PREFACE

PETRONAS Technical Standards (PTS) publications reflect the views, at the time of publication, of PETRONAS OPUs/Divisions. They are based on the experience acquired during the involvement with the design, construction, operation and maintenance of processing units and facilities. Where appropriate they are based on, or reference is made to, national and international standards and codes of practice. The objective is to set the recommended standard for good technical practice to be applied by PETRONAS' OPUs in oil and gas production facilities, refineries, gas processing plants, chemical plants, marketing facilities or any other such facility, and thereby to achieve maximum technical and economic benefit from standardisation. The information set forth in these publications is provided to users for their consideration and decision to implement. This is of particular importance where PTS may not cover every requirement or diversity of condition at each locality. The system of PTS is expected to be sufficiently flexible to allow individual operating units to adapt the information set forth in PTS to their own environment and requirements. When Contractors or Manufacturers/Suppliers use PTS they shall be solely responsible for the quality of work and the attainment of the required design and engineering standards. In particular, for those requirements not specifically covered, the Principal will expect them to follow those design and engineering practices which will achieve the same level of integrity as reflected in the PTS. If in doubt, the Contractor or Manufacturer/Supplier shall, without detracting from his own responsibility, consult the Principal or its technical advisor. The right to use PTS rests with three categories of users : 1) 2) 3) PETRONAS and its affiliates. Other parties who are authorised to use PTS subject to appropriate contractual arrangements. Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) and 2) which requires that tenders for projects, materials supplied or - generally - work performed on behalf of the said users comply with the relevant standards.

Subject to any particular terms and conditions as may be set forth in specific agreements with users, PETRONAS disclaims any liability of whatsoever nature for any damage (including injury or death) suffered by any company or person whomsoever as a result of or in connection with the use, application or implementation of any PTS, combination of PTS or any part thereof. The benefit of this disclaimer shall inure in all respects to PETRONAS and/or any company affiliated to PETRONAS that may issue PTS or require the use of PTS. Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, PTS shall not, without the prior written consent of PETRONAS, be disclosed by users to any company or person whomsoever and the PTS shall be used exclusively for the purpose they have been provided to the user. They shall be returned after use, including any copies which shall only be made by users with the express prior written consent of PETRONAS. The copyright of PTS vests in PETRONAS. Users shall arrange for PTS to be held in safe custody and PETRONAS may at any time require information satisfactory to PETRONAS in order to ascertain how users implement this requirement.

PART I INTRODUCTION 1.1 SCOPE

Amended per Circular 19/02

This new PTS specifies requirements and gives recommendations for the manufacture and supply of carbon and low-alloy steel line pipe for use in pipelines where the service has been evaluated by the Principal as being non-critical. Guidance on the evaluation of pipeline service criticality and line pipe selection will be given in a forthcoming revision of PTS 31.40.00.10 Linepipe for critical-service pipelines shall be in accordance with PTS 31.40.20.37 Part II of this PTS gives amendments and supplements to clauses of ISO 3183-1, second edition, which are considered necessary to ensure pipeline integrity in accordance with PETRONAS requirements. Part III follows the clause numbering of ISO 3183-1. Where clauses of ISO 3183-1 are not amended or supplemented by this PTS, they shall apply in their entirety. 1.2 DISTRIBUTION, INTENDED USE AND REGULATORY CONSIDERATIONS Unless otherwise authorised by PETRONAS, the distribution of this PTS is confined to companies forming part of PETRONAS or managed by a Group company, and to Contractors and Manufacturers/Suppliers nominated by them. This PTS is intended for use in oil refineries, gas plants, chemical plants, oil and gas production facilities and supply/marketing installations. If national and/or local regulations exist in which some of the requirements may be more stringent than in this PTS, the Contractor shall determine by careful scrutiny which of the requirements are more stringent and which combination of requirements will be acceptable as regards safety, environmental, economic, and legal aspects. In all cases, the Contractor shall inform the Principal of any deviation from the requirements of this PTS, which is considered necessary in order to comply with national and/or local regulations. The Principal may then negotiate with the Authorities concerned with the object of obtaining agreement to follow this PTS as closely as possible. 1.3 1.3.1 DEFINITIONS General definitions The Contractor is the party which carries out all or part of the design, engineering, procurement, construction, commissioning or management of a project, or operation or maintenance of a facility. The Principal may undertake all or part of the duties of the Contractor. The Manufacturer/Supplier is the party which manufactures or supplies equipment and services to perform the duties specified by the Contractor. The Principal is the party which initiates the project and ultimately pays for its design and construction. The Principal will generally specify the technical requirements. The Principal may also include an agent or consultant authorised to act for, and on behalf of, the Principal. The word shall indicates a requirement. The word should indicates a recommendation.

Specific definitions Manufacturer Purchaser Term used in ISO 3183-1, which shall be taken to mean the Manufacturer/Supplier. Term used in ISO 3183-1, which shall be taken to mean the Principal.

PART II AMENDMENTS/SUPPLEMENTS TO ISO 3183-1

1.

SCOPE Replace the second and third paragraphs with the following: This PTS applies to plain-end pipe up to a maximum wall thickness of 15.9 mm. Replace the fourth paragraph with the following: Grades covered by this PTS are L245, L290, L320, L360, L390, and L415. Intermediate grades should be avoided. This PTS is applicable only to line pipe for pipelines with a minimum operating temperature of 0 C.
NOTE: Minimum operating temperature is defined in PTS 31.40.00.10

NORMATIVE REFERENCES Add the following: See also (Part III) of this PTS.

3.

DEFINITIONS

3.1

GENERAL Delete the paragraph pertaining to manufacturer. Add the following: Where pipe manufacturing and/or heat treatment are subcontracted, the pipe mill and/or the processor shall also be considered to be the Manufacturer/Supplier.

3.2 3.2.1.1

WELDING PROCESSES, PIPES AND WELDS Without filler metal (b) Electric-welding Add the following: The frequency of the welding process shall be a minimum of 150 kHz.

3.2.2.6

Combination gas metal arc- and submerged arc-welded pipe Add the following: The gas metal arc-weld shall be a single pass tack weld and shall be followed by the automatic submerged arc-welding process. The pipe shall then be considered further as longitudinal seam submerged arc-welded pipe or helical seam submerged arc-welded pipe.

5.

INFORMATION TO BE SUPPLIED BY THE PURCHASER Replace the first sentence with the following: The complete information should be provided at the enquiry stage of the order, however, requirements specifically addressed by this PTS need not be repeated. Add the following to the first list:
whether the Manufacturers quality plan is to be agreed prior to commencement of manufacturing.

6.

MANUFACTURING

6.1 6.1.1

PIPE MANUFACTURING Electric-welded pipe Replace this clause with the following: All grades of electric-welded pipe shall have a normalising treatment of the seam weld and complete heat affected zone. Full body normalising shall also be permitted.

6.1.3

Combination gas metal arc- and submerged arc-welded pipe Replace this clause with the following: See (3.2.2.6).

6.1.4

Double seam submerged arc-welded pipe Replace this clause with the following: Double seam submerged arc-welded pipe shall not be supplied.

6.1.5

Double seam gas metal arc-welded pipe Replace this clause with the following: Double seam gas metal arc-welded pipe shall not be supplied.

6.1.6

Double seam combination gas metal arc- and submerged arc-welded pipe Replace this clause with the following: Double seam combination gas metal arc- and submerged arc-welded pipe shall not be supplied.

6.1.7

Tack welds Add the following: Tack welds shall be a continuous single pass. Add new clause:

Continuous welded pipe Continuous welded pipe shall not be supplied.

6.2

COLD EXPANSION Add the following: Cold expansion shall be performed by mechanical means only. Expansion between 0.8% and 1.5% shall be applied. The expansion shall be defined as follows:

Da = OD after expansion Db = OD before expansion

6.4

HEAT TREATMENT Replace this clause with the following: The heat treatment process shall be performed in accordance with a documented procedure. Seamless pipe shall be furnished in the hot formed, normalised, normalised and tempered or quenched and tempered condition. SAW pipe shall be furnished in the as-rolled, normalised, controlled rolled, controlled rolled plus accelerated cooled, or quenched and tempered condition. HFW pipe shall be manufactured from hot rolled strip.

6.5

STRIP END WELDS - HELICAL SEAM PIPE Replace this clause with the following: Pipe containing strip end welds shall not be supplied.

6.6

TRACEABILITY Replace specified for standard. Add new clause:

QUALITY ASSURANCE SYSTEM The Manufacturer/Supplier should maintain and operate a quality assurance system in accordance with ISO 9001 or ISO 9002. The Manufacturer/Supplier may maintain and operate a quality assurance system based on an alternative standard, which may be considered by the Principal for agreement.

7.

REQUIREMENTS

7.1

GENERAL Replace the second paragraph with the following: Higher grade pipe shall not be substituted for a specified lower grade unless agreed by the Principal.

7.2

CHEMICAL COMPOSITION Replace this clause, including Table 2 with the following: The steel shall have a maximum carbon content of 0.23% by mass and a minimum silicon content of 0.10% by mass. The carbon equivalent value (CE) shall not exceed 0.43. CE shall be determined using the following formula:

7.2.2

Product analysis Replace this clause with the following: For grade L245 only, the Manufacturer/Supplier shall include product analyses for C, Mn, Si, S and P. For all other grades, the Manufacturer/Supplier shall include product analyses for the following elements, where applicable, in the inspection documents: C, Mn, Si, P, S, Cr, Mo, V, Ni, Cu, any other intentionally added elements. CE shall also be shown on the inspection documents.

7.3 7.3.3

MECHANICAL PROPERTIES Requirements for fracture toughness Replace this clause with the following: The pipe shall be subjected to Charpy testing in accordance with (Annex D, SR3).

7.4

METALLURGICAL REQUIREMENT Amend the existing clause as follows: For electric-welded pipe, full body normalised pipe excluded, compliance with the requirement of (6.1.1) that the entire heat affected zone be heat treated, shall be demonstrated by metallographic examination of the weld cross-section.

7.6 7.6.1

DIMENSIONS, MASSES AND TOLERANCES General - dimensions and masses Add the following:
NOTE: The masses shown in Table 9 are erroneously in imperial units and differ from the values of M calculated using the metric formula.

7.6.3

Wall thickness Replace the first paragraph with the following: The wall thickness at any place shall be within the tolerance specified in (7.6.8.4) except that for longitudinal seam submerged arc-welded pipe, the weld area shall not be limited by the plus tolerance up to the maximum stated in Annex G, Table G.1.

7.6.7

Jointers Replace this clause with the following: Jointers shall not be supplied.

7.6.8.2

Pipe ends Add the following: The tolerances shall apply to the inside diameter measured with a tape. For pipe of DN 200 and below, the inside diameter may be determined by measuring the outside circumference by tape and subtracting the value of two times the actual measured wall thickness.

7.6.8.3

Out-of-roundness Replace this clause with the following: For pipe diameters greater than 323.9 mm, and at any point within a distance of 100 mm from the end of the pipe: the maximum inside diameter shall not be more than 1% or 6 mm larger than specified, whichever is less; the minimum inside diameter shall not be less than 1% or 6 mm smaller than specified, whichever is less, measured with a bar gauge or other device capable of measuring the actual minimum and maximum diameters.

7.6.8.4

Wall thickness Replace Table 10 with the following:

TESTING AND INSPECTION

8.1 8.1.1

TYPE OF DOCUMENTS ON INSPECTION AND TESTING General Replace this clause with the following: The manufacturer shall provide a certificate giving the results of testing for each heat of pipe produced. The certificate shall follow the requirements of Annex D, SR6.

8.1.2

Test reports on chemical analysis Replace this clause with the following: The requirements of Annex D, SR6 shall be met for all tests undertaken.

8.4 8.4.1

TESTING OF CHEMICAL COMPOSITION Elements analysed Replace this clause with the following: See (7.2.2).

8.5 8.5.1.6

TESTING OF MECHANICAL AND TECHNOLOGICAL CHARACTERISTICS Fracture toughness test Replace this clause with the following: Charpy impact tests shall be performed on all grades of pipe, at the test frequency specified in (Annex D, SR3).

8.9

NON-DESTRUCTIVE TESTING Replace this clause with the following: The weld seam of longitudinal seam submerged arc-welded pipe and helical seam submerged arc-welded pipe shall be inspected full length (100%) by ultrasonic methods, in accordance with Subclauses 8.10.11.3.1 to 8.10.11.3.3, as amended/supplemented by this PTS. 200 mm of weld at each end of the pipe shall be examined by radiological methods. Final inspection shall take place after hydrostatic testing and cold expansion. Seamless pipe shall be non-destructively tested in accordance with Annex D, SR2, as amended/supplemented by this PTS. Electric welded pipe shall be non-destructively tested in accordance with Annex D, SR7.

8.10

TEST METHODS AND RESULTS

8.10.2.1.3 Replace the first paragraph with the following: At the option of the manufacturer, the specimen may be either full section rectangular or round bar specimen. The type, size and orientation of the specimen shall be reported. 8.10.2.3 Transverse tensile tests Delete item (b). 8.10.2.4 Weld tensile tests Replace the second sentence with the following: The weld reinforcement shall be removed from the tensile test specimen. 8.10.7 Fracture toughness test Replace this clause with the following: For all grades of pipe, Charpy impact testing shall be performed in accordance with Annex D, SR3, as amended/supplemented by this PTS. Testing shall be performed at 0 C in accordance with ASTM A 370. Full size specimens shall be used where obtainable from the pipe diameter and wall thickness. If full size specimens cannot be obtained, reduced size specimens shall be used. Testing may be omitted if the wall thickness prevents the extraction of a 5 mm specimen. 8.10.8 Defective mechanical test specimen Add the following clause: Evidence of a defective specimen shall be provided to the purchaser before retests are accepted on this basis. 8.10.9.3 Test pressures Replace this clause including Table 15 with the following: The test hydrostatic pressure for all types and sizes of pipe shall be such that the hoop stress, calculated on the basis of the minimum specified wall thickness, is at least 90% of the specified minimum yield strength. 8.10.10 Dimensions, mass and length Add the following: The manufacturer shall control measuring equipment in accordance with ISO 10012-1. 8.10.10.2 Wall thickness Add the following: Measurements shall be taken at a minimum of four equidistant locations around the circumference of the pipe. Manual ultrasonic measurement of wall thickness shall be performed in accordance with ASTM E 797. 8.10.11.1 Methods of inspection Replace this clause with the following:

Submerged arc welds shall be fully inspected by ultrasonic methods in accordance with 8.10.11.3, as amended/supplemented by this PTS, except that for a distance of 200 mm of weld at each end, shall be inspected by radiological methods. Electric welds shall be inspected by ultrasonic methods in accordance with 8.10.11.3 as amended/supplemented by this PTS. Seamless pipe shall be inspected in accordance with the requirements of Annex D, SR2 as amended/supplemented by this PTS. 8.10.11.2.1 Radiological inspection equipment Replace this clause with the following:
Radiological examination of weld ends shall be performed in accordance with ISO 12096 for image quality class R2.

8.10.11.2.2 Fluoroscopic operator qualification Delete this clause. 8.10.11.2.3 Operator certification Delete this clause. 8.10.11.2.4 Radiological NDT reference standards Delete this clause. 8.10.11.2.6 Procedure for evaluating in-motion operation of fluoroscope Delete this clause. 8.10.11.3.1 Equipment Add the following clause: Electromagnetic techniques shall only be used when the nominal pipe wall thickness is less than or equal to 6 mm. 8.10.11.3.3 Acceptance limits Delete the second paragraph. 8.10.11.4 Magnetic particle inspection Delete and for weld repairs to the pipe body. 8.10.11.4.1 Equipment Add to the following clause: Magnetic particle inspection shall be performed in accordance with ASTM E 709 and the following requirements: fluorescent ink shall be used; permanent magnets shall not be used; prods shall not be used; residual magnetism shall not be used; magnetic field strength shall be checked once per eight hour shift.

Add new clause:

8.10.12 Qualification of NDT personnel NDT personnel shall be certificated in accordance with ISO 11484 or an equivalent standard. An equivalent standard shall only be acceptable where qualification and certification has been undertaken by an independent qualifying body and certifying body. 8.12.7 Fracture toughness test Replace this clause with the following: For all grades of pipe, retests shall be made in accordance with Annex D, SR3, as amended/supplemented by this PTS.

ANNEX A

SPECIFICATION FOR WELDED JOINTERS (delete)

Delete this Annex.

ANNEX B B.1

REPAIR WELDING PROCEDURE

GENERAL Delete reference to the use of automatic or semi-automatic gas metal arc welding. GMAW shall not be used for repair of welded pipe.

ANNEX C

COUPLINGS (delete)

Delete this Annex.

ANNEX D SR2. SR2.2

SUPPLEMENTARY REQUIREMENTS

NON-DESTRUCTIVE TESTING OF SEAMLESS LINE PIPE Magnetic particle inspection Amend the second sentence of this section as follows: The depth of all imperfections revealed by magnetic particle inspection shall be determined and if found to be greater than 12.5% of the specified wall thickness, or if the remaining wall thickness is less than permitted by (7.6.8.4) as amended/supplemented by this PTS, the imperfection shall be considered a defect.

FRACTURE TOUGHNESS TESTING (CHARPY) OF PIPE OUTSIDE DIAMETERS > 114.3 mm Replace this clause with the following: The acceptance criteria shall be based both on shear area and absorbed energy, in accordance with the requirements of sections SR3B.1 to SR3B.5 as amended/ supplemented by this PTS. SR3B.1 Replace this clause with the following: Charpy impact tests shall be performed at a test temperature of 0 C. SR3B.2 Replace this clause with the following: Three transverse specimens (a set) shall be taken from each of two lengths of pipe per cast. For seam-welded pipe, a further set of transverse specimens, with the notch located at the weld centre-line, shall be taken from each of the two pipes. SR3B.3 Replace this clause with the following: The absorbed energy acceptance criteria for full size test pieces shall be as follows: Grade Minimum average value (of the set) J 27 29 32 36 39 42 Minimum individual value (one test piece of the set) J 22 22 24 27 30 32

When sub-size test pieces are used, the acceptance criteria shall be factored as specified in ASTM A 370.

WORKMANSHIP, VISUAL INSPECTION, AND REPAIR OF DEFECTS

Disposition of defects Replace item b) with the following: The defects shall be repaired by welding, in accordance with G.7.

Repair of defects by welding a) Seamless pipe and parent metal of welded pipe Replace this clause with the following: Weld repair of seamless pipe or parent metal of welded pipe shall not be permitted.

G.6

Procedure for repair by welding of seamless pipe and parent metal of welded pipe Delete this clause.
