1 INTRODUCTION

1.1 The Labour Market Information (LMI) component is a part of the EC/MoLISA/ILO Labour
Market Project: Better Information for Creating Jobs and Developing Skills in Vietnam.
This project, executed by the ILO, is funded by European Union under the agreement
ASIE/2007/144-967. O ne of the LMI component’s objectives is to establish a Labour
Market Information System (LMIS) for the Ministry of Labour, Invalids and Social Affairs of
Viet Nam (MoLISA).

1.2 On 27 July 2009, the International Labour Office in Vietnam (hereinafter referred to as
“ILO Vietnam”) launched a bidding exercise leading to the selection of a company to
supply and install IT equipment for the Labour Market Information System of the Ministry
of Labour-Invalids and Social Affairs of Vietnam. A chronology of events can be found in
the Annex 1 to this report.

1.3 Since the solicitation was expected to lead to execution of a contract exceeding USD
250’000, the ILO Contracts Committee had approved the proposed bidding procedure,
including some instructions (for details, see the Minute Sheet dated 14 July 2009 attached
as Annex 2 to this Report).

1.4 The ITB document (Annex 3 to this Report), was published on two websites
(http://www.ungm.org/ of the UN for worldwide market and http://www.itcenter.vn of
Vietnam for local market) and on two popular newspapers in Vietnam (Vietnamnews and
Labour Newspaper, these notices are attached as part of Annex 4). Beside that, eight (8)
cover letters were also sent to eight (8) potential suppliers (the complete list of potential
suppliers is in Annex 4).

1.5 The ITB document provided free of charge to suppliers. In total, 15 companies came and
received the document. The complete list of recipients is attached as Annex 5 to this
report.

1.6 A non-mandatory pre-bid conference/site visit took place on 18th August 2008 at The
Bureau of Employment of the MoLISA, in the presence of representatives of five (5) major
companies indicated in the list attached as Annex 6 to this Report.

1.7 An Ad-hoc Bidder Q&A session was conducted via e-mail. Answers to questions received
by the deadline foreseen in the ITB document were sent to all bidders (Annex 7 to this
Report).

2.1 The deadline for submission of Tender Bond was Monday 7 September 2009, 11:00AM
(Geneva Time). By this deadline, four (4) companies listed below submitted their

2.2 The deadline for submission of bid proposals was Tuesday 8th September 2009, 11:00AM
(Hanoi Time). By this deadline, four (4) companies listed below submitted their proposals
in accordance with relevant instructions. The FPT Information System Company’s Bid
came late at around 11:04AM - 11:10AM. The record of bid submissions is attached as
Annex 8 to this report).

2.3 Technical proposals were opened in accordance with the relevant ILO rules at 9:00AM -
9th /09/2009. For details, please refer to the Bid Opening Minutes attached as Annex 9 to
this Report. The late Bid from FPT Information System was kept unopened and pending

for approval of acceptance from Geneva. Commercial bidding envelopes were kept sealed
by ILO Vietnam until finalization of the technical evaluation.

2.4 After receiving the acceptance of PROCUMENT, at approximately 3:00 PM 11 /09/2009
(Hanoi Time), a formal Opening for FPT’s late Bid was held at The ILO Office in Vietnam
in the presence of evaluation Panel. The evaluation Panel then found that financial details
provided in technical proposal. This is a disqualified Bid, therefore the final decision of the
evaluation Panel was the rejection of FPT’s Bid.

3 EVALUATION PANEL

3.2 The intial evaluation criteria were agreed prior to publishing the ITB document. For details,
see attached Technical Evaluation Table (including Evaluation Matrix and Procurement
Risk Register - Annex 10 to this Report).

4 TECHNICAL EVALUATION

4.1 The period from 09 /09/2009 to 15 /09/2009 The evaluation Panel assessed technical
proposals base on the criteria that were approved by the PROCUREMENT and Contract
Committee. The technical result showed below:

5 PRICE OPENING
5.1 Since only the technical Proposal of HIPT is technically compliant and accepted by the
evaluation Panel. The Price proposal of HIPT Group were opened in accordance with the
relevant ILO rules on 15th July 2008. (The relevant Price Opening Minutes is attached as
Annex 12).
5.2 HIPT Group provided their commercial offers based on the ILO template. (See Annex 13
to this Report). The total bid amount for both package 1 and package 2 indicated below:
BID PRICE: USD $1,451,473

5.3 None of the bidders made any comments on ILO general Conditions for the purchase of
goods and related services (part of ITB document attached as Annex 3 to this Report).

6 CONCLUSIONS
6.1 Based on what has been requested in the ITB document and taking into consideration all
technical, commercial, contractual aspects developed in this Evaluation Report, the
Evaluation Panel recommends awarding a contract to HIPT Group, in the amount of USD
$1,451,473.
6.2 The PURCHASE ORDER/CONTRACT (Section VI – ITB document attached as Annex 3
to this Report) will be proposed to the selected bidder with this order incorporates “ILO
General Conditions for the Purchase of Goods and related Services" and “Special
Conditions of Contract”.
