. VK stands for fully automatic channel baling press, 120 for 1200 kN pressing power, 18 for the length of the loading aperture (1800 mm), R for recycling and FU for frequency-regulated drive. This drive makes a significant contribution both in terms of environmental protection and efficiency with possible savings in energy costs of up to 40%. This drive is available as an option for many of the HSM baling presses and multistage shredder systems. With a drive of 2 x 90 kW, the VK 120 can press up to 35 tonnes of mixed paper per hour, each weighing approximately 1 tonne. The tighter the bales are pressed, the more stable they are for internal or external storage at paper mills. With bale dimensions of 1.10 m x 1.10 m, they are ideally sized for truck loading and, compared to smaller presses, save around 1/3 on wire usage. (www.hsm.eu)

Taylors latest urban recycling solution, the Mini Street, has received its first mass UK order following the Western Isles Councils decision to roll out the unit across all of its major tourist areas across the Islands. The Council has purchased 60 units, which have been located in prominent public areas throughout the islands, including ferry terminals, the new marina and the castle grounds.The Mini Street has grown in popularity amongst local authorities since the prototype was unveiled at last years RWM. The 240 and 360-litre units, which follow the same design principles as Taylors Street Unit, have been designed to provide a discreet, aesthetically pleasing housing unit that contains two-wheeled bins. Materials recovery facility, U-Recycle Ltd, based in Malta has installed a new state-of-the-art in floor chain conveyor and two man picking station from specialist UK recycling engineers, Middleton Engineering, to upgrade and improve facilities at its operations centre in Naxxar. The new two flight conveyor, with mid-point picking station for removing unwanted material from the waste stream, will primarily handle paper and plastic, and has been designed to feed an existing channel baler. A majority of the material will include shredded paper from a growing number of commercial customers and the company expects to be handling around 500 tonnes of waste material per month. U-Recycle Ltds Managing Director, Joseph Sammut explains, Our materials recovery business is expanding, so we needed a new conveyor to separate and process material more easily to make our operation more efficient and result in a higher quality end product. The fact that Middleton offered a complete solution fully integrated with our existing baler, as well as organising the logistics of shipping and installation, was the perfect investment solution. Design aspects for the new conveyor, which was fabricated at Middletons manufacturing centre in Somerset, was especially

DS Smith Plc has issued its period-end trading statement for the half-year to 31 October 2013. Overall, Group trading has been in line with our expectations, with good performances across all our businesses, states Miles Roberts, CEO. The market and business trends from our Interim Management Statement of 3rd September 2013 have continued. Within our Packaging business, we have continued to gain further market share due to our differentiated and strong customer proposition and corrugated volume growth remains in excess of our target of GDP+1 per cent. We are particularly pleased with delivery from legacy SCA Packaging regions. We are recovering input cost increases as expected, with the usual lag. Mr Roberts continues, Our overall outlook remains positive. The cost synergies from the acquisition of SCA Packaging are on track and will continue to be delivered progressively through this financial year. The Group expects continued performance in line with the companys medium term financial targets and views the remainder of the year with confidence.

IS ANYONE LISTENING?
Prior to the Chancellors Autumn Statement (December 4th), David Workman, Confederation of Paper Industries (CPI) Director General, wrote to the Chancellor outlining a number of measures that could enhance the competitive position of the UK Paper Industry. The policy of rebalancing the economy by strengthening manufacturing is being severely hindered by high UK energy costs, especially ironic when these are intended to reduce emissions of carbon. National carbon accounting focuses on direct emissions in the UK, meaning swapping UK manufactured goods for imported ones simply offshores the emissions, resulting in no reduction in global emissions. Of course, alongside the emissions being offshored, so also are the jobs and wealth creation that we should be benefitting from, commented Mr Workman. While it is the cumulative impact of Government policies that is critical to CPI Members, Mr Workman highlighted a number of specific measures that should be taken as a matter of urgency: The Carbon Price Floor (CPF) should be cancelled or frozen at the current level. The near doubling of Carbon Price Support (CPS) rates in 2014 and then doubling again in 2015 are simply unaffordable, especially in the absence of State Aid approval for the promised compensation for electro-intensive installations

Industrial energy generation should be supported. With so much investment required in new electricity generation equipment, supporting investment by industry in producing its own electricity should be a priority. Unfortunately, during 2013, the economics of operating and building industrial Combined Heat & Power (CHP) plant has been severely damaged by a number of new Government policies. A simple way to undo this damage would be to make CHP exempt from CPS taxation. The compensation package for electro-intensive installations should be extended and widened in scope. Investment cycles in industry are long and so short term support packages do not provide the certainty required to justify investment if a long term policy needs mitigation to avoid competitive damage, then support is required for the full length of the policy. The Carbon Reduction Commitment (CRC) should be scrapped. CRC simply adds costs to the cost of energy for much of UK industry with no environmental benefit. CRC effectively remains a tax collected in a very complicated way its priority for abolition under any red tape review is obvious. There should be a well-funded programme to support industrial energy efficiency. Present policies assume the stick of ever-higher energy prices will force energy efficiency. However, the other option is to move outside the UK to more welcoming locations. The carrot of strong financial support for energy efficiency would be a real attraction to help secure and retain UK investment. Being realistic in a role for the UK in global leadership. It is critical that UK policy is set in the context of policies being followed by other nations. Antonio Tajani, (EU industry commissioner) has warned that current energy policies and high prices risk a systemic industrial massacre. A long-term role for gas generation. Much progress has been made in accepting a role for lower carbon gas in displacing coal in electricity generation. But for this to be effective, the gas market needs to operate properly. In particular, the working of the wholesale market should be examined with any link between oil and gas prices decoupled.
