Problem Road 1 Widening & Improvement of Colombo-Ratnapura-Wellawaya-Batticaloa road from Nugegoda to Kottawa (13.

5 km) Colombo Ratnapura Wellawaya- Baticaloa road is one of the Trunk roads radiating from the city of Colombo. The Road section from 9.26 Km, the Colombo Municipal Boundary Limit to 22.76 Km, Makubura ( Kottawa) is a 2-lane road carrying a traffic volume far in excess of the capacity of a 2-lane road. In addition to this road section have to cater for bicycle traffic, pedestrians and indiscriminate parking of vehicles which has resulted in poor traffic operating conditions associated with low travel speeds, delays at townships and accidents. The situation got aggravated after the first section from Colombo (0.0 Km) to CMC boundary limit (9.26Km) was widened and improved by Colombo Municipal Council It is also expected to use this road section by the traffic to Colombo city from Southern Transport Development Project The project is for the widening of the road section to 4 lane standard to meet this demand Present road condition. Problem Road 2 Construction of a new bridge across Kinniya ferry on Batticaloa-Trincomalee Road Batticaloa -Trincomalee road is one of the Trunk roads in the country (A15). This road link District capital Batticaloa to District Capital Trincomalee. Kinniya ferry is the largest ferry along the road and is the main bottle neck for the traffic along the road. This ferry is important as another road Tampalakamam Kinniya road also link to this ferry. The Prima flour Mill and a Mitsui cement factory are located at the Tincomalee. This road is very important for the distribution of their product. The distribution of flour is very important for the food security of the area. It is proposed to construct a bridge across the ferry. The length of the new bridge is 400 m. It is necessary to construct 200 m long approach road to link with the existing road.

Present situation There is a ferry operation at present using two ferry boats. Both ferry boats operate from 5.00 am in the morning to 7.30 in the evening daily. The ferries are transporting about 6000 people and 200 vehicles daily. Time for one trip of the ferry boat Average waiting time to ferry Loading capacity of a boat = 5 minutes = 20 minutes

All LG, MG & HG vehicles take Tampalakamam Kinniya road to go to Trincomalee. Problem Road 3 CONSTRUCTION OF A FLY-OVER AT LEVEL CROSSING AT ORUGODAWATTE ON ORUGODAWATTE-AMBATALE ROAD WITH CONSTRUCTION OF APPROACHES. The Orugodawatte-Ambatale Road used as the main access to the Colombo port for commercial vehicles coming from Sabragamuva, Uva & Eastern province. As such the road is heavily trafficked and the traffic at present is around 17,450 vpd .The main railway line of the country crosses this road at Orugodawatte. As the main line is the busiest line of railway network, there are 150 nos. of gate closures at the Orugodawatte railway crossing for a day. This adds to about 5 hours and 20 minutes gate closure time for a day. This creates heavy traffic congestion on both sides of the gate. The narrow width of the road also contribute to the traffic congestion. The traffic accidents along this road are also very high due to narrow road and the roadside activities. In addition to this there is a high percentage of container vehicles on this road due to the several container depots that are located along this road. It is proposed to construct a fly-over of length of about 500 meters and to improve approach roads on both sides including provision of service roads at the fly over. Number of lanes to be provided at the fly-over is 4 and the width of the service roads at ground level is 4.5 meters to provide access to premises where accesses are affected by the construction of fly-over.
