~The purpose of the briefing was to ask specific questions about the activities of
American Airlines Flight 77 highjackers Nawaf al-Hazmi and Khalid aI-Mihdhar in
southern California, from January 2000 until December 2000. Additionally, the
Commission staff asked questions about various individuals of interest to the
Commission and the cooperation of the Government of Saudi Arabia (Saudis) with the
on-going FBI investigation of the terrorist attacks.

(U)SSA Galligan and SA Maguire commented on the interview of Saleh al-


• Hussayen at the Marriott Residence Inn, Herndon, VA. Al-Hussayen is a cleric and is

• associated with Islamic proselytizing. His nephew, Sami al-Hussayen is a defendant in a
Federal fraud prosecution in Idaho. Saleh al-Hussayen was interviewed at approximately
1:00 AM on 09/12/2001 in his room at the Marriott Residence Inn in Herndon, VA. AI-
Hussayen and the American Airlines Flight 77 highjackers, including Nawaf al-Hazrni
and Khalid al-Mihdhar stayed at that Marriott on the night of 09/1 0/2001. Saleh al-
Hussayen either suffered or faked a seizure while being interviewed b FBI a ents. He
was taken to a local hos ital and the interview was never c m let

Saleh al-Hussayen returned to Saudi Arabia on 09/16/2001 when civil aviation


resumed within the United States. He had been scheduled to leave the United States on
09/13/2001 .

(U)SA Maguire reported on Mohamed al-Qudhaeein and Hamdan al-Shalawi


together, in as much as they were involved in the same incident aboard an America West
airliner in 1999. Both are Saudis, in the United States on student visas. The incident may
have been a "dry run" for the 9-11 Conspiracy attacks. AI-Qudhaeeinand aI-Shalawi
have PhDs in linguistics, from an unaccredited university in Tucson, AZ. Both have
been "tied to" Islamic extremists. Associates of al-Qudhaeein were also associated with
highjacker pilot Hani Hanjour when Hanjour was a flight student in Arizona. Al-Shalawi
left the United States in 2000 for Saudi Arabia. He thereafter traveled to Afghanistan in
the fall of 2000. AI-Shalawi attempted to re-enter the United States in August 2001 but
was denied a visa at the U.S. Embassy in Riyadh. I IAl-
Qudhaeein is being held as a material witness. ./

He was a student at Emory Riddle University in Phoenix, as an engineering
student, and not a flight student. Al-Sharbi left the U.S. in August of 2000 and did not try
to reenter the U.S. I
(U)SA Maguire stated that Saudi diplomat Mohamed Fakhi, assigned to Berlin,
and in contact with the Hamburg cell wasrecalled from Germany and returned to Saudi
Arabia. /
