(MIS) Management Information Systems Development Project

Introduction:

One of the top priorities to the Ministry of Higher Education is to introduce and develop communication and information technology within the organization of higher education. This is evident through the third phase of Higher Education Organization as Egypt witnesses a new era. This phase aims at using communication and information

technology to raise the educational, research and administrative capacity of Higher Education and Scientific Research organization. It also aims at the continuous development of scientific and training programs and syllabi and their teaching methods in addition to developing new other methods of education to keep pace with the global development and to cover the growing demand for higher education. This requires taking advantage of the information resources and international libraries and raising the capacity and skills of the academic and administrative staff in the institutions of higher education and scientific research while dealing with communication and information technology and multimedia.

While activating the assigned role for the communication and information technology Project (ICTP), which was a key element in the Loan Agreement between Egypt and the International Bank for Reconstruction and Development (Loan Agreement No. EGT 4658 ratified by the parliament on June 18, 2002), and which aims at supporting and financing high priority fields in the strategic plan of the higher education development project, financing the projects of developing management information systems at universities raises the efficiency of the administrative system in higher education institutions which would benefit the quality and efficiency of the provided education. Project Goals: The main objective of this project is to establish an integrated management information system which enables us to automate the dynamic administrative processes in the university. This can be achieved through:

Supporting the decision making process.

2-

Improving the services provided to the graduates, students and faculty stuff.

3-

Improving the accuracy of the follow up and management of student data in the

university.

4-

Achieving work flexibility within the different departments of the university.

5-

Building strong and continuous relationships inside and outside the university

campus.

Project phases:

1-

Buying computers needed for the project and distributing them to faculties and

departments of the university.

2-

Collecting the necessary data for the system.

3-

Analyzing the system and finding out its inputs and outputs.

4-

Making a preliminary visualization of the system through initiating preliminary

screens of it.

5-

Making seminars to the staff of involved faculties and departments and displaying

the screens of the proposed system to make sure that it meets the requirements of the concerned authorities.

6-

Uploading the system on the computers and entering or transferring the data from

the proposed systems in the center.

7-

Making a preliminary test of the required functions at different levels.

8-

Receiving the system.

The top achievements

1-

A Center to manage information systems in the universities supplied with hardware

& trained technical personnel cable of running the systems.

2-

Developing unified systems for students affairs, higher studies, faculty staff,

schedules, control and exams at all universities, and linking them to electronic coordination and the Supreme Council of Universities.

3-

Uploading all regulations and the data of the students registered in faculties and

providing computers, printers and scanners needed for the work.

Establishing a strong and effective management information system.

Achieving integration between developed management information systems and

other available systems provided by the Ministry of State for Administrative Development.

Preparing electronic data that enables the processes entering and converting data.

Good training for faculties & departments staff in the different universities.

Integrated training for the technical team to manage and maintain the system so the

team will be able to modify the system to reach the projects main goal which is to reach an integrated electronic system to manage all administrative processes within the university faculties and its various departments.

The plan to ensure the continuity of the project plan

The continuity of the project can be ensured through financial revenue that can be achieved through:

1-

Allocating a part of the annual expenses of the university students for the center in

return for the services provided by the Center for: the new students - university students - graduates - postgraduate students. 2Holding specialized training courses in the field of information technology (such as

specialized Microsoft courses - Oracle courses...). 3Providing marketing services to external organizations through the free services

provided by the project for the university students and staff. 4The University can provide institutional support by establishing a central unit to

support, maintain and develop information technology.

Activities related to the quality of the projects implementation:

Controlling the quality of the project, its strategy and its monitoring methodology will be effective through participating in all the activities that will take place in the project including but not limited to: 12The continuous check and track of the targets of the project and its daily activities. Controlling the system through criteria and standards to ensure having integrated

quality and performance.

Applying evaluation programs for continuous improvement. Analyzing the collected data and reviewing the required documents. Identifying the problems related to the projects development through information

management, data analysis and daily reporting. 6Applying a quality assurance system through indicators to determine the strength

and weakness points of the project and its various activities. 7Quality control through a specialized committee to evaluate the progress in

achieving the progress of the project and its applications. 8Quality evaluation should include all activities included in the project through: Setting standards for the quality and efficiency of infrastructure of the project. Linking the faculties of Ain Shams University in order to collect data centrally and

evaluate it through quality standards.

Activities in the field of awareness of the project and its goals within the university:

To get all the employees in all departments of the university; University stuff and students with the objectives and benefits to be achieved by the project through 123Seminars. Workshops. Brochures and pamphlets about the project to distribute in the various university

departments and faculties. 4The project's website, which includes an explanation of the objectives and project

details.

Thus, the various departments and faculties of the University would be aware of the benefits and objectives of the project to achieve the cooperation and support for this project.

The project aims to design an online Portal for Ain Shams University by providing the demanded data easily from the faculties & unites of the university. Hence, the browser can reach information about professors, students, administrators, the events in the university or any other information through the Portal. Projects Goals 1- Designing websites for the university & the faculties includes: University's Agenda, news, advertisement and academic plans -University's Sectors: University Management, Students affairs sector, high studies and scientific research sector, community and environment services sector, university's faculties & institutes and the special units that follows university's management or the faculties. 2- Offering electronic services to all university students. 3- Offering electronic services to all high studies students. 4- Offering electronic services to all professors. 5- Offering electronic services to the private sector & civil society. Portal is being designed right now using the international standard

methods that easily allow exchanging information with universities, local & international organizations. The project provides interfaces to use the information systems services in the universities through the feature of single sign in such as: Systems of administrative information for students, digital libraries, electronic learning and training, news, e-mails and Blogs that attract students & support their sense of belonging to the university. Digital libraries project


I. Projects objectives: 1- Mechanize work processes in the libraries of Ain Shams University. 2- Linking Ain Shams university libraries to the libraries of other universities through the Egyptian universities network. 3- Starting a unified index of library holdings. 4- Depending on the international standards in work procedures.

II- Phases of the projects implementation: 1- Phase one: In the first year, a mechanization of the Central Library and the libraries of the Faculty of medicine, engineering and science. 2- Phase two: In the second year: a mechanization of (10) libraries. 3- Phase three: In the third year, a completion of the rest of the libraries.

Top achievements: 1- Creating a unit for digital libraries in the Supreme Council of Universities. 2- Providing electronic resources for research, periodicals, books, and university theses through a unified search portal (www.nelc.edu.eg). 3- Creating a unified index for library holdings (www.nelc.edu.eg). 4- Creating a database of university theses authorized by the Egyptian universities.

5- A national system to manage libraries automatically (future system for libraries) achieving more than 80% of the global systems specification for library management. 6- Providing a training program for more than 1,000 librarian to manage and use (future systems for libraries).

III Projects outputs: 1- Mechanization of libraries (books - periodicals). 2- Preparing loan data for students and faculty staff. 3- Efficient people trained on the latest indexing systems.

IV- Beneficiaries of the project: 1- Ordinary students and post graduate students. 2- Professors (staff and assistants). 3- Researchers and all library visitors for reading and research. 4- Library staff to acquire experience in the field of mechanization and depending on the international standards.

Objectives of the project: Updating and developing the university information network so that all faculties and institutes of the university access the internet through the lines of communication quickly and safety. Preparing and training staff to be able to manage the university information network Providing a system to protect the University network. Developing the E-mail service Top achievements:

1- The ability to exchange the electronic data between universities and research centers through information network expanded quickly with a delivery speed of Mbps 68. 2- Raising the efficiency of the infrastructure of the Egyptian Universities Network and Information Centers by providing them with treatment, storage and data protection devices. 3- Linking faculties networks to university information network to increase networking points. 4- Network video conferencing and visual broadcast (44 unit video conferencing). 5- Raising the speed of the available Internet to the universities to become Mbps 1000 instead of Mbps 55. 6- Raising the efficiency of the IT engineers in universities Information network Stages of the implementation of the project: Bid requirements on 05.21.2005 Opening of technical and financial offers for the project on 22/6/2005 1. The company has run all the devices in all faculties and institutes of the university to connect these faculties and institutes to the Internet.

The company has trained IT engineers on how to manage these devices and the network as a whole.

The Ditec company has done an internal linking network inside the building of the University information network . 1. 12. Prof. Dr. / Hossam El Din Fahim is the director of the project has done an extension of the project so as to make network connection to several internal buildings to the main network room in the Faculty of Medicine and Engineering and has also installed a wireless network inside the Zaffran Palace to connect to the Internet and at the expense of the project.

Outputs of the project: Installation and operation of the network and transfer data safe to the University information network. Installation and operation of the necessary device to transfer data in all the faculties in order to connect to the university, and thus to the Internet. Training the technical personnel required to manage the network.

E-Learning Project
Introduction Believing in the importance of e-learning as a solution for the problem that faces education nowadays, the Ministry of Higher Education aimed to establish Electronic Learning Centers in every university. Ain Shams University is considered one of the most ancient universities in Egypt as it's the third university founded in Egypt in 1950, since then ASU has been doing its duty in achieving the higher education facing the increasing number of youth in their demand for higher education. Since Ain Shams University Keeps pace with the international scientific development, the university was keen on the Electronic Learning field and gave it the needed attention due to its major importance in the coming years. The center is going to facilitate distance

learning procedure & convert the courses into electronic courses that can be accessed anywhere. Hence, we could overcome the chains associated with linking education to location, time and cost.

Project's Goals

Making the electronic courses available to students to raise their scientific grade, allow interactivity between students & their professors without the chains of time or place which would lead to raising the educational level and achieving the required quality from students to compete locally & internationally to reach (a world without papers, a university without walls), and then to achieve the following sub goals:

- Supporting students capability of learning to the maximum using information technology. - Increasing the satisfaction of the educational needs for the students,

which traditional education can't provide. - Developing student's learning ability to upgrade their personalities. - Providing flexible educational environment with a strategy that uses modern teaching methods. - Providing an electronic environment that helps in supporting the decision making process & achieving administrative transactions quickly. - Managing, Saving &Handling all data and information electronically. - The optimal use of the infrastructure (the network). - Facilitating professors work in managing the educational process that reacts with the technological environment. - Providing electronic society where all sides of educational process can be linked through forums and email without the chains of time or place. - Available information for the students anywhere, any time. - Several easy ways to evaluate the students. - Rising the professors capability level to invest information technology in the educational process during theoretical or practical lectures or outside the class. - Achieving self-learning, distance learning and the introduction of the concept of Continuing Education or Lifelong Learning. - Preparing the students for the use of information technology in education and equiping them with different types of thinking skills, and developing their innovative and creative faculties.

- Preparing the graduates for the global competition.

Project's implementation phases:

- Establishing e-Learning Center at Ain Shams University. - Starting the process of furnishing the center with the necessary equipment, furniture and infrastructure. - Announcing the need to hire technical staff required for the center. - Hiring six technicians so far (content developers - designers). - Training the staff of the center on how to design and manage e-courses. -Designing the electronic content through detailed procedures about e-

the content design and activation methods through the process of developing courses that consists of several stages: - Analysis: means to analyze the needs of learners and to identify their interests. - Design: to determine the sequence of delivery of educational material. - Development: building educational material content. - Implementation: learning process and control. - Evaluation: evaluate the learning process.

- Designing a system to manage the educational process through the program "Moodle", which is a program to organize & give licenses to students to use the electronic services in addition to teachers and supervisors to be used in the educational process. Through "Moodle", there is a chance to import and export e-learning content , as well as following

up the performance of students, and to propose subjects in discussion forum & live chat rooms etc. - Designing electronic services such as admission & registration service, or access to digital libraries & e-books, or the results announcement etc. Working through Ain Shams University and the Supreme Council of Universities Portal on designing & creating single access point that contains the information needed for the university's e-courses to connect all Egyptian universities in order to benefit from the e-courses of Ain Shams University.

Top Achievements

1- Establishing a national center for e-learning in the Supreme Council of Universities (www.nelc.edu.eg). 2- Creating 22 centers to produce e-courses for Egyptian universities with production capacity up to 100 e-syllabi annually. 3- Establishing national standards for e-courses and applying them to courses that have been produced in universities. 4- Producing and publishing 300 electronic syllabi (www.nelc.edu.eg). 5- Training the university staff & students on the e-learning methods.

Project's outputs (until September 2007):

- Designing and developing a website for the e-learning center in Ain Shams University.

- Setting up a management software for e-courses data for all Egyptian universities - Producing the center's first e-syllabus according to the project plan which

is "Parasitology" Faculty of Medicine - Ain Shams University. - Producing a guide to instruct students how to deal with e-courses and to spread the culture of e-learning at the university. - Designing a number of presentations that help defining the e-courses in terms of global standards of quality. - Providing publications with different monitors that include software of e-learning content management through the internet, such as Moodle. - Approving the holding of the first conference "e-learning communities" in February 2008. - Approving the establishment of many workshops to spread the culture of e-learning in the university.

Faculties selected to implement the project: All the university faculties but the Faculty of Medicine as it was chosen to be the first faculty to provide e-course through the production of parasitology course followed by the Faculty of Commerce, Science and Education and Specific education.

The volume of entered data:

Working on producing ten electronic courses maximum, so that they work through the web according to international standards in accordance with the National Electronic Council, and which can be exchanged between different universities and various faculties. Ensure the continuity of the project plan:

Achieving special position between the e-learning centers at Egyptian universities by providing electronic education systems and courses with high quality to improve learning and education process within ASU faculties, as well as developing the universitys education level and getting young privileged graduates with global competitiveness, through the following elements:

Establishing the needed training courses to spread the culture of e-learning

techniques among all those who belong to the University of Ain Shams and other Egyptian and Arab universities to increase the use of the university professor, student and employee to such technique. Planning marketing strategy decisions produced by the center to increase its

effectiveness and thus profitability and using technology in education at the best possible ways. Designing websites for all who need it. Designing many e-courses for various other faculties. Helping centers and faculties to create e-learning units in various faculties of the

university under the supervision and experience of e-learning center at the university. Giving technical advice and support to make e-courses for other units and centers. Making specialized courses in the use of video capture to view interactive meetings

and lectures. Making studies and researches about the educational needs and how to overcome

them by e-learning. Providing solutions to educational institutions (providing content - tests - assignment

- discussions - virtual classroom). Developing administrative and technical skills. Developing educational syllabus and courses. Designing & programming systems to manage the e courses.

Activities related to the quality of the projects implementation: Following the specific time plan for the project.

Commitment to global standards and the National e-Learning Center plan. Producing and evaluating the e-courses. Clarifying the general guidelines for using of e-courses. Training ASU staff and the assistants on the use of e-courses to increase the usage

and to raise the level of education. Training students on the use of e-courses. Accrediting Certificates electronically. Managing different electronic contents using the Internet well in the educational

Project objectives: The project aims to use information and communication technology to improve the educational process and to develop the performance of administrative and financial sectors and follow the academic affairs up at all levels, therefore, the project of information technology systems development in higher education has included a major focus of the elite human resources of faculty stuff, assistant teachers, lecturers and employees of educational institutions to use information Technology in their fields and to ensure the integration of other axes of development to achieve the desired goals of development. The most important achievements 12Establish a central unit for the training in the Supreme Council of Universities. Construct and equip 22 information technology training center in the universities

and provide them with the necessary equipment. 34Develop electronic infrastructure for training and online testing. 241.193 trainee / course were trained through 12.362 training course.
