Technical Specification for LT Single Phase Electromechanical Energy Meters Specification No. DIST/MM-IV/015(Dt.24.06.2008) Tender No. SP/T-1010/0608. 1.0 SCOPE: This specification covers the Design, Manufacture, Testing and Supply of ISI marked LT AC 5-20 A electro-mechanical Energy Meters with suspension bearing of accuracy class-2 suitable for measurement of Energy (kWh) in Single Phase, Two wire system of LT Consumers. 2.0 QUALIFYING REQUIREMENT:-

2.1 I] Offers of only original manufacturers of L.T.A.C. Electromechanical Energy Meters shall be accepted against the Tender. II] The following qualifying requirement shall be fulfilled by the bidders/ manufacturers a. The bidder /manufacturer should have minimum three years experience of supply or manufacturing of electromechanical meters up to the end of last financial year. b. Past Experience Bidder shall have supplied 2,00,000 Nos.(Two Lakhs) of similar type of meters in any one year during last three financial years and shall have successfully in operation for at least one year. Necessary documentation for above shall be submitted along with the tender offer. c. Field Performance The actual field performance of the similar type meters supplied in the Distribution network (various utilities) shall be given due weightage for technical evaluation and placement of order. d. Manufacturing capacity of meters. The manufacturer shall have minimum manufacturing capacity of 5,00,000 nos (Five Lakhs) of similar type of meters per year and the bidder has to submit supporting document having various orders executed by them. III] The offers of Indian subsidiary company, whose parent company is located abroad fulfilling the qualifying requirements shall be considered provided the Indian participant subsidiary company fulfils the minimum experience of three years of supply or manufacturing for Electromechanical energy meters upto the end of the last financial year. However, the above conditions of supply of minimum quantity of 2.0 lakhs Electromechanical energy meters during last three financial years can be fulfilled by the parent company located in abroad on behalf of their Indian subsidiary company. The parent company shall furnish undertaking for accepting responsibility for supplying quality meters as per specifications and execution of the contract on

behalf of its India based subsidiary unit who has Annexure U-I.

participated in the tender in

IV] In case of offers of Foreign bidders/manufacturers, they shall fulfill Qualifying Requirement as per Sr. No. 2.1 [I] and 2.1 [II] above. 3.0 SERVICE CONDITIONS The meters to be supplied against this specification shall be suitable for satisfactory continuous operation under the following tropical conditions: Maximum ambient temperature (o C) Maximum ambient temperature in shade ( oC) Maximum temperature of air in shade (o C) Maximum daily average temperature (o C) Maximum yearly weighted average temperature ( o C) Relative Humidity (%) Maximum Annual rainfall (mm) Maximum wind pressure (Kg/mm 2 ) Maximum altitude above mean sea level (meters) Isoceraunic level (days / year) Seismic level (Horizontal acceleration) Climate:- Moderately hot and humid tropical climate Conducive to rust and fungus growth. 4.0 4.01 APPLICABLE STANDARDS: The Meters shall conform to IS 13010/1990 (amended up to date) and IEC 521.The specification given in this document supersedes the relevant clauses of IS:13010/1990 (amended up to date) wherever applicable. The meter shall bear ISI mark. The class of accuracy of the Energy Meter shall be 2.0. The accuracy shall not drift with time. 4.02 Current & Voltage Rating The current rating shall be 5-20A. Rated basic current (Ib) for L.T. Energy Meters shall be 5A.The maximum continuous current (Imax) shall be 400% of rated basic current. Moreover The 5-20A meters shall work accurately upto 150% of Imax i.e. 30Amps. 50 45 35 40 32 10 to 95 1450 150 1000 50 0.3g

The Voltage Rating shall be 250 Volts. The voltage range shall be (-) 40% to (+) 20% of rated voltage i.e. 150 Volts to 300 Volts. 4.03 Temperature The standard reference temperature for performance shall be 27 oC. The mean temperature co-efficient should not exceed 0.07%. Temperature rise shall be as per IS 13010/1990 (amended up to date). 4.04 4.05 Power Factor : The meter should work for Zero to unity PF ( All lag or lead). Power Consumption voltage circuit including power supply of meter at reference voltage, reference temperature & frequency shall not exceed 1.2 Watt & 6.0 VA. Current Circuit : The apparent power taken by current circuit at basic current, reference frequency & reference temperature shall not exceed 2.5 VA. 4.06 4.07 4.08 4.09 Starting Current :- The meter should start registering the energy at 0.5% of basic current (Ib) at unity power factor. Frequency: The rated frequency shall be 50 Hz with a tolerance of 5%. Speed of rotation : The speed of Meter Rotor at reference voltage shall not exceed 72 rpm. at rated maximum continuous current. Torque : The minimum torque shall be 4 gm-cm +/-10 % when the meter is under reference conditions carrying the rated basic current at unity power factor. Efficiency Factor : The minimum efficiency factor shall be 1.2 Permanence factor Efficiency Factor = Power loss in voltage coil in watts. Where Permanence factor = Torque (gm-cm) X 100 Rotor weight (gm)X Rotor speed (rpm) at Ib.

Torque and speed correspond to the respective values when the meter is under reference conditions carrying the rated basic current at unity power factor. 5.0 METER CONSTRUCTION 5.01 MATERIALS OF BASE/ COVER/TERMINAL COVER / TERMINAL BLOCK The meter base, cover & terminal cover shall be of metallic or polycarbonate material as under. Bidder can quote offer either of the two or both type of meter.

5.01.1 METER WITH METALLIC BASE & COVER(a)CONSTRUCTION OF METER The construction of the meter shall be suitable for its purpose in all respects and shall be given reasonable assurance of continuous performance in all mechanical, electrical and magnetic adjustments. The construction shall be such that the meter is not prone to produce audible noise in use. The base as well as the cover of the meter shall be fabricated from high quality strong pressed steel sheet, which would ensure maximum strength against distortion and also against injury to the working parts during normal use and rough handling during transportation. The press steel sheet shall be DD grade steel with water/dust proof groves. Thickness of sheet for base of the meter shall be 0.9 mm and for meter cover shall be 0.9 mm. DD grade steel shall be as per IS 5131986 for cold rolled low carbon steel The meter case shall be provided with U grove edge all around and sealing shall be provided by rubberized cotton cord / neoprene rubber cord gasket by providing suitable adhesive. The finishing of meter shall be provided with two coats of heavy coating synthetic solving enamel paint with gray shade so that it is durable, long lasting and prevent rusting. (b) WINDOW GLASS FIXING ARRANGEMENT. The window glass in case of non transparent cover shall be positioned with correct pressure and clipped with stud with nut inside the meter. The fixing shall be such that it shall not be possible to insert any external film of any kind viz. Xray film, packing strip, blade etc. into the meter .If any such foreign element can slide in to the glass window, meters shall not be accepted. The window glass shall be of thickness 3.0 mm to 4 mm and shall be of toughened glass as per IS 2835-1985. The supplier shall submit certificate from toughened glass manufacturer for purchase of proper quality of toughened glass. The fixing of window glass shall be tight with single complete frame all around and shall permit clear view of register. The window cover shall be dust/moisture proof and shall not be removable from outside without damage. The minimum clearance between window glass and rotor disc shall be 8 mm. c) METER COVER FIXING ARRANGEMENT. At least two sealing screws of tinned brass or nickel plated steel shall be provided for proper fixing of meter cover. Each sealing screw shall have minimum two independent sealing holes. One hole shall be provided in the head and one in the threaded portion, so that two separate seals can be provided. The diameter of the hole shall be minimum 2.0 mm and minimum 1.5 mm for the head and threaded portion respectively. Rubberized cotton cord or Neoprene cord shall be used as gasket for fixing the meter cover over the body .The length of the sealing screws shall be

long enough to flush with the ground. d) METER BASE FIXING ARRANGEMENTS: Single Phase Meter shall have two fixing holes, one at top & other at bottom. The top screw hole shall be provided on back of the meter so that screw head are not accessible after the meter is fixed. Lower hole shall be provided inside the terminal compartment so as to make them in accessible to an unauthorized person after terminal cover is fixed. e) SEALING ARRANGEMENT. The sealing screw used for the meter cover shall be fixed up side down so that these are tightened from the rear. The sealing screw shall be BRASS or Nickel plated steel. In addition to the sealing screws provided for the meter cover, there shall be one or two similar tinned brass or nickel plated steel sealing screw for the terminal cover .The meter shall be supplied having metal base and cover to be fixed mechanically i.e. by rivet on both the ends with company logo such that it should not be possible to open the cover at site so that once the meter is manufactured and tested at factory ,it should not be open except the terminal cover .The rivet should be diagonally fixed. f) INSULATION MATERIALS: All insulation materials used in the construction of meter shall be substantially non hygroscopic. g) PROTECTION OF PARTS: All parts which are subject to corrosion under normal working condition shall be effectively protected against corrosion due to atmospheric condition. The protection coating shall not be liable to damage by ordinary handling or injuriously affected by exposure to air under normal condition of service in actual practice in Gujarat state. h) SCREW INSULATION: All electrically live screws shall be of heavily tinned brass or nickel plated steel. All other screws shall be electroplated. i) TERMINAL BLOCK: (i) MATERIALS FOR TERMINAL BLOCK: The terminal block shall be molded from phenol formal- dehyde insulating powder as per IS: 1300-1966 for Phenol molding materials Grade 7 and shall be replaceable type. The terminal block shall be enclosed in a metallic house (preferable steel plated house) to cover its back and sides to give sufficient strength, particularly for the purpose of tightening the fixing screws. (ii) TYPE OF TERMINAL BLOCK AND COVER: The terminal block shall be short type and its cover shall be open extended type and shall enclose terminal compartment except for the provision of conductor entry at the bottom for incoming and outgoing leads. The cover shall be extended type & open type. Thickness of terminal cover shall be 0.9 mm + 0.09 mm (i.e. same as cover and base) and it shall be made from

pressed steel sheet. The terminal block shall be of materials which complied with the requirement with at method FH-1 as per IS: 11731 (PART I) 1986 (NON FLAMMABILITY). The terminal block shall be fixed by providing in side screw from inside of the meter. (iii) LENGTH AND MATERIALS OF TERMINAL: The length of terminal in the terminal block shall be adequate to have a proper grip of the conductor with the help of the screw. The internal diameter of terminal holes shall be minimum 5.5 mm for meters up to 40 amps. The materials of the terminals shall be tinned brass. (iv) TYPE OF TERMINALS: The terminals shall be suitable to carry rated continuous maximum current and short time overload current & be made of tinned brass. PC ends shall be provided with lugs. (v) TERMINAL CHAMBER: The meter terminal chamber shall be made dust and moisture proof. (vi) TERMINAL SCREWS: The terminal screws shall not have a thread sizes less than M-4 and head shall not less than 5 mm dia. The screws shall not have pointed end of threads. (vii) TERMINAL SCREW MATERIALS: The materials of terminal screws shall be of tinned brass. (viii) CLEARANCE BETWEEN ADJACENT TERMINALS: The minimum centre to centre clearance between the adjacent terminals shall be 13 mm. 5.01.2 METER WITH POLY CARBONATE BASE & COVER A. MATERIALS OF BASE/COVER/TERMINAL COVER: The construction of the meter shall be suitable for its purpose in all respects and shall be given reasonable assurance of continuous performance in all mechanical, electrical and magnetic adjustments. The construction shall be such that the meter is not prone to produce audible noise in use. The meter base shall be of black non transparent polycarbonate. The meter cover & terminal cover shall be of injection molded in transparent UV stabilized polycarbonate in natural transparent colour. As regards the cover the material shall be polycarbonate UV stabilized transparent grade. The meter cover shall be completely transparent. The meter shall be compact & reliable in design & shall be immune to vibration & shock involved in transportation / handling.

The meter base shall be manufactured from high quality industrial grade material viz. Polycarbonate with 10 % glass filled which shall meet following properties to ensure higher reliability and long life of the meter case. The meter manufacturer has to submit test certificate for materials used from reputed lab/original suppliers lab. for every lot offered for inspection. The thickness of casing, base & terminal cover shall be 2.5 mm +/0.2mm. The embossing shall be provided on meter base, meter cover, terminal cover and terminal block as under UV STABILISED. MSEDCL and manufacturers logo/ trade name. B. METER COVER FIXING ARRANGEMENT: At least two sealing screws of Nickel plated steel shall be provided for proper fixing of meter cover. Each sealing screw shall have two independent sealing holes. One hole should be provided in the head and one in the bottom portion, so that two separate seals should be provided. The diameter of the hole shall be 2.0 mm and 1.5mm for the head and bottom portion respectively. The length of the sealing screw shall be long enough to flush with the ground. C. METER BASE FIXING ARRANGEMENTS: Single Phase Meter shall have two fixing holes, one at top & other at bottom. The top screw hole shall be provided on back of the meter so that screw head is not accessible after the meter is fixed. Lower hole shall be provided inside the terminal compartment so as to make them in accessible to an unauthorized person after terminal cover is fixed. D. SEALING ARRANGEMENT. The sealing screw used for the meter cover shall be fixed up side down so that these are tightened from the rear. The sealing screw shall be BRASS or Nickel plated steel. In addition to the sealing screws provided for the meter cover, there shall be one or two similar tinned brass or nickel plated steel sealing screw for the terminal cover. In case, meter cover and base is of polycarbonate material, the same shall be ultrasonically welded so that once the meter is manufactured and tested at factory/works the meter should not be opened at site unless it is to be broken except the terminal cover. Or in case, if the meter cover and base is of different materials i.e. where the cover is of polycarbonate material and base is of bakelite or thermosetting material, in that case the

meter shall be provided with 2 nos. unidirectional screw. The arrangement of unidirectional screw shall be such that it should not come out by any applications, any kind of tools and tackles etc. These unidirectional screws shall be provided diagonally. Please note that once the unidirectional screw is fixed and once the meter is manufactured and tested at factory/works the meter should not be opened at site unless it is to be broken except the terminal cover. Or alternatively, meter base and cover shall be locked in such a way that once the cover is fixed into the base, the same cannot be opened or the base cannot be removed unless it is to break. Here also it may please be noted that once the meter is manufactured and tested at factory/works the meter should not be opened at site unless it is to be broken except terminal cover. E. INSULATION MATERIALS: All insulation materials used in the construction of meter shall be substantially non hygroscopic. F. TERMINAL BLOCK: Moulded terminal block for current and voltage connections conforming to IS 13010/1990(amended up to date) to meet the requirement of terminal connection arrangement shall be provided. The termination arrangement shall be provided with an extended transparent terminal cover and shall be sealable independently to prevent unauthorized tampering. Proper size of grooves should be provided at bottom of this terminal cover for incoming and outgoing service leads. I. TYPE OF TERMINALS: The terminals shall be suitable to carry rated continuous maximum current and short time overload current & be made of brass. PC ends shall be provided with lugs. J. TERMINAL CHAMBER: The meter terminal chamber shall be made dust and moisture proof.

K. TERMINAL SCREWS: The terminal screws shall not have a thread sizes less than M-4 and less than 5 mm dia. The screws shall not have pointed end of threads. The material of terminal screws shall be of brass. L. CLEARANCE BETWEEN ADJACENT TERMINALS: The minimum centre to centre clearance between the adjacent terminals shall be 13 mm. 5.02 METER FRAME. The material of the meter frame shall be mono block design of Die cast All Alloy or CRCA steel sheet of minimum thickness 2 mm with holes drilled in one setting. 5.03 The fixing of the meter frame with meter base shall be done by Philips type (crossed head groove) screws provided with lock and tempered spring washers. The driving element, bearing and rotor, break magnet system, register counter shall be mounted on this frame. Fixing of the meter frame shall be done in such a way that screws are not visible/ accessible from outside.

CONNECTION DIAGRAM AND TERMINAL MARKINGS. The connection diagram of the meter shall be clearly shown on inside portion of the terminal cover and shall be of permanent nature. Meter terminals shall also be marked and this marking should appear in the above diagram. The diagram & terminal marking on sticker will not be allowed.

NAME PLATE AND MARKING Meter shall have a name plate clearly visible, effectively secured against removal and indelibly and distinctly marked with all essential particulars as per relevant standards. Meter Serial Number shall be Bar Coded along with numeric number. The size of bar coded number should not be less than 35x5 mm. The manufacturers meter constant shall be marked on the name plate. Meter serial number & bar code on sticker will not be allowed. In addition to the requirement as per IS following shall be marked on the name plate. 1) Purchase order No & date. 2) Month and Year of manufacture. 3) Name of purchaser i.e. MSEDCL. 4) Guarantee Five Years. 5) ISI mark.

8.0

INTERNAL CONSTRUCTION OF METER. I. CURRENT AND POTENTIAL COILS: The material of the current and pressure coil shall be Electrolytic grade enabled copper wires. Ingress of moisture shall be prevented. In case of pressure coils, it shall be done by suitable encapsulation by heat shrinkable tube of suitable grade of synthetic material. The current & pressure coil bobbins shall be of nylon/polypropylene. End connections must be reinforced for surge current. II. The cross section of the conductor used should be such that the maximum current density at maximum continuous current should not exceed 6.2 Amps/Sq.mm & at rated maximum continuous current the maximum temperature rise should not be more than 55 degree centigrade over the ambient temperature. Potential Links:- Only an internal potential link shall be provided in the main body of the meter. The internal link shall be such that it is easy to de-link. They shall not be flimsy & are recommended to be made from 20SWG brass wire & in delinked position; it should not come in contact with any other live parts or the body of meter. The potential links shall be so provided that there shall be adequate space to apply screw driver for removing /fixing potential links without removing complete body. The resistance wires of the power factor adjustment device shall have adequate tension to permit smooth and easy adjustment. A clear distance not less than 2 mm shall be maintained between the resistance wire & the frame. The resistance wire should be fitted in a molded trough throughout. CURRENT COIL/POTENTIAL COIL BOBBINS: The bobbins for current coil & potential coil shall be in molded form and shall be made of flame retarding & heat resistance materials & shall not be of paper boards.

8.02 MAGNET: 8.02.1 Brake Magnet:8.02.1.1 8.02.1.2 Material of the brake magnet: - The material of the brake magnet shall be of ALNICO grade V or Grade VI or grade VII. Number of poles of the brake magnet shall be four. However six pole magnets will be preferred .The magnetic path should be completed within the magnet & not through the yoke. The brake magnet shall be fixed in aluminum casted bracket.

8.02.2 Electro Magnet: 8.02.2.1 The electromagnetic core should be liberally designed to avoid error due to saturation. It should be of cold rolled non-grain oriented silicon steel sheets. The stacking of the care shall preferably be without any rivets. Air gap for magnets: - The air gap of electromagnets and brake magnet shall not be less than 2.2 mm and the air gap shall be uniform. (no negative tolerance is allowed). Clear gap above and below the disc: - the cleat gap above and below the disc shall not be less than 0.5 mm.

ROTATING ELEMENTS: 8.03.1 ROTOR: The Rotor Disc shall be made of high quality / purity aluminum as per IS / IEC and shall be graduated on its upper surface for calibration test by stroboscopic method. The true running and flatness of disc shall be such that it does not show an axial run out of more than 0.1 mm at the periphery. The rotor disc shall not be anodized / oxidized/ varnished. The flatness and eccentricity of rotor shall be ensured by 100% inspection before fixing it to meter. The Rotor Spindle shall be made from special grade Aluminum Alloy /brass or steel. The rotor disc shall be die-caste with metal or delrin material to the rotor spindle and it shall not be loose. The aluminum used in disc shall be electrical grade aluminum with high conductivity as per IS: 5082 Aluminum and Aluminum Alloys for electrical purpose. 8.03.2 SPEED OF ROTOR: 8.03.2.1 8.03.2.2 The speed of rotor at reference voltage and rated maximum continuous current shall not exceed 72 rpm as per IS 13010-2002. Weight of rotor shall be such that meter efficiency factor shall be 1.2 (minimum). Hence weight of rotor shall be such that efficiency factor and torque shall be achieved as specified above. For the purpose of Efficiency factor calculation, bare weight of rotor spindle and rotor disc shall be considered. 8.03.2.3 The torque shall be 4 gm-cm +/-10%, when the meter is under reference condition carrying the rated basic current at unity power factor.

BEARING: 8.04.1 BOTTOM BEARING: The bottom bearing shall of magnetic suspension type with two homopolar annular magnets with self lubricating sintered graphite guide

bush. The magnets shall be of ALNICO GRADE VIII/SMCO or ferrite. The rotor spindle shall move in an air cushion caused by repulsion between magnets of identical polarity. The SS pin shall be provided to restrict the horizontal displacement of bearing. 100 % verification of the bearing shall be done in house 8.04.2 TOP BEARING: The top bearing shall be highly polished rust resisting stainless steel pin of MAXIMUM 0.5 mm dia. Top bearing pin shall be centered properly and shall have proper strength so that rotor disc can move freely. The cap of top bearing shall be of brass. (Nylon cap shall not be allowed.) 8.05 REVERSE RUNNING STOP: The reverse running stop shall be pawl and cam design provided on disc OR reverse running stop is to be provided on registered to prevent registering in reverse direction. Due to this provision there shall not be any effect in running with low load test OR any other arrangement similar to above. 8.06 8.07 ANTI CREEP DEVICE: Attraction type or anti creep holes on the rotor disc shall be provided. REGISTERING MECHANISM :8.07.1.1 8.07.1.2 The register shall be self aligning type such that once set, the register shall always have correct meshing with the rotor shaft. Energy Register:- The energy register shall only be of cyclometer type and shall comply with the requirements of the relevant IS. The register shall have five drums and shall be capable of registering upto 99,999 units (with out decimal digit register) both for single phase meters and three phase meters. The digits should be of size 4.5 mm x 2.5 mm and should be snow white on black background. No display of partial digit at any position is acceptable. For adjusting the dial for free rotation there should be adequate space so that while adjusting the magnet and the disc, the supporting strip of the register should not touch the gears thereby causing the locking up of gears. Material drums:- the material of drums shall be metallic/ Derlin. Ratio Gear, Worm wheel and Pinions: - All gears shall have regular shape and free from burrs or irregularity to avoid tight gearings. The material of ratio gear, worm wheel and pinions shall be clock brass / leaded brass / Delrin. Material of counter frame: - The material of counter frame shall be of brass sheet of not less than 1 mm thickness to give rigid counter frame which will not deform or distort during subsequent transportation and handling.

The meter shall pass low load run test. The counter shall be set at 99999 at 5% basic current and at unity power factor and the counter shall run smoothly upto 00000. Registering mechanisms imported from collaborator will be preferred.

REFERENCE CONDITIONS FOR INFLUENCE QUANTITIES: 9.01 Effect of temperature: The variation of errors due to change in ambient temperature shall be as specified in the IS: 13010 / 1990. 9.02 Effect of Voltage Variation:The standard reference voltage shall be 250 Volts for single-phase and 433 Volts for three phase as specified in IS. However, since the voltage conditions experienced in the field are different and voltage varies from 150 to 300 Volts, meters shall withstand these voltage conditions. In order to check that the meters withstand these voltage conditions, while conducting heating test, 1.25 times rated voltage shall be applied.

TESTS: Meters shall pass all the acceptance and routine tests as laid down in IS: 13010/1990 and also additional acceptance & routine tests as prescribed in this specification. 10.01 Type Tests: Meter shall be fully type tested including optional type tests as per IS: 13010. All the Type Tests shall have been carried out from Laboratories which are accredited by the National Board of Testing and Calibration Laboratories (NABL) of Govt. of India such as CPRI, Bangalore / Bhopal, ERDA Vadodara, ERTL (W) Mumbai, to prove that the meters meet the requirements of the specification. Type Test Reports conducted in manufacturers own laboratory and certified by testing institute shall not be acceptable. The meters should have been type tested within five years. Additional acceptance test: The following additional tests shall be carried out in addition to the acceptance tests specified in table-10, of IS: 13010/1990. 1) Transportation test as per clause 10.02 2) Low load run test as per clause 8.07.5 3) Test for material used in dial as per clause 11.18 of IS : 13010. 4) Additional Test as per MSEDCL requirement: The difference between errors of two consecutive test points from 10% Ib to 300% Ib shall not be more than +/-0.5 for the test points mentioned below in case of nominal performance curves (load curves). However, the error band at all the test point specified below shall be +/-1%. This test is to be taken on all the samples which are selected for limits of

error test. Test points (% Ib) At Unity PF At 0.5 PF LAG 10, 20, 50,100,200,300 20, 50, 100, 200,300 During the lot inspection at factory end, the above additional test will also be carried out along with the other acceptance test. This being MSEDCLs special requirement to have precision meter, if meters are not found meeting with the requirement of this additional test lot shall be rejected, even though the meters shall have passed in other acceptance test. In such case fresh lot shall have to be offered for inspection keeping aside the rejected lot. 10.02 Transportation Test: At least 50% of the samples of the meters be tested for error at Imax., Ib and 5% Ib at unity power factor and 50% Imax and 10% Ib at 0.5 power factor besides checking them for starting current and creep test. The meter should be tested with meters cover duly tightened and after these have been sealed properly. After recording these errors, the meters be put in their normal packing i.e. card-board boxes without blocking the rotor disc and transported for at-least 50 km in any transport vehicle such as pick up van, jeep etc, on uneven rural roads and then retested at all these loads after the transportation. The variation in errors recorded before and after transportation should not exceed 1% at higher loads and 1.5% at low loads. NOTE: - Acceptance test shall be carried out on Automatic Computerized Test Bench with printer and CVCF to avoid any human error. Also the ERS meter shall be duly calibrated at NABL approved lab having National/International accreditation & not with master meter. 11.0 CHECK POINTS: In addition to the above mentioned tests, the following points shall be checked. i) ii) iii) iv) v) vi) vii) Top and bottom bearings. Cyclometers, registers (for alignment of various parts and smooth operation). Rotor disc and worm (for trueness and shape). Condition of main frame and various parts (for damage, rust, etc.). Uniformity of element and magnetic gap. Various connections (e.g. inductive loop) terminations, pressure coil connection, etc. Fixing of window glass and gasket. Check no. ( i ) shall be done under microscope and other checks be done by visual inspection.

12.0

ROUTINE TESTS: 12.01 12.02 All routine test as per IS-13010/1990 should be carried out. In addition to the above. The following routine tests shall be carried out by the manufacturer. The energy registration mechanism of the meter shall be tested for satisfactory work at the point of maximum torque, i.e. when all the drums are indicating digit (9) the test shall be carried out with 10% of the rated basic current. When so tested, the gearing mechanism should be integrated continuously without any stoppage or slippage. 12.03 The meters offered shall be fully type tested as per IS 13010.In case the meter have already been type tested as per IS 13010, the tenderer shall furnish type test reports along with the offer. The purchaser reserves the right to demand repetition of some or all the type tests in presence of purchasers representative at purchasers cost. For this purpose, the tenderer shall quote unit rates for carrying out each type test. However, such unit rates will not be considered for evaluation of the offer. In case the meter offered have not been type tested earlier as per IS 13010 shall have to be carried out by successful tenderer without any extra cost to the purchaser( ie the MSEDCL) before commencement of the supply of meters and no extra period will be allowed for this purpose. The supplier can claim exemption from carrying out type tests on meters provided supplier has carried out the type tests on meters in the past for which, the supplier shall submit copy of the test reports to MSEDCLS Chief Engineer(Dist).The chief Engineer(Dist) may grant waival from carrying out the type tests on the meters if the test certificates are acceptable. The test reports shall be from recognized laboratories such as National Physical laboratories, National Test House, IDEMI, ERTL, ERDA, University of Roorkee OR College of Engineering Trivendarum, IITs, IIS, Osmania University.

13.0

Packing:Each meter should be packed in strong 3 Ply Cardboard Box with suitable packing supports so that the movement of meters is arrested. The meters should have plastic paper cover. Each packing should have the required crimping lugs in small plastic pack stapled to the cover.20 to 25 such single phase meters cases should be again packed in a box having holding hooks of nylon ropes or any other arrangement be provided. Each such box will contain a small plastic bag with 5 % extra crimping pins required for the meters packed in the box.

TENDER SAMPLE:Tenderers are required to submit 10 (Ten) nos. of sample meters of each offered type / item along with the offer for evaluation. The samples shall be clearly marked with each type / item for which sample is submitted and name

of bidder. Out of these, two samples should be without Ultrasonic welding to confirm constructional features. 15.0 PRE-DISPATCH INSPECTION:All tests and inspection shall be made at the place of manufacturer unless otherwise especially agreed upon by the manufacturer and purchaser at the time of purchases. The manufacturer shall offer to the inspector representing the purchaser all the reasonable facilities ,free of charge for inspection and testing, to satisfy him that the material is being supplied in accordance with the specification. The MSEDCLs representative/Engineer attending the above testing will carry out testing on suitable number of meters as per sampling procedure laid down in IS:13010/1990 and issue test certificate approval to the manufacturer and give clearance for dispatch. 16.0 INSPECTION AFTER RECIEPT AT STORES:(Random Sample Testing) From each lot ( Lot means the total number of meters received in any of the store out of inspected & approved lot by EE(IW) under one approval letter) of meters received at stores ,sample meter shall be drawn as per Annexure F of IS 13010/1990 ( meters received in damage condition shall not be selected as samples) and the RST shall be carried out at Testing Division at Bhandup. These meters will be tested for acceptance as below:Test schedule & sequence of tests shall be as follows:1) 2) 3) 4) 5) 6) Insulation Resistance test. Running with no load Staring current test as per MSEDCL Specification. Limits of Errors( as found, without any adjustments to the sample meters). Errors shall be determined as per IS 13010/1990. Transportation tests : as per MSEDCL specifications. Joint inspection will be carried out in the presence of manufacturers authorized representative. In the joint inspection if the meters are found not as per specification, entire lot will stand rejected. For attending joint inspection ,consignee will give due notice of 5 days to the manufacturer. Meters shall be tested as above and the lot be accepted if found conforming to our specification. However, this does not relive the Supplier of his responsibility to replace/repair meters found defective during individual meter testing or found defective in service during guarantee period. 17.0 QUALITY CONTROL:The purchaser has a right to send a team of experienced engineers for assessing the capability of the firm for manufacturing of meters as per this specification. The

team should be given all assistance and co-operation for inspection and testing at the bidders works. 10 nos of tender samples should be handed over to the team of assessing and testing. The tenderer has to give all facilities for carrying out the testing of these samples. The team may draw 5 samples from on line production. These 5 samples will be tested for acceptance and testing will be done as per the specification to which each lot is manufactured. The deviation in technical specification of on line production of meters from MSEDCL specification should be tabulated .The method adopted to manufacture the meters as per MSEDCLS specification should be explained to the visiting team. 18.0 MINIMUM TESTING FACILITIES:Manufacturer should posses fully computerized Meter Test Bench System for carrying out routine and acceptance Tests as per IS 13010/1990 (amended up to date). Test Reports for each and every meter shall be generated. The list of testing equipments shall be enclosed. The tenderer should have the necessary minimum testing facilities for carrying out the following tests 1) 2) 3) 4) 5) 6) 7) 8) 9) 10) 11) 12) Insulation resistance measurement. Running with no load. Starting current test as per MSEDCLS specification. Limits of error. Range of adjustment Power loss in voltage coil. Driving torque measurement test. Repeatability of error. Heating test:-As per IS and with applied voltage of 300 Volts as per MSEDCL, instead of 1.2 times of reference voltage as stated in IS. The manufacturer should have duly calibrated RSS meter of class 0.1 or better accuracy. The bidder should have fully automatic Test Bench having in-built constant voltage, current and frequency source with facility to select various loads automatically and print the errors directly. The manufacturer should have Glow Wire Testing facility MANUFACTURING FACILITIES:19.01 Items manufactured in the factory.

Guarantee of Meters:The meter shall be guaranteed for the period of 5 years from the date of commissioning or 5 and years from the date of dispatch whichever is earlier. The meter found defective within the above guarantee period shall be replaced/ repaired by the supplier free of cost within one month receipt of intimation. If the defective meters are not replaced/ repaired with in the above specified period, the Company shall recover an equivalent amount plus 15% supervision charges from any of the bills of the supplier.

b) The wall thickness of meter box shall be minimum 3 mm on load bearing side and cover shall be 2 mm. 4.05 The internal dimensions of meter box shall be such that there should be minimum 60 mm clearance at the bottom, 40 mm clearance on three sides, 25 mm clearance on front and 10 mm clearance from back of the meter. 4.06 The meter box should not change in colour, shape, size, dimension when subjected to 200 hours on UV ageing test. Also it shall be capable of withstanding temperature of boiling water for five minutes continuously without distortion or softening. 4.07 The cover shall be made overlapping type having collars on all four sides. The cover of the box shall be provided with semi circular/circular gasket of sufficient size to completely fit in the grooves of the base. The gasket should be made of neoprene rubber or equivalent good quality rubber. 4.08 The cover should be fitted with base by non detachable self locking push fit type arrangement. It should have suitable handle or knob so that if pushed once inside , the cover shall rest on the base of box in such a way that any access from outside to the meter is not possible. 4.09 Meter box shall confirm IP-51. 4.10 The meter base support inside the box should be raised by about 10mm in the box for easy wiring . While fixing the meter , the meter screws should not protrude outside. 4.11 Suitable circular holes shall be provided at the bottom of the box for inlet and outlet cables with glands of 25 mm size made of brass or poly-carbonate material for the cable securely fixed to the bottom of the box on both side by chucknuts with rubber grommet. All the screws and washers shall be properly zinc plated. For fixing the box to wall or wooden board 4 nos. key holes of min.6 mm diameter shall be provided at the four corners of meter box.
