Proposal for carrying out Environmental Clearance (EC) procedure from State Authorities of single mining project below 5 ha (B Category) as per EIA notification 2006. As per your telecom with Mr. Dhananjay Dugad.

Sir/Madam, At the outset, we thank you for giving us opportunity in submitting our proposal. Enviroteck Designer & Engineers introduce ourselves as Environment Consultants in Water, Waste Water Management, Air and Air Pollution Management, Technical and Legal Environmental Consultancy viz Environment Clearance, Impact Assessment Studies, Pre-Feasibility studies, Obtaining Legal permits from Ministry of Environment and Forest, State Pollution Control Boards. As per the discussion had with you and based on your requirements, we propose following scope of services along with the terms of payment for the subject Project as below: A. Scope of services: Filling up of the Form 1 & 1 A as per M o E F requirement and submission of the same to SEIAA. Submission of Form 1 & 1 A to District Mining Officer for his review and signature with desired NOC. Making presentation before S E A C and S E I A A. Technical assistance and follow up action in getting EC. Project Data Collection (To be carried out in conjunction with Client) 1. Project background: a discussion on the objectives of the project as a consequence of public / private development, plans, bearing in mind options and constraints of the conservation plan 2. Resource Requirements: as related to human resources, land, water, energy and genetic resources considering the construction and operational phases. 3. Technology and materials: to be used during operation 4. generation of noise, heat, vibration, pressure or radiation to the external environment. Formulation of Environmental Management Plan (EMP) The EMP should recommend specific, structured and targeted management plans to mitigate the significant impacts and bring them to a level that would be acceptable to both the regulatory authorities and the community. While formulating the EMP, we would work in close cooperation with your good office to delineate an EMP that is economically feasible and can be integrated with the mainstream project plans for implementation for the proposed project. The EMP should also include recommendations for necessary pollution prevention, control, conservation and compensatory measures for the project. The EMP will outline the following criteria in the plan: Activity (Operational) Environmental Issues concerned with the activity Impact due to activity Mitigation Measure to be undertaken Implementing Organization Responsible Authority EMP Budget. Note: The Boundary limit of the scope of the consultant is till the receipt of the EC and Consent letters only. However, the scope does not include following: Forest clearance, Preparation of Social assessment report/Resettlement action report, fire, Civil aviation, IF ANY. Half yearly compliance report to be submitted by the proponent in respect of the terms and conditions stipulated in the issued Environmental Clearance order and monitoring reports to the SEIAA & Ministrys Regional Office. Topographic, geotechnical survey, Drainage study or any traffic related survey of the project area Other necessary approvals such as water permission, Sewerage connection permission, fire related approvals etc., or from Municipal Corporations or any other department, which are directly or indirectly affecting the clearance of EC/CONSENT shall not be in scope of consultant Conversion of land use from concerned department, if the site does not fall in proposed use. Design of Sewage treatment plant etc., Any other clearances as required for the project, except EC and Consents B. Time schedule of activities: This entire process of completion will require 3 to 6 months. As this depends on a number of factors like meeting schedules, irrelevant delays due to nonmeeting of the committee, and the number of previous pending cases, the cases are strictly considered now in queue only, this stipulated time duration is being given considering the above mentioned factors. The zero date is considered as the date of receiving the mobilization advance

The schedule of activities for the project is as below: 1. This price is exclusive of Service Tax as applicable, constitutes our consulting fees only and is inclusive of out of pocket expenses like lodging and boarding charges etc. However, these charges do not consider whatsoever expenses to borne by the client towards liaison & statutory consent fees. IV. Terms of payment: We propose the following terms of payment for the project at various stages: Environmental Clearance 1. Mobilization advance along with work order 30% of EC total fees 2. Submission of Form I to SEIAA 25% of EC total fees 3. Presenting the case before SEAC 25% of EC total fees 4. Upon Receipt of EC 20% of total EC fees Obligations from Client: All environmental and project related data like Project Report, large site plan, layout plan, lease deed, project cost, available reserves, details of minerals extracted, demarcation copy of site by revenue department, satellite images of the site under reference, Hydrogeological report, Doctors Consent, prefeasibility report alongwith statutory clearance from concerned authorities will be supplied to the Consultant by the client. Note: 1. This time schedule is tentative only and subject to force majeure. Any delay in Govt. processes, whether at State Level or at Central level procedures, directly or indirectly related to this project, is not the responsibility of the consultant. However, consultant will make its maximum attempt in follow up actions in speeding up the process, as applicable. 2. The Consultant shall not stand/be held responsible for any prevailing/new State or Central Govt. statute/regulation, which may, somehow, affect the standard proceedings of the Environmental Clearance of the proposed project
