1.0

SCOPE This specification covers the general requirements of design, manufacture and testing of Fault Current Sensor and Indicator for locating short circuit and earth faults in the 11kV and 33kV distribution system.

5.0

BASIC FEATURES 5.1 a) General The medium voltage overhead line Fault Current Sensor and Indicator shall be of the outdoor type suitable for working in the tropical climate condition stipulated in clause 3.0 above. The components used in the Indicator shall be suitably protected from direct sunlight to prevent malfunctioning due to solar radiation.The maximum operating temperature shall not be less than 70C.

The Indicator shall be suitable for mounting on line supports such as wood poles / reinforced concrete poles / lattice steel towers, three to five meters below the 11kV and 33kV live lines. It shall be fully self-contained type without any external connection and isolated from the line. The Indicator shall be suitable for use on a three phase line and the fault sensing shall be based on detection of the variation in the electromagnetic field below the three phase conductors. It shall not be a directional type. The Indicator shall be of the programmable type suitable for sensing; i) ii) Short-circuit fault up to 13.1 kA Low earth leakage fault of maximum sensitivity of 4A or less with tripping level setting range up to 50A.

The Indicators which are detecting the variation of the electromagnetic field due to fault current ( Indicators installed between the circuit breaker and fault point shall only sense the fault current) shall only provide intermittent Neon / Xenon flash indication after the circuit breaker trips on fault. The duration of flash indication shall be adjustable from 2 to 12 hours. A secondary flashing LED indication shall also be provided to indicate the transient fault and permanent fault, and the duration shall be able to set at 24 hours. Facilities shall be provided to program the sequence of operation of flash lamp indication as required by the purchaser. The Indicator shall be suitable to provide the following operations. i) ii) iii) Flash (neon/xenon) indication for phase to earth fault. Flash (neon/xenon) indication for phase to phase/three phase short circuit Flash LED indication of Transient and permanent faults.

The Indicator shall have the following Flash indication resetting facilities; i) ii) iii) To reset automatically after restoration of supply To reset after Programmed duration after occurring of fault to reset manually.

The Indicator shall be selective in action as indicated below; i) ii) It shall not respond to any sudden variation (increase/decrease) in load current. It shall not respond to high magnetising inrush current.

5.2

Equipment Housing

The Fault Current Sensor and Indicator housing shall be made of high strength plastic and shall be of UV stabilised and flame retarding type. 5.3 Mounting Bracket

The mounting bracket of the Fault Current Sensor and Indicator shall be made of Stainless steel or aluminum suitable for mounting on overhead distribution line supports such as wood poles, concrete poles and lattice steel towers.

5.4

Flash Indication

The flash indicator shall be of the neon/xenon type and the flash indication shall be visible for at least 250m in day time and 2km in night time. The flash indicator shall be so designed to allow a uniform 360 monitoring 5.5 Power supply

The power supply for the operation of the equipment shall be from a lithium battery suitable for 5-7 years trouble free service.

QUALITY ASSURANCE The Bidder shall furnish documentary proof that the manufacturer possesses ISO 9001 Quality Assurance certification for the design, manufacture and testing of Fault Current Censor and Indicator for medium voltage lines. Copies of the proof document/certificates shall be certified by the Bidder as true copies of the originals".

7.0

ADDITIONAL REQUIREMENTS 7.1 Service and Tools

A list of free spare parts and tools supplied with each equipment shall be furnished with the offer. The prices of recommended set of spares necessary for 10 years trouble free operation shall be quoted separately for each equipment.

7.2

Rating Plates or Labelling

Each Fault Current Sensor and Indicator shall carry a weather and corrosion proof Rating Plate indicating the following particulars. a) b) c) d) Country of manufacture and manufacturer's identification. Model or type number (as per catalogue) Voltage level applicable and frequency Number and Year of Standard adopted.

7.3

Packing

Each Fault Current Sensor and Indicator shall be suitable packed separately in a biodegradable packing material to withstand rough handling and carry a label indicating the name of item, model/type No. etc.

8.0

SAMPLE STUDY One sample of Fault Current Sensor and Indicator offered shall accompany the Bid to facilitate analysis and evaluation. The Samples of the unsuccessful Bidder will be returned once the award is made. The sample of the successful Bidder would be retained and set off from the

total quantity to be supplied.

9.0

INFORMATION TO BE SUPPLIED WITH THE OFFER The following shall be furnished with the offer. a) b) c) d) e) f) Catalogues describing the technical features of the equipment and indicating the Model Number. Constructional feature Completed schedule of particulars - Annexure A Certificate of Quality assurance conforming to ISO 9001. A list of names and addresses of preferably ten leading purchasers giving year of delivery and quantities supplied during the past five years. Test Certificates i) ii) To confirm the operational performance of the Fault Current Censor and Indicator as per Clauses 5.1 e), f), g), h), i) and j). Electromagnetic compatibility tests as per EN 50082-2. The EMC test certificates shall clearly identify the equipment concerned showing the Manufacturer's identity, type number and basic technical parameters and shall be issued by an recognised Testing Authority acceptable to the purchaser.

Offers of Bidders who fail to furnish the above particulars and the sample as per Clause 8.0 will be rejected. 10.0 INSPECTION AND TESTING The selected Bidder shall make necessary arrangements for inspection by an engineer appointed by the Purchaser and also to carry out in his presence necessary performance tests to confirm the operation of the Fault Current Censor and Indicator as per Clauses 5.1 e), f), g), h), i) and j).

11.0

TECHNICAL LITERATURE AND DRAWINGS The selected tenderer shall supply along with the Indicator relevant drawings and technical literature including method of installation, operation instruction and maintenance details.
