HVS Mark VI Specifications


The following General Specifications shall apply to any newly manufactured and delivered Dynatest/CSIR Mark VI Heavy Vehicle Simulator (HVS). 1. The Heavy Vehicle Simulator (HVS) shall consist of an automatic, accelerated pavement loading device that can apply at least 26,000 passes bidirectionally or 13,000 passes unidirectionally of load carriage during a 24 hour period along a 6 meter test section centerline. The load carriage shall be capable of being mounted with single or dual truck tires or a single aircraft tire. Both bi- and unidirectional loading capability shall be possible. The HVS shall be capable of achieving load levels between 30 and 100 kN (7 22.5 kips). Load levels of up to 200 kN (45 kips) shall be achievable with the aircraft wheel and ballast options. The maximum achievable wheel speed shall be 12.8 km/hr 3 km/hr (8 mph 2 mph). Optionally with the beam extension, the maximum wheel speed will be up to 20 km/h.. The HVS shall be capable of limited manually controlled operation for maintenance or calibration purposes, or computer controlled automatic startup and controlled operation under approximately constant speeds and approximately constant loads over a minimum 6 linear meter (19.5 linear feet) test section. Under normal operations, the HVS shall be capable of automatically shutting itself down after the preprogrammed number of passes. However, the HVS shall be stopped within one pass if a malfunction is indicated by activating one of four safety toggle switches, or by hitting one of two dead-man cables located on either side of the HVS along the full length of the test area. All required computer hardware, software, and related materials to permit either manual or automated control of the HVS shall be supplied by the Supplier. Manual control means that a manual control pad can be used to move the test carriage longitudinally and beam laterally after starting up the HVS using the control computer. The HVS shall be movable with a yard tractor or other suitable moving device over a level area from one jacked position to another jacked position up to 30 meters (100 feet) away within four hours. In order to duplicate traffic wander or wheel distribution, the HVS shall be capable of automatically indexing, or tracking, between passes from side to side for a total C/L coverage of 0.9 meters (35.4 inches) in increments of 25 to 75 mm mm 6 mm (1" to 3""). location, providing a stepwise normal distribution. It shall also be possible to program any number of passes (greater than 0) at any lateral location, or a random distribution specified by the user 10. 11. The maximum noise level shall be approximately 90 dBA at a distance of 10 feet (3 meters) from the HVS. The HVS shall be capable of operating in temperatures ranging from 15OC to +40OC (5F to 105F), as long as an appropriate hydraulic oil type and viscosity is used. The HVS computer controller shall be located in an environmentally controlled shelter provided by the client. It provides manual capability as well as complete computer controlled operation from startup to shutdown. Applied test wheel loads shall be continuously monitored by pressure transducers every 50 milliseconds, and the average wheel load per pass is recorded in the data file. Tire pressure and tire temperature shall be continuously monitored every 50 milliseconds and the average value per pass shall be recorded by the control computer. It shall be possible to access the raw data through the database. The controller shall automatically count and record pass-distribution and test wheel velocity. All software needed for both manual and automatic operations is included. If preset limits on the number of passes, tire pressure and/or tire temperature and wheel velocity and load are exceeded, the computer shall automatically stop the HVS. Load control shall be achieved through a feedback loop which monitors hydraulic pressure transducers. The load applied by the HVS as averaged over one pass of the load wheel(s), shall always be within 2% of the target load entered into the control computer. The applied load shall be measured and recorded to within 2% for all load applications, based on comparisons with external load cell measurements averaged over each wheel pass. The wheel load over the full test section length shall not vary by more than an additional plus or minus 2% after passing over a 25 mm (1 inch) bump or drop, at the specified test speed. The loading ram shall allow for a minimum of 100 mm (4 inch) vertical displacement to accommodate rut development without repositioning the load beam height. The HVS shall be fitted with dual 11R22-5 tires and wheels as standard test equipment. All rims and tires shall meet industry standards, and they shall be modified to accommodate the requisite pressure and temperature sensors. An automatic tire pressure and temperature monitoring and alarm system shall be an integral part of the HVS control system. The HVS requires 3 phase 380 or 480 Volts 50 or 60 Hz power supply.

Depending on the options chosen, the power requirements and physical parameters will vary.

17.1.1. For a MKVI with no beam extension and maximum speed of 12 kph: 17.1.1.1. The current draw from a 380 Volt supply is an average of 60 Amps with a peak current of 120 Amps every 3.5 seconds for 0.5 seconds and a motor startup current of 500 Amps for 0.5 seconds when the main motor is started. The current draw from a 480 Volt supply is an average of 50 Amps with a peak current of 100 Amps every 3.5 seconds for 0.5 seconds and a motor startup current of 400 Amps for 0.5 seconds when the main motor is started. Average power usage is 50 kW. The normal current drawn and kW used depends on the test parameters that are used and the figures above are for the most commonly used test parameters. Overall length: 23 m Mass: 34 metric tons. These parameters might vary by 10% depending on what other options are chosen.

17.1.2. For a MKVI with a 20ft beam extension and maximum speed of 20 kph: 17.1.2.1. The current draw from a 380 Volt supply is an average of 90 Amps with a peak current of 150 Amps every 5 seconds for 1 second and a motor startup current of 600 Amps for 0.5 seconds when the main motor is started. The current draw from a 480 Volt supply is an average of 75 Amps with a peak current of 120 Amps every 5 seconds for 1 second and a motor startup current of 500 Amps for 0.5 seconds when the main motor is started. Average power usage is 70 kW. The normal current drawn and kW used depends on the test parameters that are used and the figures above are for the most commonly used test parameters. Overall length: 30 m Mass: 38.5 metric tons. These parameters might vary by 10% depending on what other options are chosen.

A list of recommended spare parts and sources from which standard parts can be obtained shall be provided. A recommended servicing/maintenance schedule shall also be provided, along with a list of recommended lubricants, fuels, etc., and sources. A complete set of electronic schematic drawings and a complete set of asbuilt drawings with accompanying parts identification and sources shall be provided, along with manuals describing all operational and servicing requirements. All information supplied to the Buyer by the Supplier shall be for the use of the Buyer alone and will be treated as confidential unless otherwise agreed to. All steel and other materials used in the construction is new and of good commercial quality. All components, electronics, cables, controls, computer, software, etc., shall be new and meet industry standards in the Buyers locality, and be readily available. The Supplier shall provide training on-site at the client's premises on the set-up, operation, maintenance, servicing, etc., for the proper use of the HVS including manual and complete automatic computer operations. Proper startup procedures after an emergency shutdown shall also be demonstrated upon delivery of the HVS. The Buyer shall maintain surveillance of the HVS during operations, day or night, in case a catastrophic failure occurs and the System needs to be manually shut down as per Section 6, above. The Supplier's standard one-year warranty is provided as outlined in the Warranty section of this document. Warranty extensions are available at additional cost as noted in the Pricing section of this document. Available non-standard options at additional costs shall include, but not necessarily be limited to: 24.1. Pavement test section instrumentation and data acquisition. 24.2. Dynamic, as opposed to constant, loading. 24.3. Extended beam length for higher speed or longer test section length. 24.4. Self movement option 24.5. Yard tractor option 24.6. Diesel genset option 24.7. Aircraft axle (aircraft wheel supplied by Buyer) option for loading up to 200 kN.

Prices assume that there are no liquidated damages, penalties, bid bonds, performance bonds, or guarantees required by the customer in the contractual agreement. Prices also do not include applicable customs duties, fees, tariffs, taxes, etc.

Estimated HVS Maintenance Costs


The design life of the HVS structure is 20 years and, in practice, is easily achieved by strictly following the Dynatest/CSIR specified maintenance procedures. Additionally, all rotating components (bearing/sprockets/etc.) used in the machine are designed with a minimum service life of two years and most last well beyond that. Dynatest prefers not to attempt a service life estimate for individual components as there are simply too many variables (operating parameters, environmental conditions, etc.) from customer to customer to make an accurate prediction. Rather, we suggest that the customer establishes an annual maintenance budget to cover the cost of any part repair/replacement. Note: These costs do not include tools, cleaning equipment etcetera. Depending on environmental conditions and general care of the HVS, the customer should also allow for repainting after 5 to 10 years

Dynatest fully warrantees the HVS for 1 year (from date of acceptance) and offers an extended warranty beyond that. Dynatest currently oversees the operation of two HVS units that have been in service for over 30 years. Additionally, there are several other HVS units between the ages of 10-15 years old also in good working order.

Payment Terms and Wire Instructions


The above Mark VI standard base unit price is based on the terms outlined below. The Dynatest/CSIR HVS Mark VI is a proprietary, custom designed, high-ticket built-toorder, long-delivery time research device which, at this time, is manufactured and delivered from the USA by Dynatest Consulting, Inc., a small business, with limited credit facilities combined with an unblemished, international manufacturing and support history/record. Potential public procurers are requested to define/regard this purchase as a construction project, not simply an equipment purchase. Standard terms and conditions required for this device exclude reciprocal bank guarantees from the manufacturer, and include provision of a substantial advance down payment, along with the Purchase Order to initiate the order and manufacturing. Progress Payments, based upon agreed upon manufacturing and shipping milestones may also be required to reduce the substantial costs of money (credit). All non-major USA public Agency, and other domestic and international (to USA) orders require a confirmed, documentary irrevocable Letter of Credit (LC) for all funds not paid as cash advances and progress payments, which is to be issued within thirty (30) days of manufacturing onset date by a Bank acceptable to the Advising Bank designated by the manufacturer (the credit facility designated will depend on circumstances pertinent to manufacturers credit facilities at time of order). Again, progress payments based on accepted, negotiated terms, including advance payments, have often been utilized for HVS purchases and can obviate the need for large-sum Letters of Credit.

Non-progress payment purchases require receipt of a minimum 40% of total contract order advanced payment, along with purchase order, to initiate the order. A reduced, negotiated advanced payment is applicable to orders providing progress payments. For non-progress payment orders, the remaining balance is paid through above-mentioned LC. Payment terms of the LC shall be (assuming a 40% advanced payment): 50% of the total order amount will be released upon shipment. When manufacturer is the shipper, release terms for the 50% of total order payment will require only standard documentation, i.e., commercial invoice, transportation bill, parts listing, insurance certification, and manufacturers certificate of origin. The remaining 10% of total order balance will be released to manufacturer upon presentation of solely the Purchaser-signed "AOD" (Dynatest Acceptance of Delivery" document: example available upon request). Purchaser-caused payment delays are subject to a 1.5%/month annual percentage rate additional interest penalty against any outstanding, due and payable balance. Any additional required guarantees and/or liquidated damages requirements imposed by purchaser may impact final quoted pricing Also, purchaser will agree to not unreasonably delay the scheduling and completion of FAT/delivery for reasons beyond the control of the manufacturer. Lastly, with regard to purchaser cancellation subsequent to onset of manufacturing: purchaser shall agree to pay for all costs incurred by manufacturer up to the agreed upon, purchaser initiated/manufacturer received cancellation date.

Manufacturing
The structural components of the HVS are manufactured near the Westland, Michigan USA Dynatest office using subcontractors specialized in heavy fabrication. Westland is a suburb of Detroit, which is well known as the center of US automotive manufacturing. The close proximity of these subcontractors to our office enables Dynatest to maintain daily supervision and communications with these subcontractors. Final assembly and installation of electrical, electronics, and hydraulics subsystems is performed by Dynatest personnel or under their direct supervision.

Project Schedule
Delivery time, measured from date of receipt of purchase order/advanced payment, through manufacturing, testing, shipping, and on-site acceptance is typically 18 months, but dependent on the manufacturing pipeline at time of final quotation (all such quotations expire within 60 days unless otherwise indicated on quotation). Approximate schedule is shown below.

Acceptance Testing
Factory Acceptance Test (FAT)
The purpose of the FAT is to ensure that the equipment is fully functional and that it meets the units physical and operational specifications prior to shipment. The FAT typically requires several days to complete as some tests require the machine to run a certain number of repetitions or to demonstrate reliability over a specified run time for example, 24 hours. The FAT is conducted by Dynatest at the manufacturing site and is witnessed by customer representatives. Labor, travel, and accommodation costs for the customers representatives are the responsibility of the customer. Details regarding the FAT test are typically included in the contract documents.

Site Acceptance Test (SAT)


The SAT is typically a repeat of the FAT test and is conducted at the delivery destination. It is intended to ensure that the HVS is fully functional at delivery and has not deteriorated and/or not been damaged during shipping. Travel and accommodation costs for Dynatest personnel are included in the HVS base standard price. Note: Details regarding the FAT and SAT test procedures themselves are typically included in the contract documents, and can be obtained at any time upon request.

Shipping
It is encouraged, but not required that manufacturer be responsible for shipping. Some terms and conditions may change if shipping is to be the responsibility of the client.

Delivery
Dynatest personnel will travel to the point of delivery to prepare the HVS for the SAT, as well as conduct the SAT and basic operator training at the time of the SAT. Dynatest is responsible for labor, travel, and accommodation expenses for Dynatest personnel only during the delivery period.

Warranty
The following Standard Warranty Provisions shall apply to any newly manufactured and delivered Dynatest/CSIR Mark VI Heavy Vehicle Simulator (HVS). 1. A 12 month warranty is included commencing on the date of acceptance of delivery.

This express warranty shall be limited to the prompt replacement of parts and any necessary labor or services required to repair the System, with the exception of the recording/playback computer instrument package as indicated above. Necessary labor as defined herein shall be limited to the repair or replacement of very complicated or large, heavy parts which the Buyer is unable or unqualified to repair/replace on his/her own. Consumables, such as hydraulic oil, seals, filters, tires, fuel, power, batteries, etc., are not covered by this warranty. In the event large or heavy components of the System, with the exception of the recording/ playback computer instrument package described above, prove to be defective during the period covered by this express warranty, the Supplier may, at its option, make the necessary repairs at one of their places of business or at the place where the System is located. This express warranty shall be extended to the Buyer at no additional cost, except that (a) the Buyer shall be liable for all shipping costs and expenses incurred in delivering any small parts of the System to the Suppliers location of manufacture, if necessary, and (b) in the event the Supplier chooses to replace or repair any defective complicated, large or heavy components of the System at one of its places of business during the period covered by this express warranty, the Supplier shall defray all shipping costs and expenses incurred in delivering both the defective components to the Supplier and the repaired or replaced components back to the Buyer. The recording/playback computer instrument package provided with the System shall not be covered by this express warranty and shall be covered by the standard warranty provided by the supplier or manufacturer of the computer instrument package.

The express warranty set forth herein is the exclusive and only warranty extended by the Supplier, and it applies to the original Buyer only. The supplier makes no warranty of merchantability with respect to the System purchased and makes no warranty that the System purchased is fit for any particular purpose. There are no warranties that extend beyond the description on the face hereof. This express warranty shall not apply to any defects in the System caused by the negligence or misuse by the Buyer or its agents, employees, or representatives in the operation of the HVS System. This Warranty shall not apply to any consequential damages which may result due to defects in materials or workmanship of the components in the System, including delays in manufacturing of replacement parts or supplies which are beyond the control of the Supplier. Two (2) complete sets of combined User/Troubleshooting/Maintenance manuals shall be provided by the Supplier which include a complete set of parts diagrams, parts list, and detailed schematic diagrams for both the electrical, hydraulic, and mechanical systems, except the chosen computer instrument package and any proprietary Printed Circuit Boards for all equipment, so that the Buyer will be able to operate and maintain the System properly. Some of the operations and data collection software provided with the System may be documented primarily by on-line HELP functions.

All proprietary Printed Circuit Boards shall be available on short notice from the Supplier as replacement parts, and they shall be readily interchangeable. In the event of a breach or repudiation by the Supplier of the contract for the sale of the System, the Buyer shall not be entitled to recover any incidental or consequential damages as defined in the California Commercial Code.

Training

Shipping Terms
Incoterms or international commercial terms are a series of international sales terms widely used throughout the world. They are used to divide transaction costs and responsibilities between buyer and seller and reflect state-of-the-art transportation practices. They closely correspond to the U.N. Convention on Contracts for the International Sale of Goods. 19

Group E - Departure: o EXW. Ex Works (named place): the seller makes the goods available at his premises. Group F - Main Carriage Unpaid: o FCA. Free Carrier (named place): the seller hands over the goods, cleared for export, into the custody of the first carrier (named by the buyer) at the named place. This term is suitable for all modes of transport, including carriage by air, rail, road, and containerised / multi-modal transport. o FAS. Free Alongside Ship (named loading port): free Alongside Ship: the seller must place the goods alongside the ship at the named port. The seller must clear the goods for export; this changed in the 2000 version of the Incoterms. Suitable for maritime transport only. o FOB. Free On Board (named loading port): the classic maritime trade term, Free On Board: seller must load the goods on board the ship nominated by the buyer, cost and risk being divided at ship's rail. The seller must clear the goods for export. Maritime transport only. Group C - Main Carriage Paid: o CFR. Cost and Freight (named destination port): seller must pay the costs and freight to bring the goods to the port of destination. However, risk is transferred to the buyer once the goods have crossed the ship's rail. Maritime transport only. o CIF. Cost, Insurance and Freight (named destination port): exactly the same as CFR except that the seller must in addition procure and pay for insurance for the buyer. Maritime transport only. o CPT. Carriage Paid To (named place of destination): the general/containerised/multimodal equivalent of CFR. The seller pays for carriage to the named point of destination, but risk passes when the goods are handed over to the first carrier. o CIP. Carriage and Insurance Paid to (named place of destination): the containerised transport/multimodal equivalent of CIF. Seller pays for carriage and insurance to the named destination point, but risk passes when the goods are handed over to the first carrier. o CTO. Container Terminal Order. Group D - Arrival: o DAF. Delivered At Frontier (named place): It can be used when the goods are transported by rail and road. The seller pays for transportation to the named place of delivery at the frontier. The buyer arranges for customs clearance and pays for transportation from the frontier to his factory. The passing of risk occurs at the frontier. o DES. Delivered Ex Ship (named port):Where goods are delivered ex ship, the passing of risk does not occur until the ship has arrived at the named port of destination and the goods made available for unloading to the buyer. The seller pays the same freight and insurance costs as he would under a CIF arrangement. Unlike CFR and CIF terms, the seller has agreed to bear not just cost, but also Risk and Title up to the arrival of the vessel at the named port. Costs for unloading the goods and any duties, taxes,

etc are for the Buyer. A commonly used term in shipping bulk commodities, such as coal, grain, dry chemicals - - - and where the seller either owns or has chartered, their own vessel. DEQ. Delivered Ex Quay (named port): It means the same as DES, but the passing of risk does not occur until the goods have been unloaded at the port of destination. DDU. Delivered Duty Unpaid (named destination place): It means that the seller delivers the goods to the buyer to the named place of destination in the contract of sale. The goods are not cleared for import or unloaded from any form of transport at the place of destination. The buyer is responsible for the costs and risks for the unloading, duty and any subsequent delivery beyond the place of destination. However, if the buyer wishes the seller to bear cost and risks associated with the import clearance, duty, unloading and subsequent delivery beyond the place of destination, then this all needs to be explicitly agreed upon in the contract of sale. DDP. Delivered Duty Paid (named destination place): It means that the seller pays for all transportation costs and bears all risk until the goods have been delivered and pays the duty. Also used interchangeably with the term "Free Domicile"

Seller's payment responsibility For a given term, "Yes" indicates that the seller has the responsibility to provide the service included in the price. "No" indicates it is the buyer's responsibility. If insurance is not included in the term (for example, CFR) then insurance for transport is the responsibility of the buyer.
