AREAS OF EXPERTISE International Business, Shared-Services Center Development, Strategic Planning, Change Management, Process Optimization, Project Management, Leadership, Mentoring, Employee and Team Development PROFESSIONAL EXPERIENCE Central Intelligence Agency Executive Director, Operations Support - East Asia Region October 2010 - Present Established the Agencys first Shared Services-Center in the East Asia region. o Set up a joint logistics, cash handling, personnel, and security shared-services platform utilized by several government agencies; resulting in reduced overhead cost for operational support, and a more flexible and responsive support capability. This project reduced operating cost by two million dollars. Also formulated, planned, developed, and implemented the Agencys transition plans required to establish the regions support needs post 2015. Oversaw financial management, contracts/grants management, procurement,
human resources management, supply chain management, property, space management, travel, organizational management, and management analysis.

Led the Agencys emergency response to the March 2011 Japan earthquake. Integrated a program of preparedness, response and recovery of Agency personnel and property. Planned and coordinated the response of local US entities and other federal agencies to include coordination with White House executive staff. Provided budget formulation and execution for operational support elements.

Executive Director, Operations Support - Africa Region September 2008 September 2010 Established the Agencys first Shared Services Center on the African continent. o Established effective and dependable shared supply chain service to support on-going operations throughout the Horn of Africa for the Agency and other government agencies. This project reduced operating cost by over one million dollars. Improved cash management systems to reduce voucher processing cost o Formulated and implemented the Agencys facility plan for the African continent. This plan integrated a program of security preparedness, response and recovery for all US Government personnel and property. o Reviewed ongoing program activities within an overall strategic framework for the purpose of defining and shaping the program vision, mission, staffing priorities and resource plans for the African continent. Deputy Executive Director, Operations Support - South Asia/Afghanistan August 2007 September 2008 Managed Shared-Services Platform. o Responsible for planning, organizing and managing all inter-theater security enhancement projects, multi-million dollar facility projects, cash management for multiple government agencies. o Provided leadership/guidance to assignees located at outlying facilities, leadership in strategic planning and policy formulation in the areas of support operations, manage food supply/delivery operations, directed budget formulation and execution for funding expenditures/procurements in excess of five hundred million. o Managed the direction of non-technical and technical intelligence operations support projects. Also provided input into on-going project planning, critical path analysis, task tracking, and coordination with stakeholders.
