BAR and its Members start 2014 in a unique position. At the moment, BAR is the only trade association in the UK that has a TSIapproved code of practice; a Primary Authority arrangement with Trading Standards, including Assured Advice; and a totally independent ADR scheme. Taken together, these agreements provide customers with an unprecedented level of guarantees and assurance, covering all elements of the consumer relationship, from the moment when the contract is signed, to the delivery of service, and to protection in the case of a problem. Please see page 24 for the very complimentary reactions from Jo Swinson, Minister for Consumer Affairs, and Baroness Crawley, President of Trading Standards Institute (TSI) and Chairman of the TSI Consumer Codes Approval Scheme, to BARs leading role in customer engagement. As part of the housekeeping involved in these three areas, we have now concluded our review of the following important documents: the Model Terms and Conditions (T&Cs), the Model Quotation and Acceptance forms, the BAR/TSI Code of Practice, and the BAR Membership Criteria. Amendments have been made to the Model T&Cs to reect the new Primary Authority relationship that BAR now has with Hertfordshire Trading Standards. Primary Authority means that Members can use new Trading Standards-endorsed T&Cs, which will give them greater legal protection in the area of environmental health, licensing and trading standards legislation. There are also obvious marketing and brand benets to the new arrangement. BAR is currently working with the relevant department of the Department for Business, Innovation and Skills to ensure a smooth registration process so that Members can benet fully from Primary Authority and can use the new T&Cs. BAR has updated the Model Quotation and Acceptance Forms to ensure consistency with the revised T&Cs. We have also made some minor adjustments to the Membership Criteria, effective from 1 January, and we are discussing some small changes to the Code of Practice with TSI. Deadlines! Although the year has just started, there are already deadlines looming on the horizon, Please remember that you should already be working towards complying with the Driver CPC deadline of 10 September this year. Dont leave it too late! Two other important deadlines are 31 January, for submitting entry to the Commercial Mover of the Year, and 28 February for the Domestic Mover of the Year competitions. Entry procedures for both competitions are simple and participation in the competitions is free and presents an excellent marketing opportunity. For those who havent already done so, the quieter months of January and February are also the ideal time to sign up to Trusted Mover, a Member-only customer feedback website. Again, registration is simple and the benets can be signicant. Given Members interest in getting started, we have organised two further Trusted Mover webinars, one this month (Thursday 16 January) and one in February (Thursday 20 February). Fuel duty freeze for 2014


There will be no rise in fuel duty in 2014, the Chancellor of the Exchequer George Osborne conrmed in his Autumn Statement in December of last year.

Meet the DVSA


From April 2014, the Driver and Vehicle Standards Agency (DVSA) will be the new agency with responsibility for maintaining vehicle standards. It will replace the Driving Standards Agency (DSA) and the Vehicle and Operator Services Agency (VOSA). The new agency, employing 4,600 people throughout the UK, will be responsible for setting, testing and enforcing driver and vehicle standards in Great Britain. The new agency name will be gradually introduced ahead of the formal launch, which is set for the unfortunate date of 1 April 2014. DSA currently sets standards for driving and motorcycling, and for the education and training of drivers and riders. The agency also carries out driving and riding tests. VOSA provides a range of licensing, testing and enforcement services with the aim of improving the roadworthiness standards of vehicles, ensuring the compliance of operators and drivers with road trafc legislation, and supporting the independent Trafc Commissioners. DSA and VOSA will be incorporated into the new agency and the new branding will reect this until their services and trading funds are brought together over the next nancial year. Alastair Peoples, who is currently the chief executive of both agencies, will become the chief executive of the single agency. The DVSA will have a broad range of responsibilities, including processing applications for licences to operate lorries and buses, operating testing schemes for all vehicles, and enforcing the law on vehicles to ensure that they comply with legal standards and regulations. The agency will also enforce drivers hours and licensing requirements, provide training and advice for commercial operators, investigate vehicle accidents, defects and recalls, and run tests for instructors of large goods vehicles, as well as driver trainers.

The fuel duty had been due go up by 2p a litre in September, but will now be frozen at 57.95p per litre, its level since March 2011, until May 2015, when this Parliament ends. On the employment side, Mr Osborne removed employers national insurance contributions for young people. From 6 April 2015, employers will no longer be required to pay Class 1 secondary National Insurance Contributions on earnings paid to any employee under the age of 21, up to 813 per week. The cost for a business of employing a young person on a salary of 12,000 will fall by over 500, Mr Osborne said. For someone on 16,000, thats over 1,000 off. In addition, the Government will introduce a tax credit funding system for apprenticeships, so that HMRC funds employers directly for taking on apprentices. John Allan of the Federation of Small Businesses welcomed the principle of direct employer funding of apprenticeships but commented that as it stands the proposed system could alienate the smallest rms from taking on an apprentice. In particular many small businesses would be put off engaging if the

costs signicantly increase. To keep participation rates up, its vital to consider how to make sure their costs dont increase. Added to which the system must be easy to use and not expect upfront payments before the business can recover the Government contribution. As expected on the housing front, the Chancellor also announced that from April 2015, non-residents who sell residential property in the UK will be subject to capital gains tax, from which they are currently exempt. The Government will also slash to 18 months from 3 years the period in which a homeowner can sell their main residence after they move without incurring capital gains tax. The changes come into effect this April. Other measures included a welcome cap on the increase in business rates in England to 2% in 20142015, and a change to the way in which the pension age is set; Mr Osborne said that the state pension age will rise to 68 in the mid-2030s and to 69 in the late 2040s. The personal income tax allowance will rise to 10,000 from April 2014, and then increase from 2015-16 by the Consumer Prices Index (CPI) measure of ination.

HMRC cracks down on fuel cheats


Tax dodgers in the South East and South road transport industry are being targeted as part of an HM Revenue and Customs (HMRC) taskforce. The taskforce is targeting individuals and businesses in South Buckinghamshire, Berkshire, Dorset, Hampshire, Isle of Wight, Kent, Surrey, Sussex and Wiltshire who are not declaring income and/or selling or using illegal fuel. HMRC estimate they can bring in 3.75m from deploying their specialist taskforce teams who will visit traders to examine their records and carry out other investigations. Jennie Granger, Director General of Enforcement and Compliance at HMRC, said Our message is: do the right thing. If you havent already, come clean now. If you dont, we will nd you, investigate you and, not only could you face a heavy ne, but you may face a criminal prosecution as well. Hope for domestic removals from housing sales


The Council of Mortgage Lenders, which represents 95% of all residential mortgage lending, gave the British removals industry the promise of a prosperous 2014, forecasting that the number of house sales in the UK will have topped one million by the end of 2013, for the rst time since 2007.

The CMLs forecast is based on strong data for the third quarter of 2013 with 170,700 house purchase loans advanced, the highest quarterly gure since the fourth quarter of 2007. Almost half of the loans were advanced to rst-time buyers, most likely as a result of recent Government initiatives. There was a substantial increase in loans advanced to those selling one home and moving to another 21% compared to Q2 2013 and 9% higher than in Q3 2012.

Room for growth However, the CML notes that the number of purchases still remains signicantly lower than before the market downturn. Over three decades preceding the downturn, the number of transactions averaged about 1.5 million a year. From more than 1.6 million UK property transactions recorded by HM Revenue and Customs in 2007, the number fell by more than 40% in the following year, to 900,000, the CML says. In each of the next four years, the number of transactions then languished in a narrow range of between 850,000 and

950,000 annually. In contrast, at the low point in the preceding downturn in 1992 and 1993 there were still more than 1.1 million transactions annually in just England and Wales. The CML is also concerned that the number of people taking out a mortgage to move home remains low. The combination of falling real incomes and the erosion of equity and the impact of transaction costs has made it difcult for many in this group to bridge the gap on a scale sufciently large enough for them to make the next step up in the property market, it said.

Vans lead trafc rise


Another indication of a growing economy is the increased volume of trafc on British roads, which was 2.3% higher in Q3 2103 when compared to the same period in 2012. Since 2008, the trend in all motor vehicle trafc has been fairly at, according to the Department for Transport (DfT). However, the relatively dry weather in the summer of 2013 and a growing economy are likely to have had an effect on this trend, leading to a rise in trafc. All vehicle types showed a rise. LGV trafc increased by 5.1% (the highest since data collection started in 1993), HGV trafc grew by 2.7% and car trafc increased by 1.9%. HGV trafc was almost 10% lower than the level of HGV trafc ten years ago. According to licensing gures, the average weight of HGVs increased between 2001 and 2011. This may suggest a switch to companies using fewer, but larger HGVs. Trafc volumes rose on all road types, with a larger increase in motorway trafc (3.2%) than trafc on rural and urban roads, which both rose 2.1%.

Address-free tachograph cards


Please note that driver tachograph cards issued from early December 2013 no longer display an address.
The Driver and Vehicle Licensing Agency (DVLA) has changed the process for commercial drivers who need to change the address on their driving licence and driver tachograph card. Drivers who move home and need to change the address on their driving licence will have their tachograph card record updated automatically. Drivers still need to inform the DVLA of any changes to their name or address, but there is no need to make a separate application to update their driver tachograph card or to send in the card to the DVLA. Existing driver tachograph cards will still be valid until their expiry date, and there is no obligation to change to an address-free card at this stage. Roads Minister Robert Goodwill said the government is determined to cut red tape and make lorry drivers lives easier. Removing the address from

Wales given new powers for M4 upgrade


Prime Minister David Cameron has said the Welsh Assembly could be given new powers to borrow money and raise its own taxes, including stamp duty, which would then be used to nance upgrades on the M4. Currently, the Welsh Assembly gets its budget in a grant from the UK Treasury. Mr Cameron said he will give Wales new borrowing powers to make improvements to the M4, which he called a foot in the windpipe of the Welsh economy. Arrangements will also be put in place to enable the Welsh government to fund upgrades on another major road, the A55 in North Wales. Secretary of State for Wales David Jones said in the short term, we are ensuring that the M4 improvements can go ahead as soon as possible. The Welsh government has begun consultations on draft plans that would lead to a motorway being built to the south of Newport, reclassication of the existing M4 between Magor and Castleton as a non-motorway, and construction of a new link between the M48 and B4245. Emma Watkins of the Confederation of British Industry Wales said: The M4 is the gateway to Wales, and this upgrade will bring clear benets for both businesses and commuters, and enhance Wales position on the global map.

Acas publishes redundancies guide


In 2012/13, Acas handled around 930,000 calls to its helpline and one in ve callers asked about redundancy-related issues. The new guide aims to help business owners understand the regulations around small-scale redundancies with top tips on how to handle or prevent them. It can be accessed online on the ACAS website and includes a legal checklist, answers to frequently asked questions, useful tools and practical examples of common workplace scenarios. Acas advises employers to rst consider alternatives to redundancies such as offering exible working, halting recruitment, retraining staff, or reducing or ending overtime depending on contracts. Acas has published new guidance to help employers handle small-scale redundancies. The free step by step guide is designed to help small and medium-sized businesses stay on the right side of the law if they want to make fewer than 20 people redundant.

North East worst for road safety


The North East of England saw the largest increase in accident rates for killed and seriously injured people, according to the most recent data produced by the Department for Transport. Figures for 2012 show that the rate of reported killed or seriously injured (KSI) casualties in the North East increased by 8% since 2011, an extra 65 KSI incidents. A 2% increase pushed Yorkshire and Humberside to the top of the accident rate table. The South East, which was one of the worst regions for road safety in 2012, made the best improvement with an 8% decrease in 2011/2012. This followed a 10% increase in 2010/2011. However, London saw an increase of 217 in the number of KSI accidents in 2012. There was a 6% increase in accident rates for the most serious crashes in the South West. Reductions in the North West, South East, and West Midlands cancelled out increases in Yorkshire and Humber, East of England and London, giving an overall reduction of 2% for accident rates for England. The Institute of Advanced Motorists has called for additional funding to be made available to those areas with greater road safety problems. What we need is a national road safety body with full responsibility for monitoring progress and bringing together best practice so that everyone benets equally from safer roads.

HMRC to review excise goods supply chain


Following representations from the United Kingdom Warehousing Association (UKWA), HM Revenue & Customs (HMRC) has announced an internal review of the way sanctions are applied within excise law to companies operating in the excise goods supply chain.

London Gateway open for business


The London Gateway deep-sea port has welcomed its rst scheduled vessel, the MOL Caledon from South Africa, after more than a decade of planning and construction across three square miles of development. The ports owners, DP World, said that the port will provide British exporters and importers with a more efcient way to ship globally, at less cost. London Gateway is located closer to the major population centres of London, Birmingham and Manchester than other ports that are capable of handling the worlds biggest ships. DP World said the new port will reduce transport costs by reducing millions of trucking miles from supply chains. London Gateway has been built for ultra large container ships (ULCS), which can be up to 400 metres long and can carry over 18,000 shipping containers. The rst scheduled ship to dock at the port, operated by MOL Liner, received exports and delivered containers carrying a variety of cargo. The port is now operating with its rst berth open. When fully developed, London Gateway will operate six berths, with a total of 24 quay cranes and will be able to handle 3.5 million twenty foot equivalent units a year.

UKWA has argued that logistics service businesses including third party warehouse keepers and hauliers risk incurring duty assessments and huge related penalties if they make a simple procedural error relating to duty-suspended excise goods that they may store or distribute on behalf of their clients. According to Alan Powell, UKWAs advisor on excise matters, we identied signicant dangers in the law introduced in 2010 that can result in honest businesses being assessed for duty as a result of a genuine minor error in the duty-suspended supply chain literally ticking the wrong box. By ticking the wrong box while goods are under duty suspense whether in production, holding or movement a company effectively creates a duty point and if duty is not paid at that time, a liability of up to 100% will be incurred for holding duty-unpaid goods. Powell said as UK

law currently stands, legitimate businesses are facing massive risks of unfair taxation for each and every minor genuine error during transactions, together with associated penalties. Meanwhile, those who actively seek to cheat the revenue by committing irregularities in the supply chain continue to ourish almost unhindered. The UKWA is calling for a formal mechanism for HMRC to be able to remit duty in cases of irregularities caused by genuine error where the relevant products have been secured in a tax warehouse or there is proof of export. Without such assurance, we believe UK law breaches the principle of proportionality and fundamental rights and, consequently, excise businesses face being taxed and penalised out of existence for genuine errors, it said. The ndings of HMRCs review will be published on 31 March.

MPs discuss London cycling safety


Following a recent spate of cycle deaths in London connected to Heavy Goods Vehicles (HGVs), Parliaments Transport Select Committee has been discussing cycling safety. The Committee is looking at possible ways to segregate cyclists from other road users, including, for example, by prohibiting HGVs from entering city centres at peak hours. The Chair of the Committee, Louise Ellman MP, said that banning large vehicles, including HGVs, from city centres at peak times will have consequences for businesses, which need to be assessed. MPs are also considering whether more can be done to promote compliance with the law so as to change the behaviour of drivers and cyclists. Concerns have also been expressed about whether vehicle and road infrastructure could be changed to protect cyclists and whether new developments, such as Londons cycle superhighways, are safe. The Freight Transport Association (FTA) has insisted that an HGV ban is not the solution. It believes the idea is unachievable and fails to recognise the essential role commercial vehicles play in supplying and servicing towns and cities. FTA said that the Paris ban on HGVs exempts most of the types of trucks currently on Londons roads (all construction vehicles plus large trucks below 28 tonnes gross weight) and the Dublin ban is avoidable upon payment of a toll. FTA also points to the deluge effect that a rush hour restriction would have as commercial vehicles would arrive at the end of a morning ban.

Ingrams Removals in County Durham have added two new vehicles to their eet that will help the company compete in both commercial and domestic moving markets.

Burke Bros Moving Group has won the Service Provider of the Year Award and been nominated for the Continuous Improvement Award at the annual Black Country Chamber of Commerce business awards. The Chamber represents nearly 1,500 companies and organisations in the Boroughs of Wolverhampton, Walsall, Dudley and Sandwell and more than 320 people packed in to the business awards dinner. To be outright winner of Service Provider of The Year has made us all feel very proud as we were not only up against our own service industry but against many organisations from every sector of business service providers, Managing Director Gary Burke said. We thought we had a chance as were one of the three nalists for the Continuous Improvement Award, but we never expected to walk away with the outright award of Service Provider of the Year in our area of the UK. Gary thanked all the staff who have continued to work hard through trying times, as Burke Bros aims to keep improving and investing in all areas of the business. Ingrams new Mercedes Benz is a 6 x 2 low frame rigid truck, with a trailing axle, 25,000kg GVW. The truck has space capacity of 2,270 cu ft, and a built-in twoman sleeper pod above the cab. Additional features include front and rear air suspension with electronic level adjustment. The vehicle was specially built to order by Unique Van Bodies of Warrington on a chassis supplied by Bell Truck (Sales) Ltd of Longbenton, NewcastleUpon-Tyne. Ingrams decided to invest in a twin axle vehicle to assist in the companys expanding academic removals market. The weight of consignments in this sector tends to be on occasions too heavy for single axle

vehicles due to the amount of books involved on such long haul moves. The family-run company hopes to invest in a sister vehicle of the same description within the next 12 months. Ingrams has also invested in a Sprinter 313 CDi, coach built to full removal specication, complete with Ingrams familiar livery, loading ramps and interior rear lights. The sprinter will assist with Ingrams long-standing domestic removal market in rural districts of County Durham, mainly in the Teesdale and Weardale areas of the County, where smaller vehicles are often necessary to access tight B roads and farm entrances in remote areas. Intermovers Malaysia lead the way in sustainability


BAR International Associate Member, Intermovers Malaysia, have been shortlisted in the annual Sustainability Awards for Supply Chain & Logistics. Julien Wilkinson, International Sales Manager, told R&S that at the awards ceremony he gave a presentation on how Intermovers has continually driven down costs and become more environmentally sustainable. Measures the company has taken include moving to a new purpose-built warehouse strategic location, installing energy efcient lighting in the new warehouse and head ofce in Kuala Lumpur, and a move to electronic invoicing for 95% of invoicing. On the operational side, the companys new ve tonne truck is now running on biodiesel, reducing CO2 emissions. 2013 was a busy year for Intermovers Malaysia, which passed its three-year FIDI FAIM audit with 100% compliance in May. In November, the company attended a moving Remembrance Sunday at the Cenotaph in Kuala Lumpur. I had the pleasure of placing the wreath at the Cenotaph and meeting with war veterans who defended Malaya against the Japanese invasion, Julien says. Britannia Anchor support hospice


When Francis House Hospice for terminally ill children raised funds to build new ofces, they contacted Britannia Anchor Removals, who have helped the hospice on a number of occasions in the past for various furniture collections and ofce relocations.
Britannia Anchor submitted a quotation, which was accepted by Francis House. The relocation went well and Managing Director Chris Smallwood asked his crate supplier PPS to supply the crates for free. They agreed and Chris decided to halve the price of the relocation even though the original bid had been accepted. Chris said he was happy to carry out the work for less than cost price. We have worked with Francis House for a number of years now and nothing touches the heart more than seeing terminally ill children cared for in such a special way, Chris says. Manager Jenny McNorvell and Assistant Manager Richard Smith are both jumping on a scooter which enables them to save hours each day getting through the huge queues at Gibraltar border crossing. Ofcials from the European Commission have recently inspected border controls in Gibraltar following complaints of excessive delays caused by Spanish ofcials that led to a war of words with Britain. The Gibraltar government says overzealous border ofcials are causing lines of trafc to build up, making daily life a misery for people either side of the border with the British overseas territory. However, Jenny and Richards use of the scooter, which is amassing up to 20 miles each week, has resulted in the Bishops Move Gibraltar team avoiding premium parking costs and utilising its pass to get in and out of the military bases. This saves the pair from

having to wait up to two hours getting out of Gibraltar and one hour trying to get in in the morning. The scooter is also helping the two staff members to visit customers and clients to carry out daily surveys and ensure that it remains business as usual for the company. Jenny says the queues at the border have been unprecedented. Around 8,000 Spaniards are thought to work in Gibraltar but live in Spain, mostly in the border towns of La Lnea and Algeciras. The length of the queues has seen a lot of frustrated commuters stranded for hours getting to and from Gibraltar. Harrow Green handles NHS move


Setting up the NHS organisation Health Education East Midlands last year required the consolidation of services operating from ofces in three buildings in Leicestershire, Derbyshire and Nottinghamshire to newly refurbished ofces in Ruddington, Nottinghamshire. Following a procurement process in which three companies were invited to tender for the relocation works, Harrow Green was appointed to carry out the relocation. The project involved the packing and unpacking of les from roller racking, dismantling and rebuilding the racking and relocating furniture and equipment from the three ofces into one. IT equipment was also moved from all buildings together with approximately 200 people. Owen Anthony, Accommodation Project Manager for Health Education East Midlands, said Harrow Green provided a courteous and professional service. There was an extremely tight timescale and everyone involved in the move worked very well together to ensure a successful outcome. Osbornes Removals in Premiership move


Family members and long-serving members of staff at Osbornes Removals all pitched in over a bank holiday weekend at the end of last year to carry out a large move for Manchester City striker Alvaro Negredo, the Spanish star who moved to the Sky Blues last summer.

The family-owned company initially delivered Negredos goods, a total of around 1,100 cubic feet, from storage to his rented property in Cheshire. To their surprise, only a little while later, Negredos agent called Osbornes Removals again to say that they needed to move everything to a larger rental property. This time there was a lot more to move, Kieran Whitehead, the surveyor and the owners grandson says. As all new expensive furnishings had been bought and delivered we were now faced with 2,600 cu ft to move, with a full packing service and full unpack at delivery. To make matters even more complicated, the move had been arranged at short notice and was undertaken over the Sunday and Monday of the bank holiday weekend. A lot of staff had made arrangements for that weekend and although we had two long serving members of staff on the job (Denny with over 30 years service with our company and Trevor with over 10 years service) it was up to the family to get Negredo and his family moved, Kieran says.

Brother and sister Mark and Michelle, both Directors in the company, and Marks two sons Kieran and Shaun, all got stuck in. Hayley, who normally works in the ofce, also came and helped out with the packing. On the Sunday morning we started the move and managed to get two loads across to the new rental property with a majority of the packing completed, nishing at 6 pm, Kieran says. The nal onslaught was undertaken on the Monday, with all 120 boxes unpacked by 5 pm. Osbornes are used to dealing with premiership footballers and with some of the wealthiest people in Cheshire. However, at such short notice this move was a challenge for the family to carry out, and it was a real pleasure to hear Negredos agent compliment the team and say that she would be back in touch with further work for the company. Webbs Globetrotter leads the way


BAR International Associate, Webbs International Removals, based in Majorca, Spain, has invested in a topof-the-range Euro 5, Volvo Globetrotter which has quickly become the drivers favourite out of all the vehicles in the company eet.
We werent looking for a show pony, Bill Webb says. We were looking to invest in a vehicle that could use a lot of what we already had. We can use the Globetrotter with many different options, from trailers of various volumes, step frame and mega trailers, as well as with the car transporter trailer which we use on occasion. The Globetrotter also comes with a real ace up its sleeve a dual ride fth wheel. This means that Webbs can drop a step frame at the depot, and bring back a mega trailer, for example. Its a two minute operation to adjust the ride height, and we have a total of seven separate types of trailer that we use, Bill explains. Recently on an inter-island move the truck really proved its worth. In the Mediterranean the ramps for ferries are of a xed height, and if the vessel is high in the water, mega low ride units can struggle to get on board without damaging the chassis or the catwalk. It has even been known for trucks to get left behind. However, that is no longer a problem for Webbs. We raised the trailer on its landing legs, put the fth wheel up to its highest setting, xed the trailer back on, and sent it up the ramp without a problem, Bill says. Universal Commercial Relocation is celebrating 35 years of excellence in the commercial moving business.

The commercial moving sector has changed dramatically since 1978, when Bill and Mairead Murray founded Universal Commercial Relocation. Part of the reason for the continued success of the company has been the directors ability to spot trends in the market and adapt accordingly since that time. In 1978, commercial removals companies were only expected to deal with the physical relocation of ofce furniture and nothing more, Bill says. We recognised early on that if clients were informed and assured of our professionalism and excellent service levels, it was the natural follow on that they would entrust us with obvious add-on services, such as specialist IT relocation work, document storage, le mapping and move management. Almost every year since 1978, Universal has added new services to its offering and expanded its portfolio. Bill says that putting innovation at the heart of business development, and maximizing the cost effectiveness of Universals services, has been the key to the companys success over the years. However, the groups overarching vision has not altered since 1978. To this day, Universal has a total client focus and offers a personal and tailored service. Its workforce remains fully committed to each other and to clients. We have very low rates of staff turnover in all areas of the business, and I think this reects the focus we place on continuity and developing our staff, according to Bill. Positive outlook 2013 was a successful year for Universal in the private sector and especially the public sector, where it carried out a series of large-scale projects for local authorities, relocating personnel from various council buildings into new purpose build civic centres. Between May and September 2013, Universal relocated 2,300 Brent Council employees from 14 buildings into the new Brent Civic Centre, one of the greenest public buildings in the UK. This was a strategic, 10-phase project which was much more than just a straightforward relocation. These are transformation projects for local authorities in support of driving efciencies, better services, regeneration and lowering costs, Bill explains. The John Mason Mojos


A team from John Mason Internationals Head Ofce in Liverpool have raised 1,000 for the worldwide fundraising campaign Movember. Movember is a global campaign that raises funds for mens health programmes by men growing moustaches during the month of November. The campaign was established in 2003 in Australia and seeks to raise preventative health awareness and provide support for men living with prostate or testicular cancer. The John Mason Mojos, a group of seven men in the ofce (Danny Quinn, Mike Crew, Harvey Fisher, Chris Green, Richard McAleese, Darren Bullock and Brian Taylor), joined forces and encouraged each other to take on the challenge throughout the month of November 2013. 2013 was the rst year that the company participated in Movember which now looks like it will become an annual event. Housing market stays hot over winter


House prices ended the year on a strong note, prompting the new Bank of England Governor Mark Carney to end the BoEs Funding for Lending incentives for mortgages. If house price ination continues, the Bank may have to take more measures in 2014 in its latest report on the property market, the Bank says that it still has an extensive toolkit.

The latest data from Rightmove showed that in November 2013 the average price of new to the market property was 4.0% higher than in November 2012, even though new seller prices recorded their traditional pre-Christmas drop. Rightmove believes the prospect of another housing bubble is remote, despite the launch of Help to Buy and the Bank of Englands concerns. Mortgage lenders are implementing the recommendations of the Financial Conduct Authoritys recent Mortgage Market Review, ensuring that they do not return to the poor practices that became prevalent pre-2007, and that they apply tighter rules when assessing borrowers ability to repay. Miles Shipside, Director and Housing Market Analyst at Rightmove said those fearing a return to a creditfuelled bubble will be reassured by the teeth of the new rules and how they are clamping down on the aspirations of some of the early applicants into the Help to Buy mortgage arena. Ironically, those predicting a bubble may be talking the market up and creating the very price momentum that they fear. Nationwide said that UK house prices increased by 0.6% in November 2013 and were 6.5% higher than

November 2012. Chief Economist Robert Gardner also noted that the number of mortgage approvals for house purchases was 34% higher in September 2013 than in the same period of 2012. There were similar results from Halifax, which recorded house prices rising by 1.1% in November compared with the previous month and up 7.7% annually. The three-month on three-month comparison, which represents a more accurate picture of the market as it excludes short-term uctuations, showed that prices rose by 2.1% in the three months to the end of November compared with the previous quarter. Figures from the National Association of Estate Agents housing market report also showed a considerable increase in the numbers of house hunters during last year, up from an average of 265 in October 2012 to 332 in October 2013. Meanwhile, ofcial gures from the Ofce for National Statistics showed that in the 12 months to September 2013 UK house prices increased by 3.8%.

House price growth was stable across most of the UK, although prices in London increased faster than the UK average. The year-on-year increase reected growth of 4.2% in England and 1.4% in Wales, offset by falls of 1.1% in Scotland and 1.5% in Northern Ireland. Annual house price increases in England were driven by rises in London (9.4%), the South East (4.0%) and Yorkshire and The Humber (3.0%). Excluding London and the South East, UK house prices increased by 1.4% in the 12 months to September 2013. Figures from the Land Registry showed that the rise in house prices is being accompanied by an encouraging spike in transactions. August 2013 is the latest month for which ofcial gures are available as R&S goes to press, and the number of completed house sales in England and Wales increased by 15% to 74,767 compared with 65,014 in August 2012. The number of properties sold in England and Wales for over 1m in August 2013 increased by 27% to 1,104. In October 2013, there was an annual house price increase of 3.1% which took the average property value in England and Wales to 165,515.

BAR: leading the way in customer experience


BAR starts the year as the only trade association in the country that has established the three core initiatives necessary to demonstrate the industrys commitment to business compliance, high service standards and customer protection.
As of January, BAR has in place a Trading Standards Institute approved Code of Practice; assured advice under the Primary Authority arrangement with Trading Standards (see page 28 for more details); and an independent Alternative Dispute Resolution scheme. This three-pronged approach reects BARs efforts to help its Members ensure the very highest quality customer experience, in what is an extremely competitive marketplace for removals and storage. The three-way arrangements provide Members with best practice Terms & Conditions and Quotations, which have been approved as part of the new Primary Authority arrangement with Trading Standards. They also guarantee customers a premium quality of service under the Code of Practice, and give access to independent dispute resolution in the event of any problem. Recognition Reacting to the news, Rt Hon Baroness Crawley of Edgbaston, Life Peer, President of Trading Standards Institute and Chairman of the TSI Consumer Codes Approval Scheme, told R&S: BARs commitment through membership of the Consumer Codes Approval Scheme and now signing up to a Primary Authority relationship to ensure they do right by their customers is an example to consumers that when business does care, it can take the right actions. Actions that ensure they understand consumer rights, and put in place mechanisms such as their Alternative Dispute Resolution to protect customers interests. Consumers can be at their most vulnerable when moving home or business; literally waving off the family valuables, placing them in trust with a BAR member, and this should be seen as a huge sign that their condence is not misplaced. Altogether, these developments show how BAR is leading the way not only in the removals and storage sector but also in the wider world of professional trade associations. With economic conditions still challenging, trade associations need to work closely with public sector authorities to ensure the regulatory framework in which their members operate is sufciently reliable and exible to allow member companies to prosper. The Association actually started 14 years before its incorporation so we will be looking back also to the informal beginnings as well. The aim of the book is to be visually fascinating and full of the flavour of this unique industry. Which is where you come in. We need your photographs and your memories to make this book special. You will soon be sent a template to help guide you as to how to provide this information in the most simple and effective way possible. Lord Provost to give delegates a warm Glaswegian welcome


The Lord Provost of Glasgow, Councillor Sadie Docherty, will be in attendance at the BARs Annual Conference Welcome Evening in May 2014.
The Lord Provost was elected to the City Council in 2007. She has over 30 years experience in delivering a housing service within the City of Glasgow, especially in the Northside area where she worked for 13 years. She has also served as the Councils Executive Member for Communities and Housing and has chaired Policy Development Committees responsible for Sustainability and the Environment, and Children and Families. The visit should be both informative and enjoyable, with lots of opportunities for tasting whisky as well as for nding out just what is involved in all aspects of the whisky production process. Yorkshire AGM
Members of the Yorkshire Area are reminded that the AGM will be held on 16 January, at the York Golf Club in Strensall. On the agenda for the meeting are elections to the positions of Chairman, Vice Chairman, Secretary and Treasurer. All members are encouraged to volunteer for these positions. The AGM will start at 7pm, for a two-course meal at 7.30pm. The cost will be 20 per person. Each of the ofcers will provide a review of the year, and the Area will start the planning process for 2014. Annual dinner Venues for Association meetings in March, May and September still have to be decided. However, the venue for the 2014 annual dinner has already been conrmed. The event will be held in the same location as the 2013 dinner, the Ambassador Hotel Scarborough, on Saturday 22 November. Should removals companies pay for Driver CPC training?


A regular column from Chris Smallwood, Directly Elected Member of the BAR Board of Directors.
As you will all be aware by now, every class C1 driver and over (thats class 3 or 7.5 tonne upwards in old money to you and me) will have to complete their Driver CPC by September 2014. This consists of ve modules of 7 hours training by a JAUPT accredited training company. The costs for each module vary from 50 to 90 plus VAT depending on the training company. In short, if you have ve drivers like I do, and they havent previously received any CPC training, then the cost will be at least 250 plus VAT per driver, plus potential down time and / or wages. Upon completion of the training, the driver qualies to continue driving to his full classication of vehicle. If he doesnt, his licence is technically noncompliant and he is not allowed to continue driving vehicles over 3.5 tonne. The law says it is the drivers responsibility to comply, but if he doesnt the employer will nd themselves without a driver. So to ensure the driver complies, the responsibility will inevitably fall upon the employer, yet the qualication will follow the driver and will only stay as a company asset for as long as the driver stays with the employer. We can, of course, tie the employee to a term of contract, say ve years (the length of time for which the qualication is valid) or one year for each days training paid for by the employer. This has to be with the agreement of the driver and can be difcult to introduce if it was not in place at the point of initial employment. But even with the agreement in place, a driver can walk away without any notice and you can still end up out of pocket. So, the question is, should the company pay for their drivers CPC training? Please remember the BAR can arrange courses at your chosen venue, training up to 20 staff on a Saturday or weekday from as little as 50 per person. BAR organised its second Trusted Mover webinar towards the end of last year for BAR Members interested in setting themselves up on the removals-industry website for customer feedback.
The Trusted Mover customer feedback website is a free of charge service provided by BAR to help Members enhance their online presence and generate sales leads. It is also designed to help consumers make a more informed choice when choosing a removal company. If you are not already familiar with the site, see www.trustedmover.org BAR Members who participated in the webinar were guided through the simple steps to set up their company proles on Trusted Mover, how to personalise and send customer questionnaires to suit their needs, and how to analyse and report customer feedback. Jo Swinton, BAR Commercial department told R&S: We had really good feedback from the Members who attended the webinar. This was conrmed by Richard Johnston of Alban Moves who told R&S: The webinar was very useful. It lasted about 30 minutes. New BAR terms and conditions

Following a change in legislation in October 2013, BAR has entered into a Primary Authority Partnership relationship with Hertfordshire Trading Standards. This arrangement allows BAR Members to use BARs new and enhanced Trading Standards-endorsed Terms and Conditions which will lead to greater legal protection for removals companies across England and Wales, and presents an invaluable marketing opportunity for BAR Members.
Primary Authority was introduced in 2009 to address businesses concerns about how local authorities apply environmental health, licensing and trading standards legislation. These concerns included sometimes contradictory advice between regulators, wasted resources and duplicated efforts, and the lack of effective dispute resolution when councils disagree. The scheme gives businesses the right to form a statutory partnership with one local authority, which then provides advice for other councils to take into account when carrying out inspections or dealing with non-compliance. The scheme is now rmly established, and most national high street retailers and major supermarkets have signed up. By December 2013 there were 889 businesses in partnership with 115 local authorities, covering 73,000 premises. Consistency for BAR Members As from October of last year, Primary Authority has been signicantly extended so that it is now accessible to trade associations who coordinate a shared approach to compliance among their members trading in different local authorities. As the leading trade association for the removals and storage industry, BAR has chosen to enter into a co-ordinated partnership with Hertfordshire County Councils Trading Standards, the obvious choice for the Watford-based organisation. Andrew Butler, Community Protection Manager at Trading Standards, Hertfordshire County Council says that working with BAR will enable us to create consistency for their Members across the UK. This will give them reassurance that they are complying with regulations and helps our colleagues in other local authorities by providing a framework for them based on high standards of practice. Good regulation and good business go hand in hand. Hertfordshire Trading Standards is in a position to provide useful, authoritative and reliable advice (known as Primary Authority Advice) on what a removals company needs to do to comply fully with consumer protection. The close relationship between Hertfordshire Trading Standards and BAR means that the local authority will develop a good understanding of the issues faced by removal companies. Trading Standards Hertfordshire will help inspectors from other local authorities to better understand the challenges a removals company faces, and how companies are trying to comply with legal requirements. Practical Benets for BAR Members BAR Director General, Stephen Vickers, explains the value of the Primary Authority relationship for BAR

Members: When a removals rm follows Primary Authority Advice, i.e. advice from Hertfordshire Trading Standards, it can be condent that it is receiving robust and reliable regulatory advice which other local authorities must take into account when dealing with your business, he told R&S. A local authority that wishes to take enforcement action against a business in primary authority must rst notify the proposed action to the primary authority. The primary authority can block any enforcement action proposed by another local authority, if it is inconsistent with the advice given. This protects a business from the consequences of different local interpretation of regulations. Stephen believes that all businesses require consistency and clarity of regulation. Certainty encourages removal and storage companies to invest and grow. Provided the business follows the Primary Authority Advice, it does not need to worry about conicting advice or even facing enforcement action from another local authority that has a different interpretation of the legal requirements, he adds. BARs new Terms and Conditions To ensure that BARs Terms and Conditions (T&Cs) remain current, robust and comply with the latest regulatory and consumer protection guidelines, BAR has reviewed and revised its T&Cs in consultation

with Members, functional groups and Trading Standards. The new T&Cs have been launched this month and it is worth noting the following: Members are reminded that it is mandatory that they use the new BAR T&Cs as a minimum. There are now only two sets of T&Cs, and to give greater clarity they have been renamed Insurance and Liability. Although the revised content of the new sets will be the same, there will be two different brands available for each set, one will be branded BAR and the other will be co-branded BAR and Trading Standards/Primary Authority. Members can choose to use either the BAR branded or co-branded T&Cs. The co-branded set can only be used by Members who adopt the Primary Authority benet. This means BAR Members will need to register their company information on the Trading Standards Primary Authority Register to enjoy the marketing opportunities provided by these T&Cs. Stephen Vickers told R&S: Nowadays showing the logos and therefore the explicit endorsement of your terms and conditions by not only your professional trade association but also Trading Standards and a Primary Authority is likely to have signicant value

for consumers and businesses. They also send out a clear message to local authorities that you abide by the Assured Advice of Hertfordshire Trading Standards. As such, we hope that BAR Members view the cobranded set as a useful marketing tool. Stephen is clear that registering individual company details on the Trading Standards Primary Authority Register is not going to be onerous for BAR Members. BAR is currently agreeing a registration process with the Department for Business, Innovation and Skills to ensure this is as simple and straightforward as possible for BAR Members. To ensure compliance with the Primary Authority arrangement and to ensure consistency with the revised T&Cs, the Model Quotation and Acceptance Forms have been updated and are now available for download. FEDEMAC General Assembly report Soa, a city steeped in history, strategically central in the Balkans, and the home to FEDEMACs newest

members, the Bulgarian Movers Association, hosted the 2013 FEDEMAC General Assembly.
The Bulgarian Movers Association (BMA) was only formed in 2012 with just nine members, and we thank them for hosting the recent Assembly, under the leadership of Stefan Dimitrov. Bulgaria has had several major cultural transitions over the years. Six hundred years of Ottoman inuence and rule were replaced in 1878 by the Russian invasion. After the Second World War, Bulgaria became a Communist state until the nal collapse of that system in 1989. Although the 90s were difcult, the country has been relatively stable for more than a decade, leading to EU membership in 2007. Around the time of the collapse of Communism, Tony Richman a name and face still familiar to many movers today joined the FEDEMAC family as the representative for BAR. Tony had a myriad of experience from his own family company which specialised in European work and he was therefore a natural choice for the position. With his experience and enthusiasm he was elected President of FEDEMAC in 1993, leading the European organisation through the initial manic period of legislative changes that happened during the period of so called EU harmonisation!

After his Presidency, Tony played an important role in the lobbying activities for FEDEMAC. Its sometimes easy for us to forget the challenges they faced. Proposals such as banning vehicles over ten years old on all international work and, of course, the well-known Working Time Directive all had to be fought. Much of Tonys early work was voluntary, leading to a more permanent position with FEDEMAC when he sold his own company in 2004. This was Tonys last conference and a time to reect on the successes of FEDEMAC and his input. Thank you Tony, and enjoy your retirement! With Tony enjoying life in Kent, the mantle of lobbyist passes to Gabriela Dimitrova. Young, enthusiastic and marginally more attractive than Tony, we look forward to seeing her efforts for the whole FEDEMAC family over the coming months as she represents us at European Union level.

FEDEMACs lobby work The two-day conference was chaired by the FEDEMAC President, Aivars Usans from Latvia. The roll call and introduction of each delegate, with a reminder that FEDEMAC represents our industry at European level and not just its members, was followed by presentations from each of the attending commercial partners. While Schunk and Roldo Rent operate in mainland Europe, the DKV brand is well known to us as BAR Members. Gertjan Breij of DKV talked about the challenges they aim to solve and reminded us they offer a One Stop Solution. Im sure I saw him later in the day offering Ecotaxe boxes at the bar for a small discount! Without the sponsorship of companies like DKV, the work of FEDEMAC would cost us all more as Members. During the sessions there were updates on the VAT harmonisation within Europe, charging of road infrastructure, emission zones, urban access issues and the punishment for serious infringements of operators licensing. The simplication of the numerical inventory system is one of the current challenges. With over 2,000 suggested headings, the idea is to simplify it. For example, is it really necessary to have a heading for Bowling Bag and Golf Bag? Would not one heading for sports equipment sufce? We are lucky enough to have the experience of Chris Waymouth involved in this topic. The FEDEMAC board is moving forward with its business action plan. We can expect website enhancements, more paperless communications and, most importantly, a new approach towards lobbying. With conferences come networking and socialising. The BMA organised evening events, including at a restaurant in the mountains with folk dancing and re walking. It was good to meet with their members! So what follows a conference, other than a headache? For me, its the realisation that there is still much for FEDEMAC to lobby on. Trying to control the black

market and unlicensed operators, along with the VAT issue, are high on the agenda, plus whatever the bureaucrats come up with this year. Good luck Gabriela!

The Commercial Moving Group (CMG) is a dedicated group of companies within the British Association of Removers that specialise in all aspects of commercial relocations.

CMotY: the view from Auntie


A new high-prole independent judge will be part of the judging panel for this years Commercial Mover of the Year (CMotY) award.
Andy Thornton (pictured), London Property Director at BBC Workplace, is likely to make a valuable contribution to the CMotY judging process. His role will be to assess all entrants from a customers point of view, which goes to the heart of what CMotY is all about. Now in his sixteenth year at the BBC, Andy leads the team responsible for managing all the BBCs buildings in the capital from the EastEnders set to the Houses of Parliament. His portfolio includes the homes of BBC Television, BBC News, the BBC World Service, and Radios 1, 2, 3, 4 and 6. Its a mix of ofces, radio studios, television studios and other technical facilities as well as the more mundane things like car parks, Andy told R&S. We also take the lead on all BBC property deals in the capital; were currently working on the search for a partner to redevelop the BBCs famous Maida Vale Studios. In addition, we handle all the BBCs construction work in London. The BBC is one of the commercial moving sectors largest clients, although Andy says that the amount the BBC spends on ofce moves each year varies from year to year. Recently, Andys team managed the construction and t out of the BBCs new Broadcasting House building in London. Once the refurbishment was completed, the move to the building then had to be organised. This involved moving 5,500 people, including most of the BBCs journalists, across London in twelve months, whilst working around the London 2014 Olympics. Andy sat on the Board overseeing this activity, which won the Association for Project Managements 2013 award for Programme of the Year. Encouragingly, Andy says that at the BBC price is not everything when it comes to choosing a supplier for its moving needs. When we are looking for a supplier, well always look for the best value we can get which doesnt automatically mean the cheapest! Any company wanting to become a supplier to the BBC should check www.bbc.co.uk/ partnersandsuppliers. Andy says that the BBC prefers to talk more about partnering with organisations than just selecting suppliers. I think thats reected in the proposals we get back; we have a new facilities management contract in 2014 that is based on working together in partnership, he says. If you are going to employ specialists, I think you need to listen to them. A lot of the proposals we see these days are much more tailored to our needs and priorities than they

possibly were a decade or so ago. Thats a reection of greater sophistication in the market, he says. When it comes to looking at an organisation that the BBC might partner with, including commercial movers, Andy says that membership of an organisation such as BARs Commercial Movers Group is a denite advantage. Well always look at their credentials. Its no guarantee of success, but its reassuring to know that your potential suppliers are professional organisations. Above all I like to nd in our suppliers, exibility, reliability and an understanding of the client, he adds. I really dont like the opposite of those things. Andy says that in his role as CMotY judge this year, he hopes to be able to contribute some valuable feedback to the commercial moving industry, a sector he has enjoyed working with over the years. Big move projects can be a real headache, but weve had some great support from the industry, he says. Being a CMotY judge will allow me to give something back to the industry.

Practical advice and key dates for pension auto enrolment


Kathleen Parker of Wellers Accountants talks about pension auto-enrolment and advises on the most appropriate way to implement the impending changes.
You may have seen the Im In adverts for pension auto enrolment featuring the likes of Nick Hewer and Karen Brady but some BAR Members awaiting their commencement date are still confused about what they must do and when. Under the auto enrolment scheme which was introduced in 2012 employers have new legal duties to automatically enrol certain members of staff into a pension scheme and make contributions towards it. Some larger Members may have already implemented the changes but the majority of SMEs will be affected from January 2014. Some businesses will have already received a letter from the Pensions Regulator warning them of their impending Staging Date the date from which you must comply with the new regulations. This is based on the total number of people on your PAYE scheme. If things are not too clear, please read on!

What do I have to do? Identify those workers in your organisation who are eligible jobholders. Automatically enrol them into a qualifying workplace pension scheme.  Communicate with all workers and provide information appropriate to their situation.  Pay contributions of a total of 8% of a band of earnings of which 3% must come from the employer (this is the full rate applicable from October 2018 a lower rate applies before this).  You must repeat this process each pay reference period and ensure that all eligible jobholders are automatically enrolled at the rst opportunity, that the correct contributions are collected and paid for each employee.  You must register with the Pensions Regulator at staging (and at regular intervals thereafter) providing conrmation of the actions taken.  You must ensure that you keep accurate records of everything you do each pay reference period so that the Pensions Regulator inspectors may see that you have complied with the legislation. Can an eligible jobholder opt out? Yes, but an eligible jobholder must be automatically enrolled before they can choose to opt out of the pension scheme. Automatic enrolment is achieved when the employer has given information about the eligible jobholder to the pension scheme, and the eligible jobholder has received the enrolment information from their employer and has become an active member of the pension scheme. The employer cannot provide the form to opt out it must come from

your pension company or adviser. Employees will have one month to opt out after receiving notication they have been auto-enrolled and may receive a full refund of their contributions. They must however, be auto-enrolled once again in three years time (from the staging date) after which they may or may not choose to repeat the opting out process. Im only a small business, will it affect me? This affects any employer with one or more employees. It is essential to understand who is caught by this legislation as the categories of worker are very wide. In order to understand the impact on your business, it is essential that you understand which employees will have to be auto-enrolled (eligible jobholders) and those who dont need to be (entitled workers). There is a third category (non-eligible jobholders) who may opt-in. By assessing your workforce it is possible to appreciate the likely cost and to build this into budgets.

How can I nd out my staging date? The following is a guide to staging dates, but to nd your exact staging date enter your HMRC payroll reference number at the Pensions Regulator website: www.thepensionsregulator.gov.uk/employers/tools/staging-date.aspx You cant delay your staging date but you can elect to bring it forward.

Do I have to contribute the full 3% straight away? No, in order that the impact is moderated for both employers and employees, the minimum statutory requirement will reduce during the initial period and increase up to the 3% by 2018.

Why has auto enrolment been introduced? The changes have been introduced to support an ageing population (the proportion of the total population which is over retirement age is increasing whilst the proportion of working age remains static). This affects most developed economies and one of the remedies is to ensure that individuals have some independent means of nancial support in older age. What next? We recommend appointing a project team in your organisation and giving a senior individual the responsibility of getting the job completed on time. Without this you may not reach your staging date in a state of readiness to comply. The areas affected by the changes are nance, payroll and HR. A good guide to follow would be: Find out your staging date. Understand the employer responsibilities under the legislation. If you have an existing pension scheme is it capable (or desirable) to  use this for auto-enrolment? (There are many new schemes available with ultra-low charges and specially designed default investment to suit the new environment).  If you are using your existing pension scheme, it will almost certainly require changes. Allow adequate time for the consultation period to members. Communicate with your employees tell them what is going on. Allow plenty of time resources are stretched very thin at the moment  and this will get worse. In May 2014 there will be 10,000 employers reaching their staging date. This increases to 96,000 in February 2017. The available manpower at pension companies, advisory rms and payroll providers will be overwhelmed. Response times will be down as a result.  List all the tasks that must be completed before the staging date and ensure one of your project team is responsible for each.  Involve all those affected (e.g. payroll provider) from an early stage. Remember that all their customers will be affected and their workload will have been affected dramatically.

Can I avoid the scheme? Strict regulations which prevent employers from using prohibited recruitment policies (favouring candidates who may not join the pension scheme) or using incentives (cash) as an alternative to pension membership are in place. Germans plan new motorway tolls

EC probes shipping companies again


The European Commission has opened antitrust proceedings into 14 of the worlds largest container liner shipping companies, on suspicions that the companies have acted together to agree price rises for European routes.
This is the latest in a series of probes that the EC has launched into the sector, which since the start of the global downturn has seen capacity grow well in excess of demand, and freight rates plummet. This latest investigation suggests that there are suspicions the industry is resorting to unfair practices to preserve margins and prots during the downturn. The Commission said that since 2009, the companies have been making regular public announcements of price increase intentions through press releases on their websites and in the specialised trade press. These announcements are made several times a year and contain the amount of increase and the date of implementation, which is generally similar for all announcing companies, the Commission said. It is concerned that this practice may allow the companies to signal future price intentions to each other and may harm competition and customers by raising prices on the market for container liner shipping transport services on routes to and from Europe. The investigation will take several years and will include sector giants such as A.P. Moller-Maersk and MSC. The Commissions probe follows the launch of its review of the P3 shipping alliance that Maersk, MSC and CMA CGM announced earlier this year. The Commission also raided container shipper lines back in 2011. In 2008, Brussels banned the industry from xing prices and capacity on European routes in liner shipping conferences.

The German transport ministry is planning to levy annual charges of up to 100 on foreign motorists, with resident drivers exempt. Resident drivers would be able to recover the cost of the toll as a discount on their road tax. The ministry said that revenues from the toll would go towards investment in transport infrastructure. The toll could be based both on distance and on time, with discounts for low emitting vehicles. The European Commission has said that the plan would in principle, not constitute discrimination on grounds of nationality. Tolls are already levied on HGVs using German autobahns. The new tolls would apply to cars.

French road transport sector calls for clarity


French road transport associations have met Transport Minister Frdric Oullier and called for more visibility and predictability in the sector, following the indenite suspension of the planned ecotax on HGVs. The associations, including the Fdration Nationale des Transports Routiers (FNTR), said the Minister promised them that the French government would deliver a specic plan for the modernisation and competitiveness of the road transport sector. The plan will address the overtaxation and over-regulation of the sector. The FNTR said in a statement that the current situation is not compatible with the reality of the nancial situation of road transport companies. It called the indecision and backtracking over the ecotax a tragi-comedy.

R&S caught up with Gabriela Dimitrova (pictured), the new Head of European Affairs at FEDEMAC, the Federation of European Movers Associations, to discuss what developments BAR Members should be expecting from Brussels.
to protect member states against this, the application of this directive is very difcult to verify. In addition, the Single Market is not fully harmonised, especially when it comes to taxes. Companies that do business in other member states have to apply the VAT rules in the countries where they provide the services. As most of our members are small and medium-sized enterprises, this is a major administrative burden which increases their costs. We need a standard VAT return and maybe in the future a one-stop-shop, where companies can submit VAT forms in one place and in their own language, without dealing with all the separate national administrations. The environment is the other major issue. The EC is a strong advocate of green thinking and switching from road to rail. However in most cases our industry cannot really use rail. It is a major priority for FEDEMAC to make the EC and policymakers understand that we still need to use roads, and that companies have to be able use the roads without enduring heavy administrative and tax burdens. R&S: What are the main legislative reforms and policy proposals in Europe that you are tracking? GD: The EC has already published a proposal for a standard VAT return and we are watching this development closely. We think it could be benecial for European removals companies. Theres also important legislation on the table about tachographs. The EC wants a different system which would include tracking by satellite and would improve enforcement. The EC is looking at how tachograph cards can to be linked to driving licences. All driving licences for truck and bus drivers are now standardised across the EU and have to be renewed every ve years. The ECs idea is to make the licences and the tachographs the same, to reduce fraud, so that drivers cannot lend their cards to other drivers. The initial proposal for a directive has now been withdrawn by the Commission, and we expect an impact assessment of this proposed legislation to be published soon. I will also be following the development of the proposed directive to enforce rules on posting of workers. The directive has been in a deadlock for the past year in the European Council, however we are hoping that an agreement will be reached in the next month. R&S: What are your priorities for next year at FEDEMAC? GD: As well as working on the legislative proposals I have just mentioned, FEDEMAC also wants a better system for the import of household goods into Europe. Currently there are a lot of differences across Europe. Many people prefer to import their goods into the UK, which has low VAT, simple customs clearance and simple administrative procedures. Its a disparity that someone moving house to Germany for example, will prefer to import their household goods into the UK for customs clearance. People should choose the country that is most obvious Germany in this case. FEDEMAC has been working quite closely to push for further legislation in this area so that there is a more harmonised EU regime. Theres nothing specic on the table for now. Labour law is another important issue for us. There are currently rules on how much time an employee, for example from Bulgaria, employed in Bulgaria and paying taxes and social security, can work in France or another member state. The rules that exist to prevent this sort of dumping of labour have not been well implemented or enforced. Its a major problem for countries in Western Europe and the French government is especially concerned. The Council is currently seeking to reach a so called general approach on the Commissions March 2012 proposal for a directive to facilitate and improve enforcement of the rules laid down in the 1996 directive on the posting of workers. The 1996 legislation puts in place a number of safeguards to protect the social rights of posted workers and to prevent social dumping when companies use this freedom to provide services. R&S: Do you have any plans for coming to the UK and meeting with BAR and its Members? GD: I plan to meet with BAR and its Members in the UK at the beginning of 2014. I will also attend the Young Movers Conference in London in May. I hope to meet with FEDEMAC members across Europe and to have the opportunity to understand their priorities rst hand. Our members have different priorities depending on which country they come from and therefore, it will be interesting to see what the major concerns are in the UK, which is such an important member organisation for FEDEMAC.

R&S: How long you have been working in Brussels and how is it you speak such good English? Gabriela Dimitrova: Ive been working in Brussels for seven years now, including working for a Bulgarian MEP for ve years. My rst job ever was for the British Business Bureau in Brussels, which is part of the Confederation of British Industry, so Im used to working with the British! I also moved to the UK as a teenager; I did my A levels and then went to the University of Bath. R&S: What exactly does being Head of European Affairs at FEDEMAC involve? GD: The main part of the job involves monitoring the EU, knowing what legislation is coming from the European Commission (EC), and following through the legislation on its way from the EC to the Parliament and Council. FEDEMAC analyses the impact of any legislation on our industry, we publish papers that set out our positions, and I represent these positions within the European institutions. Our industry differs greatly from other transport industries; it is FEDEMACs role to emphasise this at European level and to ensure that EU legislation does not have a negative impact on our members. R&S: What are the main challenges facing the European removals sector? GD: The expansion of the Single Market and the free movement of goods and people have created many opportunities for the European removals companies but of course there are also challenges. For instance, there is still a major disparity in wages across the EU, especially in Eastern Europe compared to Western Europe. Some FEDEMAC members are nding it hard to compete with lower priced services from Eastern Europe. Many members have expressed the difculties they are facing working in a market where there is a constant inux of eastern European companies coming to their market and employing staff at lower wages, and therefore, providing the same services at a lower price. Industry attacks cross-border restrictions


A group of trade associations from the UK and Ireland have written to the European Parliaments Transport Committee asking it not to damage trade ows between the two countries by imposing height restrictions on goods vehicles.
The letter expressed extreme concern about a suggested amendment in a report by Austrian MEP Jrg Leichtfried, which would prohibit all cross-border movements of vehicles exceeding four metres in height. Ireland has a national height limit of 4.65 metres and the UK imposes no national height restriction. Theo de Pencie of the Freight Transport Association (FTA) explained how the amendment could adversely affect trade and the environment. One major UK retailer, with operations in the UK and Ireland, has estimated that a four metre height restriction would result in 3,000 extra trailer movements, adding 740,000 additional road miles and generating an extra one million kilogrammes of carbon dioxide per year, he said. While most EU Member States impose a national height requirement of four metres, both the UK and Ireland apply a derogation as permitted under EU law and have never imposed such a requirement on their domestic operators. Using this exibility, valuable trade ows have developed with vehicles that exceed the four metre limit which are often known as high cube trailers. According to FTA Ireland, the banning of vehicles in excess of 4.65m from Irelands roads could substantially increase the total number of vehicle movements, and would have a huge impact on a wide variety of freight operators, as many companies use high cube trailers on a day-to-day basis.

Eco Movers: man and van goes global Five years after Cadogan Tate launched Eco Movers, the rst Man and Van company to join BAR is
taking its successful business model into new markets.
Eco Movers, which gave Cadogan Tate a foothold in the rapidly growing man and van market just as the bottom fell out of the full service sector, carried out its rst job on 16 October 2008, originally under the Eco Van and Man brand. By the summer of 2010, the rebranded Eco Movers was carrying out large scale moves, including a memorable move of 262 life-sized baby elephant sculptures for an outdoor art exhibition on behalf of Elephant Family. Over the years, the business has continued to invest in innovation, especially on the environmental side, and in January 2011 it launched Ecologic, the companys award-winning online quotation and booking software. Since then, Eco Movers has increased its proportion of online bookings to over 20%, collected an unprecedented amount of online consumer habit data for removals, increased hourly rates by 29%, and decreased idle time by 58%. Since launching Ecologic, the London-based company has doubled its eet of 3.5 tonne environmentally friendly vans in the last two years and has become one of the countrys most respected man and van service providers. In August 2011, Eco Movers became Members of BAR the rst ever Man and Van / Light Vehicle removals company to join and meet BARs membership standards.

Investing in technology, training and new markets In 2013, the growth of Eco Movers took a new direction. With the acquisition of Wise Moves in May, the company added shipping and groupage services and has taken a foothold in the international removals sector. Wise Moves has opened up the ever popular markets of South Africa, Australia and New Zealand for the business, including providing guaranteed groupage to South Africa every 10 days. We were initially concerned about the change in culture for staff and the potential loss of loyal clients, Darren Pardy, General Manager of Eco Movers told R&S. However, we have retained staff and built on the already strong relationships with clients and partners. Darren says that since the acquisition of Wise Moves, the new owners have worked hard to improve the motivation of the workforce and to improve the service offering thanks to a new focus on training. Eco Movers has its own training school and is a strong believer in supporting the next generation of movers. It currently employs two apprentices, one at Wise Moves, shipping administrator Yohanna, a former summer scholar at Harvard University, and trainee manager Mikele, previously a team leader at Waitrose before taking up an apprenticeship with Eco Movers. With these investments in technology, training and in opening up new markets, Eco Movers is well positioned for the continued growth of the man and van sector. We have a state-of-the-art web application/scheduling system, and an exceptional level of training, Darren says. This leads to a high percentage of repeat and referral work. On 16 October 2013, Darren himself carried out the move on the fth-year anniversary of the companys rst job. It was a one man and van job, which included a dining table, an armchair and lots of boxes from the basement. Im already looking forward to the ten year anniversary!

Terry Head, President of the International Association of Movers (IAM), will be a speaker at this years BAR Conference in Glasgow. He talks to R&S about how IAM is leading the way in international standardisation and the ght against rogue operators.
R&S: How did the IAMs annual meeting go for you? What were the most important developments that came out at the IAM annual meeting? Terry Head, President of IAM: IAMs 51st Annual Meeting in Vancouver, Canada last year was a grand success on numerous levels. It was the rst time the Association had held its conference and trade show outside the United States in almost thirty years. IAMs leadership recognised you cant claim to be an international entity unless you are prepared to conduct business on an international scale. Canada was a good rst step toward our plan of hosting a series of regionally-based meetings and ultimately holding the Annual Meeting somewhere in Europe or Asia in the not-to-distant future. Take-aways from the annual meeting were numerous. Probably the three most signicant were the discussions on IAM expanding its Receivable Protection Receivable Protection Program to be a member benet rather than a voluntary add-on programme; the Associations potential role in working with other organisations to establish worldwide standards for quoting and invoicing on international household goods shipments; and nally, IAM becoming engaged in lead generation for its members. R&S: What is the makeup of IAMs membership and how has this changed over the past years? TH: In 1997, when I became the third president of the Association, there were just under 900 member companies, of which about 60% were based in the US. Today, IAM represents well over 2,400 companies located in 176 countries. Now almost three quarters of the IAM membership is located outside the USA. In 2010, the Association totally revamped its membership offerings to better reect and respond to the needs of its expanding global membership. IAM currently offers six membership types. There are three company-based memberships - Governing, Core and Supplier; and three individual memberships - IAM Young Professionals (IAM-YP), Industry Veteran and Student Member. The category of Core Membership, which is the largest group of IAM members, continues to be dominated by agents and multi-national entities focused on the commercial side of international moving and relocation.

R&S: What role is the IAM playing in developing international standards? TH: The Association rst became active in standardisation about a decade ago when it was clear that the United States would tighten security in the aftermath of the attacks on September 11, 2001. In addition to the new security concerns, IAM recognised that effective standardisation could improve efciency for our members while reducing redundancies, leading to cost savings and greater prots. It was clear from our analysis that our industry was going to face signicant challenges because shipments of household goods and personal effects are subject to greater scrutiny by customs organisations. With this in mind, IAM formed the IAM Standards and Technology Partnership to encourage industry stakeholders to explore the development of standards that simplify shipment data through codication and facilitate the exchange of data. The Partnership was successful in developing the Numeric Codication of Contents for Electronic Inventories and Manifests of Household Goods and Personal Effects Shipments, which dened the data exchange requirements and provided for the numerical

codication of items and exceptions that constitute a shipment. This standard was accredited as an American National Standard in June 2010. Since that time, IAM has been pursuing the accreditation of this specic standard as a global standard with the International Organisation for Standardisation (ISO). A standardised set of codes means that your operations employees can record an inventory in their own language, as the underlying numeric code will enable instantaneous translation to another language if necessary. IAM is anticipating having the codication part of the standard accredited as a global standard by the fall of 2014. We also look forward to distributing the electronic data interchange as an ISO technical specication within that same timeframe. Taken together, these efforts provide the industry with the capacity to meet potential requirements for electronic submittal of shipment data. History has shown that unless we take the lead, others particularly government and oversight agencies will make the decisions for us.

R&S: What is IAMs approach to rogue traders? TH: Until the last four or ve years, rogue traders or, as theyre referred to here in the USA, scam operators, have mainly been a problem for domestic (local, intrastate and/or interstate) movers and not much of an issue for internationally focused companies. However, these rogue traders and typically unlicensed movers have branched out into the international arena both in the USA and abroad. Many of the rogues or scammers are now using the Internet and other social media-based outlets to promote themselves as freight forwarders, non-vessel operating common carriers and door-to-door movers offering international services. The problem has grown so large that the U.S. Federal Maritime Commission (FMC) launched a formal investigation (I-27) into the practices of the rogues and unlicensed entities. Over the course of almost two years IAM worked closely with the FMC in conducting the investigation. We assisted in targeting the practices of the rogues, but also remained mindful of the potential for new increased regulations which might negatively impact and add costs and administrative burdens to the reputable IAM member companies. For the past two years IAM has participated in and presented at a government-sponsored Moving Fraud Summit out of which has spawned numerous initiatives that have begun to raise the publics awareness to the problem of rogue traders and scam operators. Early last year IAM assisted in the development of a program highlighting the Red Flags of Moving to assist consumers in selecting a reputable mover. R&S: How do IAM and BAR work together for the interests of the professional moving industry? TH: BAR has led the way in the development of standards and certication programs. IAM hopes through its growing relationship with BAR, FEDEMAC and other associations to bring about communality to the industry without losing sight of the specic economic situations in individual countries and regions, as well as the differences in cultures. R&S: Can you give us a taste of what you will be talking about at the BAR Annual Conference in Glasgow? TH: Participants can expect to hear about ideas for improving the efciency of our industry, drivers and inhibitors of trends in global mobility, and other related factors impacting international moving such as economies, the weather and yes pirates!

Julie Kortens conrmed as BIFM Chairman


The British Institute of Facilities Management (BIFM) has conrmed that Julie Kortens, Head of Corporate Services at Channel 4, will be the 12th Chairman of the Institute starting her two-year tenure in July 2014.
Kortens (pictured below), who was elected Chairman by the BIFM board, said I am passionate about my role as an FM, and I am so pleased that as Chairman I will be an ambassador representing BIFM and promoting the interests of all my FM colleagues. I am relishing the opportunity. For the past two years she has been a member of the BIFM board. I have been witness to great progress in the Institute and the wider profession. I very much look forward to taking the helm and building on these strong foundations during my term. BIFM recently announced its new strategy so we have a clear direction and are united in where we wish the FM profession to be. I think my two-year tenure will see many exciting developments.
