TECHNICAL ASSISTANT for a Pilot Experiment to Improve Service Providers Performance and Accountability in emote and Isolated Areas

-ac)&round Indonesias Medium Term Expenditure Plan highlights the importance of reducing poverty through better service delivery. Growing evidence suggests that fundamentally different strategies are needed for improving access to services in well serviced areas such as cities and urban peripheries compared to the poor and isolated regions! especially those of eastern Indonesia. In the former! the main obstacle for the poor is the lac" of resources to pay for health and education service. Increasing access can be achieved through scholarships and other forms of cash transfers that support demand among vulnerable groups. #ut in the isolated areas! there is a greater problem of inade$uate service provision. Problems of absenteeism and attracting $ualified personnel are some of the most critical barriers to improving service delivery. In a recent survey! the %ME&' &esearch Institute ()*+*, found that )- percent of teachers were absent in remote schools.+ In health! .* percent of physicians were absent during spot chec"s conducted by the /orld #an"). #oth district and central governments have implemented programs to incentivi0e medical staff and teachers to be posted in remote areas. In health! the main program is a six month of mandatory service in remote areas for new graduates! which allows easier access to specialist education and includes a lucrative payment schedule. In education! the Ministry has implemented a remote area allowance program! which provides a salary top up. #ut the previously cited study by %ME&' &esearch Institute revealed that 1+.-2 of teachers receiving the salary supplement were absent! in comparison with )...2 of teachers who didnt receive the supplement. Ensuring service delivery in remote areas! however! re$uires more than providing additional resources. The additional resources that would be re$uired to ma"e it attractive for enough service providers to move to remote areas may be prohibitive1. 3nd even if extra resources are made available! the distances ma"e it very difficult to monitor service delivery to ensure accountability. To address the problem of service delivery in poor and remote areas of Indonesia! the 4ational Team for the 3cceleration of Poverty &eduction (T4P)5, under the 6ice Presidents office proposes to pilot interventions that would provide a greater role to communities in service provision in remote areas! especially to monitor public health clinics providing outpatient care and public primary schools. This proposal is based on growing evidence that community based monitoring mechanisms can result in significant improvements in education and health outcomes.. There have also been several pilots involving school committees in Indonesia that showed notable improvements in education outcome-.

Iessons learned suggest that communities could play an important role in supporting oversight! designing locally appropriate solutions! and implementing them in case the regular model of service delivery fails. The challenge is finding an operational mechanism to harness these local capabilities to enhance service delivery. The goals and ob>ectives of P&%D are aligned with T4P)5! the Presidential Instruction (Inpres, 4o. +-J)*+*! and are consistent with the overarching goals of sustainable poverty alleviation within the )**8 )*+1 3n 3ustralian 3id 9ountry %trategy under the 3ustralia Indonesia Partnership. The long term J medium goals and ob>ectives are7 1. Long Term Goal: To increase the rate of poverty reduction in Indonesia and reduce the impact of shoc"s and stresses on the poor and vulnerable. 2. Medium term goal: Improve the $uality of policy advice for poverty programs. 3.
