The Kiambu County Public Service Board wishes to recruit competent and qualified Kenyans to fill the following positions. EDUCATION, CULTURE AND SOCIAL SERVICES 1. DIRECTOR EARLY CHILDHOOD DEVELOPMENT EDUCATION (ECDE) (1 POST) Duties and responsibilities: Assist in the coordination, development, review and the implementation of ECDE policies. Coordination of ECDE training and assessment in conjunction with KICD and KNEC. Initiating and supervising the design, development and preparation of ECDE play/learning materials for both normal and special needs children. Preparation of ECDE strategies, giving technical advice and guidance to personnel in lower cadre. Coordinating and liaising with stakeholders in ECDE. Creating and promoting awareness on early childhood needs and demands to local communities and parents. Developing a District Resource Centre for ECDE programmes. Requirements for appointment Should have served in the grade of Senior Principal ECDE teacher or in an equivalent and relevant position for a minimum period of three (3) years. A Masters of Education in ECDE or any other relevant degree from a recognized University. Have exemplary leadership and management skills in ECDE programmes. Clear understanding of ECDE national framework, policies, goals and objectives.

DIRECTOR YOUTH POLYTECHNICS (1 POST)

Duties and responsibilities: Monitoring implementation of the curricular and co-curricular activities. Facilitating and strengthening the development of e-learning strategies in youth polytechnics. Facilitating the promotion of innovative initiatives. Initiating and coordinating strategic partnerships and collaborations with stakeholders on Youth Polytechnic Training. Overseeing the development and management of youth polytechnics information system. Facilitating preparation and implementation of the departments annual work plan and budgetary requirements. Monitoring and Evaluating various departmental programmes and projects. Ensuring implementation of a result-based management process in the department. Managing and developing staff.

Requirements for appointment Should have served as a Deputy Director youth training for a minimum period of three (3) years. Bachelors degree in any of the following disciplines: Education or Education Technology from a recognized institution OR Bachelors degree in Science/Arts with a post graduate diploma in Education from a recognized institution. Masters degree in any of the following disciplines: Education or education technology from a recognized institution OR Masters degree in Science/Arts from a recognized institution. Certificate in strategic leadership development programme lasting not less than six weeks from a recognized institution. Certificate in computer applications from a recognized institution. Thorough understanding of provisions of the National Youth Training policies and have the ability to relate them to National Development goals. Demonstrate merit and ability as reflected in work performance and results.

FINANCE ACCOUNTANTS (8 POSTS) Duties and responsibilities: Implement accounting systems and standards. Follow up on implementation of audit recommendations. Compile County Treasury memorandum.

Follow up on implementation of County Assembly Public Accountants committee recommendations. Consolidation of cash flow projections by County departments. Maintain the asset register. Maintain the Departmental Budget. Provide monthly returns on income and expenditure of the department. Any other duty as may be assigned.

Requirements for appointment A Bachelor of Commerce Degree (Accounting option) or any other acceptable equivalent qualification from a University recognized in Kenya. Holder of CPA Part Two Certificate or above with at least three (3) years working experience as an accountant or in an equivalent position. Demonstrable experience in managing accounting functions in a public institution and thorough understanding of IPSAS. Knowledge of IFMIS will be an added advantage. TRADE, INDUSTRIALIZATION, TOURISM AND CO-OPERATIVES 1. DIRECTOR TRADE AND INDUSTRIALIZATION ( 1 POST) The Director Trade and Industrialization shall be the head of the Trade and Industrialization Division and will be answerable to the Chief Officer in the Department of Trade, Industrialization, Tourism and Co-operatives. Duties and responsibilities: The implementation of the County and National Trade policy. Promotion of existing investments and potential investment opportunities within Kiambu County. Provision of Business Development Services. Coordination and Development of the Micro, Small and Medium Enterprises (MSMEs) engaged in trade. Capacity building of MSMEs and linkages with other training institutions. Development of Wholesale and Retail Trade. Management of Credit Schemes for Micro, Small and Medium Enterprises (MSMEs). Collection, Analysis and Dissemination of Business Information and Management of County Business Information Centres. Promotion of Export businesses and domesticating Inter-County, Bilateral, Regional and International Trade at the County level. Advocacy and promotion of establishment of Market Infrastructure within the County. Promotion and facilitation of the Intra-County, Inter-County Trade, and Country wide Trade. Management of County Physical Markets and Regulation of hawking activities.

Promotion of use of E-Commerce. Organizing and conducting of trade fairs/exhibitions and facilitating trade missions in and out of the County.

Requirements for appointment Be a holder of Bachelor Degree either in Commerce, Business Administration, Economics, Entrepreneurship or related field from a recognized University in Kenya. A higher degree will be an added advantage. Must have relevant knowledge and experience of not less than ten (10) years in a related area within the Public Service or Private Sector. Must satisfy the requirements of Chapter Six of the Constitution of Kenya. 2. DIRECTOR - TOURISM AND MARKETING (1 POST) The Director shall be the head of the Tourism and Marketing Division and will be answerable to the Chief Officer in the Department of Trade, Industrialization, Tourism and Co-operatives. Duties and Responsibilities Promotion of tourism within Kiambu County. Formulating, coordinating and implementing tourism development policies on information and communications technology. Coordinating development programmes in the tourism sector. Carrying out tourism education, awareness and training. Offering advisory and extension services to the tourism sector. Enforcement of compliance with the tourism legislation. Carry out tourism research and development. Monitoring performance on growth and development of the Tourism sector within Kiambu County.

Requirements for appointment Be a holder of a Bachelor Degree in tourism or related field from a recognized University in Kenya. A higher degree will be an added advantage. Must have relevant knowledge and experience of not less than ten (10) years in a related area within the Public Service or Private Sector. Must satisfy the requirements of Chapter Six of the Constitution of Kenya. 3. DIRECTOR CO-OPERATIVES (1 POST) The Director will be the head of the Co-operative Division and will be answerable to the Chief Officer in the Department of Trade, Industrialization, Tourism and Co-operatives. Duties and responsibilities: -

Promoting and registering Co-operative societies. Formulating, coordinating and implementing co-operative development policies on information and communications technology. Promoting savings and credit, finance investment, marketing, education and training. Mainstreaming corporate governance, conducting inspections and inquiries in cooperative societies. Coordinating development programmes in the co-operative sub-sector. Promoting co-operative ventures and value-addition. Promoting co-operative marketing and research. Settling co-operative disputes, regulating co-operative organizations/institutions. Carrying out co-operative education and training. Savings mobilization, promoting and developing co-operative development projects. Offering advisory and extension services to the co-operative movement on development of accounting and management procedures. Enforcement of compliance with the co-operative legislation Monitoring performance on growth and development of the co-operative movement.

Requirements for Appointment: Be a holder of a Bachelor Degree in either Co-operatives, Business Administration, Agriculture, Commerce, Economics or related field from a recognized University in Kenya. A higher degree will be an added advantage. Must have relevant knowledge and experience of not less than ten (10) years in a related area within the Public Service or Private Sector. Must satisfy the requirements of Chapter Six of the Constitution of Kenya.

AGRICULTURE, LIVESTOCK AND FISHERIES 1. DIRECTOR AGRICULTURE ( 1 POST) The Director will be answerable to the Chief Officer Agriculture, Livestock and Fisheries. Duties and responsibilities: Organization, direction, control and co-ordination of the functions of Agriculture, Livestock and Fisheries in the County. Developing appropriate county departmental policies, legal and institutional frameworks for the implementation of the mandate of Agriculture, Livestock and Fisheries. Handling administrative, human resource and asset management issues. Ensuring strict compliance with all financial, budgetary and procurement procedures.

Co-ordination of production, documentation and dissemination of Agriculture, Livestock and Fisheries information. Interpreting and applying National and County laws and other related statutes in line with the county goals and objectives. Perform any other duties that may be assigned from time to time by the Chief Officer.

Requirements for appointment Be a holder of at least a first degree in Agriculture, Livestock and Fisheries or any other relevant degree from a recognized University. A Masters degree in a relevant field will be an added advantage. Have relevant knowledge and experience of not less than seven (7) years, (3) of which must have been in administrative position in Public Service or Private Sector. Demonstrate a high degree of professional and technical competence in work performance and results. Demonstrate a thorough understanding of devolution, the County Development objectives and Vision 2030. Be a strategic thinker and result oriented. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity. Be computer literate. 2. 3. DIRECTOR MONITORING AND EVALUATION, AGRICULTURE, LIVESTOCK AND FISHERIES (1 POST) Reporting to the Chief Officer, Agriculture, Livestock and Fisheries. Duties and responsibilities: Coordinating, planning, budgeting and reporting of Agricultural, Livestock and Fisheries projects in the County. Coordinating the development and implementation of an impact monitoring framework and information system for agricultural, Livestock and Fisheries projects in the County Maintaining close liaison and coordination of joint research extension activities and interpretation of research recommendations in the County. Providing regular updated reports on the status of implementation of projects in the County to the County Chief Officer. Designing data collection procedures and developing applied research instruments. Analyzing and evaluating data for the projects to ensure achievement of objectives and recommend corrective actions where necessary. Coordinating the development of a databank for all Agricultural, Livestock and Fisheries projects, including best practices and lessons learnt from the projects. Continuously review and update the Monitoring and Evaluation systems. Any other duty assigned by the Chief Officer Agriculture, Livestock and Fisheries. Requirements for appointment A Bachelors degree in any of the following disciplines: Agriculture, Livestock, Fisheries or any other relevant qualification from a recognize University. A Masters or equivalent degree in Statistics, Project management, Research Methods or any other relevant qualification from a recognized University. At least seven (7) years experience in fields related to Agriculture, Livestock or Fisheries, three (3) of which must have been in Monitoring and Evaluation in a busy public sector. Experience in managing M&E systems.

Experience in development and application of logical frameworks, development of indicators and the implementation of strategies for the qualitative and quantitative analysis of programs. Demonstrated ability in situation analysis, interpretation of research findings, dissemination of statistical results and data analysis using appropriate software. High level of computer knowledge and applications. Demonstrated a thorough understanding of devolution, the County Development objectives and Vision 2030. Satisfied the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity.

PUBLIC SERVICE BOARD SECRETARIAT 1. ICT Officer (1 POST) Reporting to the ICT Director, the ICT Officer will be responsible for the following tasks: Duties and Responsibilities Performing system analysis and suggest recommendations in liaison with user. Performing basic technical support for both hardware and software Drawing and maintaining ICT equipment inventory. Ensuring adherence to established ICT standards and policies. Logging of ICT problems. Performing system installation, configuration and renew software licenses. Recommending and supervising hardware/software specification for information communication technology equipment Repairs and maintenance of information communication technology equipment and associated peripherals Drawing scheduling preventive maintenance of ICT infrastructure. Troubleshooting of general ICT problems at the user level. Any other duties as may be assigned by the Systems Administrator. Requirements for appointment Bachelors degree in Computer Science/Information Systems or equivalent from a University recognized in Kenya. A post graduate diploma in Computer Science, Hardware, Network Administration, maintenance of software support is an added advanced. competence in Microsoft office Minimum of three years relevant experience. Good administration, organization and analytical skills. Ability to multi-task, motivate and lead others. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity.

RE-ADVERTISEMENT DIRECTOR (1 POST) REF: KCPSB/08/2013/01/003/CCO Director of the Kiambu County Alcoholic Drinks Control Directorate The Director shall be the head of the Kiambu County Alcoholic Drinks Control Directorate. Duties and responsibilities: Advising the County Executive Member on county policy and laws to be adopted in regard to the production, manufacture, sale and consumption of alcoholic drinks; In collaboration with other county and National Government departments strategize and plan for implementation of the Kiambu County Alcoholic Drink Act, 2013 and control of alcohol abuse and any other relevant legislation and coordinate and support their implementation; Facilitate citizen participation in matter related to alcoholic drinks control in accordance with the framework for citizen participation established under the county government Act, 2012 the Urban Areas and Cities Act, 2012 or any other relevant written law; Carry out public education and research on alcohol drinks control in the County directly and in collaboration with other public or private bodies and institutions; Facilitate and promote in collaboration with other County and National Government institutions the establishment of treatment and rehabilitation facilities and programmes; In collaboration with other relevant County departments, prepare and submit a biannual alcoholic drink status report; Support and facilitate the Sub-County committees in carrying out their functions; Supervise and control the administration of the Alcoholic Drinks control Fund; and Prepare each financial year a statement of account relating to the Alcoholic Drinks Control Fund in accordance with the Public Audit Act, 2013. Requirements for appointment Be a holder of Bachelors degree in Commerce (Finance or accounting) from a recognized University. A Masters Degree will be an added advantage. Have a knowledge and experience of not less than ten (10) years in administration or Financial Management. Satisfy the requirements of Chapter Six of the Constitution.
