...since at least Ptolemy the ingresses of the Sun into the cardinal signs, marking the start of the four seasons, and the lunations and eclipses, marking out the months... have become the dominant cycles considered by astrologers.1

The first point of the Capricorn ingress of 2013, set for Canberra, shows a dissociated cross of matter with a mutable Ascendant and a fixed MC. The main player in this chart is the Leo Moon which is conjunct the MC and in a tight square to Saturn. In mundane astrology, the Moon is the people and popular opinion. The presence of the Moon in such an elevated position and the dominant luminary in this nocturnal chart, suggests that the people are a primary focus for this period. Receiving a square from Saturn, which represents law and order, hierarchies and tradition, this Moon suggests that the people will experience restriction and limitations as a consequence of the application of existing laws and tradition.

n the 6th September 2013, Australia elected a new government and with the December solstice behind us, we contemplate what is in store for both the nation and its elected leaders. The December solstice is also the Capricorn Ingress and marks a significant celestial turning point. Charles Harvey, respected British astrologer discusses the importance of ingresses in mundane astrology:

This will have an impact on the way in which popular opinion or the peoples voice is heard. The Moons prominence also suggests that popular concerns may be about restriction, limitation or oppression from existing vehicles of governance whether it is the law, institutions or prevailing attitudes. The Moons position of prominence also suggests that a popular will, opinion or stance may become public or prominent in this period. The outcome of this matter will be described by the Moons dispositor, the Sun in Capricorn in the 2nd house. There is a distinct lack of certainty as the Sun is zero degrees of the sign as it is an ingress and additionally, it receives a sextile from Neptune suggesting that confusion or idealism cloud both the issue and the outcome. If we look at the issues which have been in the public eye since the election, two are prominent: the abolition of the carbon tax and asylum seekers. The carbon tax is set to be repealed with the Government promising lower prices for electricity and other services but there is no guarantee this will happen. Already the electricity suppliers and producers cite the heavy demands of summer and the cost of electricity generation as offsetting reductions for the consumer.

The Ingress Chart Ascendant at 5 Sagittarius sits between the Jupiter-Uranus conjunction of the Referendum chart.

The asylum seeker issue is shrouded in secrecy and information as the Government has placed a virtual ban on the discussion of boat arrivals and their destination. There are also the talks supposedly being held with Indonesian authorities regarding the prevention of boatloads of refugees being launched from Indonesian waters. The result is an obfustication of the issues as well as the facts regarding the present situation as well as the future of asylum seekers.

Looking at the Australian Chart2, the Ascendant-MC Midpoint, which describes how a country, nation or group puts its aspirations and ideals (MC) to work in the world (Ascendant), sits at 27 Gemini together with natal Neptune and in opposition to natal Saturn. The combination of Saturn Neptune is a signature in the Australian psyche describing on the one hand a fear of the loss of the Establishment, and the breakdown of order into anarchy and alternatively, the tendency towards eroding the Establishment through secret or subversive means. It is a trademark of idealism, unrealistic movements; vision of a Utopic society; or even esoteric groups. Australia was founded originally as a penal colony and also a social experiment where people were brought here under the guide of the idealism of the Enlightenment which sought to create a better world. Asutralian society continues to carry this signature of both anti-establishment and conservatism, often swinging between the extremes as encapsulated by the opposition. When this Ascendant-MC point is triggered off we see a manifestation of this in the collective and its expression is flavoured by the nature of the planet that is hitting it At the Capricorn Ingress, the AscendantMC midpoint sits in the Ingresss 7th house in opposition to Mercury, lord of the Ingress 7th house and in detriment in Sagittarius. The nature of Mercury in its detriment suggests that lies and mendacious behaviour will plague and hinder the way the aspirations of the nation are realised. Additionally, as Mercury rules the 7th house of the Ingress chart, it also describes the nations foreign relations and treaties as well as disputes. The dispute with Indonesia with regard to asylum seekers and people smugglers is set to continue and possible escalate into a greater arm wrestle. We have seen some level of escalation with Australia getting dragged into the spying on neighbours scandal which has seen the USA accused of monitoring emails and phone calls of German and French politicians. The problem for the Government is that if too much muscle is exercised in order to force Indonesia into being a watchdog on boat refugees to Australia, the backlash from Indonesia may continue to curdle diplomatic relations. And what of the Prime Minister and his counterpart, the Leader of the Opposition? Tony Abbott is represented by the Sun in the Ingress chart, in Capricorn in the 2nd, sextile Neptune. It is interesting to note that Mr Abbott, in spite of having achieved the highest office in the land, has since the election, suddenly had a much lower profile than before the election. The suggestion is that his minders are keeping him away from the mud of the carbon tax and the asylum seeker issues, allowing the responsible Ministers to take the flak from the Opposition and lobby groups. The Government itself, represented by the Leo MC and also ruled by the Sun continues to be in the minds of the people and can be said to have popular support as the Moon sits next to it. However, there is still the issue of the Sun-Neptune sextile which perfected3 on Christmas Day when both the Sun and Neptune were at 2 degrees of their respective signs. As the Sun continues to move, another aspect perfects, this time the square of the Sun to Uranus at 8 degrees of Capricorn for the Sun and 8 degrees of Aries for Uranus on the 30th December. By the 2nd of January the Sun conjoins Pluto at 11 Capricorn, with the first New Moon of 2014. The initial deceptions or even white lies which have been a feature of the Governments announcements are now set to become troublesome and cause irritation. As this all happens in the Ingress 2nd house, we can assume that these will involve the nations finances. We have already seen the Government complaining about the black

hole of debt which the opposition left behind but there is probably more to this than meets the eyes. With the New Moon and Pluto conjunction, we might see these claims come back with a bite and probably bigger than what is expected. As the Sun continues to move, it will oppose Jupiter by the 5th of January and there may be greater surprises that are sprung on the Government. As Jupiter sits in the Ingress 8th house of international finance and multinational companies, we may expect further news about the withdrawal of foreign investment and this will have serious implications especially as with previous announcements of Ford and Holden moving out of Australia. Additionally, the Australian dollar may continue to fall in value, making it cheaper for exporters but inflating the nations foreign debt. By the 10th of January, the Sun will be in sextile to Saturn and we might start to see the effects on both the Government and the Prime Minister as the Sun rules the Leo MC and is also the representation of the head of the government. With the aspect from Saturn, we could see resilience on the part of the Government and the Prime Minister to any opposition and a hardening of resolve. The Government will have completed the 100 days in office and now the electorate can really see what it stands for, rather than the promises made in the heat of an election. On the other side of the political fence, the Opposition, represented by the Aquarian IC is disposited by Saturn in Scorpio in the 12th. It will be a long hard road for the Opposition in this environment although Saturn makes a tight square to the Moon and the MC and trine Saturn, suggesting that it can make itself heard but it must make the most of its chances when it can. Saturn also rules the 3rd house of the Ingress describing perhaps the role of the media in bringing to light the issues the Opposition wants to air. What is interesting too, of course, is that Saturn also represents the leader of the Opposition, Bill Shorten. He will need to be on his toes to engage the populace (square the Moon) and make sure that any opportunity to engage the nation (trine Jupiter in Cancer, ruler of the Ingress Ascendant) is to the Oppositions advantage. The Ingress charts Ascendant at 5 Sagittarius is caught between the Jupiter-Uranus conjunction of the Referendum chart and emphasising the importance of 5th house matters in this period. It can be said that 5th house matters are rising. Consider also that the 5th house denotes children and we can say that the issue of children- their importance to the nation will also be paramount especially with the educational funding model which the Government reneged on but w as forced to honour after even Coalition-led States protested at the changes. Additionally, Jupiter, lord of the Ingress Ascendant is exalted in Cancer, in the 8th, retrograde and forming a tight trine to Saturn emphasising that the matters rising will trigger a certain level of change or crisis as a consequence of limitations or governance. The Ingress chart also features a Mars-Uranus opposition across the 5th 11th axis suggesting that a confrontation may be looming between the elected members of Parliament (11th house) and vested interests in the national pastimes to wit, the prominence of, and obsession with gambling in sport. Mars rules the Ingress 12th and 6th houses highlighting that whatever is the cause of the friction, there is much more that is about to be revealed.

The other issue highlighted perhaps by the Mars-Uranus opposition is the nations work force. As Mars rules the 6th house, labour issues such as workplace agreements, trade unions and workplace conditions are set to become a battlefield. The coalition Government has always given preference to the big business end of town and it is anticipated that the issues of working conditions and wages will be on the agenda this year. Mars, as the ruler of the 6th is in detriment in Libra in the 11th house. Although the Mars is in poor condition by essential dignity, it has influence in its position in the 11th. A planet in poor zodiacal condition but with accidental dignity can be dangerous suggesting that workers will be disadvantaged by sudden or unexpected moves which change working conditions, wages or other employment issues. These will also create some significant confrontations in parliament; along with the ongoing issues of asylum seekers, climate change, the carbon tax and the environment there is also the specific issue of the Great Barrier Reef. This is because the Government has approved the establishment of a new port for mining industry which will generate increased shipping movements in the Great Barrier Reef and therefore increased danger to the delicate marine environment. Finally, the Ingress Charts Dissociated Cross of Matter indicates that the uncertainty is exacerbated and it will be important to look at the Aries Ingress as matters are in such a state of flux that any prediction beyond then would not be accurate. So, watch this space for the next instalment and lets see how these matters pan out when the Federal Parliament resumes in the New Year.
