SINGLE PHASE STATIC ACTIVE ENERGY Meter


- For DOMESTIC CUSTOMERS in Urban, Semi urban and
Rural areas;
- Also, For SMALL COMMERCIAL ESTABLISHMENT
With Max. Load of 60 Amps.
IS-13779/1999(Specification for AC Static Watt Hour & VARHour meters, class 1 and 2) and
IEC 61036 (Latest version).
IEC 61000-4 for EMI/EMC withstand;
ANSI/IPC-A- 610 Workmanship standard for Acceptability of
Electronic Assemblies (A standard developed by Institute for
Interconnecting and packaging Circuits);
The equipment meeting the requirements of other authoritative
standards, which ensure equal or better quality than the
standard mentioned above, shall also be considered. In case of
any difference between provisions of these standards and
provision of this specification, provisions contained in this
specification shall prevail.

3.0 LOCATION

Mostly indoor;
When outdoor then in a sheet steel or Polycarbonate enclosure
having IP53 degree of protection and sealing arrangement.
Stand alone condition: Energy meters shall have a degree of
protection of at least IP 51.

4.7 POWER FACTOR


RANGE
4.8.1 DESIGN

Meter shall be designed with application specific integrated
circuit (asic) or micro controller; shall have no moving part;
electronic components shall be assembled on printed circuit
board using surface mounting technology; factory calibration
using high accuracy (0.2 class) or better software based test
bench.
Assembly of electronic components shall be as per ANSI/IPCA-610 standard.
Internal power supply circuit shall be designed using highly
reliable component. Critical components such as metering ICs
(ASIC), Microcontroller etc. shall be STACK and IECQ
approved.
Current Transformer shall be used for Phase and Neutral
circuit to achieve isolation against external interference
/electrical spikes.

4.8.2 MANUFACTURING
PROCESS, ASSEMBLY
AND TESTING

Meters shall be manufactured using latest and state of the art


technology and methods prevalent in electronics industry. All
inward flow of major components and sub assembly parts (CT,
PT, LCDs, LEDs, power circuit electronic components etc.)
shall have batch and source identification.
Multilayer Printed Circuit Board (PCB) assembly with plated
through Holes (PTH) using surface mounted component shall
have adequate track clearance for power circuits. Surface
mounted Technology (SMT) component shall be assembled
using automatic pick-and-place machines with in-process, 7
stage heating oven, for stabilized setting of the components on
PCB.
For soldered PCBs, cleaning and washing of cards, after wave
soldering process is to be carried out as a standard practice.
Assembly line of the manufacturing system shall have provision
for testing of sub-assembled cards.
Manual placing of components and soldering, to be minimized
to items, which cannot be handled by automatic machine.
Handling of PCB with ICs/C-MOS components, to be
restricted to bare minimum and precautions to prevent ESD
failure to be provided in the entire shop-floor.
Complete
assembled and soldered PCB should under go functional testing
using computerized Automatic Test Equipment. Test points
should be provided to check the performance of each
block/stage of the meter circuitry.
Fully assembled and finished meter shall under go burn-in
test process for 24 Hours at 55 degree Celsius (Max.
temperature to not exceed 60 degree Celsius) under base
current(Ib) load condition.
Testing at intermediate and final stage to be carried out with
testing instruments, duly calibrated with reference standard,
with traceability of source and date.

4.9 DISPLAYS

LCD shall be suitable for temperature withstand of 700 C.


6 digit backlit LCD Display of minimum 8mm height and
provided with a Push Button for auto scrolling with a
persistence time of 10 seconds for each parameter. Sequence of
display shall be as desired by Purchaser at the time of order.
At the end of the scrolling cycle, the display will switch back to
the KWH value.

4.9.1 Meter reading during


power failure conditions

Facility for reading the meter in case of absence of mains power


supply shall be provided wherever called for in the tender
specification BOQ. This facility shall be by powering from a
separate internal battery OR by an external power supply
connected to the meter during the meter reading operation.
a) Internal Battery: The internal battery wherever provided shall
be of long life of not less than eight years and shall be kept
trickle charged from the mains supply source under normal
conditions. The battery shall not damage the meter even during
prolonged idle storage of the meter. The battery shall preferably
located, in a separate internal chamber, with easy access for
replacement at Purchasers meter laboratory after opening the
seals.
b) External power supply: The meter could alternately be
powered from an external power source through inductive
coupling or any other suitable arrangement with electrical
isolation. Provision shall be made for preventing damage to the
meter due to inadvertent application of external high voltage of
up to 1kV. The coupling arrangement shall be quick locking
self-holding type and shall be located in the front of the meter.
The physical and electrical parameters of this external power
supply shall be to the required standard arrangement of the
Purchaser to facilitate use of identical power supplies for
reading meters of various makes in Purchaser system.

Application note: The utility using


this standard specification is
advised to retain only one of the
options at (a) OR (b) and thus
standardize the manner in which
meters in his system are read
during power fail condition. The
utility may specify meters required
without any facility to read during
mains power failure in the BOQ .

4.10 Performance under


Influence Quantities

Accuracy for measurement & display of energy shall conform


to IS-13779 (1999) for Phase Sensor as well as Neutral Sensor.

4.12 Temperature conditions

Energy Meter shall have test output, accessible from


the front, and be capable of being monitored with
suitable testing equipment while in operation at site.
Operation indicator must be visible from the front.
Test output device shall be provided in the form of
LED/LCD.
Resolution of the test output device shall be
sufficient to enable the starting current test in less
than 10 minutes. Name plate shall indicate the
impulse/ Unit in appropriate resolution.

Meter should have provision for automatic recording of


cumulative kWh & MD KW at say 24.00 hours on the last day
of the month for each of the past six calendar months and same
to be stored in the register/memory.
As per relevant IS, except that the meters shall be suitable for
satisfactory operation with ambient temperature as above
outside the meter case. The enclosure is subjected to direct solar
radiation in service and components shall be selected
considering this aspect also.

4.13 REAL TIME


INTERNAL CLOCK OF
ENERGY METER

Maximum drift shall not exceed +/- 300 Seconds per year, with
internal Battery supply. Time & date setting and synchronizing
shall only be possible through optical port by Common Meter
Reading Instrument (CMRI) or Meter testing work bench and
this shall need password enabling.

4.14 QUANTITIES TO BE
MEASURED &
DISPLAYED

Active Energy; Time, Date, Instantaneous kW, MD in kW,


Power fail meter reading, Battery health, Meter I D, (if
Specified) of item on display.
In addition, present status of meter abnormality shall also be
possible to be displayed.
kWh and MD in kW billing history (backups) for last six
months will be available thru communication port.

4.15 DEMAND
INTEGRATION PERIOD for
MDI

i) Energy Meter shall continuously monitor and calculate the


average maximum demand for each demand interval time of 30
minutes and maximum of these in a calendar month shall be
stored along with date and time when it occurred.
ii) The maximum demand of past six months shall be stored in
the memory with date and time.
iii) It shall be possible to retrieve this data through
communication port and CMRI.
iv) There shall be no resetting button for MDI data and resetting
shall be possible, on request, via CMRI connection with
password enabled access only.
v) 30 years calendar shall be programmed by manufacturer.

Compliance, Monitoring and
Recording

Energy Meter shall have test output, accessible from the front,
and be capable of being monitored with suitable testing
equipment while in operation at site.
Resolution of the test output device shall be sufficient to enable
the starting current test in less than 10 minutes. Nameplate shall
indicate the impulse/ Unit in appropriate resolution.
Data architecture and communication protocols shall enable
easy multi-vendor exchange of data without usage of any
converting/translating equipment. For this, the data structure
adopted within the energy meter shall be on an internationally
acceptable method. The data structure /coding details shall be
furnished to the Purchaser. All necessary software required for
down loading the information to a user friendly DOS/window
based CMRI shall be furnished in required number of copies
without any additional cost to the Purchaser.
Local communication port
The energy meter shall have a galvanically isolated optical
communication port in front of the meter for data transfer to or
from a hand held data Collection Device (Common Meter
Reading Instrument, CMRI-conforming to CBIP technical
report-111) with proper security and without error.
Data shall be provided for meter identity, meter diagnostics and
event diagnostics.
TAMPER REGISTER and DISPLAY:
i) Meters shall at least be immune to tampers elaborated in the
Annexure-III. All types of tampers for which meter is made
immune, shall be listed by the bidder. These tamper records
need not be recorded or stored in the meter memory.
ii) Storage shall be provided for the last 20 tamper events in
the non-volatile (NV) memory of meter.
iii) For the tampers related to DC magnetic field the strength
and various type of magnets shall be as per CBIP 88
recommendations.
Successful bidder shall demonstrate these above feature in his
factory or reputed test lab.

5.0 TYPE TESTS


5.0.1 For Basic Energy
Meter

i) The meter offered should have successfully passed all type


tests described in the IS 13779 and IEC 61000-4 & 5. Type test
certificate shall be submitted along with the offer and the same
shall not be more than 36 months old at the time of submission
of the bid. Make & type of major components used in the typetested meter shall be indicated in the type test certificates.
ii) Further purchaser shall reserve the right to pick up energy
meters at random from the lots offered and get the meter tested
at third party lab i.e. CPRI Bangalore / agencies listed at
Appendix-C of CBIP 88 / NPL / CQAL / ERTL / ERDA at the
sole discretion of the purchaser. The supplier has no right to
contest the test results of the third party lab or for additional test
and has to replace / take corrective action at the cost of the
supplier.

5.0.2 For Data Transfer and


Communication capability
6.0 ACCEPTANCE & ROUTINE
TESTS

iii) It shall be the responsibility of the supplier to arrange such


tests and Purchaser shall be informed of the date and time of
conduction of tests well in advance to enable him to witness
such tests. Test charges of the testing authority for such
successful repeat type tests shall be reimbursed at actual by the
Purchaser.
This shall be on mutually agreed tests to be finalised at the time
of Contract Award. The meter could be tested at third party lab
i.e. CPRI Bangalore / NPL / ERTL / ERDA.
Criteria for selection for such tests and performance
requirements shall be as per IS 13779. In addition to the
acceptance tests specified in the relevant IS std. Surge
withstand (SWC), Lightning impulse and HF disturbance as per
IEC 61000-4 & 5 will be carried out. For these specific tests,
one sample meter per order from one of the offered lot shall be
subjected to SWC/other semi-destructive tests. Meters after
tests shall not be used. Accuracy tests shall be performed at the
beginning and at the end of the acceptance tests described
above.

7.0 QUALIFYING
REQUIREMENTS
[Note: Utilities may like to add
or modify this QR based on the
quantum under tendering and
incorporate clauses based on the
production capacity and
capability needs.]

i) Meters identical in all respects to those offered should have


successfully passed all type tests as specified in relevant
standards from an internationally recognized testing authority
or NABL accredited laboratories.
ii) At least 5000nos. of 1-phase or 3-phase static energy meters
with LCD display, communication port and data storage facility
should have been in successful operation in a power utility for
not less than two years as on date of bid opening. Evidence
supporting the qualifying requirements shall be furnished with
the offer, without which the offers shall be considered nonresponsive and are liable for rejection.
OR
The average annual turnover of the manufacturer for Energy
meters for the three (3) best financial years out of last five (5)
years, at least should be Rs.** Lakhs.

Months)
iii) Notwithstanding anything stated herein under, the purchaser
reserves the right to assess the capacity and capability of the
bidder to execute the work, should the circumstances warrant
such assessment in the overall interest of the purchaser.

8.0 QUALITY ASSURANCE

The manufacturer shall have a comprehensive quality assurance


program at all stages of manufacture for ensuring products
giving reliable, trouble free performance. An indicative outline
Quality Plan has been specified in Annexure- II. The Bidders
shall furnish with their offer a comprehensive Quality Plan
covering all aspects of the design, procurement, assembly,
testing etc for Purchasers evaluation along with a detailed
manufacturing flow diagram. The QP shall also give details of
the quality control procedures, documentation, certifications
available / being practiced by the Bidder and his major subsuppliers.
Bidder shall furnish following information along with his bid:
i)
Organisation structure of the works with details of
QA setup in overall workflow;
ii)
Copy of system manual showing QAP(Quality
Assurance Plan) as actually practiced at works.
iii)
List of raw materials and all the components
including critical ones such as (ASIC chip, crystal,
transformers, stepper motor, display register etc.)
with their suppliers;
iv)
Stage inspection of product before final testing;
v)
Procedure adopted for In-situ testing of PCBs,
after placement of surface mounted component, for
quantitative parametric variation of tolerance by self
or sub-contractor
vi)
Testing and calibration facility with manpower data
of bench operators;
vii)
Sample copies of test certificate of bought out
components.
viii) Quality plan to be adopted by the successful bidder
shall be reviewed and approved by the Purchaser
during contract award stage.

9.0 GUARANTEE

Equipment (Meter) supplied shall be guaranteed for a period of 60


months from the date of supply. Bidders shall guarantee to repair or
replace the meters and meter boxes (if supplied), which are found to
be defective/ inoperative at the time of installation, or become
inoperative/ defective during guarantee period. Replacements shall be
effected within 1 month of receipt of defective material.
The bidder shall extend the guarantee of 5 years. However the back
up bank guarantee provided by the bidders shall be valid for 2 years
only

10.0 FIXING AND


CONNECTION EARTHING
ARRANGEMENT

Manufacturer shall ensure following technical points:


i)
Meter shall be suitable for mounting on Meter Box
as per specifications of the utility.
ii)
Terminals shall be adequately sized with regard to
maximum conductor dimension, commensurate with
current rating of Energy Meter.

11.0 METER CASE, SEALING


ARRANGEMNT & NAME
PLATE

The utilities may add their specific sealing requirements and


meter case/terminal block constructions required. Wherever
poly carbonate cover is specified, it shall conform to IS 11731
(FH-1category) besides meeting the test requirement of heat
deflection test as per ISO 75, glow wire test as per the IS:
11000 (part 2/SEC-1) 1984 OR IEC PUB,60695-2-12, Ball
pressure test as per IEC--60695-10-2 and Flammability Test
As per UL 94 or As per IS 11731(Part-2) 1986.

Annexure
Application Guide for users of this specification (Annexure I):
1. The specification does not contain constructional details and methods of sealing of the meter box
and the terminal sizes required for the Purchasers incomer cables. These may be added suitably
as per the requirements of individual users. Quantities of meters required with / without meter
boxes (Ref. Clause 3.0 of the specification) needs to be specified in the Bill of Quantities in the
NIT specifications.
2. The NIT specification shall suitably incorporate the appropriate Qualifying Requirements as per
Clause 7 of the specification considering the quantity of meters intended to be procured.
3. The NIT specifications shall also stipulate the specific name plate markings required by the
Purchaser. The Utility may specify the barcode numbering for the meters as required by the utility
computer system.
4. In case, utility is not envisaging the need for recording/storage of Maximum demand (MD) of
kW then the relevant clause along with Real Time Clock (RTC) with associated battery may be
omitted from the specification.
