Construction Product Certification

Promoting quality assurance through upstream control, HA is in Support of Product Certification.

Hong Kong Housing Authority (HA) spearheads implementation of product certification in its construction projects in stages in 2010/2011. Product Certification is the process whereby a product is certified () to achieving prescribed standards () and quality requirements, through regular () factory surveillance and periodic sampling and testing of products by third party of accredited certification body ().

Earlier Product Certification Scheme

Quality Scheme for the Production and Supply of Concrete (QSPSC) () Jointly developed by the HA and the Hong Kong Quality Assurance Agency (HKQAA) ( ) in 1991 for ready mix concrete Subsequently specified in HAs contracts on top of in-situ quality control and testing regime () QSPSC was later implemented as a policy requirement by Development Bureau () and a regulatory requirement by Buildings Department

Prerequisites for Implementation :

1. 2. Manufacturers () must be certified to ISO9001 first. Product Conformity Certification Scheme (PCCS) () for concerned materials must be established. Certification Bodies (CB) () must be accredited by Hong Kong Accreditation Service (HKAS) () under Innovation and Technology Commission (ITC) (). HKAS is advised by Accreditation Advisory Board (AAB) () comprising external stakeholders. Testing Laboratories to be HOKLAS ( ) accredited or recognised under Mutual Recognition Agreement (MRA) () with HKAS.
