CarParkCharging:FeasibilityStudy

ExecutiveSummary

BrecklandDistrictCouncilownsandruns30carparksincorporatingapproximately2,141 spaces.Atpresentallofthesearecurrentlyfreetouse. Becauseofthepresentdifficulteconomicclimateandtheresultingcentralgovernmentcuts theCouncilneededtofillashortfallof3,500,000overthenextfiveyears,thisfigurehas nowbeenreducedtoapproximately2,500,000duetoefficienciesthathavebeenmade. TherequirementledtoaprogrammeofassessmentsbytheCounciltohighlightareasfor costsavingsand/orincomegeneration.AspartofthisprocesstheAuthorityhasdecidedto reviewtheintroductionofcarparkchargesintheCouncilruncarparks. ThecurrentcostfortheprovisionofcarparkswithintheDistrictis300,000perannum.The presentapproachofprovidingfreeparkingmeansthatthecostofmaintainingandrunning thecarparksisbornebytheCouncilTaxpayers. InordertocommenceafullreviewofthepotentialandthepracticalpossibilitiestheCouncil hasconductedafeasibilitystudyandprovidedrecommendationsbaseduponthefindings. ItwillbefortheElectedMemberstoactuponanyconclusionsmadeinthisreportandthe aimofthestudyistoprovidethememberswiththebestpossibleinformationonthe optionsavailable. Thefindingsofthisstudyareasfollows: ImplementingapolicytochargeforparkinginBrecklandisfeasiblealthoughtherearea numberofrisksassociatedwiththis Thestudyhasfoundlittleevidencethatdirectlylinksintroductionofcarparkchargesto reducedeconomicperformanceoftowncentres.Thisishoweverasignificantriskand mitigationplansneedtobeconsidered ThestudyconcludesthatifachargingpolicyisintroduceditshouldapplyfromMonday toSaturday08001800.Anominalchargemayneedtobeconsideredforeveningsand Sundays. Freeperiodscouldbeconsidered,forexample,1houracrossallprimelocationcarparks andfor2hoursacrossthelessconvenientcarparkstohelpmitigateriskscreatedifa chargingpolicyisintroduced AdifferenttariffshouldapplytoDerehamandThetfordthanintheothermarkettowns reflectingthegreaterdrawthesetownshave BlueBadgeholdersshouldpaytoparktheirvehiclesbutreceiveadditionalfreetime

Permitscouldbeutilisedtominimisetheimpactonresidentsandemployeesandshould becalculatedagainstthecostperspaceaverage.Permitsshouldnotbeallocatedfor theprimelocationtowncentrecarparks. Activitiesandmethodology

UsageSurveys

Inordertomakeaninitialdecisiononwhetheritispossibleorappropriatetointroducecar parkchargesitisnecessarytobuildupafoundationofdataoverasetperiod.Thisbasedata shouldincludethelevelofusageofeachcarparkandtheprofileoflevelofusageineach site.Gatheringrobustdataatthislevelofdetailisatimeconsumingexercise. In2001,BrecklandDistrictCouncilconductedanexercisetoassessthelevelofusageineach carparkandtoreflecttheusageprofileduringthecourseoftheday.Thiswasavery detailedexercisecoveringareassuchasquestionnairestoascertainmotoriststartpoint. Theobjectiveofthisprojectistoreplicateasampleofthesecarparkreviewsand,ascertain thelevelofusage.Theresultscanbeusedbothtocheckagainsttheoriginalexercisein ordertoassesswhethertheresultsfrom2001arestillusableandtoactasabasisforinitial recommendations. Thesurveyperiodscovered7amto7pm(includingboththesetimes)andoccurred approximatelyonthehoureveryhour,inbetweenthestartandendtime.Thesurveystaff recordedtheentireregistrationnumberforeachcarparkedatthesetimes. Ingeneral,theresultsofthissurveyshowthattheoveralluseofthecarparkshasremained thesamewithsomevariancesonthelengthoftimemotoristsarestayinginthecarparks. CarParkReview EachcarparkwithintheAuthoritywasvisitedtosurveythephysicalstateoftheassetand recordrelevantdetailsaboutthecurrentconditionofthecarparkanddetailsofany remedialworkthatmayberequired. Theresultsoftheseassessmentsappearlaterinthisreport1alongwithrecommendations forthemostappropriatechargingsolutionforeachcarpark.Includedarereasonsand explanationsastowhytheoptionsidentifiedareconsideredtobethemostappropriate.

TheoverallimpactoftheintroductionofParkingChargesmightresultinahigheramountof illegalparking,soextraonstreetenforcementmayberequiredintheinitialperiodof chargesbeinglevied. DiscussionstookplacebetweenBrecklandCouncilandNorfolkCountyCouncilatanearly stageintheprojecttounderstandtheimplicationstothecurrentonstreetparkingpractice. NorfolkCountyCounciladvisedthattheywouldassessthesituationshouldachargingpolicy beintroducedandthenactonanyissuesastheyarise.

TechnologyReview ItisimportantfortheoverallprojectthatBrecklandDistrictCouncilusesthemostrobust andcosteffectiveappropriatetechnologyforapplyingparkingcharges.Toassistatthisearly stageoptionshavebeenassessedatahighleveloftechnologyinthemarket.This assessmentwascompletedkeepinginmindthecarparksthattheoptionswouldbeapplied toandtheresourcesintermsofstaffandcoststhattheAuthoritycurrentlyhasinplace.

Research

District Researchwasundertakentotrytounderstandtheimpactsthatmaybeexpectedifthereisa changetothecurrentcarparkingpolicyinBreckland.Thestartingpointwastounderstand themakeupoftheDistrict.Analysisofinformationhighlightedthefollowing: TheaverageweeklywageinBrecklandis437.40comparedwith507.60across EnglandandWales(Source:Nomis2012). TheaveragehourlywageinBrecklandis10.44comparedwith12.87acrossGreat Britain(Source:Nomis2012). Theresearchhashowevershownthatchangestotariff,orproposalstointroducecharging oftencomeswithresistancefromlocalcommunitiesandbusinesses.Thishasbeen demonstratedinthefollowingareasforexample: Babergh Hunstanton StokeonTrent Nottingham Herefordshire Lymm Theperceptionisthatintroducingorincreasingcarparkchargeswilladverselyaffectthe communities,businessesandvisitors,makingthetowncentresunsustainableandleadingto adeclineinlocalservicesandbusiness. InBreckland,followingtheannouncementofthestudytherehasbeenevidenceof resistancebysomemembersofthecommunityandlocalbusinesses.ADistrictwide petitionhasbeenundertakenashavepetitionsacrossanumberofthemarkettowns. SwaffhamBusinessForumandDerehamChamberofCommercehavealsovotedtooppose anyimplementationofchargestoparkinCouncilcarparks.

Additionally,anumberofTownCouncils,ParishCouncils,businessesandresidentshave writtenintotheCounciltoexpresstheirconcernand/oroppositiontoanychangesinpolicy. ThroughtheCouldWe,ShouldWediscussionsundertakeninSeptemberandOctober2012 onlineandineachofthemarkettowns746responsesonoptionsrelatingtothe introductionofchargeswerereceived.Thebreakdownofresponseswasasfollows: Parking Charge+coverallcost 7.8% Charge+coverhalfcost 41.4% Continuefree 50.8% ThereportoftheFederationofLocalBusinessessupportstheviewthatchargingforparking canimpactontowncentresustainability.IntheirpaperParkingPoliciesforSustainable Communitiestheystate: Smallmarkettownsandtheiroutlyingruralcommunitiesarehitparticularlyhardbythe impositionofparkingcharges.Inthesecardependantcommunities,freeaccesstothetown centreisessentialnotonlyforthepurposeofshoppingbutalsoforsocialinteraction MaryPortasinherreportThePortasReviewlookstoassessthefutureofhighstreetsinthe country.Aspartofthereviewanumberofrecommendationsweremade. Recommendation9statesthat: Localareasshouldimplementfreecontrolledparkingschemesthatworkfortheirtown centres TheCaseStudiesusedinThePortasReviewarefromChesterandSwindon.Bothhave chargingpoliciesinplacebutimplementedaperiodoffreeorreducedtarifftoencourage shopperstovisitthehighstreet. TheAssociationofTownCentreManagersintheirreportAManifestoforTownCentresand HighStreetssupporttheapproachdetailedinThePortasReviewcasestudies.Theystate: Wewilllobbylocalauthoritiestoconsidercarparkingincentivesandpromotionstomake towncentresmoreaccessibletoall Theyrecognisetheneedtochargetoacertainextentbutthatitshouldbereasonable: Thereisnosuchthingasfreeparking.Thereisalwaysacosttosomeone,somewhere.The provisionoftotallyfreetowncentreparkingforalltowncentreusersisimpossible.Notonly that,butlocalauthoritiesdependonmoneyfrommunicipalparking.Atthesametime authoritiesneedtorecognisethefundamentalrequirementforsafeandfree(oratthevery leastaffordableparkingtoencouragepeoplebackintoshops).

Furthertothis,detailedresearchwasundertakenbyYorkshireForwardintheirreportCar ParkingResearch:Adetailedreportonhowparkingcanbemanagedintheregionstowns. Theyassessthecriticalfactorsinatownscompetiveness,identifyingthatParkingisnotthe primaryfactoraffectingperformance.Ratheritiswhatthetownhastooffer,thisneedsto beconsideredwhendecidingiftheDistrictshouldapplyablankettariffacrossallofits markettowns. TheyhighlightedaCaseStudyfromWinchesterin1996whichfoundfromattitudinalsurveys that: Themainmotivationforchoosingaparkinglocationisconvenienceratherthanexpense; Publicattitudestothenewmanagementregimesoftenedafteritsintroductionand; ManypeoplehadsaidtheywoulddrivelessintoWinchesterorusethecarparksless,but thisdidnotmaterialiseinpractice Inconclusiontheystate: Parkingisnotusuallyoneoftheprimaryfactorsaffectingcompetitiveness Chargingisnottheonlyimportantaspectofparkingprovision;theavailabilityofparking andeaseofuseappeartobemoreimportant Properlyformulatedparkingpolicymeasuresshouldhaveaneutralorbeneficialimpact oneconomicperformance Theacceptabilityofchargingrelatestoseveralfactors; Relativecosts(andoffer)ofcompetitortowns; Availabilityoffreeparkingelsewhereinthetown; Thestatusandpullofthetownand: Onlywhenallotherthingsareequal,mightparkingcontrolsplayaroleinthe competitivenessofneighbouringsettlements GVAGrimleyundertookaRetailAssessmentin2004.TheycarriedoutasurveyinRichmond wheretheyaskedpeoplewhytheydidntshopinthetowncentre.Oftherespondents38% citedpoorparkingfacilitiesand18%parkingcosts,butneitherwerethetopanswer. Conversely,whenpeoplewereaskedwhatwouldattractthem:36%saidbettercarparking, the4th(ofsix)primaryreasons.Thetopthreereasonswerealltodowithenhancingthe towncentreoffer.Theyconcludedthatparkingisanimportantfactor,butwasnotthemain reasonwhyrespondentsdidnotshopinRichmondofmoreimportancetothesurvey respondentswasthefactthattheyfelttherewasalimitedrangeandalackofspecialist shopsinthetown TheresearchundertakenbyMRUKResearchsupportsthis.Intheirpaper,Retail DistinctivenessofMarketTownstheyestablishedthefollowingconclusions: Whenaskedwhichparkingattributeswereimportanttothem,theavailabilityofspaceswas thetopresponse,followedbytheeaseofparking.Pricewasthe7thhighestresponse Thetopsevenresponsesaredetailedbelow: 1. OverviewandScrutiny TaskandFinishGroupswereestablishedunderthedirectionofandreportingtothe Overview&ScrutinyCommission.Finalreportsweredeliveredforthefollowingtowns: Swaffham Attleborough Watton Thefindingsfromthesereportshavebeenconsideredaspartoftheoverallresearchofthis project.Inrespecttochargingthereportsgavethefollowingopinions: Swaffham(March2011): Chargingremainsanemotiveandpoliticallysensitiveissue,especiallyinthecurrent economicclimate.Fromtheconsultationundertakentherewasnoenthusiasmtointroducea chargingregimeandtheGroupendorsedthisposition. Attleborough(March2010): TheGrouprecognisethattheintroductionofchargingwouldrepresentafundamentalbreak withBrecklandshistoricalpolicypositionofprovidingfreeparkinginitscarparks.Thetown councilissupportiveofsuchanapproachwiththecaveatthatfreeparkingperiodscouldbe includede.g.thefirsthourortwo,whichwouldencourageturnoverandhaveminimal impactonshorttermusers.ThereportwentontoconcludethattheCouncilretainsits policyofprovidingfreeparkinginallthreeBrecklandownedcarparksinAttleboroughand thattheCouncilundertakesinthefirstinstancetoseekanagencyagreementwith AttleboroughTownCounciltoprovideenforcement Watton(October2010): TheGrouprecommendsthattheCouncilretainsitspolicyofprovidingfreeparkinginall threeBrecklandownedcarparksinWatton. All,however,concludedthatashortandlongstaypolicybeenforcedacrossallCouncil ownedcarparks.

Thetford Thereare14carparksownedandrunbyBrecklandDistrictCouncilinThetford.

UsageStudy Inordertoobtainusefuldataandcheckthecontinuedusefulnessofthe2001surveystthe sameusagestudyontheBridgeStreetCarParkonamarketdaywascarriedout. Thecarparksoverallusewasupmarginallyby1%recordingthatthecarparkwasutilisedfor 569hoursbetween7amand7pmcomparedto562in2001. Theusageprofileshowsachangeintheusageduringtheday: Atnopointineither2001or2012wasthecarparkfullyutilised In2001usagepeakedsharplyat11amand3pmwhenusagereachedapproximately90% Theusagein2012wasspreadmoreevenlyovertheperiodbetween9amto4pmwith thehighestpeakbeingapproximately75%atnoon Typeofusagechangeddramaticallywiththemajorityofcarsin2001stayingforthe shortperiods,mainly1hour.In2012theonehourstayshaddroppedby45%andlength ofstaywasspreadmoreevenlyovertheperiods

ImpactAnalysis Asurveywasconductedoftheonstreetandoffstreetparkingprovisioninthetown,the aimofthisistohighlightareas,roadsorotherparkingareasthatmaybeimpactedifparking chargeswereintroduced. TheredareasaretheAuthoritiescarparksandthegreenareasareroadsthatsome displacementmayoccuronastheyareunrestrictedhighway.Theextenttowhich displacementmayoccurisnotknown.

Themainfindingsare: Themaintrunkroad(LondonRoad)doesnothaveanyrestrictionsplacedonitandmay beliabletoabuseatbusiertimeperiodsorduringanyfestivitiesthattakeplaceinthe town. Theonlyotherfreetouseparkingareathathasnotimerestrictionlocatedinthetown centreistheprivateretailparkonMinstergate.Ifchargingwereselectedasthechosen solutionbyBrecklandDistrictCouncilthelandownersandretailoutletsmaywellfind thereisahighdemandforthisfreeparking. CarParkReview TheThetfordcarparkreviewshowedthatthecarparksarewidelyusedandatthetimeof thereviewthetowncentrecarparkswerebeingheavilyutilised.

TheparkinginThetfordisspreadbetween7mediumsizedcarparks(5885spacesineach) and7smallcarparkscarparks(741spaces)providingatotalof649spaces. Foratownofthissizetheamountofparkingspacesavailableisverylimited.Thecarparks aregenerallyofagoodstandardbutthesignageinthetowncouldbeimprovedtoprovide betterdirectionsformotorists.Evenwithbettersignagesomeofthesmallcarparksin Thetfordwouldremaindifficulttofind;arationalisationofthesesmallercarparksandthe developmentofnewlargercarparkmaybenefitthetowndeliveringmoreprovisionand easieraccess. ThetfordConclusionandRecommendations Lengthofstayrecommendations Itisrecommendedthatifchargingisselectedasthesolutiontohelpreducethebudget deficitthatamixtureoffree,shortandlongandshortstaycarparksisused ShortStay Itisrecommendedthatthefollowing4towncentrecarparksbeshortstayPayandDisplay withamaximumstayof3hours.Thisisbecausetheirsizeandlocationneartotheshops wouldallowamorefrequentturnoverofvehiclestoassistthelocalbusinesses. Thecarparksrecommendedare: StGilesLa StNicholasSt WhiteHartSt MarketPlace Thiswouldmeanthat219spacesareforthesoleuseofshortstayvisitors. Asthesecarparksareneartoresidentialproperties,localresidentsmayutilisetheseareas. Thismayneedtobetakenintoaccountshouldchargesbeintroducedasitmaymeanthe introductionofapermitschemetoallowlocalresidentstousethecarparks. LongandShortStay Itisrecommendedthatthefollowing9carparksshouldbemadeavailabletobothshortstay andlongstayvisitors: BridgeSt BuryRd CageLane TheLink PikeLane CastleStreet SchoolLane TannerStNorth TannerStSouth

Thisisrecommendedduetothelocationandcapacitywhichwouldallowforbothlongand shortstayvisitors. Thiswouldallow464spacestobeavailabletobothLongandShortStayusers. Free ItisrecommendedthatthePrioryCarParkshouldremainfreetouse.Thisisbasedonthe carparksizeandlocation.Thecarparkissmallwithroomforapproximately7cars (unmarkedcarpark)andislocatednexttothePriorywhichisanEnglishHeritagesite.It seemsthatitiswidelyusedforlocalshorttermrecreationalpurposese.g.dogwalking; thereforetryingtochargeandenforcewouldnotbecosteffective. PermitSchemes Ifchargingwereintroducedapermitschememayneedtobeconsideredassomeofthecar parksinthetownareutilisedbylocalresidents.Localbusinessescouldbeinterestedinsuch aschemeaswell. BayMarkings Fortheabilitytoenforcecertainoffstreetcontraventionssuchasoutofbaymarkings, baymarkingswillneedtobeclearinthecarparks.Carparkswhichusedifferentcoloured brickstoshowbaymarkingse.g.SchoolLanemayneedtobelined. Chargingcantakeplaceinthesecarparksbuttheenforcementmaybelimited. FullOutsource Thiswouldinvolveoutsourcingcontrolofallthecarparkassetsaswellasthe managementanddeliveryofthecarparkingservicestothePrivateSector.Thistypically eitherreturnsafixedamountperannumorapercentageshareoftheprofitsmade 3. ServiceDeliveryOutsource TheCouncilwouldretainfullcontroloftheassetsbutwouldcontractoutthe managementanddeliveryofthecarparkservicetothePrivateSectorforafixedannual fee.

Option5isinlinewithcentralGovernmentsLocalismagendaandmayprovideaviable solutionshouldTownCouncilsbeabletogenerateenoughfundstocoverthecostsof runningandmaintainingthecarparks.

Itisimportanttonotethatincomefromcarparkingisdependantonanumberoffactors, someofwhicharedifficulttopredict.Ifachargingpolicyisintroducedresearchshowsthat somepeoplewilllooktoparkinalternativeplacestoavoidpayingthetariff,thisisknownas displacement.Forthepurposesoftheprojectadisplacementfigureof40%hasbeenagreed butthismayvary.
