Couples wed in Utah after court

ruling; N.M. also heads to altar

Gay Mormons in Utah are celebrating their rst
Christmas as legally married couples following last
weeks court ruling instituting marriage equality
there.
One such couple, Seth Anderson and his new
spouse, documented their application for a marriage
license in Utah on Twitter within an hour after the
ruling: Me and my new husband!! My polygamous
Mormon great grandparents would be so proud!
For lesbian couple Terri Henry and Perry Kirby, the
court ruling granting them the ability to wed allowed
them to afrm the Mormon values with which they
were raised.
Although Henry, 51, and Kirby, 47, no longer
identify as members of the Church of Latter-day
Saints, they say their upbringing compelled them to
marry at Salt Lake County on Monday.
Henry, who left the church after it led a friend-of-
the-court brief before the Supreme Court in favor
of Proposition 8, said LDS teaching showed her the
importance of marriage even if its to someone of
the same gender.

A&E continues to face criticism over
its decision to indenitely suspend
the patriarch of the reality show Duck
Dynasty after he made homophobic
and racially insensitive comments
during a magazine interview.
National Organization for Marriage
President Brian Brown sent an e-mail
to supporters that contained a link to a
petition urging A&E to apologize to Phil
Robertson and allow him to once again
appear on the show hours after the
network announced it had placed the
reality show star on indenite hiatus.

Defrocked Methodist pastor
gives guest sermon in D.C.

The Methodist pastor from
Pennsylvania whose credentials as
a minister were revoked last week
because he refused to stop performing
same-sex marriages was greeted warmly
on Sunday when he delivered two guest
sermons at D.C.s Foundry United
Methodist Church, which is supportive
of the LGBT community.
The Rev. Frank Schaefer of Lebanon,
Pa., appeared at Foundry at the
invitation of the Foundry pastor, Rev.
Dean Snyder, who himself has performed
same-sex marriages at Foundry in
deance of a United Methodist Church
policy prohibiting its ministers from
performing same-sex nuptials.
The church policy also prohibits same-
sex marriages from being performed in
Methodist churches by ministers of other
denominations or by civil ofciants.
Like Rev. Schaefer, we believe
in marriage equality as a biblical
principle, says a statement released by
Foundry United Methodist Church last
month when Schaefer was placed on
trial by church leaders in Pennsylvania.
Church ofcials initiated the trial after
they learned he performed his sons
same-sex wedding in 2007.
The tribunal conducted by the
United Methodist Conference of
Eastern Pennsylvania, a regional church
governing body, initially sentenced
Schaefer to a 30-day suspension of his
ministerial duties. When he refused a
request by the tribunal that he complies
with the Churchs Book of Discipline, or
church law, by never again conducting
a same-sex marriage, church ofcials
defrocked him.
Rev. Dawn Hand, Foundrys associate
pastor and chief program ofcer, told
the Blade that Schaefer, his wife, and
two of his four sons who accompanied
Schaefer during his appearance Sunday
at Foundry, each joined Foundry and
were ofcially welcomed as members.
They are not planning to move to this
area, Hand said. But they do have a home
church, and thats Foundry, she said.
Schaefer, who lives with his family in
Lebanon, Pa., has been a United Methodist
clergyman for 20 years, Hand said.
According to Hand, the United
Methodist Conference for the Baltimore-
Washington Region, which is the church
governing body with jurisdiction in
this area, has not taken steps to stop
Foundry United Methodist Church or
Pastor Snyder from performing same-
sex marriages.

Va. group asks for
Equality license plate
The statewide LGBT advocacy group
Equality Virginia says it has arranged
for members of the Virginia General
Assembly to introduce legislation to
create a license plate bearing its name
as well as the slogan Equality for All.
A number of Equality Virginia
supporters have shown an interest for an
equality license plate, the group says on
its website. As a result, we are working
with legislators to pass a bill this session
that will give Virginians the option to put
an equality license plate on their car.
But the website message notes that
under existing law, a bill expected to
be introduced in January to create
the license plate cannot move forward
unless Equality Virginia submits 450
pre-paid applications from Virginia
motorists requesting the plate. The fee
for the plate is $25.
The website message includes a link to
an online application set up by Equality
Virginia, which says it will collect all the
payments and applications and deliver
them in bulk to the Virginia Department
of Motor Vehicles.
While we expect this legislation to
pass, please rest assured that if it does
not, you will be fully refunded, the
website message says.

D.C. Council advances
LGBTQ homeless youth bill

The D.C. City Councils Committee of
the Whole on Dec. 17 voted unanimously
to give preliminary approval for the LGBTQ
Homeless Youth Reform Act of 2013.
The legislation, among other things,
allocates funds for expanding existing
homeless facilities to include additional
beds for youth who identify themselves
as lesbian gay, bisexual, transgender, or
questioning.
The Council is expected to vote on a
rst reading of the bill at its next session
on Jan. 7. Mayor Vincent Gray has said
he would sign the bill when it reaches
his desk.

Eagle seeks to move to Benning Road

The D.C. Eagle, a gay bar since 1971, led papers with the city on Dec. 13 to
move into a three-story warehouse building at 3701 Benning Rd., N.E., where
it proposes to operate as a tavern and restaurant and offer live entertainment,
dancing, a rooftop summer garden and a small retail gift shop.
Co-owners Theodore Ted Clements and Peter Lloyd led the papers
with the D.C. Alcoholic Beverage Regulation Administration as an application
to transfer the Eagles liquor license from its current location at 639 New York
Ave., N.W.
The popular bar, which caters to a leather-Levi clientele, must leave the
New York Avenue location by Jan. 31 to make way for the construction of a
new ofce building. Clements told the Blade in an interview last year that the
Eagle has been in the New York Avenue building for more than 25 years and
operated in two other downtown D.C. locations since rst opening on 9th
Street, N.W. in 1971.
Clements and Lloyd couldnt immediately be reached this week to discuss
the application to move to the Benning Road location.
The 18-page application submitted to ABRA asks for an entertainment
endorsement, a feature that the Alcoholic Beverage Control Board, which is an
arm of ABRA, must approve for taverns to offer certain types of entertainment.
Types of entertainment include dancing, four piece bands, open mic,
contests and fundraisers for charity, the application says. Dance oor will
approximate 800 square feet and a small retail gift shop will be included on
the premises, it says,
The application says the new Eagle building would also feature a rooftop
summer garden with 100 seats and a sidewalk caf with 36 seats.
In a space on the application form that asks if any other business would
be conducted on the premises, Clements and Lloyd replied that a tavern
called Terminal Alley LLC and a catering service called Eagle Eye Catering
LLC would operate adjacent to the D.C. Eagle but in the same building.
A spokesperson for the D.C. Ofce of Tax and Revenue said records show
the building at 1701 Benning Rd., N.E. consists of 16,984 square feet of gross
building area.
Evie Washington, a member Advisory Neighborhood Commission 7E,
which has jurisdiction over the area where the building is located, said she
met earlier this month with the two principals of the Eagle and their attorney
at their request to discuss their plans for the building.
They want to be good neighbors, she said.
Washington noted that the building is located two and a half blocks from
the Minnesota Ave., Metro station and a short distance from access to
Interstate Rt. 295, which feeds into Maryland and Virginia. She said the area
surrounding the intersection of Benning Rd. and Minnesota Ave., where the
Eagle is seeking to move, is experiencing new residential and commercial
development.

Good and bad news
for LGBT advocates

The U.S. Congress passed major
defense budget legislation last week that
includes provisions related to the LGBT
community both good and bad in
the aftermath of Dont Ask, Dont Tell.
The scal year 2014 defense
authorization bill contains an expansion
of the conscience protections for service
members under current law, but also
repeals the sodomy ban under military
law and calls for a report on HIV policy
within the U.S. military.
The Senate approved late Thursday
by a vote of 84-15 a $630 billion version
of the bill, which primarily reauthorizes
pay for troops and funding for military
programs. The House already approved
the legislation, so its heading to
President Obamas desk.
Sen. Carl Levin (D-Mich.), the retiring
chair of the Senate Armed Services
Committee, issued a statement upon
passage of the legislation praising the
bipartisan nature of its approval.
Tonight we passed legislation that is
good for our national security, and for
the men and women who protect us and
their families, Levin said. The Senate
vote is a strong bipartisan statement that,
despite our differences, we can come
together and accomplish important
business for the good of the country.
Under Section 532, the legislation
contains an expansion of the conscience
provision that was enacted as part of last
years defense authorization bill. Under
this provision, the armed services
shall accommodate service members
expression of their beliefs unless it
would have an adverse impact on military
readiness or good order and discipline.
The language was inserted by Sen.
Mike Lee (R-Utah) during the Senate
Armed Services Committee markup of
the scal year 2014 defense authorization.
Its along the lines of a conscience
amendment submitted by Rep. Mike
Fleming (R-La.) during the House Armed
Services Committee markup of its version
of the bill, but not quite as strong. LGBT
advocates decried the House version of
the amendment as a means to enable
service members to discriminate and
harass their gay colleagues.
A related provision, Section 533,
instructs the Inspector General of the
Department of Defense to submit a
report to Congress no longer than
18 months after the bill is signed into
law on incidents of adverse personnel
actions or discrimination against troops
based on their moral beliefs.
Tony Perkins, president of the anti-
gay Family Research Council, praised
Congress in a statement over inclusion
of the provision, which he said is a
means for protecting the right of
service members to freely practice and
express their faith.
Congress acted appropriately
after investigating numerous incidents
involving service members who have
had their careers threatened, and
harassed simply for practicing their
faith in a real and tangible way, Perkins
said. The religious liberty violations
have grown so frequent in recent years
leading many service members to report
being too fearful to share their faith.
After the enactment of the earlier
conscience provision under the previous
defense authorization bill, Obama said
the Pentagon assured him the language
wouldnt change how the armed forces
operated. The Defense Department
didnt respond to the Washington
Blades request for comment on how
implementation will work this time around.
Ian Thompson, legislative
representative of the American Civil
Liberties Union, said the inclusion of
the conscience provision in the defense
authorization bill was unnecessary.
The ACLU believes that the
Constitution and existing laws and
regulations already offer all members of
the Armed Forces, including chaplains,
strong protections for their religious
beliefs, Thompson said.

Ohio judge issues narrow marriage ruling
CINCINNATIA federal judge on Dec. 23 ruled Ohios same-sex marriage
ban that prohibits the state from including the names of surviving gay spouses
on death certicates is unconstitutional.
U.S. District Judge Timothy Black said the states refusal to recognize the
marriages of same-sex couples that tied the knot in other jurisdictions violates
their rights under the Fourteenth Amendment to the U.S. Constitution.
The courts ruling today is a limited one, and states simply, that under
the Constitution of the United States, Ohio must recognize valid out-of-state
marriages between same-sex couples on Ohio death certicates, just as Ohio
recognizes all other out-of-state marriages, wrote Black.
James Obergefell and John Arthur of Cincinnati in July sued the state
of Ohio after they ew to Maryland and exchanged vows on the tarmac of
Baltimore/Washington International Thurgood Marshall Airport.
Arthur died in October from Lou Gehrigs disease.
David Michener, another widower, also became a plaintiff in the same
lawsuit after his spouse died unexpectedly in August.
N.J. gender marker bill advances
TRENTON, N.J.The New Jersey Senate on Dec. 19 approved a bill that
would allow transgender people to change the gender on their birth certicates.
The 21-11 vote comes after the measure passed in the state Assembly.
This bill protects our transgender brothers and sisters from the
requirement of unnecessary surgery. It also protects transgender youth from
the horric bullying, bias, and harassment they face every day, said Garden
State Equality Executive Director Troy Stevenson in response to a Republican
state senators comments against the bill as the Star-Ledger reported.
It remains unclear as to whether Gov. Chris Christie will sign the measure into law.
Gay Republicans criticize Obamacare video
WASHINGTONLog Cabin Republicans on Dec. 22 criticized an online
video that encourages gay men to enroll in the Affordable Care Act.
Gregory T. Angelo, the groups executive director, described the Out2Enroll
video that features muscular men wearing underwear, stuffed reindeer antlers
and Santa hats as an example of the left promoting harmful stereotypes that
gay men are nothing more than sex-crazed lechers.
As a self-proclaimed erce advocate of gay equality, President Obama
would do well to distance himself from this nonsense and denounce it
immediately, said Angelo.
Angelo also referenced the controversy surrounding A&Es decision to
suspend Duck Dynasty patriarch Phil Robertson after making homophobic
and racist comments during an interview with GQ magazine.
At a time when left-wing propagandists are decrying Duck Dynastys Phil
Robertson for equating homosexuality with promiscuity and deviance, Out2Enroll
and others should take a look in the mirror and ask if the truth is that they are the
ones responsible for promoting such harmful stereotypes, he said.

Boitano comes out as gay
NEW YORKFigure skater Brian Boitano on Dec. 19 came out as gay.
While I am proud to play a public role in representing the American Olympic
delegation as a former Olympic athlete, I have always reserved my private life for
my family and friends and will continue to do so, said Boitano in a statement
in which he discussed his selection to be part of the U.S. delegation to the 2014
Winter Olympics. I am many things: a son, a brother, and uncle, a friend, an
athlete, a cook, an author and being gay is just one part of who I am.
Boitanos announcement comes two days after the White House
announced he would join retired tennis champion Billie Jean King,former
Homeland Security Secretary Janet Napolitano, U.S. Ambassador to Russia
Michael McFaul and presidential advisor Robert Nabors at the opening
ceremony of the 2014 Winter Olympics that will take place in Sochi, Russia, in
February. Lesbian Olympic ice hockey champion Caitlin Cahow is among the
ve-member U.S. delegation that will attend the games closing ceremonies.

Treatment can cure disease
common in people with HIV

The pharmaceutical company Gilead
Sciences received praise earlier this
month for bringing to market a newly
approved drug capable of curing the
potentially fatal liver disease Hepatitis C
without the serious and debilitating side
effects caused by the existing drug used
to treat the disease.
Experts say 20 percent of people with HIV
are co-infected with Hepatitis C, which over
a period of years can lead to death through
liver cancer and liver failure. Physicians
treating people with HIV, including
Whitman-Walker Healths medical director,
Dr. Richard Elion, have called Gileads new
drug a major breakthrough.
But at least two organizations that
advocate for people with HIV and
Hepatitis C have denounced Gilead for
setting the wholesale price for its new
drug Sovaldi at a level they consider
exorbitant and which they say could
lead to further escalating prices for
AIDS drugs.
The AIDS Healthcare Foundation,
the nations largest private organization
providing medical services for people
with HIV/AIDS, and the Fair Pricing
Coalition, which advocates for affordable
prices for prescription drugs for people
with serious illnesses, called Gileads
decision to set a wholesale acquisition
cost of $84,000 for a 12-week treatment
regimen of Sovaldi unprecedented.
There can be no better example
of the unbridled greed of the
pharmaceutical industry than Gileads
latest move: pricing its new hepatitis
drug at $84,000 per 28-tablet bottle or
$1,000 per pill, said Michael Weinstein,
president of AHF.
Lynda Dee, co-chair of Fair Pricing
Coalition, called Sovaldi a very safe and
highly effective drug but noted that it
must be used in combination with other
drugs to treat different Genotypes, or
strains, of Hepatitis C.
She said that although the other drugs
pegylated interferon and ribavirin
are not as expensive as Sovaldi, the
price tag for combination therapy with
Sovaldi comes to $93,000 and $168,000
for various treatment regimens for a
single person living with Hepatitis C.
Gilead has set the bar dangerously
high as other companies determine
prices for similar Hepatitis C drugs as
they enter the market, Dee said.
In a statement released at the time
the U.S. Food and Drug Administration
approved Sovaldi for patient use on Dec.
6, Gilead said it had put in place a patient
assistance program to ensure that people
with Hepatitis C have access to Sovaldi
regardless of their ability to pay for it.
The statement said the program
provides assistance to patients who
are uninsured, underinsured or who
need nancial assistance to pay for
the medicine. The program, called
Support Path, will provide Sovaldi at
no charge for eligible patients with no
other insurance options, according to
the statement.
While praising Gilead for offering
such a program, which is common within
the pharmaceutical industry, critics say
the high price for Sovaldi would likely
prompt other companies to put in place
similarly high pricing policies for other
promising drugs about to be released
for the treatment of both Hepatitis C
and HIV/AIDS.
Some Wall Street analysts suggested
Gileads price for Sovaldi may be
justied when taking into consideration
the amount it spent to bring such a
benecial drug to market. Bloomberg
business news service reported that
Gilead, which didnt invent Sovaldi, paid
$11 billion in 2011 to buy Pharmasset,
Inc., the company that developed
Sovaldi and other Hepatitis C drugs
expected to be approved soon.
Bloomberg cited pharmaceutical
industry observers who said the
Hepatitis C drugs Gilead obtained
through this purchase could pull in as
much as $20 billion by 2020.
Clinical trials with patients monitored
by the Food and Drug Administration
demonstrated that Sovaldi had a cure
rate of more than 90 percent for patients
with the Genotype 2 strain of Hepatitis
C following a 12-week regimen with the
drug ribavirin. Patients with Genotype
3, another strain of Hepatitis C, had a
similarly successful cure rate following
a 24-week regimen of Sovaldi and
Ribavirin, the trials showed.
For patients with Genotype 1 or 4 of
the Hepatitis C infection, the Sovaldi
treatment needed to be combined
with pegylated alfa interferon, the drug
of choice for Hepatitis C before the
development of Sovaldi and other new
drugs nearing completion of clinical
trials, statements by Gilead and the
FDA said. Interferon causes serious and
debilitating side effects for most patients,
forcing some to stop using it before the
Hepatitis C virus can be eliminated,
according to medical experts.
The good news, according to those
monitoring Hepatitis C treatment
developments, is that Gilead and other
pharmaceutical companies are close
to releasing other new drugs capable
of effectively curing patients with the
Genotype 1 and Genotype 4 strains
without the need for Interferon.

Pennsylvania Gov. Tom Corbett last week
said he supports a bill that would ban anti-
LGBT discrimination in the commonwealth.
Ive had people come and
talk to me about how they were
discriminated against, the Republican
told the Philadelphia Inquirer as he
discussed House Bill 300. The federal
government has anti-discrimination
laws. I believed they covered it.
Gay state Rep. Mike Fleck
(R-Huntingdon) is among the 118 state
lawmakers who have co-sponsored
HB 300 or an identical measure in the
Pennsylvania Senate.
Im excited that Gov. Corbett is on
board, Fleck told the Washington Blade
on Wednesday. Whether people agree
or disagree on sexual orientation, the vast
majority feel its wrong to discriminate.
Ted Martin, executive director of Equality
Pennsylvania, added Corbett showed
leadership with his announcement.
His support for this bill underscores
that people of Pennsylvania understand
that while we may not all have the same
views and beliefs, we all deserve to be
able to earn a living to support ourselves,
to support our families and to contribute
to society, said Martin in a statement.
Philadelphia and 32 other Pennsylvania
municipalities have adopted anti-
discrimination laws that include both
sexual orientation and gender identity.
Neighboring Delaware and New
Jersey are among the 17 states along
with D.C. and Puerto Rico that have
added LGBT-specic language to
their statewide statutes. New York and
Marylands anti-discrimination laws only
include sexual orientation.
A Susquehanna Polling and Research
survey in May found 72 percent of
Pennsylvanians back the anti-LGBT
discrimination bills.
State Rep. Daryl Metcalfe (R-Butler)
who chairs the House State Government
Committee remains opposed to HB 300.
Corbett told the Philadelphia Inquirer
that he does not know how he would
overcome the conservative Republicans
stance against the measure.
The governor also said during the
interview that his position against
marriage rights for same-sex couples
hasnt changed.
The American Civil Liberties Union in
July led a lawsuit against Pennsylvanias
statutory gay nuptials ban on behalf
of 11 same-sex couples and a widow.
Corbett subsequently announced his
administration would defend the same-
sex marriage ban in court.
The governor in October sparked
outrage among LGBT rights advocates
when he compared same-sex marriage to
incest during an interview with a Harrisburg
television station. Corbett subsequently
apologized for his comments.

Castros niece sought
trans inclusion in law

Cuban lawmakers last week approved
a proposal that would amend the
countrys labor law to ban employment
discrimination based on sexual
orientation.
Experienced a countless number
of emotions today in Parliament, said
Cuban blogger Francisco Rodrguez
who blogs under the pen name Paquito
El De Cuba on his Twitter page as
Andrs Duque of Blabbeando reported.
We now have the rst law that protects
gays, in this case in employment.
Rodrguez tweeted there was also what
he described as an intense debate
about amending the islands labor law
to also ban discrimination based on
gender identity and expression.
He said Mariela Castro, daughter
of Cuban President Ral Castro and
executive director of the countrys
National Center for Sex Education
(CENESEX), proposed the trans-specic
amendment. Rodrguez said she also
obtained support for it from Christian
and intellectual leaders in Parliament.
The Cuban newspaper Granma on
Saturday reported Mariela Castro, who
is the niece of former Cuban President
Fidel Castro, sought to amend the
employment law that broadly referenced
the equality of the worker, but did not
specically ban discrimination based on
sexual orientation and other factors in
the workplace. The publication further
noted Mariela Castro also sought to ban
employment discrimination based on
gender identity, disability and HIV status.
Ignacio Estrada Cepero, founder of
the Cuban League Against AIDS, told
the Blade on Saturday from Miami that
he had previously predicted the Cuban
Parliament would have approved
something along the lines of banning
anti-gay discrimination in the workplace
during their most recent meeting.
Estrada and his transgender wife,
former CENESEX employee Wendy
Iriepa Daz, remain critical of Mariela
Castro and her fathers government.
The two met with Cuban-born U.S. Rep.
Ileana Ros-Lehtinen (R-Fla.) in July on
Capitol Hill while they were in the U.S.
on a three month trip.
You would have to ask if any of us
taking a seat inside the Cuban Parliament
would have been able to achieve this
Estrada told the Blade. It surely would
have been impossible to achieve it.
Estrada added Cuban
parliamentarians only approved the
proposal to ban anti-gay discrimination
in the workplace because Mariela
Castro introduced it and she is the
Cuban presidents daughter.
Equality Forum in May honored
Mariela Castro for her efforts on
behalf of LGBT Cubans. The executive
director of the Philadelphia-based gay
advocacy group refused to allow this
reporter to ask the Cuban presidents
daughter about her countrys human
rights record during a press conference
before she accepted an award from the
organization.
Ros-Lehtinen is among those who
blasted Equality Forum for honoring
Mariela Castro. The U.S. government
also faced criticism for granting her
a visa that allowed her to travel to
Philadelphia to accept the award.
The tyrannical regime in Cuba likes
to fool those who are easily fooled
but, unless there are human rights for
all, there can be no true rights just for
gays, Ros-Lehtinen told the Blade in
a statement on Saturday. One would
have to be quite gullible to give any
credence to reports that the non-
freely elected sham of a parliament
has passed a non-discrimination law
regarding individuals who are LGBT.
The Castro regime allows no freedom
but it knows how to sugar coat its horrid
human rights record by promoting a law
that will never mean a thing. The Cuban
people deserve freedom, whether they
are gay or straight. Liberty knows no
gender identity.
CENESEX and the Cuban government
did not return the Blades request for
comment.
Push to ban anti-LGBT bias in Cuba
Life sentences for those
convicted of homosexuality

Ugandan lawmakers last week
approved a bill that would impose a life
sentence upon anyone found guilty of
homosexuality.
Because we are a God-fearing nation, we
value life in a holistic way, Parliamentarian
David Bahati, who introduced the so-
called Anti-Homosexuality Bill in 2009, told
the BBC. It is because of those values
that members of parliament passed this
bill regardless of what the outside world
thinks.
Bahatis bill originally sought to
impose the death penalty against
anyone found guilty of repeated
same-sex sexual acts. Lawmakers last
year removed this provision from the
measure.
I am very disappointed by the
ignorance displayed by Ugandan MPs,
Frank Mugisha, executive director of
Sexual Minorities Uganda, told the
Washington Blade after the vote.
Council for Global Equality Chair
Mark Bromley also criticized Ugandan
lawmakers.
The Council joins our colleagues
in Uganda and around the world in
condemning the adoption today of a
harsh, anti-gay law that sentences LGBT
Ugandans to life in prison, he said.
Stonewall, a British LGBT advocacy
group, described the bills passage as
incredibly sad.
President Obama, Secretary of State
John Kerry and other U.S. ofcials have
repeatedly spoken out against the Anti-
Homosexuality Bill. The White House and
British Prime Minister David Cameron
have also suggested the allocation of
international aid should hinge upon a
countrys LGBT rights record.
The Center for Constitutional Rights in
March 2012 led a federal lawsuit against
Scott Lively in Massachusetts on behalf
of SMUG that accused the evangelical
Christian of exploiting homophobic
attitudes in the East African country
and encouraging Ugandan lawmakers
to approve the anti-homosexuality bill.
U.S. District Judge Michael A. Posner of
the U.S. District Court for the District of
Massachusetts in August ruled SMUGs
lawsuit can move forward.
We shall work as hard as possible
to stop the act from becoming law,
Mugisha told the Blade. I will not
allowed to be treated as a second class
citizen based on my sexual orientation.
Uganda is among the more than
70 countries in which homosexuality
remains criminalized.
The Nigerian Senate on Thursday
approved a measure that would,
among other things, effectively ban
LGBT advocacy in the African country.
The Indian Supreme Court on Dec. 11
recriminalized homosexuality in the
former British colony.
The BBC reported it remains
unclear whether Ugandan President
Yoweri Museveni will sign the Anti-
Homosexuality Bill into law because of
concerns over the process through which
his countrys lawmakers approved it.
With global condemnation and the
weight of history in the balance, we
hope Ugandas president will stand on
the right side of history to reject this
assault on the fundamental rights of his
own citizens, said Bromley.

As political commentators continue to
read meaning into his choice, President
Obama said last week the selection of
the U.S. delegation to the Olympics
which includes three openly gay
athletes speaks for itself in terms
of its message.
At his end-of-the-year news conference,
Obama refused to explicitly ascribe a
message to the delegation after a reporter
asked the president about his decision to
skip the Olympics and the composition of
the 10-member delegation.
I think the delegation speaks for
itself, Obama said. Youve got
outstanding Americans, outstanding
athletes, people who will represent us
extraordinarily well.
Still, Obama took particular note of
two of the openly gay members of the
delegation lesbian tennis legend
Billie Jean King and gure skater Brian
Boitano saying theyre fantastic
representatives of the United States.
And, you know, the fact that weve got
folks like Billie Jean King or Brian Boitano,
who themselves have been world-class
athletes that everybody acknowledges for
their excellence but also for their character,
who also happen to be members of the
LGBT community, you should take that
for what its worth, that when it comes to
the Olympics and athletic performance
we dont make distinctions on the basis
of sexual orientation, Obama said. We
judge people on how they perform, both
on the court and off the court, on the eld
and off the eld. And thats a value that I
think is at the heart of not just America but
American sports.
In addition to Boitano and King, ice
hockey champion Caitlin Cahow, a
lesbian, was named to the delegation.
Cahow and King were known as members
of the LGBT community prior to their
selection, but Boitano afrmed hes gay
later in a statement after he was named.
On his own decision to skip the
Olympics, Obama noted that hes never
attended the games, but predicted that
may change in the future.
I havent attended Olympics in the
past and I suspect that, you know
you know, me attending Olympics,
particularly at a time when weve got all
the other stuff that people have been
talking about, is going to be tough,
although I would love to do it, Obama
said. Ill be going to a lot of Olympic
Games post-presidency.
Although Obama himself has
never attended the Olympics, rst
lady Michelle Obama represented
the United States in 2012 during the
Olympics in London and Vice President
Joseph Biden led the U.S. delegation
in 2010 for the games in Vancouver. No
member of the Obama or Biden family
was chosen to attend the 2014 games.

Robertson said during an interview
that will appear in GQ magazines
January issue that to me, a vagina as
a man would be more desirable than

A&E reality show that takes place in
Northeastern Louisiana told GQ during
an interview for the magazines January
issue. Im just thinking: Theres more
there! Shes got more to offer. I mean,

saying? But hey, sin: Its not logical, my
man. Its just not logical.
Robertson went on to describe
homosexuality as a sin. He also
discussed his experiences growing
up in Louisiana before the civil rights
movement of the 1960s.
I never, with my eyes, saw the
mistreatment of any black person, said
Robertson, who noted he worked in
cotton elds alongside black people. Pre-
entitlement, pre-welfare, you say: Were
they happy? They were godly; they were
happy; no one was singing the blues.
Louisiana Gov. Bobby Jindal
described Robertson and his family
as great citizens of his state in a
statement that criticized A&Es decision
to suspend the Duck Dynasty star.
I dont agree with quite a bit of stuff
I read in magazine interviews or see on

this is a free country and everyone is
entitled to express their views. In fact, I
remember when TV networks believed in
the First Amendment. It is a messed up
situation when Miley Cyrus gets a laugh
and Phil Robertson gets suspended.
Former Alaska Gov. Sarah Palin is among
those who also defended Robertson.
What Phil said was not hate speech.
It was the truth, said Bryan Fischer of the
American Family Association on his Twitter
account after A&E announced it had
suspended Robertson. The truth is only
hate speech to those who hate the truth.
The Robertson family thanked Duck
Dynasty fans for their prayers and
support in a Dec. 19 statement posted
to their website.
While some of Phils unltered
comments to the reporter were coarse,
his beliefs are grounded in the teachings
of the Bible, the statement reads. Phil
would never incite or encourage hate. We
are disappointed that Phil has been placed
on hiatus for expressing his faith, which is
his constitutionally protected right.
TMZ on Dec. 19 posted a video
to its website that shows Robertson
speaking at a Pennsylvania church in
2010. He described gays and lesbians as
insolent, arrogant, God-haters during
his sermon.
They are heartless, they are faithless,
they are senseless, they are ruthless,
said Robertson. They invent ways of
doing evil.
Louisiana is among the states in which
marriage rights for same-sex couples
remain constitutionally banned.
The states hate crimes law includes
sexual orientation, but not gender
identity and expression. Louisianas anti-
discrimination statute does not include
LGBT-specic protections.
Rev. Jasmine Beach-Ferrara, executive
director of the Campaign for Southern
Equality, told the Washington Blade late
last week that Robertsons comments
dont surprise me because they reect
the reality that discrimination and
bigotry persist in the South. Her group
continues to lead efforts in support of
marriage rights for same-sex couples
and other LGBT-specic issues in
Virginia, North and South Carolina,
Tennessee and other Southern states.
His comments reect a climate of
pervasive discrimination and bigotry for
LGBT people in the South from cradle
to grave, said Beach-Ferrara, referring
to the lawsuit the Southern Poverty Law
Center last week led against a Mississippi
school district on behalf of a lesbian
student who said she experienced anti-
LGBT bullying and harassment from her
classmates and administrators. People
suffer because of this.
Log Cabin Republicans on Dec.
20 announced it would mediate
a Moonshine Summit between
Robertson and his family and A&E.
Phil, you have your views and we
have ours, but I think youd be surprised
how much we all have in common, said
Gregory T. Angelo, the groups executive
director. Were conservative, were
guided by our faith and we believe in
freedom of speech. Most important, we
are all children of God; thats the most
important thing we have in common.
The Robertson family said in its
statement it remains in discussions
with A&E about the shows future.

For Kirby, who went on a mission for
the church to the Netherlands in the
mid-1980s, she wanted to marry her
partner of four years because she came
to learn through the Mormon Church
that family is so important.
I was ingrained with family being
one of the most important things in
life, Kirby said. The ability to serve
another, and to sacrice for each
other is important, and having that
connection makes that expectation
more cemented.
The couple initially tried to obtain a
marriage license in Utah County on Friday,
but they were turned away. According
to media reports, that county was still
denying marriage licenses as of Monday.
Although the Mormon Church is
known for being a stalwart advocate for
family and marriage, that ideology isnt
supposed to apply to same-sex couples.
The church has been a leading opponent
of same-sex marriage, donating millions
to oppose its legalization.
Upon the news last week that U.S.
District Judge Robert Shelby had issued
a decision instituting marriage equality
throughout the state, the Church of
Latter-day Saints reafrmed its position
against same-sex marriage.
The Church has been consistent in
its support of traditional marriage while
teaching that all people should be treated
with respect, the statement says. This
ruling by a district court will work its way
through the judicial process. We continue
to believe that voters in Utah did the right
thing by providing clear direction in the
state constitution that marriage should be
between a man and a woman and we are
hopeful that this view will be validated by
a higher court.
In 2008, during the battle over
Californias Proposition 8, the Mormon
Church took a lead role in organizing
support for an amendment that stripped
marriage rights for gay couples. Although
the church largely sat on the sidelines over
the 2012 ballot initiatives on marriage,
Mormons leaders took an active role in
attempting to stop the legalization of
same-sex marriage in Hawaii.
Kirby said shes sad for the church
because it doesnt extend its support
of strong families to gay and lesbian
couples seeking to wed.
Theres is a church that was founded
coming out of oppression and they have
now turned into the bullies themselves,
Kirby said. They, of all people, should
be supportive and understanding and
be able to step away from their dogma.
Thats the same sentiment that Perry
expressed with regard to the Mormon
Churchs opposition to gay nuptials.
I feel like everything that the Mormon
Church has gone through, from their
early ages of persecution, now I think
because of the fear that they have, they
really, really dont know how to handle
gay couples, Perry said.
As Kirby noted, the decision brings
the issue to the doorstep of the church
headquarters in Salt Lake City.
This shift that has happened on
their home turf hopefully will speak to
them that this is miraculous in a good,
positive way and that we can all be OK,
we can all be ne, no ones threatened,
Kirby said. All families have space to
be together.
Spencer Clark, executive director of
Mormons for Equality, afrmed that
the ruling from the district enabled gay
Mormons to gain access to the institution
they hold dear as part of their values.
While Mormons have organized
to advocate for the equal treatment
of families across the country, it is
particularly sweet to have this decision
come down in the heartland of our faith,
Clark said. We pray with condence
that it will be upheld as the inevitable
appeals ensue, but take this time to
express gratitude for the progress that
this ruling represents particularly for
the many families who will ultimately be
stronger and more secure as a result.
What is the couples next plan?
Kirby said its simple, Were going to
take a nap. The couple had camped
out before the clerks ofce in Salt Lake
City early in the morning to ensure theyd
be able to receive a license Monday
morning. There will be time to celebrate
at a candlelight vigil later in the evening
and during Christmas at home.
We have a really great new ornament
that says, Our rst Christmas together
in 2013, Kirby said. While weve
shared Christmas together, this is our
rst married Christmas, and that is an
amazing thing.
Marriage in N.M.
The New Mexico high court handed
down a unanimous ruling last week
granting same-sex couples the ability to
wed in the state.
The 5-0 decision is written by Justice
Edward Chavez, who concludes the
current statutory scheme of the marriage
law violates the Equal Protection Clause
under Article II, Section 18, of the state
constitution.
We hold that the State of New
Mexico is constitutionally required to
allow same-gender couples to marry
and must extend to them the rights,
protections, and responsibilities that
derive from civil marriage under New
Mexico law, the ruling states.
The ruling, which takes effect
immediately, made New Mexico the
17th state with marriage equality on the
books. It also retroactively afrms the
same-sex marriages for couples that
already wed after obtaining marriage
licenses from county clerks in the state.
The parties in the lawsuit, Griego v.
Oliver, were six same-sex couples as
well as all 33 of the states county clerks,
who sought clarication on whether
the state law enabled them to deliver
marriage licenses to gay couples.
Representing the same-sex couples
were the American Civil Liberties Union
of New Mexico, the national ACLU,
the National Center for Lesbian Rights,
the law rm of Sutin, Thayer & Browne
APC as well as New Mexico attorneys
Maureen Sanders, N. Lynn Perls and J.

Laura Schauer Ives, legal director
for ACLU-New Mexico, said the decision
represents a historic and joyful day
for New Mexico.
As a state, we have always strived
to treat all families with dignity and
respect, and todays decision allowing
loving, committed same sex couples
to marry continues that tradition,
Schauer Ives said. The more than 1,000
same-sex couples who have already
married in New Mexico can now rest
certain knowing their marriages will be
recognized and respected by our state.
Camilla Taylor, National Marriage
Project Director for Lambda Legal,
commended her colleagues in the
LGBT advocacy community for leading
the way to a favorable decision on
marriage equality in New Mexico.
This beautiful unanimous decision
explicitly underscores the argument we and
our sister organizations have long made:
denying same-sex couples the ability to
marry imposes signicant emotional and
dignitary harm and is discrimination, pure
and simple, Taylor said.
New Mexico Gov. Suzanne Martinez,
who opposes same-sex marriage, said in
a statement shell abide by the decision,
but wishes it were settled differently.
My personal views on this issue are
well known, and Im condent that most
New Mexicans believe, like I do, that it
should have been settled by a vote of
the people, Martinez said. Instead, the
Supreme Court stepped in and rendered
their decision. While there will surely be
intense debate about this decision moving
forward, I encourage New Mexicans to
continue to respect one another in their
discourse, as this is an important issue for
many New Mexicans on both sides.
White House Press Secretary Jay
Carney said immediately after the ruling
he had no ofcial reaction, but offered
some thoughts.
I would say that we welcome that
ruling, and this is another example of
the extraordinary progress thats been
made when it comes to equal rights
for LGBT Americans in this country,
Carney said.
Justices made use of the June
decision from the U.S. Supreme Court
against Section 3 of the Defense of
Marriage Act, noting the decision leaves
marriage equality as the only option for
same-sex couples to receive the federal
benets and for the state to avoid a
federal challenge to its state law.

with Duck Dynasty
Baltimore-based Under Armour, the
athletic apparel manufacturer, will maintain
its ties to the Duck Dynasty franchise
and the family of its outspoken patriarch
Phil Robertson despite the uproar over
Robertsons statements against gays and
blacks and his eventual suspension by the
A&E network. The Baltimore Sun reports
that Under Armor, while not condoning
the remarks made by Robertson in an
interview with GQ Magazine, will continue
to do business with the Robertson family.
The recent comments in the GQ article
are not reective of Under Armours beliefs
and do not represent our point of view,
the company said in a statement. As a
company, we are committed to diversity
and inclusion and believe in treating
everyone equally and with respect.
According to the Sun, Under
Armour outts Buck Commander,
a spin-off of the Duck Dynasty show
on the Outdoor Channel It also sells
hats and other sunglasses and other
Duck Dynasty merchandise. Duck
Dynasty star Willie Robertson recently
appeared in a Winter Olympics-
themed TV spot for Under Armour.
When asked by GQ what is sinful,
Phil Robertson replied, Start with
homosexual behavior and just morph
out from there. Bestiality, sleeping
around with this woman and that
woman and that woman and those
men, he says. Then he paraphrases
Corinthians: Dont be deceived.
Neither the adulterers, the idolaters,
the male prostitutes, the homosexual
offenders, the greedy, the drunkards,
the slanderers, the swindlersthey
wont inherit the kingdom of God. Dont
deceive yourself. Its not right.
GLAAD called the comments vile
and extreme and said Robertsons
statements are littered with outdated
stereotypes and blatant misinformation.

Some gay couples can wed early in Illinois
CHICAGO A federal judge in Illinois signed an order last week that same-
sex couples there wherein one partner faces a serious medical issue can marry
now instead of waiting until the scheduled start date of June 1, Windy City Times
reported Dec. 16.
Couples seeking an early union for medical reasons will be able to access a form
from their county clerks ofce, which will have to be certied by a physician, the
paper said. The ruling applies only to Cook County residents but gay and lesbian
couples from other parts of the state can get forms and wed there, the paper said.
Judge Sharon Coleman from the U.S. District Court of the Northern District of Illinois
issued the ruling. The case is being argued by lawyers from Lambda Legal and ACLU
Illinois, as well as the law rms of Kirkland & Ellis and Miller Shakman & Beem.
Two couples have already wed because of Colemans determination, which was
delivered orally on Dec. 9. Elvie Jordan and Challis Gibbs were wed in their North
Side home Dec. 12, while Ronald Dorfman and Ken Ilio were married Dec. 13, the
Times reports.
Gays in San Diego combat syphilis outbreak
SAN DIEGO Syphilis continues to be a problem in San Diegos gay community,
but numerous resources are available to help sexually active individuals remain
healthy, San Diego Gay & Lesbian News reports.
In recent years, syphilis reports among gay men have increased in various cities,
including San Diego. In the recent outbreaks, 20-70 percent of gay men with syphilis
also had HIV. Not only are the health problems caused by syphilis considered serious,
the genital sores caused by syphilis also make it easier to acquire or transmit the HIV
virus, the paper reports.
Gay Mens Health Services of Family Health Centers of San Diego has created
a campaign to help educate the community about syphilis and provides several
resources and opportunities to get tested for syphilis and other STDs.
The health promotion campaign encourages those who are looking for a man
to also look for signs of syphilis. Symptoms include a rash on the upper body, palms
and soles of the feet.
Swedish study nds lesbian couples better parents
ADELAIDE, Australia Lesbian couples who have families through assisted
reproduction with donated sperm are more satised with their relationships and have
less parental stress than straight couples who use IVF treatment, a new dissertation
from Swedens Uppsala University nds according to a Health Canal report.
Same, safe but different: Lesbian couples undergoing sperm donation studies
and compares the quality of the couples relationship, mental health and parental
stress among lesbian and straight couples who undergo assisted reproduction.
Catrin Borneskog, a midwife and doctoral candidate at Uppsala, says the ndings
are important because assisted reproduction is not available to same-sex couples in
many countries, Heath Canal reports.
She also found that both straight and lesbian couples experience a similar decline
in relationship satisfaction after completing treatment.
She studied 165 lesbian and 151 straight couples for the study and collected the
data via questionnaire.
Internet provider blocks
sexual health material
LONDON A British Internet service provider offers parents the option of
removing access to LGBT and sexual health websites as part of its parental
ltering package, Gay Star News reports.
Among the 17 categories of material that parents may choose to block
when using provider BT are pornography, gambling, drugs and sex education,
the report said.
Parents who opt to block material in this category will block sites where
the main purpose is to provide information on subjects such as respect
for a partner, abortion, gay and lesbian lifestyle, contraceptives, sexually
transmitted diseases and pregnancy, the article said.
Some LGBT activists in the UK expressed dismay saying young LGBT
people in homophobic households need such information.
BT execs said in a statement to Gay Star News the matter was an accidental
mis-description.
Some parents of very young children may wish to block sex education
material, they said in a statement. One of our optional lters does just that.
It does not discriminate between heterosexual and LGBT content.
A British ISP is offering parents the option of removing access to LGBT and sexual health websites from its

Three tips to keep you on
your tness course
Im so glad we all have been so
motivated throughout the year and
staying the course toward our goals.
That said, this holiday period from
Thanksgiving to New Years, can be
some of the toughest times to stick
to your eating goals. As the holidays
approach, I many times eat a little, well a
lot, off my normal course, so I try to pick
it up in the gym to compensate.
Adding in extra training to burn off
those extra glasses of eggnog is great,
but can sometimes leave you sore,
mentally fatigued and not up to hitting
the gym again. This is where having the
right recovery plan can make or break
your consistent successful workouts.
Incorporate these post workout
recovery steps into your regimen and
youll nd yourself injury free and ready
to take on challenging workout after
workout, no problem.
Hydrate Drink water, drink water,
drink water. We all know this, but many
of us still dont drink enough, especially
post exercise. Water helps our body
recover by assisting in the movement
of nutrients into muscles and removing
toxins from muscles.
In other words, if you dont hydrate
properly the bad stuff is going to stay in
and the good stuff is going to stay out.
National recommendations are for 20-
24 ounces of water for every hour that
you work out, but consider this is for a
well-hydrated person. If you started your
workout slightly dehydrated, like most of
us do, then you need to drink even more.
Remember once you are thirsty
you are already dehydrated so take a
proactive approach and constantly drink
throughout the day. My solution is keep
water in your sight all the time. Just like
you cant resist grabbing that candy
from the bowl in the ofce when you see
it, youll nd yourself reaching for your
water bottle more if its always with you.
Get shy Fish oil supplements are
all the craze in helping heart health and a
host of other health conditions, but now
we are seeing it have a positive effect on
muscle recovery post exercise. Recent
studies from Harvard Medical School
found that people taking sh oil daily felt
better and experienced less soreness 24
hours and 48 hours post exercise. Fish oil
contains omega threes which are naturally
occurring anti-inammatories.
When we exercise, muscle bers
are torn and broken down which starts
a mini-inammation whirlwind in our
muscles slowing down recovery. By eat
fatty sh and popping sh oil pills, we
can help limit how much inammation
occurs. When looking for a quality sh
oil, remember its the omega threes
we are interested in, so look on the
back label for the pills with the highest
milligrams of those. The FDA says its
safe to take up to 3000 mg of omega
threes, so plan accordingly.
Roll out If youre hitting the gym
hard, then you better hit your foam roller
even harder. A recent study showed that
rolling out for 20 minutes post exercise
can greatly reduce your recovery time.
After a workout I know youre ready
to go home immediately, but take the
extra time to roll and stretch. I suggest
you focus on the area of the body that
you know gets the most sore or the area
that you hit the hardest. When you nd
a spot thats tender or hurts, just sit on
that spot for 20-30 seconds. Make it
part of your routine and write it into your
workout plan so you dont forget.
Training hard this winter holiday
season is a great way of staying healthy,
in shape and avoiding packing on
extra holiday pounds, but remember
to couple your training with consistent
recovery techniques. Commitment to
hydration, sh oil and foam rolling can
go a long way to keeping you in the
gym and out of bed.

Years end a good time to
reect on those in need
Having the years seem to go by
faster and faster is a sign of age I am
told. December whizzed by with lots of
food and drink in D.C. and a few great
days seeing good friends in New York.
Soon the crystal ball will drop in Times
Square signaling its 2014 and I will be
a year older, maybe not wiser, but older
nonetheless.
My contemporaries who connect
over the holidays naturally ask, How
are you feeling? That usually leads to
a lengthy diatribe about various aches
and pains and ends with, But isnt it
great were still alive? After those con-
versations Im thankful for my younger
friends who havent yet reached the
stage in their life where that discussion
is the norm.
This has been a good year for me and
thankfully for so many of my friends. But
the holiday spirit means taking a mo-
ment to think of those less fortunate.
While the economy is better, too many
people are still unemployed or stuck in
menial and underpaying jobs. We should
celebrate that in 18 states and D.C., with
the recent additions of New Mexico and
Utah, same-sex couples can marry. Yet,
at the same time we are making great
progress in gaining LGBT rights, in Rus-
sia, India and Australia things are moving
backwards. We should celebrate nearing
the end of the war in Afghanistan and
that young men and women who have
been in harms way will be coming home.
This year saw a real chance to end the
Syrian war and stop the bloodshed and
even possible openings in our relation-
ship with Iran. But clearly vigilance will
be required in both countries if we are
to be successful.
This year the world lost a true hero
when Nelson Mandela died. But his me-
morial service provided the opportunity
that President Obama took to shake
hands with Cuban President Raoul Cas-
tro, which could lead to a thaw in rela-
tions with Cuba. This year we learned
some disturbing things about the NSA
from Edward Snowden, who released
information on the extent of our gov-
ernments spying operations. But while
I am glad that is now in the open I think
Snowden should be prosecuted to the
fullest extent the law allows as a traitor
for how he did what he did.
Pope Francis was named Time maga-
zines man of the year for taking a much
more rational position on what the
church should focus on and yet Catholic
schools continue to re LGBT teachers.
The Advocate also named him man of
the year and to me that was like giving
President Obama his Nobel Peace Prize
in the hope he would do something to
deserve it. Clearly Edie Windsor would
have been a better choice for their per-
son of the year.
We reached the 50th anniversary of
JFKs assassination and were reminded
that it was 53 years ago that we elect-
ed the rst Catholic president. It took
us another 47 to elect the rst African
American and many hope it will take
a lot less until we inaugurate our rst
woman president.
As we look toward celebrating the
New Year it is also the time to think
about all those charities that do good
work here at home and around the
world. Time to look at the bank account
and determine how much you can do-
nate to the causes or groups that need
money to continue their work. Remem-
ber you still have a few days to make do-
nations and deduct them on your 2013
taxes so the government is actually con-
tributing a percentage of what you give.
I always start by writing checks (yes,
I still write checks) to Whitman-Walker
Health, MetroTeen AIDS, SMYAL, US
Helping US, UNICEF, and the South-
ern Poverty Law Center among others.
I think of my parents who escaped the
Nazis and my fathers parents who I nev-
er met because they died in Auschwitz
as I write my check to the Holocaust
Museum. I remember my mom as I write
that check to hospice, which took such
good care of her when she was dying.
We all have our favorite charities that
mean something to us or our loved
ones. Whats important is that we give
generously to those causes in which we
believe. It helps to remember that they
depend on us as much as they depend
on our neighbors.
As 2013 comes to a close there is op-
timism in the air. Our troops are coming
home; the economy is improving even
if not quickly enough; and even Brian
Boitano, the gure skater, and the Brit-
ish diver Tom Daley nally came out.
May you all have sweet dreams into the
New Year and dream about kissing that
someone you love or want to love under
a bough of mistletoe.

Will D.C. Council and
Mayor Gray fail to embrace
tax reform, relief?
Following nearly a year-and-a-half of de-
liberations and almost 30 public hearings,
the D.C. Tax Revision Commission last week
issued preliminarily detailed city revenue
reform recommendations unanimously ad-
opted for approval by D.C. Council mem-
bers and Mayor Gray. A full report is sched-
uled for early January.
While disappointing in its modest mag-
nitude particularly in mitigating the neg-
ative business taxation environment and
D.C. anti-enterprise reputation the pro-
posed reforms offer some improvement.
The compromise plan represents a mere
$48.8 million in net revenue reductions out
of local tax collections in excess of $6 bil-
lion. Mayor Grays initiative earlier this year,
approved by the Council, setting aside $18
million in the current budget toward under-
writing tax revisions slashes the bottom-line
cost to $30.8 million, less upwardly revised
tax collections.
In fact, outgoing District CFO Natwar
Gandhi issued his nal projections last week
indicating $19.8 million in additional rev-
enue this scal year and an estimated $42.7
million surplus the next.
Any tax modications would be in-
corporated in the Districts FY2015 bud-
get, effective beginning next October.
The narrowed list of proposals, whittled
down due to lack of agreement among
commissioners, are designed to pro-
vide for fairness in apportionment of
taxes, broaden the tax base, make the
Districts tax policy more competitive
with surrounding jurisdictions, encour-
age business growth and job creation,
and modernize, simplify, and increase
transparency in the Districts tax code.
Former Mayor Anthony Williams,
credited with restoring D.C.s scal foot-
ing during two terms in ofce ending
January 2007, chaired 10 appointed tax
policy experts, business community rep-
resentatives and advocates from liberal
policy groups. Divergent perspectives
culled an initial 63 recommendations to
only about a dozen measures compris-
ing a balanced plan thought within the
realm of political viability.
Unfortunately, these consensus recom-
mendations are expected to encounter
opposition by politicians longing for more
money to toss around in an election year.
Frustrated by spending constraints requir-
ing expenditure prioritization, Council
members have taken to creating an annual
budget wish list well in excess of potential
revenue surpluses to pay for them.
Williams was quoted last week as saying,
to be the competitive city we want to be,
weve got to have government within the
proper bounds in terms of the private-pub-
lic sector relationship, and I dont think were
really cognizant of that. In other words, of-
cials still dont get it.
While the Commission proposes
to reduce the business franchise tax
from an astounding 9.975 percent of
net income to 8.25 percent, this merely
matches high-tax Maryland. While argu-
ing that cutting the tax is a signal that
D.C. is open for business, it doesnt
lower it to be competitive with Virginias
6 percent rate. D.C. business taxes are
worst in the region and among the high-
est nationwide and this proposal is an
inadequate remedy.
Worse, a reduction in business taxes is
partially offset by levy of a local services fee
to be imposed on all employers including
non-prots and other tax-exempt entities
by assessing a quarterly payment of $25
per employee for those with more than four.
While the intent to generate revenue from
tax-exempt organizations not currently con-
tributing to city service benets is a good
thing, it diminishes the lessening of the busi-
ness tax burden.
In addition, instead of preserving the
general sales tax rate when expanding tax-
able businesses to include those currently
exempt such as hair salons, health clubs,
bowling alleys, carwashes, construction and
carpentry contractors, upholstery clean-
ers and storage facilities the current 5.75
percent rate is recommended for return to
6 percent.
And while the vast majority of revenue
reductions, totaling nearly $100 million,
originate from a laudable cut in the income
tax rate for low and middle-income earners
by adding new tax brackets, the existing
too-high rates for taxpayers earning more
are untouched.
A rst step in reducing D.C. business and
personal tax rates is long overdue, if inad-
equate, and is deserving of support and
does offer enterprise a modicum of relief.
At least its a start.

We need to support D.C.
youth, trans residents
Each year, many Americans make New
Years resolutions and often abandon them
by February. Despite my generally poor re-
cord of sticking to New Years resolutions,
I have nonetheless decided to highlight
some LGBT and D.C. political resolutions
for 2014.
Normally, I dont make any more than
three resolutions, as I dont want to give
myself a ready-made excuse not to follow
through with them. However, for purposes
of this column, I will add a few more than
usual. Besides, there is no way I am sharing
my personal resolutions (some things must
remain private), so I will give myself more
leeway for these public community-related
resolutions. My resolutions are:
We must do more to help homeless
LGBT youth. Our city has vast wealth, but
unfortunately, it also has some of the high-
est income disparities in the nation. As a
member of the Wanda Alston Foundation,
which runs the Wanda Alston House for LG-
BTQ youth in need of transitional housing, I
have a clear picture of the magnitude of the
need. We simply must commit to advocate
for the necessary resources to help these
youth thrive.
We must work tirelessly to stop dis-
crimination against transgender people.
While lesbian, gay, and bisexual residents of
the District have made enormous progress,
much of this progress has not extended to
the transgender community. Transgender
residents still face major hurdles to obtain-
ing gainful employment and safe, affordable
housing. We have a collective responsibility
to ensure that our transgender brothers and
sisters enjoy the same opportunities as ev-
eryone else.
We must continue to work to increase
the visibility of LGBT people of color. While
the visibility of LGBT people of color is much
greater in D.C. than in most of the country,
it still does not fully reect the community.
Low-income native Washingtonians and
natives of Prince Georges County are par-
ticularly invisible, as the general lack of visi-
bility forces marginalized groups to carefully
choose those who will be given any type of
platform. Thus, those who lack access to re-
sources are usually left out of policy discus-
sions within our community and even when
they manage to insert their views, those
views are often not seriously considered.
We must ensure that LGBT people are
represented at all levels of city government,
in a variety of capacities, and that those indi-
viduals reect the full diversity of the District.
Many LGBT residents have prominent jobs
in the District, but this has not extended to
visible positions in city government. LGBT
people of color, in particular, have had a
hard time gaining prominent public sector
positions. There has never been an openly
LGBT person of color on the D.C. Coun-
cil. Generally, in any given mayors cabinet,
the only LGBT person of color is the direc-
tor of GLBT Affairs (during the years when
that position is held by a person of color).
I can currently think of one exception, but
throughout the Districts history, very few
LGBT people of color have held prominent,
visible public sector positions.
We must actively participate in the
mayoral and D.C. Council elections this
year. The mayoral race and several council
races are shaping up to be very competi-
tive this year. It is imperative for the LGBT
community to pay attention to the races
and participate in the process. Some may
choose to volunteer for a campaign. Oth-
ers may opt to make a donation. Others
may choose to attend forums to make an
informed decision. More than anything, we
must make sure that our voices are heard.
While I can always come up with more
resolutions, I think the ve I outlined gives
the community some good goals to strive
for in 2014. The D.C. LGBT community is
strong and we have enjoyed the benets of
LGBT-friendly legislation over the past few
years. It is important that while we continue
to appreciate those successes, we do not
become complacent.

Ferocious is how director Joe Calarco
describes Gypsys Momma Rose, the
unstoppable stage mother wholl do
whatever it takes to make her kids stars.
Probably the most formidable
womans part in musical theater
history, Rose is frequently compared
to Shakespeares Lear and playing her
has been likened to climbing Mount
Everest twice. Those whove tackled
the part include Ethel Merman, Angela
Lansbury, Bernadette Peters and more
recently Patti LuPone. And now its local
actor Sherri L. Edelens turn to take on
the iconic role at Signature Theatre in a
production staged by Calarco.
Who plays Rose always prompts
discussion. To do it right requires a
terric voice, acting skills and comedic
air. And while Edelen wont be
scrutinized in the same way Broadway
names inevitably are, comparisons will
be made. Affable and smart, Edelen isnt
bothered: Everyone sees how difcult
and complex this woman is to play and
they want to see if the actress can rise to
the challenge. I let go of comparisons
long ago. Every actress is different, so
comparisons make no sense, really.
But Edelen doesnt dismiss the
signicance of the gig. Playing Rose is a
big deal and she knows it. Until Calarco
brought it up, she never thought shed
do the part. When Edelen was younger,
she looked for the kind of supporting
comic roles that she does so wonderfully,
like the inn keepers unscrupulous wife in
Signatures Les Misrables, a superb
performance for which she deservedly
won a Helen Hayes Award. But as she got
a little older, Edelen took on parts (and
triumphed in) leading roles like Mrs. Lovett
in Signatures Sweeney Todd and as
Margaret Johnson in Light in the Piazza
with the Philadelphia Theatre Company.
But still, Rose scared her: She is erce.
She uses up all the energy in my body to
inhabit her mind. And like those who play
Lear, or any Shakespearean role really, the
exploration will continue until closing and
on until the next actress picks up Rose.
Gypsy follows the rise of legendary
stripper Gypsy Rose Lee. Set in the
20s, its an incredible backstage story
featuring Momma Rose and young
daughters June and Louise (later Gypsy)
who criss-cross the country in pursuit
of fame and fortune. The mother of all
stage mothers, Rose will stop at nothing
to make her girls stars on the dying
Vaudeville circuit. When June quits the
act, Momma focuses her suffocating
attentions on the less talented Louise.
With a sensational score boasting
a thrilling overture and standards like
Everythings Coming Up Roses, Some
People, Together (Small World) and
Mommas 11th hour cri de coeur Roses
Turn, Gypsy is routinely named by
many critics to be the best Broadway
musicals ever. Based loosely on Gypsy
Rose Lees bestselling memoir, Gypsy
premiered on Broadway in 1959. Its the
creation of true musical theater titans:
Jule Styne (music), Stephen Sondheim
(lyrics) and Arthur Laurents (book).
Sondheim is gay, as was Laurents who
died in 2011 at 93.
During an interview for the Blade
in 2004, Laurents shared an anecdote.
Initially when asked to write a musical
based on Gypsy Rose Lees bestselling
biography, he wasnt interested. But not
long afterward he heard some gossip
at a party. Reportedly Gypsys mother
had had affairs women and once threw
a hostile hotel manager from a fth oor
window. Laurents took the assignment.
And while the musical would be called
Gypsy for contractual reasons, its
always really been about Rose. Shes the
shows driving force.
I wish I had one ounce of her
drive and condence, Edelen says. I
think playing her has made me more
condent, more of a ghter for my own
ideals. No one believes in her dream like
she does: Not Herbie (Roses boyfriend).
Not her children. Not anyone. She has
no support system but herself really and
yet she has the strength and belief in
herself to carry on.
Signatures artistic director Eric
Schaeffer already had Edelen in mind
when he made Gypsy a part of this
years season. He never thought of
bringing in a New York actor for the
part. We always wanted to do it with
someone local. The talent pool here has
gotten better and better, and we didnt
need to look beyond Washington. Wed
done it before with Donna (Donna
Migliaccio played Rose in Signatures
2001 Gypsy, and plays the plum
part Mezeppa the brassy stripper who
bumps it with a trumpet in the current
production) and it was time to give
someone else the opportunity.
Calarco, whos worked with Edelen
on eight shows, says she was ready to
play Rose. In addition to having the
voice, she understands comedy and is
a great actress with a deep well from
which to draw.

How long have you been out and who
was the hardest person to tell?
I came out Feb. 16, 2006. It will be
eight years in February and I always do a
birthday celebration on that day. I would
say the hardest person to tell was myself. I
hated myself, I was disgusted. I think that
was the most difcult to learn to love and
accept it myself.
Whos your LGBT hero?
Harvey Milk

Whats Washingtons
best nightspot, past or present?
Town is denitely my favorite on
Saturdays. Its the place to be, professional
and frequently has the best DJ and shows.
Cobalt offers a great alternative as well and
is residency to one of my favorite DJs, Joe
Gauthreaux.

Describe your dream wedding.
Since my life in is a constant
contradiction I must have two weddings
and they may happen on the same day.
First, quiet small wedding for Guillermos
sake, with just my family and his and some
close friends. Probably back home at the
beach or near the ocean were I belong.
Then a big celebration with great DJs,
food and multiple surprises.

What non-LGBT issue
are you most passionate about?
Immigration and decolonization of
Puerto Rico. A permanent status resolution
must happen soon.

What historical outcome
would you change?
Tough to say on one hand, I would
change many things but I also feel these
things happen for a reason and if we learn
from them, they should stay that way.
Whats been the most memorable pop
culture moment of your lifetime?
In 2012 when President Obama
announced he supported same-sex
marriage.

On what do you insist?
Good and honest ongoing
communication.

What was your last
Facebook post or Tweet?
Probably a promo for some sort of
event. There are a lot of surprises coming
up with Gaviota Events and it is very
exciting.

If your life were a book,
what would the title be?
Gaviota: A Celebration
If science discovered a way to change
sexual orientation, what would you do?
Nothing. A few years ago, I might have
had a different answer, but pain makes us
grow and understand.

What do you believe in
beyond the physical world?
I believe in love and the power of
people. A strange bond between creatures
that makes the world goes around. Im
not big on religion but having grown up
Catholic, the new Pope makes me proud
to be Catholic again after many years.
Whats your advice for
LGBT movement leaders?
Dont rest. Even with all the marriage
victories, there are still a lot of marginalized
people in our communities.

What would you walk
across hot coals for?
My family, especially my mother.

What LGBT stereotype
annoys you most?
A lot that come within our own
community like thinking we cant have
stable relationships, looking down at
bottoms and trannies, battles to be the
bitchiest queen of the lot we should
be more embracing and have a place for
everyone.
Whats your favorite LGBT movie?
Between Love & Goodbye or The
House of Boys.

Whats the most
overrated social custom?
Not to check your Facebook event
invites and then text me on Friday night,
asking where I am at or where to go or why
you werent invited. Grrr!

What trophy or prize
do you most covet?

What do you wish youd known at 18?
A better grasp on life and understanding
in general. Having previously attempted
suicide several times at age 18 and 19, I
had a lot to learn about how to celebrate
life and who I am.

Why Washington?
I always saw coming to the U.S.
mainland as an opportunity to start over
and become a better me. D.C. provided a
great atmosphere and a good balance of
everything I wanted.

Even with all thats going on in Washingtons gay nightlife scene, Andres
Gaviota says something is lacking.
D.C. is growing and changing a lot, he says. There are new people
coming in all the time and while its great what Town and Cobalt and JR.s are
doing, I think sometimes its all a little too comfortable. People go to those
regular parties and venues and they know what to expect. Nightlife has a
very rich history, all the way back to the Moulin Rouge and I think we could
use a bit of that here in D.C. I want to provide a space for us to celebrate
who we are and what we do. Not just go out and get wasted.
He started Gaviota Events Promotions & Productions (gaviotaevents.
com) in his native Puerto Rico. The 23-year-old San Juan native, who came
to Washington two years ago to work at Human Rights Campaign, also
tended bar at Cobalt for a time and soon found himself drawn back into the
gay nightlife world he loves. Now by day he works in communications at
the American Association for the Advancement of Science and plans events
on the side. He has a monthly event called Interlude at Lost Society and is
working on a New York-themed event at a new venue in the new year.
Gaviota and boyfriend Guillermo Miyano live together in Dupont Circle.
Gaviota enjoys movies, skiing, sailing, working out and traveling in his free time.

Divas new video album a
risky game changer

To the surprise of her fans, Beyonc
Knowles released her fth studio album on
iTunes on Dec. 13 with no promotion. An
intimate and powerful artistic step, the self-
titled album Beyonc could easily be a
musical standard bearer for years to come.
The video album, as Knowles refers to
it, contains 14 tracks and 17 music videos
and was recorded mostly in secret. In July,
Diplo revealed to the UKs The Sun that he
worked on two songs with Knowles that
were ultimately scrapped, but details on the
full album remained a mystery.
Fueled by the excitement of a surprise
release, Beyonc sold about 828,000
copies in just three days, breaking an iTunes
record for most albums sold in the rst week,
previously held by Taylor Swifts Red. The
three-day sales gure also doubled the rst
week sales of her previous album 4.
Often deep and sometimes dark,
Beyonc is an exploration into life with
her husband Jay-Z and their daughter. Its
also rife with feminist themes, not unusual
for Knowles.
The album opens with Pretty Hurts,
which addresses the physical and emotional
trauma women endure while trying to
adhere to impossible standards of beauty.
While it may seem like Beyonc is revisiting
girl power themes from earlier hits
like Single Ladies and Run the World
(Girls), Pretty Hurts aims to inspire rather
than excite young women by stressing the
importance of happiness over beauty.
***Flawless, a Southern hip-hop track,
samples a TEDxEuston speech by Nigerian
writer Chimamanda Ngozi Adichie. The
accompanying speech adds signicance
to Beys authoritative line Bow down,
bitches, an assertion of her power as an
independent woman, with a comment on
the double standards women face.
The lead single XO is an uptempo pop
tune and has all of the makings of a radio
hit. Conversely, Haunted is not poised to
enjoy the same success. Its one of the more
experimental songs and criticizes the record
industry, but the vocals in the hook are
ethereal. The accompanying video is artistic
and creepy, complementing the song well.
A potential crossover hit is Drunk In
Love, a duet with her husband Jay-Z.
The song is one of several on the album
depicting the sexual relationship musics
biggest power couple enjoys. Between
her singing and his rapping, the song has
potential for both the Top 40 and R&B
charts.
Blow immediately follows the duet and
is equally explicit. A mod- and funk-inspired
dance track, its quickly and justiably
become a fan favorite. Its fun, catchy and
the bridge turns the song from a 70s
throwback to a modern pop hit. The music
video is a must see for, if no other reason,
the impressively well-coordinated glow-in-
the-dark dance sequence.
Partition is a tough hip-hop track that
contains the hilariously sexual line He
Monica Lewinsky-ed all on my gown. The
song stays true to the albums themes and
includes a section in French defending
female sexuality. It also seems to introduce
a new alter-ego named Yonc, a tougher
gure to replace Sasha Fierce, a personality
Beyonc killed years ago.
In Mine, which features Drake,
Beyonc opens up about her postpartum
depression and marital issues. Beyonc and
Drakes vocals complement each other well
in a back-and-forth that melds together in
the hook.
The last two tracks are the most emotional.
Heaven is a haunting and somber ballad
about the death of a loved one. The song
alludes to the miscarriage Beyonc suffered
during her rst pregnancy, detailed in her
HBO documentary Life Is But a Dream
and referenced in the Jay-Z song Glory.
If Heaven tore listeners down, the nal
track, Blue, will bring on tears of joy. The
song is an ode to her daughter Blue Ivy,
and the vocal performance is incredible
by even Beys standards. The song itself is
an intimate expression of love, capturing a
moment of pure joy Beyonc experiences
as she holds her daughter.

Many of Washingtons hottest dining
spots are offering New Years Eve specials.
Here are a few:
Chef Bryan Voltaggio presents the
Supper Club at Range (5335 Wisconsin
Ave. N.W.) from 9 p.m.-1 a.m. Range would
be my personal New Years pick a great
opportunity to experience four hours of
Voltaggios impeccable craftsmanship.
Table reservations are available for two or
more at $200 per person and include the
Supper Club Feast, Never Ending Punch
Bowl and champagne toast. General
Admission is also available for $175 and
includes the feast and the champagne
toast. The night will also feature live music
from The Blue Vipers of Brooklyn.
Alba Osteria (425 I St. N.W.) opened in
late December but is eagerly jumping into
the New Years Eve ring offering an al la
carte menu. Executive Chef Roberto Donna
and Chef de Cuisine Amy Brandwein
recommend standout dishes like the
gnocchi verde served with sausage ragu or
the Agnolotti al Brasato.
Ambar (523 8th St. S.E.) is serving a New
Years Eve menu showcasing the best dishes
throughout the Balkan Peninsula with a
modern twist. The menu includes grilled
bacon-wrapped prunes with goat cheese
and blueberry balsamic reduction (which
I need to try), sesame crusted salmon and
veal schnitzel.
Blue Duck Tavern (1201 24th St. N.W.) will
offer two seatings this new years eve. The
rst will be at 5:30 p.m. and features a three-
course menu. The second seating also
includes a three-course menu along with a
champagne toast at midnight. Dinner starts
at $75 per person and goes up to $175.
Caf Dupont (1500 New Hampshire
Ave. N.W.) will have a ve course prix-xe
menu handcrafted by Executive Chef David
Fritsche available for $85 per person or $130
if you opt for wine pairings.
City Tap House D.C. (901 9th St. N.W.)
will showcase its rened American pub fare,
Executive Chef Scott Swiderski prix-xe
menu will be offered at $50 per person or
at $80 with pairings. Standouts like the blue
crab mac and cheese and the pork collar
with cheddar grits will be offered.
Daikaya (705 6th St. N.W.) is a popular
izakaya that will be offering small plates with
a Japanese twist for New Years. The meal
will include items like grilled avocado with
crab salad, pork and brussel sprouts with
apricot and trufed yougurt and wasabi
octopus.
Jaleo (480 7th St. N.W.) will offer a
traditional New Years celebration with
unlimited tapas off the New Years tasting
menu from 8:30-11:30 at $90 per person.
Selections include favorites like the huevo
frito with caviar and the pork Canelones with
bchamel sauce. At midnight guests will be
offered a celebratory glass of cava and 12
grapes for good luck, a Spanish tradition I
remember fondly from childhood.
Jardenea (2430 Pennsylvania Ave. N.W.)
offers a ve-course menu priced at $90 per
person with an optional wine pairing for an
additional $50.
nopa Kitchen + Bar (800 F St. N.W.)
offers a three-course prix-x menu featuring
entrees off Chef Greg McCartys menu.
Pastry Chef Jemil Gadea will contribute to
the festivities with tempting desserts like her
fried pies: chocolate bar with peppermint
ice-cream and sweet potato crme caramel
with persimmon pudding.
If you want to celebrate the New Year
just steps from the White House, then the
Oval Room (800 Connecticut Ave. N.W.) is
the place to be. You can enjoy a four-course
meal with wine pairings where Executive
Chef Tony Conte will feature dishes like the
Maine peekytoe crab. Sweet confections
like the passion fruit curd with coconut
frozen yogurt will also be available.
Pearl Dive Oyster Palace/Blackjack
(1612 14th St. N.W.) will offer several New
Years Eve specials in addition to their
regular menu including a scallop and
braised short rib duo and a raspberry and
champagne trie.

book is thoughtful antidote
Youve been hearing rumors. You
dont know what to believe.
Your favorite club is closing, its got
new owners, its being remodeled,
none of the above. You can get married
anytime, the law is being repealed,
its being approved. Youre being
downsized, youre getting a raise.
Sometimes, you dont know what to
think. Other times, you think you know
but youre wrong. In the new book
You Can Tell Just By Looking And
20 Other Myths about LGBT Life and
People by Michael Bronski, Ann
Pellegrini and Michael Amico, youll
see where truth and misconception
cross paths.
For most of your life, youve probably
heard how no one person is better than
anybody else. Were all created equal.
Or are we?
Thinking, for instance, that LGBT
people are the same as straight
people obscures the fact that specic
everyday realities and social structures
have shaped the lives of LGBT people
very differently, say the authors. Even
the term LGBT ignores that L, G, B
and T are all distinct experiences.
The myths continue:
Take, for instance, the notion that
gaydar is more than just intuition,
a skill that everybody has. While
research shows that lesbians and gay men
can identify other lesbians and gay men
better than can straight people, it may
only be a matter of desire or empathy.
Or consider the myth that homophobia
masks a straight persons true desire. That
belief came from something published
more than 50 years ago; the author took
the thought in a different direction, but
it became the main idea people took
away from the book.
Same-sex marriage does not harm
marriage as a whole; in fact, it may make
for happier heterosexual couples. Not
all religions condemn homosexuality;
no one race is particularly biased against
it; parenting has nothing to do with
the sexuality of the mothers or fathers
(good parenting is not a biological
given); bodies and sexuality are
complicated; and its not necessarily
easier coming out today than it was a
half-century ago.
Though your Mama warned against
such things, based on the cover, you
might think that this is a fun kind of
book. And youd be disappointed.
No, You Can Tell Just by Looking
is lled with deep thinking research-
based information and no-nonsense
answers to myths that may or may
not be widely rumored. Its wordy to
the extreme, and though the authors
claim that LBGT readers believe myths
about themselves, I often wondered if
this book was preaching to the choir.
Theres a whole lotta overgeneralization
goin on here, too.
Still, the authors dont shy away from
controversy; they tackle some tough
(and food-for-thought) ideas with
thoughtful inspection. I appreciated
that lack of fear and the willingness they
had to confront ill-conceived credos.
Overall, I think that if youre searching
for retorts to blanket statements about
LGBT people, this book may give you what
you need. It wont be the most fun thing
youve ever read, but You Can Tell Just by
Looking is one I believe may help.

It goes without saying that nanc-
ing is the most important element of
purchasing a home. Most people come
into the marketplace as buyers when
they realize the rent they are paying
is equivalent to a mortgage payment
in this low-interest rate environment.
What is typically missing is the cash for
the down payment.
Some purchasers are fortunate to
have family members help them. Some
save for years or realize a windfall to help
them with the 10 or 20 percent required.
In the last few years, those without those
resources and those who are current
homeowners needing to move up, have
realized little appreciation in their homes.
Federal programs have supported low
down payments, which would allow you
to buy a home with a loan up to $729,000
with only 3.5 percent down.
This FHA program was ideal for new
buyers with high incomes but limited
cash. In the New Year, new restrictions on
mortgage lending will shrink the number
of properties eligible for the small down
payment and therefore impact home buy-
ing within the beltway. In D.C. and in the
inner suburbs, prices are higher and can
average above $700,000. Currently, FHA
loans allow buyers purchasing homes up
to $750,000 or more to have only 3.5 per-
cent in down payment money. After Jan.
1, 2013 the loan limit will drop to $629,000.
For sellers in the $700,000 price range,
that means there will be fewer eligible
buyers for their properties.
If you are buyer that is not a veteran or
current service member, you will need to
come up with 10-20 percent down pay-
ment for properties priced above about
$650,000. Lenders are also going to be
looking for improved credit scores. So my
words of advice if you are thinking about
buying is to talk to a lender sooner rather
than later. If you need names of lend-
ers I am happy to provide them. Have
them review the loan programs that are
available to you. Keep in mind that each
lender offers different programs. Some
cater to high-end buyers and others to
rst-time buyers.
Review your credit history and look for
ways to improve your credit score. Also,
start exploring neighborhoods where
prices trend below $650,000. My advice
to all buyers is that you may need to ex-
plore areas that are a little farther out,
look at properties that are not in top
condition or go with a smaller size to
stay under $650,000.
If you are a seller deciding where to
list your property and your home will
fall somewhere in the $650,000-$700,00
price range you will want to skew pric-
ing down toward $650,000 in order to
expand the market of buyers.
Will the improved economy help
buyers to come up with more money to
close? Will sellers be willing to pay clos-
ing costs for cash strapped buyers? It
remains to be seen. The New Year will
bring new opportunities and new chal-
lenges to the real estate market. If you

pared for changing circumstances. If

Two decades ago, having leveraged his
car as collateral to purchase a grand piano
for the upstairs bar, Jorge Zamorano joked
with friends, if you ever see me pushing
a piano down the street, youll know what
happened.
Not only would he never be seen strad-
dling the roadway median strip hunched
over 88 keys, Zamorano would quickly es-
tablish his Banana Caf and Piano Bar as a
widely beloved Capitol Hill landmark neigh-
borhood business.
The Cuban-born and Puerto Rican-
raised Zamorano was no novice to hospi-
tality when he began helping a friend who
had opened the then Lone Star Cantina in
1992. The lifelong gurative painter, who
began experimenting with color and illus-
trating the human form when only 10, had
worked in various capacities at ne-dining
restaurants and hotels in New Orleans and
Washington. Zamorano had recently left his
position as food and beverage manager
at the historic Henley Park Hotel to focus
on his artwork full-time. However, he soon
found himself increasingly behind the bar,
serving tables or assisting in the kitchen
wherever he was needed.
Two years later he would take over the
business, subsequently giving it a new
name. A block south of Eastern Market
Metro at 500 8th St., S.E., the prominent
corner-located restaurant and bar grew in
popularity with an ever-expanding clientele.
More recently joined by a number of restau-
rant additions on the Barracks Row com-
mercial corridor, Banana Caf has stayed
true to Zamoranos vision and commitment
serving authentic Cuban, Puerto Rican
and Mexican dishes in a casual and com-
fortable setting.
It was when he rst started assisting at
the restaurant that Zamorano met co-work-
er Darren Love. A couple for the ensuing
21 years, they continue to work alongside
one another. Wed never be able to take
days off together if Darren was a manager,
notes Zamorano, but he really has a feel for
the workings of the place.
Darren enforces our rule not to discuss
work at home, he says, adding that he
gives Love a lot of credit for keeping me
grounded in a stressful all-consuming busi-
ness. Love is also a mentor among the
approximately 35 employees that include
many longtime staff.
Both a fanciful dcor and colorful plates
of Caribbean and Mexican cuisine evoke a
relaxed south-of-the-border and playful is-
land ambience. Tall potted palm trees ank
the entrance and bright umbrellas hover
over a sizable sidewalk patio in warmer
months. Vivid and nearly uorescent yellow
and lime interior walls and colorful artwork
enliven the cozy main level dining area and
intimate bar. Much of the art is customer
contributed, acquired on trips to Peru,
Panama, Puerto Rico, and other locales and
gifted for display.
Dining seats ll up at both lunch and din-
ner with large groups of friends alongside
smaller tables and spots for two. Brunch is
served on both Saturday and Sunday, and
the upper oor bar with seating is a lively
hangout throughout the week. The upstairs
also serves as a private event space host-
ing congressional fundraisers, group recep-
tions, and nearby Navy Yard ofce parties.
With a small stage for pianists and musi-
cians to perform, the second oor is a Hill
hot spot for happy hour conviviality and
a karaoke destination several evenings a
week. Video monitors also offer a game day
haven for sports enthusiasts. Its a lot of fun
upstairs, Zamorano says.
While not getting to return to painting
full-time, Zamorano nds time to put brush
to canvas at his home studio. But providing
the most pleasure nowadays are moments
when those native to the cuisine savor
homeland memories. When that happens,
I know were doing something right, he
says proudly.
