MANUAL 2 POWERS AND DUTIES OF OFFICERS AND EMPLOYEES

Duties & Responsibilities of the Officers of Roads & Buildings Departments are stipulated in PWD Manual, GAD Manuals and Rules of Business. Briefl details pertaining to Duties & Responsibilities of the !arious officers are gi!en as under"

#he duties & responsibilities of the secretaries of the !arious departments ha!e been prescribed b G.A.D. and in Rules of business. #he $ecretar R&BD is administrati!e head %ho reports to the Minister and the &hief $ecretar . 'eading the department for meeting re(uired ob)ecti!es as per Rules of business and PWD*GAD Manuals. 2. Chief E !i eer:

#here are t%o %ings namel +,ecution %ing & -ualit control %ing. #here are separate &hief +ngineers for each %ing and their duties and responsibilities ha!e been prescribed in PWD Manual in details. ../ #he &hief +ngineer concerning $tate & Pancha at Public Wor0s.

.././ 'e is the #echnical head for Roads & Buildings Wor0s. 'e has full po%ers in technical matters. 'e is )ointl responsible to Go!ernment for efficient technical %or0ing of the acti!ities of the department. 'e is also Additional $ecretar to Go!t. in $achi!ala a. ../.. 1nder him, !arious circles, di!isions & $ub*di!isions are functioning at the field le!el. 'e is responsible for super!ising & controlling the %or0ing of $uperintending +ngineers, +,ecuti!e +ngineers and D . +,ecuti!e +ngineers. #o discharge these responsibilities, he orders, %ith respect to some cadres other%ise recommends to the go!ernment for the postings & transfer of the +ngineers. 'e also recommends disciplinar actions %hen needed. ../.2 As a &ontrolling Officer of budget, he is responsible for suggesting ne% %or0s. 'e has to ensure that ade(uate grant is allotted, full utili3ed and %ithout an shortfall. With the assistance of the Accountant

General, he is responsible to ensure the implementation of rules or pa ments and store accounts. ../.4 As per po%ers delegated to him, he is responsible to ensure that re(uisite sanctions li0e Administrati!e Appro!al, #echnical $anction, Acceptance of #enders, &ontract Management and proposals for sanction of e,cess o!er tender (uantities, e,tra items and e,tension in time limit are processed in time. 'e is also responsible to monitor, the progress of !arious %or0s.

..../ 'e is responsible to inspect the %or0s in progress for ensuring the (ualit of ongoing %or0s. 5or this purpose, the net%or0 of $uperintending +ngineers, +,ecuti!e +ngineers and D . +,ecuti!e +ngineers has been e!ol!ed at field le!el. Where the (ualit of %or0s in progress is not maintained, he is responsible to instruct the dismantling and re*e,ecution of defecti!e %or0s or impro!ing the defecti!e %or0s if possible. 'e is also responsible for imparting guidance and training to the field staff on maintaining of (ualit of ongoing %or0s. ..... 'e is also responsible for conducting preliminar in(uiries of complaints and applications about irregularities in all matters pertaining to %or0s, if so directed b the $ecretar .

'e is responsible for technical matters of %or0s under his circle. 'e is responsible to ensure that the Accounts of %or0s, cash & stores are maintained as per prescribed rules in di!isions under the circle. 'e is also responsible to ensure that the +,ecuti!e +ngineers under his circle submit their monthl accounts to the Accountant General in time. As per po%ers delegated to him, he is responsible to ensure that re(uisite sanctions li0e Administrati!e Appro!al, #echnical $anction, Acceptance of #enders, &ontract Management and proposals for sanction of e,cess o!er tender (uantities, e,tra items and e,tension in time limit are proposed 6 processed6 issued in time. 'e is also responsible to monitor, the progress !arious %or0s in his circle.

'e is responsible to ensure that the procedure or in!iting competiti!e rates follo%ed b Di!isions under his circle is efficient, effecti!e & as per rules. As 'ead of the Department, he is the controlling officer for budget allotted to the circle. 'e is responsible to see that the e,penditure under his circle is %ithin the budget allotment and to propose re* appropriation proposals and additional demands as per re(uirement. 'e is also responsible to ensure (uarterl re*conciliation of e,penditure boo0ed in his office and in !arious di!isions of office circle %ith the boo0s of accounts of Accountant General. 'e should promptl in!estigate the reasons for difference in the figures of e,penditure as per departmental boo0s of accounts and as per AG8s boo0s of accounts. 'e is responsible to see that item of %or0s e,ecuted are as per accepted tenders and nearl close to the sanctioned estimates. 'e is also responsible to ensure that the e,penditure is incurred b di!ision %ithin :etter of &redit issued b him and to monitor that the +,ecuti!e +ngineers under his circle solicits the sanction for e,cess 6 e,tra items or submit %or0*slips or re!ised estimate in time. 'e is responsible to inspect each di!isional office and one sub*di!ision per di!ision at least once in a ear to ensure that the records and boo0s of accounts maintained b those offices reflects the correct picture about ph sical and financial progress of %or0s, under those offices. 'e is also to ensure during local inspection that the sire records for %or0s in progress are maintained as per rules. During local inspection, he is responsible for ph sical !erification of cash and stores at random. During local inspection, he re!ie%s the efficienc and ade(uac of stoc0, scientific instruments and machineries %ith each di!ision. At part of democratic administrati!e set*up, he has to ensure that proper attention is paid to the representations and suggestions of elected MP=s and M:A=s. 'e ensures that the information and clarifications sought for b !arious committees of :egislati!e Assembl are furnished in time.

'e is the district technical head for public %or0s and he is responsible for constructions & maintenance of Roads, bridges & buildings in his di!isions.

#o discharge technical responsibilities, he is responsible for sur!e , in!estigations and preparations of plans & estimates for budgeted ne% %or0s. 'e is also responsible for preparation of plans and estimate for maintenance of Roads & Buildings in his di!ision. 'e should accord technical sanction to estimates %ithin his delegation of po%ers and submit plans & estimates to the $uperintending +ngineer %here the cost of estimate is be ond the po%ers delegated to him. 'e is responsible for in!iting tenders for %or0s for %hich administrati!e appro!al, technical sanction and ade(uate budget pro!ision is placed at his disposal. >f tenders are to be in!ited b splitting the %or0s, he should obtain prior appro!al of Go!t. After issue of the %or0 order, he should ensure that the %or0s e,ecuted are of proper (ualit standard. 5or this purpose, he fre(uentl inspects the %or0 on site, monitors that ade(uate test of proposed construction materials for %or0s are carried out, site records as prescribed are maintained and test chec0 the measurement recorded b D . +,ecuti!e +ngineer or $ection Officers. 'e should also ensure that the contract conditions about (ualit of %or0s, progress of %or0s and financial aspects are strictl ensured. 'e has to chec0 at least /?@ of the measurement of %or0s %hen the !alue of measurement recorded since last chec0ing e,ceeds Rs. /.?? la0h before passing the bill. #he financial limit for chec0ing of measurement for suppl of materials is Rs. ;7,???6*. 5urther he has to see that the measurement for suppl of materials abo!e Rs. .?,???6* and up to Rs. ;7,???6* are /??@ crossed chec0ed b D . +,ecuti!e +ngineer before passing the bill. 'e has also to see that the measurement of materials for road construction are /??@ crossed chec0ed b another D . +,ecuti!e +ngineer before passing the bill. 'e is responsible to restrict e,penditure %ithin allotted budget and released :.&. 'e has to procure and handle the stoc0 of construction materials re(uired or minor and maintenance %or0s to be e,ecuted departmentall . 'e is responsible to 0eep the correct account of stoc0, plant & machineries and road metal. 'e has to ensure the maintenance of prescribed fi!e registers for da to da and monthl

'e is responsible for reconciliation of e,penditure figures as per his boo0s of accounts %ith the boo0s of accounts of A.G. 'e is responsible for up0eep and proper maintenance of all buildings, roads and bridges in his di!isions and to see that no encroachment of Go!t. land is made.

'e is responsible for sur!e , in!estigations and preparations of plans & estimates for budgeted ne% %or0s and for preparation of plans and estimate for maintenance of Roads & Buildings in his sub*di!ision. 'e accords technical sanction to estimates %ithin delegated po%ers and submit plans & estimates to the +,ecuti!e +ngineer %here the cost of estimate is be ond the po%ers delegated to him. 'e is empo%er to in!ite tenders for %or0 estimated to cost up to Rs. /.7? la0hs after the %or0 is administrati!e appro!al, technical sanction and ade(uate budget pro!ision is placed at his disposal. 'e should in!ite one tender for one estimate sanctioned. >f tenders are to be in!ited b splitting the %or0s, he should obtain prior appro!al of Go!t. After issue of the %or0 order, he should ensure that the %or0s under e,ecution are of proper (ualit standard. 5or this purpose, he should fre(uentl inspect the %or0 on site, see that ade(uate test of materials to be sued in %or0s are carried out, site records as prescribed are maintained and test chec0 the measurement recorded b $ection Officers. 'e is also to ensure that the contract conditions about (ualit of %or0s, progress of %or0s and financial aspects are strictl adhered to. Records the final measurement of %or0s in his sub*di!ision. >f running measurements are recorded b $ection Officers, he should test chec0ed these measurements %hen the !alue e,ceeds the prescribed limits. 5urther he has to see that the measurement for suppl of materials abo!e Rs. .?,???6* and up to Rs. ;7,???6* are /??@
