The format of the debate that will be used for the entire tournament will be Asian Parliamentary 1.1 Teams: There two opposing teams in an Asians format of debate: 1. Government side- proposes and defends the motion !. "pposition side- refute and negates the motion. #ach each side is composed of three members. The Members of the government side are the following: 1. Prime minister $PM%- opens the debate& defines the motion and advances arguments !. 'eputy prime Minister$'PM%- refute at first instance the case of the opposition& reestablish the government(s claim& and advances arguments ). Government whip$G*%- ma+es an issue-based rebuttal of the opposition(s case and summari,es the case of the government. The Members of the "pposition side are the following: 1. -eader of the "pposition$-"%- responds directly to the case of the government by giving a direct clash& and advances arguments. May challenge the motion if the definition is challengeable !. 'eputy -eader of the "pposition$'P-%- refutes the case of the 'PM& reestablishes the case of the opposition& and advances an argument ). "pposition *hip $"*%- ma+es an issues-based rebuttal of the government(s and summari,es the case of the opposition. 1.! Time of Speeches: #ach spea+er is allocated seven minutes to deliver their constructive speeches. "ne spea+er from each side $.or the Government:PM/'PM& for "pposition:-"/'-"% is given four minutes to deliver a reply speech. The spea+ers will be spea+ing in the following order: 1. 'uring the constructive speeches& Point of 6nformation $P"6% may be raised by the opposing side after the first minute up to the si7th minute. P"6 may be refused or accepted by the spea+er. 'uring reply speeches& no P"6 may be raised. Reply Speech: 4eply speech is a comparative analysis of the strength and wea+nesses of the case of both sides. The aim of the speech is to give a bias 8udgment as to why should the people support the team(s claim. The speech is first delivered by the opposition side and followed by the government side who will close the debate. 1.) Matter, Manner, Method: Asian Parliamentary 'ebate is assessed by an Ad8udicator Panel composed of an odd number according to the following criteria: 1. Matter $09%- substance of the debate& the arguments and evidence presented& and the logical reasoning and presentation of said arguments. !. Manner $09%- the style of delivery& the persuasion s+ills& and the conduct of the debaters. ). Method $!9%- the response to the dynamics of the debate& and the observance of the rules of debate. !. All participants shall be bonafide students of the :niversity of Mindanao Main ;ampus $Matina and <olton%. ). "nly students who have not won any =ational 'ebate Tournaments are allowed to 8oin. 0. #ach college may send two teams for the tournament. 0.1 #ach team is composed of three members only and a reserve. 0.! Teammates shall be from the same college. 1. Participants shall be at the venue at least )9 minutes before each round will begin. -ate participants will be dis>ualified. 2.
